The Government requires new, unused equipment for this requirement.
1) Does Trade Agreement Act apply to this requirement - 252.225-7021?
Answer: DFARS 252.225-7021 does not apply. This acquisition is set aside for small businesses (reference FAR 25.401 (a)(1)), therefore FAR 52.225-5 - Buy American Act is applicable as applied (reference FAR 52.212-5).
2) Does 252.247-7023 Transportation of Supplies By Sea apply?
Answer: DFARS 252.247-7023 is applicable as included herein.
3) Does your customer require a specific brand of refrigeration equipment? Carrier and Thermoking are the most widely used in the industry.
Answer: No
4) Standard refrigeration units are equipped with 440v/3phase electrical. Will your customer require any special add-ons (i.e. dual voltage transformer)?
Answer: Yes, dual voltage transformers are needed for each refrigerated container and must be able to handle both 460V and 230V.

The supplies mentioned in the Schedule (Section “B”) shall conform in all respects with the specifications, drawings and requirements herein recited or referred to, copies of which are in the possession of the contractor and which are incorporated herein and made a part hereof by reference.

MANUFACTURING STANDARD
C-3 DESCRIPTIONS AND SPECIFICATIONS – 8’6”x8’x20’ Refrigerated Containers
1.0 SCOPE. This specification covers new, unused, 8-ft 6in. height by 8-ft wide by 20-ft long, reusable, non-collapsible, ISO 1CC, full length, refrigerated end-opening door, one end, vented stainless steel cargo container for transportation, distribution, and storage of military supplies. Dual voltage transformers are needed for each refrigerated container that are able to handle up to 460V and up to 230V. Containers shall be manufactured to meet all dimensions, ratings, and testing criteria for International Organization for Standardization (ISO) criteria for Series 1, Designation 1CC in the ISO Freight Containers Standards Handbook 34, standard 1496/1, ISO 9001 and /or ISO 14001 Quality and Environmental Standards in manufacturing ISO Containers and as supplemented by this Descriptions and Specifications for 8’6”x8’x20’ Refrigerated Containers.
2.0 APPLICABLE PUBLICATIONS. The following publications form a part of this specification to the extent specified herein. Unless otherwise indicated, the issue in effect on the date of request for proposals shall apply.

3.0
WEIGHT, RATINGS, AND DIMENSIONS. The tare weight of the container shall be the minimum practical, but shall not exceed 6,370 pounds. The gross weight rating shall be 67,200 pounds. Dimensions, tolerances, and diagonal differences of the container shall meet the requirements for a 20-foot nominal length container as specified in ISO 668.

3.1 Standard Product. Except as otherwise specified herein, the container shall be the standard product of the contractor. Containers shall be new and unused. One-time use containers will not be acceptable.
3.2 Materials. Materials shall be used as specified herein. Used rebuilt or remanufactured components, pieces, and parts shall not be incorporated into the container. Materials not specified shall be in accordance with United States, Federal, Military, or National Technical Society, Association or Institute Specifications or Standards. The container shall be constructed with a material that meets all strength requirements described in ISO 1496.
3. 3 Material Deterioration, Prevention, and Control. Containers shall be fabricated from compatible materials inherently corrosion resistant or treated to provide protection against the various forms of corrosion and deterioration that may be encountered in any of the applicable operating or storage environments to which ISO freight containers may be exposed.
3.3.1 Identification of Materials and Finishes. The contractor shall identify the specific materials, material finish or treatment, for use with component or sub-component, and shall make this information a part of the proposal. This shall include a Material Safety Data Sheet (MSDS) for each type of protective coatings (primer and finish) proposed. The MSDS shall be in the English language, with all weights, ratings and dimensions in Metric System (SI) and United States Weights and Measures.
3.3.2 Dissimilar Metals. Dissimilar metals shall not be used in intimate contact with each other unless protected against galvanic corrosion.
3.4 Construction. Container shall be constructed so as to be free of any recesses and voids In which contraband may be concealed or where moisture can accumulate. No part of the container (when empty) shall protrude beyond the outside surfaces of the corner fittings. Damage limitation cutout inserts on the front and rear bottom sills to minimize twist lock damage when stacking containers shall be provided.
3.4.1 Side and End Walls. Sidewalls may be of the interior or exterior post type, the exterior shall be constructed of smooth skin stainless steel. The end walls shall withstand loading in accordance with ISO 1496/1.
3.4.2 Doors. Two equally sized doors shall be hung within the rear end frame shall have an unobstructed door, opening and width to provide access to the interior of the container conforming to dimensions of ISO 668. Heavy-duty hinge pins, recessed within the corner post shall be provided on each door-allowing door to fold back against the side of the body. Steel hinges shall have corrosion resistant steel pins. Each door shall be provided with not less than two heavy-duty, handle operated cam-locking devices with anti-rack, provisions, which through lever type action aid in releasing the door seal from the door end frame. All door seals must be able to pass a water test to ensure no water intrusion when exposed to adverse weather. Flush lubricating receivers or waste/oil hole shall be provided on the pivot points of the door hinges and upper/lower racking bar brackets and shall be greased with molydisulfide grease. Each locking device handle must be capable of accepting a padlock and a security seal. Means must be provided to hold the doors in a fully open position and shall, be of a material, which will not scrape or chafe the container when the doors are closed. Center of door overlap plates will be provided to meet custom’s TIR requirements.
3.4.3 Floors. Container floor shall be the section type constructed of aluminum. A minimum of two (2) floor drains will be constructed into the floor one at each end for the drainage of water. The door entrance end of the container shall be reinforced to withstand loading and unloading operations.
3.4.4 Understructure. All cross-members shall be of the same configuration and strength and shall have a maximum center-to-center distance of 12 inches. The entire underside of the container including floor, cross-members, corner fittings, side rails, end rails, fork pockets and gussets if included shall receive applicable treatment and protective coating as other outside container surfaces. The understructure shall be the same color as the exterior color of the container.
3.4.5 Forklift Pockets. 2 Forklift pocket sets for handling laden and unladen containers shall be provided. Forklift pockets shall conform to the requirements of ISO1496/1. Above the inside pockets (unladen pockets), the following warning shall be stenciled in minimum 4-inch black letters: “Empty Lift Only”.
3.4.6 Roof. The roof shall be of smooth skin stainless steel, self-draining shall conform to ISO 1496-1. Roof sheets will be constructed with front and rear headers by welding to topside rails and end frame members. Headers shall not be less than ¼ inch thickness to provide reinforcement and shall extend 18 inches from each end of the container.
3.4.7 Corner Fittings. Corner fittings shall conform to the requirements of ISO 1161 and be certified under the operating and testing requirements specified in ISO 1496/1.
3.4.8 Welds. All composite members (those composed of the welding together of two (2) or more sections) shall be continuously welded along the seams joining the sections.
3.4.9 Surface Preparation. Before assembly all stainless steel components shall be shot blasted to Swedish standard Sa 2.5 to remove rust, mill scale, etc. All stainless steel components shall be cleaned and treated in accordance with MIL-T-704K. After the container has been cleaned and treated it shall be primed in accordance with TE-527D, color white. Cleaned surface shall be free from oil, grease, dirt, mill scale, rust, corrosive products, oxides, paint or other foreign matter.
3.4.10 Anti-Pilferage Provisions. Hinge-pins and screws, bolts, and other fasteners used for securing the hinges and closing devices to the container and for holding essential parts of the sides, ends and roof, shall be welded or otherwise secured in such a manner as to prevent access to the interior of container without leaving visible signs of tampering, where such welding destroys protective coating on the items being welded or on other container parts. The weld and surrounding area shall be thoroughly cleaned, treated, and painted. All locking device handles shall be furnished with provisions for padlocking and customs sealing to meet TIR requirements.
4.0 Primer. Primer shall be a zinc-rich epoxy applied to all metal surfaces of the 8ft.6 in. height by 8 ft wide by 20 ft. long dry-end opening container. The minimum dry-film thickness shall be 2 Mils. The average thickness over the surface may be greater than the above minimum, but the maximum dry-film thickness of any epoxy Zinc-rich primer used shall not exceed 3 MILS.
4.1 Topcoat. Topcoat for exterior shall be acrylic latex compatible with primer. Minimum dry-film Thickness of the topcoat shall be 3.2 MILS. (80 Micron). Color shall be White, Color Chip Number 27875 of FED-STD-595. The interior MIL thickness will be the same as the Primer and Topcoat. Color of the primer must be in a contrasting color to the topcoat, and to the substrate steel in order to check easily for inadequate paint coverage, which is known as “paint holidays.”
4.2 Understructure. All steel understructure parts shall be fully primed prior to topcoat application. Flooring shall not be laid upon a cross-member that has not been primed and top-coated to meet other exterior protective coating specifications.
4.3 Workmanship. All parts, components, and assemblies of the container including castings, forgings, molded parts, stamps, seals and sealing agents, machined surfaces, and welded parts shall be clean and free, from any defects, which will reduce the capability of the container to meet requirements, specified herein. Any components, and assemblies, which have been repaired or modified to overcome deficiencies, shall not be used without prior specific approval of the Contracting Officer. External surfaces shall be free from burrs, slag and sharp edges. The internal cargo space shall be free from sharp protrusions that could damage cargo or injure personnel.
4.4 Metal Fabrication. Metal used in fabrication of containers shall be free from kinks and sharp bends. The straightening of material shall be done by methods that will not cause injury to the metal. Shearing and clipping shall be done neatly and accurately. All bends of a major character shall be made with controlled, means in order to insure uniformity in size and shape. Precautions shall be taken to avoid metal overheating, and heated metal shall be allowed to cool slowly.
4.5 Bolted and Riveted Connections. Bolt and rivet holes shall be accurately punched or drilled and shall have all burrs removed. Washers, lock-washers, or lock nuts shall be provided where necessary and all bolts, nuts, and screws shall be tight. Rivet heads, when not countersunk or flattened, shall be uniform in size and shape for the same diameter of the rivet, concentric with the rivet holes and in full contact with the surface of the member.
4.6 Marking and other Non-Structural Requirements. Each container shall be coded, identified and marked in accordance with ISO 6346, including Size and Type Code (22G1). The Owners Code, serial numbers and check digit will be furnished to the contractor upon award. The maximum gross and tare weighs (in pounds and kilograms) shall be displayed on each container as required by ISO 6346. In addition the Owners Code serial number and check digit will be placed vertically inside the container fully loaded and the curbside door slightly open. The contract number and the expression (contract number) OWNER (US Marine Corps, Blount Island Command, Jacksonville, Florida, 32226) shall be incorporated into the manufacturers’ data plate. The acronym” MPS” shall be displayed on both bottom side rails and front-end bottom rail. “MPS” shall be not less than 4 inches high. All container marking shall be of cast vinyl film and of contrasting color to the white finish. All such markings should be of a quality rating of 7 years minimum life. If the decal manufacturer issues a warranty of greater than 7 years to the container manufacturer, the minimum life guarantee to buyer must extend at least the life of the of the warranty. Color retention, during 7-year life shall be 70 percent minimum.
4.7 Data Plates. Manufacturer’s data plates, wood treatment plates, custom data plates, and CSC safety plates shall be stainless steel and in accordance with ISO 6359. Data plates shall be securely fastened to the container using tamper resistant TIR rivets. Holes for fasteners must be primed or caulked prior to application of fasteners. The top and side edges of the plates shall be caulked after installation to prevent electrolysis and water ingress. Caulk shall be urethane or chloroprene.
4.7.1 Certification. Testing and certification shall be by an internationally recognized Bureau or Agency such as the American Bureau of Shipping (ABS). A copy of the certification document shall be forward to the Contracting Officer’s Representative (COR) prior to delivery of containers. The contractor is responsible for ensuring certification Bureau or Agency placards are affixed to each container prior to delivery of containers.
252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
