QUESTIONS AND ANSWERS
Questions and Answers 27 September 2017
1) Can they be used as opposed to new?
Answer: Only new are accepted.
2) Is there a forklift available to unload if/when delivered or what is your offloading method if delivered by flatbed?
Answer: We offload by Terex/container handler once they are delivered to Blount Island Command (BICmd), Jacksonville, FL.
3) Standard ISO Shipping Containers are 20'x8'x8'6". The Opp reads 20'x8'x8'. Are you wanting standard ISO or exactly 8' tall?
Answer: requested Dry Frieght Containers are 20’x8’x8’ ---- requested Refrigerated Containers are 20’x8’x8’6” - Please see corrected line item (0003) description.
4) Please confirm delivery date required : "ADC" and "ANP".
Answer: 6 mths ADC – six (6) months after date of contract 6 mths ANP – six (6) months after notice to proceed
5) Do you require the containers to be built in the USA?
Answer: Comply with FAR clause 52.225-1 Buy American - Supplies
6) The offer states "One Trip" containers are not acceptable. Is it permitted for the containers to make "one voyage" to be relocated to your facility [but never packed with cargo]?
Answer: If the containers were manufactured at your facility and then moved to BICmd and have never been used, then that is acceptable.
7) Throughout the document, the height of the refrigerated container is stated as 8' and as 8' 6". I assume the proper desired height is 8' 6" since this is what is in the schedule of specifications, but just need to be sure.
Answer: 8’6”
8) Would the customer be interested in soft starting compressors. this feature uses less power consumption at startup?
Answer: No
9) Since we have militarized units that can be moved with traditional means and by a M1120 HEMTT PLS vehicle, would a quote for this setup be welcomed?
10) Would the customer be interested in a solar powered option?

The Government requires new, unused equipment for this requirement.
1) Does Trade Agreement Act apply to this requirement - 252.225-7021 ?
Answer: DFARS 252.225-7021 does not apply. This acquisition is set aside for small businesses – FAR 25.401 (a)(1), therefore FAR 52.225-5
2) Does 252.247-7023 Transportation of Supplies By Sea apply?
Answer: DFARS 252.247-7023 is applicable as included herein.
3) Does your customer require a specific brand of refrigeration equipment? Carrier and
Thermoking are the most widely used in the industry.
4) Standard refrigeration units are equipped with 440v/3phase electrical. Will your customer require any special add-ons (i.e. dual voltage transformer)?
Answer: Yes, dual voltage transformers are needed for each refrigerated container that are able to handle both 460V and up to 230V.
