Question Page Section Paragraph Vendor Question USG Response

1 5 I 1.1

Can we divide the delivery of the machines into two says? For example one day for water trucks and another day for heavy equipment.

Yes. You can divide the shipments into two.

May I know the date for announcing us the award? It is because we need to inform rental company to hold the reservation.

Award will be made after the solicitation period closes. Please expect up to 2-3 weeks post solicitation close.

3 3 I 1.3 May I know the ideal size for the forks attachment for loader?

PWS was updated to remove the requirement to have forks. See PWS

1.3 and appendix B.

4 3&5 I 1.11/1.4

Sections 1.4 and 1.11 require delivery of equipment to ISTF no later than 8 May 2025.

However, Section 1.12 states that the USG has reserved a barge location at Ie Village Port on 8 and 9 May 2025 for offloading.

Given the ambiguity, please clarify the deadline date.

See PWS sections 1.4 and 1.11.

5 3 I 1.5

Section 1.5 states that “The Contractor shall furnish equipment which meets or exceeds commercial performance standards.” Please provide the minimum required performance specifications for each type of equipment.

See updated PWS Section 1.5.

6 4 I 1.7(4)

The solicitation states that the Contractor may request use of USG space at ISTF for forward staging of replacement parts or equipment. Please confirm the availability, dimensions, location, restrictions, and duration of any USG-provided staging space.

Space for the contractor to stage equipment, parts, and other assets is not expected to be a limiting factor. Contractor should provide dimensions for their necessary staging area as part of their quote.

Additionally, space to support the contractor's field maintenance and servicing of the leased equipment is not expected to be a limiting factor. US-owned equipment and facilitates can also be requested by contractor for use during maintenance and servicing of leased equipment if available. The maintenance area includes a tent and local power supply near the ISTF runway where the equipment is stored and operated.

7 4 I 1.7(9)

The contract requires that replacement equipment be furnished within 72 hours if a rental unit becomes inoperable. Please clarify whether this 72-hour period includes weekends and holidays or if it applies only to regular business days.

The 72 hours includes only regular business days. See PWS section 1.7(9).

8 4 I 1.7(11)

The contract requires that “The company name shall be displayed on each of the Contractor’s vehicles in a clearly visible manner.” Does this refer to the prime contractor’s name, or would the name of the leasing company be acceptable in cases where equipment is sourced from third-party suppliers?

The leasing company is required to be listed on the equipment to allow for the USG to identify who the equipment owner is. See updated PWS section 1.7(11).

9 5 I 1.8(4)

The solicitation states that “USG is responsible for procuring, storing, and refueling during the period of performance.”

Please confirm which materials, consumables, or services the USG will procure.

The Govt will provide all necessary fuel and equipment related to refueling for the leased equipment.

10 5 I 1.8

Please confirm whether the USG will return all rental equipment with a full tank of fuel.

Yes, the Govt will return equipment with a full tank. See updated PWS section 1.8(5).

11 5 I 1.15

Section 1.15 states that the COR will notify the Contractor to reschedule movements for USG convenience within 72 hours prior to the scheduled movement. We believe the intent is to allow rescheduling at least 72 hours in advance.

Please confirm, and if so, we request that the word “within” be removed for clarity.

Concur - We can accommodate a minimum of 72 hours before scheduled movements. See updated PWS section 1.15.

12 6 II 2.1.3

The solicitation lists 911 as the emergency number for Off-Base fire protection services.

Please confirm whether the correct number should be 119.

Additionally, can on-base emergency services be reached using Japanese cell phones, or is a DSN line required?

For Japanese Emergency Services call: 119

For US Emergency Services call:

098-934-5911. See updated PWS section 2.1.3.

13 7 III 3.6(2)

The contract states that “All loads shall be inspected by the site safety supervisor prior to dispatching them off-site.” Please clarify:

1. Will the site safety supervisor be a Government official or Contractor personnel?

2. What is meant by “dispatching them off-site”

See updated PWS section 3.6(2).

14 9 III 3.9.1

Section 3.9 states that the Contractor must comply with Marine Corps Base Safety policies and other USG-prescribed safety requirements. Please advise if any other safety regulation or policy must be abided by beyond MCO 5100.8 and MCO 5100.29C. If so, please provide copies or references to the specific safety regulations and policies that will apply to this contract.

Correct. USG has not listed other regulations in this section.

15 9 III 3.9.3(c)

Please confirm whether the Regional Contracting Office - Far East and MCIPAC Regional Contracting Office refer to the same entity.

See PWS section 3.9.3(c)

16 9 III 3.9.5

The contract references Code of Federal Regulations (CFR) requirements for PPE, which in turn mandate compliance with

ANSI/ISEA/ASTM

standards. However, PPE manufactured and sold in Japan is typically certified under Japanese Industrial Standards (JIS). Since JIS standards may not explicitly align with ANSI/ISEA/ASTM, we cannot verify with certainty that JIS-compliant PPE meets the exact requirements prescribed in the solicitation. Please confirm whether PPE that conforms to JIS standards will be acceptable in place of

ANSI/ISEA/ASTM-

certified PPE. Please be advised that if

ANSI/ISEA/ASTM-

certified PPE is strictly required, this may result in increased bid price to cover the cost of procurement.

USG will provide PPE for our own operators. Contractor is responsible for furnishing PPE for Contractor personnel. See updated PWS section 3.9.5.

17 10 III 3.10.3

The contract requires the Contract Manager or alternate to be available within one workday to meet with USG personnel at ISTF.

Due to ISTF’s remote location, we request that the response time be extended to three workdays to allow for reasonable travel and coordination.

See updated PWS section 3.10.3 and PRS. Three business days is acceptable.

18 28 52.212-1 Addendum

Sections A &B

The solicitation states that: “The quote shall contain all requested services, as the contract award will be made in aggregate.” “A reading of the quote should leave an evaluator with a detailed, clear understanding of all aspects of the quote.”

Given that there is only one CLIN for the entire contract, how will the USG verify that all required services are included in the pricing?

If a pricing breakdown is required, we respectfully request that the solicitation be revised to include additional CLINs that reflect each pricing area of interest to the Government.

See updated 52.212-1paragraph 4(c) and Attachment 4 (added).

Quoters are encouraged to breakout their pricing details to ensure that the USG understands any additional costs associated with their technical approaches.

19 4 1.7(11) I

The roller does not have a registration number (not permitted for public road use). Is it acceptable?

The roller will need to be transported by trailer to the project site and would not need a permit to operate on public roads.

The water truck cannot operate with seawater;

the pipes and other components will rust and clog.

Only purified water will be used during construction and at no time will we allow untreated water to be used in the water trucks.

21 3 1.3 I

The available wheel loader size is smaller than the WA200 class.

Is it acceptable?

As part of quote provide specification of equipment available most like models listed in exhibit A of PWS 1.3

22 3 1.3 I

The wheel loader specification (bucket or fork) must be decided before shipment, as the customer may not be able to change attachment themselves. Is it acceptable?

See updated PWS section 1.3.

The fork attachment is made to order (not available for rental inventory). Since the lead time is over three weeks, PO need to be placed in early April for delivery by May 8. Is it possible?

See updated PWS section 1.3.

24 3 1.4(3) I

Repair cannot be completed within three days after a breakdown due to parts delivery and transportation to Okinawa. Would it be acceptable to have standby equipment on-site?

Yes, there will be a staging area with enough room for standby equipment. See updated PWS section 1.7.

*No further Questions will be accepted.
