Media Monitoring Web-based platform services

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the Format in FAR

Subpart 12.6 and FAR Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes that only solicitation; quotes are being requested and a written Solicitation will not be issued.

The Request for Quotation (RFQ) number M67400-22-Q-0033 Base Media Monitoring Web-based platform services shall be used to reference any written quote provided under this RFQ.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition

Circular FAC 2022-04; Effective 30 January 2022.

There is no set-aside for this acquistition. The North American Industry Classification System (NAICS) code 518210:

Data Processing, Hosting and Related Service (PSC) is DH10.

Submit signed and dated quotes to the office specified in this Request for Quotes (RFQ), or by email or fax using the specified contact information in section (m) below, at or before the exact time specified in block 8 of this RFQ.

Quotes may be submitted electronically (emailed) subject to the submission timelines required in FAR 52.212-

1(f)(2)(i)(A). Due to government computer firewall security and file size limitations, please be advised that it is the prospective contractor’s responsibility to ensure that the Contracting Office receives ALL required documents on time, including acknowledgment of receipt from the Government, and in strict accordance with

FAR 52.212-1(f).

QUOTES MUST BE SUBMITTED AS INDICATED:

Quote Format. Offerors shall prepare and submit their quotes as set forth in Table 1. The titles and contents of the sections are defined in Table 1 of this document, all of which shall be within the required page limits

(including all attachments, figures, etc.) specified in the table. An electronic copy of all documents (technical and price) shall be submitted. Offers should be prepared using “Arial” or “Times New Roman” ” minimum of 11-point font style on 8½ x 11 inch. Margins shall be one (1) inch on all sides. All material submitted may be single-spaced. Offerors should ensure that each page provides identification of submitting Offeror in the header or footer.

1. Technical information. Information sufficient for technical evaluation. Include, at a minimum:

(a) A technical description of the items and services being offered in sufficient detail to allow the Government to evaluate compliance with the requirements in the Request for

Quotes. This may include product literature, catalog descriptions, or other documents, as appropriate;

(b) In accordance with Section 3.1.2 of the Statement of Work, provide a list of all native language media outlets that can be monitored.

(c) In accordance with Section 3.2.1 of the Statement of Work, provide a narrative and an example of how key influencers are identified in the information environment based on potential reach and followership and actual engagement on the content those influencers produce.

(d) In accordance with Section 3.2.2 of the Statement of Work, provide a narrative and an example of tracking and mapping the propagation of a story, post, or topic as it progresses through both social and traditional reporting across media types, geography and time.

(e) In accordance with Section 3.2.3 of the Statement of Work, provide a narrative and an example of the graphic display of network structures in the information environment to identify thematic or narrative clusters/nodes in order to facilitate the understanding of dominant or underlying trends in coverage and social conversations.

(f) In accordance with Section 3.3.2 of the Statement of Work, provide a list of all social media platforms that can be monitored.

2. Past Performance. With their offer, the contractor shall submit no more than three summaries of past performance that are associated with PSC DH10 or similar service, and relevant within 36 months.

3. Pricing. The contractor must provide a priced list of the services to be provided. If accepted, the proposed pricing volume will be incorporated into the exhibits within the awarded contract.

(a) Period for acceptance of quotes.

No late submissions will be accepted or considered for award.

(d) Correspondence.

All and any communications/questions pertaining to this solicitation must be submitted to the Point of Contact below, no later than 09 Aug 2022 by 10:00AM Japan Standard Time (JST). If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contract Specialist in writing with supporting rationale.

Addendum to 52.212-2 Evaluation -- Commercial Items (Oct 2014) mailto:jennifer.vedsted@usmc.mil

(a) This is a commercial item requirement using Simplified Acquisition Procedures under FAR part 12 and 13.5, respectively. Evaluation will be conducted using simplified procedures in accordance with FAR 13.106.

(b) The Government will award to the responsible offeror whose quote, conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In determining the most advantageous quote, Technical and Past Performance when combined are more important than Price. Ratings will be determined at the factor level. The following factors shall be used to evaluate quotes:

1) Quality/technical merit:

a. The Technical evaluation will be based upon the offerors submissions described in the

“Technical Information” section of 52.212-1 ADDENDUM TO INSTRUCTIONS TO

OFFERORS--COMMERCIAL ITEMS (OCT 2015). Offerors will be evaluated on the suitability of their narrative, examples, and ability to convey a clear, comprehensive approach to meeting the requirement as described in the PWS.

In accordance with the “Instructions to Offerors, Technical Information Section (b) and Section

3.1.2 of the Statement of Work, offerors will be evaluated more favorably based on the number of outlets that are monitored.

In accordance with the “Instructions to Offerors, Technical Information Section (c) and Section

3.2.1 of the Statement of Work, offerors will be evaluated more favorably on the ability to identify key influencers in the information environment based on potential reach and followership, actual engagement on the content those influencers produce.

In accordance with the “Instructions to Offerors, Technical Information Section (d) and Section

3.2.2 of the Statement of Work, offerors will be evaluated more favorably on ability to track and map the propagation of a story, post, or topic as it progresses through both social and traditional reporting across media types, geography and time.

In accordance with the “Instructions to Offerors, Technical Information Section (e) and Section

3.2.3 of the Statement of Work, offerors will be evaluated more favorably on their ability to graphically display network structures in the information environment to identify thematic or narrative clusters/nodes in order to facilitate the understanding of dominant or underlying trends in coverage and social conversations.

In accordance with the “Instructions to Offerors, Technical Information Section (f) and Section

3.3.2 of the Statement of Work, offerors will be evaluated more favorably based on the number of social media platforms they are able to monitor.

Evaluations will be rated using the combined technical/risk rating method as described in the

DFARS PGI Subpart 215.3- Source Selection.

2) Past Performance

a. For purposes of evaluation and determination of responsibility, and in accordance with

FAR 13.106-2(b)(3), this assessment will primarily be conducted through Federal Awardee Performance and Integrity Information System (FAPIIS) / Contractor Performance Assessment Reporting System

(CPARS)/ Supplier Performance Risk System (SPRS) but may include other authorized methods described. Past performance, for purposes of this evaluation, will be assessed using the Performance

Confidence Assessment Rating Method and rated as described in DFAS PGI Subpart 215.3 Source

Selection at the discretion of the contracting officer based on the totality of information available. A past performance determination of “No Confidence” will exclude the offer from consideration for award.

3) Price:

a. Competition is anticipated for this requirement and price evaluation will be conducted primarily using price competition as defined in FAR 13.5, FAR 15.403-1(c)(1)(i) and

FAR 15.403-3 (two or more competitive quotations). Price analysis may be further

Substantiated using market research results. In case where price competition is not evident, and/or only one quote is received, we will conduct price analysis in accordance with FAR 13.106-3(2) and prescribed DFARS techniques at 215.371-1 through 215.371.3.

c) Solicitations for supplies valued less than $1 million will, alternatively, use the past performance evaluation procedures outlined in DFARS 213.106-2 and described in clause 252.213-7000, incorporated herein.

(d) A written notice of award or acceptance of a quote, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), unless a written notice of withdrawal is received before award.

(e) All vendors are to submit their yearly pricing in accordance with the CLIN structure and to also include their total pricing for all years of services being offered.

STATEMENT OF WORK

Statement of Work

Media Monitoring Web-based platform

1. Background

1.1. The III Marine Expeditionary Force (MEF) Communication Strategy and Operations (COMMSTRAT) Office is the primary interface between III MEF and the public. The primary mission of the COMMSTRAT Office is to provide timely and accurate information regarding III MEF activities to our internal and external publics using various media. Concurrent with our occupational mission, is the execution of the Commanding General’s strategic-communication mission, which requires the integration of all information-related functions. In order to streamline information dissemination, consistent with III MEF policies and objectives an in-depth audience analysis is needed to discern the best method of content delivery and to understand the ongoing conversations/narratives extant with in the information environment. Lastly, to achieve III MEF’s communication objectives, COMMSTRAT requires objective analysis to measure the effects of our engagement and communication across a spectrum of media that include, but are not limited to, print, broadcast, social media, radio and online publications in both English and regional languages.

1.2. Marine Corps Essential Task list (Conduct Public Affairs Research) requires COMMSTRAT Officer(s) “to conduct research and analyze findings in order to develop a deep understanding of the information environment, key publics, and communication problems and opportunities.” Complimentary to this specified task is the necessity to effectively analyze, assess and communicate the effectiveness of our public outreach efforts as cited in the July 2011 appendix to the 2007 Joint Requirements Oversight Council, signed Joint Public Affairs (JPA) Initial Capabilities

Document (ICD); (Ref: MROCSM 21-2011). The purchase of a subscription to a premier media monitoring platform will equip the COMMSTRAT Office with the necessary capability to gain vital insight not otherwise available on open source networks. Moreover, access to a media monitoring platform will fill the current void in media analysis caused by the lack of standardization across the COMMSTRAT military occupational specialty

(MOS) as well as by the failure of the Public Affairs Systems Program Office and other DoD Public Affairs entities to provide an enterprise solution. If we fail to procure access to this data through an online media monitoring platform, we will dedicate numerous hours collecting inconsistent data and knowingly put ourselves at a disadvantage in today’s media saturated world.

2. Scope

2.1. The vendor shall provide a web-based/online platform in support of III MEF COMMSTRAT for media monitoring services with unlimited user-access and number of users to the platform. The web-based platform shall give III MEF COMMSTRAT the ability to track hyper-local, local, regional, national and international media events across various media platforms, including print, broadcast, web-based, and social media. The web-based platform shall allow III MEF COMMSTRAT personnel the ability to provide close to real-time, relevant feedback to our

Commanding General and other internal stakeholders. Additionally, the web-based platform will provide in-depth analysis based on content from across various media platforms, while making comprehensive reports readily available to share and archive via download. The platform will also allow users to assess the market-based value and demographic data (to include sentiment) are critical components in the measurement, analysis and conveyance of the effectiveness of strategic communication efforts. There are no delivery or installation requirements as this is a procurement for access to a web-based platform.

3. Tasks:

3.1. Media Monitoring web-based platform functionality.

3.1.1 Unlimited users and access. The web-based platform shall provide media monitoring platform access to unlimited users. All users shall have the ability to be simultaneously logged in from various locations throughout the globe, 24 hours a day, 7 days a week. The vendor shall be responsible to maintain the platform active and running with minimal platform outages. The vendor shall allow designated III MEF COMMSTRAT personnel to manage all user permissions.

3.1.1.1 Troubleshooting. The vendor shall be responsible for resolving all outages or system errors within the first 24 hours of being reported to the designated help desk location.

3.1.2 Media Translation. The web-based platform shall allow users to monitor printed media, broadcasted media and social media platforms, such as but not limited to Facebook, Twitter, Instagram, YouTube, Line, Sina Weibo and

Vkontakte, and other sites. The users will conduct analysis within local pacific area, national and international outlets/platforms, therefore the web-based services shall allow its users to have access to the translated version of all the sites being monitored. The media translation shall include but is not limited to the following languages: native-language Japanese, Philippine, Australian, Thai, Russian and Chinese.

3.1.2.1 The web-based platform shall include Integrated Translation capabilities (host language to English) for all outlets and platforms monitored. Translation though a third party will not be accepted.

3.1.3 Boolean logic implementation. The web-based platform shall allow users with appropriate permissions to code keywords and phrases using Boolean logic in order to provide a better analysis of the data through filters such as themes and sentiment. End users shall be able to control the data input in order to gain a clearer understanding of the outputs, to better match common military words and phrases within in their context, and respond to emergent or unexpected events.

3.1.4 Data/Metrics access. The web-based platform shall provide user the ability to gather metrics that at a minimum include the amount of content that satisfies a given search criteria (“mentions”/”results”), the amount of activity in response to a given piece of content (“engagement” – e.g. likes, comments, shares, retweets, etc.), the potential reach of content based on potential impressions/followership (“reach”), and source data, to include geographic origin (down to the local/city level), language, and media type.

3.1.5 Content access to other sites. The web-based platform shall allow the user to view broadcast news clips from local affiliates, independent stations, major cable stations, online news and radio networks shall be available to download, save and have a unique link to the content at a time period of no more than two hours after being aired and or published. Digital print content shall be available from newspapers, magazines, blogs, press releases, newsletters, academic journals and trade journals et al.

3.2 Tracking and Mapping information

3.2.1 Key influencers. The platform shall allow users to have the ability to identify key influencers in the information environment based on potential reach and followership and actual engagement on the content those influencers produce.

3.2.2 Track and map stories. The platform shall allow users to track and map the propagation of a story, post, or topic as it progresses through both social and traditional reporting. Service shall visually depict this process for easy comprehension, to include across media types, geography and time.

3.2.3 Identify network structures. The platform shall graphically display network structures in the information environment to identify thematic or narrative clusters/nodes in order to facilitate the understanding of dominant or underlying trends in coverage and social conversations. N-gram based “themes” DO NOT meet this requirement.

3.3. Web-Based Media Monitoring Platform features.

3.3.1 Customizable dashboards. The web-based platform shall allow user to customize and manipulate dashboards that are visible to non-users.

3.3.2 Integration with organizational social media. The platform shall have the ability to integrate with unlimited organizational social media platforms, to include Facebook, Twitter, Instagram, YouTube, Line and others.

3.3.3 Customize reports. The platform shall allow III MEF COMSTRAT to customize reports that can be downloaded in both Microsoft PowerPoint and Adobe PDF format. Real-time email alerts shall be available in order to notify unit representatives to media activity and coverage relevant to commanders.

3.3.4 Data export. The platform shall give III MEF COMSTRAT the ability to export data and graphs into Excel, Word, PowerPoint and other formats like CSV (Comma Separated Values).

3.3.5 AI usage. The platform shall use trainable/customizable artificial intelligence to facilitate categorizing data based on user-generated criteria to better monitor and assess communication efforts as they pertain to III MEF's

Campaign Order, the III MEF Communication Strategy, subordinate communication plans, and associated themes.

4. Place of Performance

4.1. No delivery or installation address is required as this requirement is for access to an online platform. Contract is for a web based program which will be accessed via government computers at various locations globally.

5. Period of Performance

5.1. Base contract is for 30 Sep 2022 – 29 Sep 2023 and 4 Option Years.

6. Technical Point of Contact (TPOC).

6.2. The TPOC will provide technical clarification and assistance in support of the contract requirements. The

TPOC DOES NOT have the authority to make changes and/or give direction under this contract.

Note: The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.

7.1. There are no special materials required for this contract

7.2. There is no travel requirements associated with this contract.

7.3. No Government-furnished property is required. Contract is for access to a web based platform.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO

SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services--

Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-

Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph

(d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause

52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or

Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM)

(https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(1) It [ ___ ] will, [ ___ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The

Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--

It [ ___ ] does, [ ___ ] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures.

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as

OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered

(include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment--

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as

OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(ii) For covered services--

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered

(include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the PSC of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(a) Definitions. As used in this provision, covered defense telecommunications equipment or services has the meaning provided in the clause 252.204-7018, Prohibition on the Acquisition of Covered Defense

Telecommunications Equipment or Services.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM)

(https://www.sam.gov) for entities excluded from receiving federal awards for “covered defense telecommunications equipment or services”.

(c) Representation. The Offeror represents that it [ ] does, [ ] does not provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

252.204-7017 PROHIBITION ON THE ACQUISITION OF COVERED DEFENSE TELECOMMUNICATIONS

EQUIPMENT OR SERVICES--REPRESENTATION (MAY 2021)

The Offeror is not required to complete the representation in this provision if the Offeror has represented in the provision at 252.204-7016, Covered Defense Telecommunications Equipment or Services--Representation, that it

“does not provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.”

(a) Definitions. Covered defense telecommunications equipment or services, covered mission, critical technology, and substantial or essential component, as used in this provision, have the meanings given in the 252.204-7018 clause, Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services, of this solicitation.

(b) Prohibition. Section 1656 of the National Defense Authorization Act for Fiscal Year 2018 (Pub. L. 115-91) prohibits agencies from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service to carry out covered missions that uses covered defense telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) at https://www.sam.gov for entities that are excluded when providing any equipment, system, or service to carry out covered missions that uses covered defense telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless a waiver is granted.

(d) Representation. If in its annual representations and certifications in SAM the Offeror has represented in paragraph (c) of the provision at 252.204-7016, Covered Defense Telecommunications Equipment or Services--

Representation, that it “does” provide covered defense telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument, then the Offeror shall complete the following additional representation:

The Offeror represents that it [ ] will [ ] will not provide covered defense telecommunications equipment or services as a part of its offered products or services to DoD in the performance of any award resulting from this solicitation.

(e) Disclosures. If the Offeror has represented in paragraph (d) of this provision that it “will provide covered defense telecommunications equipment or services,” the Offeror shall provide the following information as part of the offer:

(1) A description of all covered defense telecommunications equipment and services offered (include brand or manufacturer; product, such as model number, original equipment manufacturer (OEM) number, manufacturer part number, or wholesaler number; and item description, as applicable).

(2) An explanation of the proposed use of covered defense telecommunications equipment and services and any factors relevant to determining if such use would be permissible under the prohibition referenced in paragraph (b) of this provision.

(3) For services, the entity providing the covered defense telecommunications services (include entity name, unique entity identifier, and Commercial and Government Entity (CAGE) code, if known).

(4) For equipment, the entity that produced or provided the covered defense telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known).

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of

Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-

7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training

Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data

Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting

Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the

Contracting Officer.

“Invoice 2in1”

(iii) For customary progress payments based on costs incurred, submit a progress payment request.

(iv) For performance based payments, submit a performance based payment request.

(v) For commercial item financing, submit a commercial item financing request.

(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.

(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.
