Amendment to Solicitation M6700126Q01330 for Office Furniture Moving Services

This is Standard Form 30 Amendment No. 0001 to solicitation M6700126Q00133, issued by the Commanding General MCB Camp Lejeune on 14 August 2026. The amendment addresses questions and answers received during the solicitation period and incorporates FAR Clause 52.228-5 (Insurance-Work on a Government Installation) with updated insurance requirements: Employer's Liability of $100,000, General Liability of $500,000 per occurrence, Automobile Liability (Bodily Injury) of $200,000 per person/$500,000 per occurrence, and Automobile Liability (Property Damage) of $20,000 per occurrence.

The solicitation is for office furniture moving services at Marine Corps Logistics Base (MCLB) Albany, Georgia, under a labor-hour contract structure. The scope includes disassembly, relocation, and reassembly of office furniture, transport of pre-packed boxes, and disposal of items. The contract provides up to 1,000 estimated labor hours per contract year with a base period (1 September 2026–31 August 2027) and two optional 12-month renewal periods. The Government Minimum/Maximum to Order is $1,000–$75,000 annually, with individual task orders having a minimum of $500 and maximum of $25,000. The contractor must provide a three-person supervised team capable of completing a minimum of five rooms or offices per day and must remain on-site during all work. The contractor is responsible for all disposal costs, material handling equipment, facility protection, damage repairs, and insurance. Work hours are Monday–Friday, 7:30 AM–3:30 PM EST, excluding Federal Holidays. The question-and-answer section clarifies contract valuation terms, labor billing methodology (all-inclusive hourly rates with no separate crew billing), supervisor cost treatment as exempt overhead, and notification periods (15 calendar days minimum). Questions deadline was 12 August 2026 at 2:00 PM EST, with quote submission to regina.hartley@usmc.mil (preferred) or hand delivery to the Contracting Department.

QUESTIONS/ ANSWERS

Question Answer

1: What is the guaranteed minimum contract value, if any, for the base period? 1: $500.00

2: What is the minimum and maximum value of an individual task order? 2: Minimum: $500.00 Maximum:

$25,000.00

3: Are the 1,000 labor hours identified for each contract year strictly an estimate, with no minimum number of hours guaranteed?

3: Yes.

4: Just for clarification we need three movers who need to be paid $15.14 with $5.09 per hour? If I did the math correctly it is $77,181.72, which is over the $75,000 maximum.

4: Historically, moves conducted in the past ranged between $3,000 to $17,000 each.

5: What is the specific pick-up and delivery location?

5: Please refer to the responses for questions 18 and 19 under FAR 52.212-2.

6: What is the time frame for pick-up and delivery? 6: See section 6.0 of the PWS.

7: Section 4.0 of the PWS states that "the Government Representative will provide the Contractor with a minimum of thirty (15) days' notice prior to the

. Could the Contracting Officer please clarify start of any requested work" whether the mandatory minimum notice period is fifteen (15) calendar days or thirty (30) calendar days?

7: The Government Representative will provide the Contractor with a minimum of fifteen (15) days' notice prior to the start of any requested work. PWS has been corrected to reflect change.

8: The Continuation Sheet lists the "Government Minimum/Maximum to Order" as a minimum of $1,000.00 and a maximum of $75,000.00. However, the solicitation specifies an estimated quantity of 1,000 labor hours per year

M6700126Q01330001 across a base year and two option periods, totaling 3,000 hours over 36 months. Fully burdened hourly rates--accounting for SCLS direct wages, Health & Welfare fringe benefits, vehicle operation, heavy-carry equipment, and commercial disposal tipping fees--will easily cause the cumulative price to exceed this $75,000.00 ceiling. Could the Government please clarify if the $75,000.00 maximum represents an annual cap, a single task order limit, or the total cumulative ceiling for the entire 3-year contract period of performance?

8: Our historical moves for similar projects have been minimum 1 per year, max 3 per year, totaling between 1-5 offices at a time.

Previous work has been from 0800- 1630 for two to three days. This will be a total of 24hrs per project (8hr days, 3 days).

9: PWS Section 2.6 states that the Contractor must be knowledgeable of assembly requirements, procedures, and any manufacturer certifications required to prevent voiding warranties for over 15 named brands of modular systems and furniture (including Knoll, Haworth, Paoli, and HON). However, PWS Section 4.0 explicitly notes that the Government will not provide any assembly instructions or manufacturer certifications. Are there specific systems currently installed at MCLB Albany that are under active manufacturer warranties requiring factory-certified installers to perform the disassembly and reassembly? If so, which specific brands require this?

9: MCLB Albany currently does not have furniture that requires certified disassembly and reassembly.

10: Continuation from Question 9, Are offerors required to submit copies of manufacturer-authorized training certificates or brand-specific credentials as part of their pre-award Technical Capability Statement, or will this technical competency be verified post-award prior to task order execution?

10: No.

11: Continuation from Question 9, Since the Government will not provide assembly instructions, will the Government Representative be able to provide the specific model names/series numbers of the workstations during the pre-task walkthroughs so the Contractor can retrieve correct manufacturer procedures?

11: All model and series information can be collected during the walkthrough of the site prior to the task order. Before any task order, the vendor and Government Representative will walk through the area that is being moved to collect data, measurements, and information to process an accurate quote for the job to be put into submitting funding against task order.

12: PWS Section 2.5 requires that the contractor provides a designated supervisor who "shall remain on-site at all times while work is being performed by Contractor personnel". However, the SF 1449 schedule provides only a single Labor-Hour CLIN per year under Product Service Code N071 ("Office Furniture Relocation Services"). Could the Government please clarify if the supervisor's active on-site hours are billable under this single labor-hour line item, or if the supervisor's supervisory time is expected to be treated as an unbillable indirect overhead cost built into the installers' hourly rate?

12: The supervisor position is exempt under Department of Labor Wage Determination (DoLWD).

The contract hourly rates are all-inclusive of all labor, supplies, and materials.

13: The PWS requires the contractor to perform off-base disposal of packaging materials, debris, and designated government office furniture (such as desks, file cabinets, and couches) at the contractor's own expense, with all disposal costs built into the hourly labor rates. Because commercial landfill tipping fees and hauling distances are major cost drivers that vary significantly, could the Government provide an historical baseline, estimated volume, or expected tonnage of excess furniture requiring disposal per project to allow offerors to construct an accurate and fair labor rate?

13: We can't provide that at this time.

14: The Addendum to 52.212-1 and 52.212-2 requires offerors to submit a Technical Capability Plan, pricing, and at least three (3) relevant past performance references. To ensure a complaint, could the Government please clarify if there are any specific page limits, formatting rules (font size/margins), or required volume divisions (e.g., separating Technical and Price into distinct PDF files)? Additionally, is there a specific past performance questionnaire required, or should references be submitted in a standard narrative list format?

14: There are no designated page limits or standardized questionnaires for this submission. However, offerors must provide a clear statement and concise description of their capabilities.

15: Does the stated $75,000 Government maximum apply to the entire contract, including all option periods, or does it apply separately to each annual ordering period?

Estimated for e15: ach annual order period.

16: Is each labor hour billed separately for every crew member performing the work? For example, would a three-person crew working for four hours result in 12 billable labor hours?

16: No. The contract hourly rates are all-inclusive of all labor, supplies, and materials.

17: Is the $1,000 minimum the only guaranteed amount for the entire contract, including all option periods?

17: Yes.

18: Will the Government consider the relevant experience and past-performance references of a proposed subcontractor when evaluating an offeror's technical capability and past performance?

18: No.

19: Are there minimum requirements for general liability, commercial automobile, cargo, workers' compensation, or property-damage insurance?

Yes. The solicitation has been 19:

updated to include FAR 52.228-5 (Insurance--Work on a Government Installation). In accordance with FAR 28.307-2 (Liability), the contractor must maintain the specific minimum insurance coverage thresholds.

Employer's Liability: $100,000

General Liability: $500,000 per occurrence

Automobile Liability (Bodily Injury): $200,000 per person/ $500,000 per occurrence

Automobile Liability (Property Damage): $20,000 per occurrence

20: The solicitation references "thirty (15) days' notice." Should this requirement be interpreted as 15 calendar days or 30 calendar days?

20: See question/ answer 7.

21: If replacement connectors, fasteners, or other furniture parts are required during performance, must those costs be included in the quoted hourly labor rate, or may they be separately authorized and invoiced?

21: If parts are broken during disassembly, then it's the contractor's responsibility to repair or replace the parts themselves. All connectors, fasteners, and other furniture parts should be moved and reassembled like they originally were in their original location.

22: Must all landfill charges, disposal fees, transportation, trucks, forklifts, equipment, and related costs be included in the hourly labor rate?

22: Yes.

23: Are there any existing installed drawings, floor plans, or furniture layouts showing the current location and configuration of the furniture to be relocated? If available, please provide them for our review.

23: No standardized drawings, floor plans, or furniture layouts are available at this time.

24: Please confirm whether the relocation work is to be performed during normal business hours or if the labor is required to be performed after hours, evenings, or weekends?

24: See Section 6.0 of the PWS.
