ADDENDA TO 52.212-2, Evaluation -- Commercial Items (Jan 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The factors and evaluation methodology established in this addendum shall be used to evaluate offers:
(b) Evaluation Criteria. The assessment of Offers received in response to this solicitation will be carefully considered against the needs of the Navy at Blount Island Command, Jacksonville, Florida.
This assessment is not intended to be a solely mechanical or mathematical analysis of an Offer, but rather the product of both objective and subjective measurements and judgments of the source selection official after consideration of the relevant information. This is a Best Value source selection process.
1. Potential Award without Discussions: Blount Island Command reserves the right to award both a Basic Ordering Agreement and a Task Order without discussions if the Contracting Officer determines that the initial prices are fair and reasonable and that discussions are not necessary. Therefore, the
Offeror’s initial offer should contain the Offeror’s best terms from both a price and technical standpoint.
However, Blount Island Command reserves the right to conduct discussions if later determined by the
Contracting Officer to be necessary. Blount Island Command may reject any or all offers if such action is in the public interest; accept other than the lowest price; and waive informalities and minor irregularities in proposals received.
2. Blount Island Command will award a Task Order resulting from this RFQ to the responsible firm whose offer conforms to the RFQ and will be the most advantageous to the Navy at Blount Island
Command, price and other factors considered. In addition task order 0001 award is contingent on successful award of a Basic Ordering Agreement.
3. Evaluation Factors: The following evaluation factors shall be used to evaluate all Offers for both the establishment of a Basic Ordering Agreement and the issuance of the first task order. The following evaluation factors are listed in descending ordering of importance:
1) Prior Experience in performing both navy craft repairs and technical writing.
2) Ability to perform technical writing as it pertains to navy craft repairs.
3) Knowledge, skills, and abilities to perform navy craft repairs.
4) Reasonableness of proposed Hourly Prices for Navy Craft Repairs.
5) Recency, Relevancy, and Quality of Past Performance as it pertains to this requirement.
6) Overall Reasonableness of Offered Prices for establishing a 5-year Basic Ordering Agreement
7) Reasonableness of Fixed Price for Task Order 0001.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
