About this file

The amendment extends the response due date from 19 August 2022 to 2 September 2022 at 1000 hours Japan Standard Time, and provides answers to questions from potential offerors to clarify requirements such as the estimated range of concurrent users being 50-100, the target region being Asia-Pacific, and pricing remaining firm fixed price without deviation based on usage.

QUESTIONS AND ANSWERS

M6740022Q0033 – Q&A

Question 1: May we have an extension to 02 September 2022?

Answer 1: Amendment 1 extends the solicitation due date to 02 September 2022.

Question 2: Will the 3MEF accept FFP for software, configuration and support w/ a unit consumption costs for the infrastructure host, data storage and communications layer?

Answer 2: Contract pricing will remain Firm Fixed Price (FFP). Price should not deviate based on usage or consumption. Understood there may be limits based on what can be provided with a FFP pricing structure.

Question 3: What is the range of users (25-50, 50-100, 100-200) who will concurrently log on in 8-hour increments? You can add or subtract users as needed by the team, we just need to have a range.

Answer 3: The range of users is 50-100.

Question 4: Which time zone do we need to plan to accommodate? Japan? West Coast? WCA?

Answer 4: Japan Standard Time (JST). However, most interaction can take place via email. If phone calls are necessary, they can be scheduled during a time that is conducive for JST and U.S. time zones.

Question 5: How many social media, media outlets, public affairs offices is 3MEF targeting in APAC? 100? 200?

2000? All?

Answer 5: III MEF is not targeting any social media, media, public affairs, etc. outlets specifically. Seeking a compilation of online reports in order to determine total reporting, potential reach, engagements, and sentiment along with demographic and geographic data.

Question 6: Section 2.1 of the RFQ states, “The vendor shall provide a web-based/online platform in support of III

MEF COMMSTRAT for media monitoring services with unlimited user-access and number of users to the platform”. To ensure that all offerors accurately evaluate pricing, can the Government provide an estimated range for total expected users? We understand that the Government cannot provide an exact number, however, a range

(e.g., 0-50, 100-500, 500-1000, >1000, etc.) would ensure vendors fairly estimate price.

Answer 6: The range of users is 50-100.
