About this file
This file contains a series of questions and answers (Q&A) related to a Marine Corps Base Camp Lejeune life support activities solicitation for UNITAS 25. The document provides detailed clarifications on requirements for shower and laundry facilities, tent accommodations, and service specifications for two locations (FOB Hawk and LZ Falcon). Key details include:
Facility requirements specify 5 x 200-man tents to accommodate 1000 personnel, with shower facilities for 500 people supporting 1500 total showers over 3 days. Shower and laundry trailers will be placed adjacent to gravel roads, with a usage window from 0600-2200 daily. Specific requirements include gender-separated shower facilities, soap and shampoo dispensers, and no hot water or climate control. Laundry capacity is set at 500 loads per day, with dedicated drop-off/pick-up times between 0600-0800 and 1400-1800. Additional specifications note no ADA compliance requirements, no flooring or emergency equipment needed for tents, and a wind rating of 50 mph for tent materials.

Q1:
REF: Shower Ratios Page: SOR, Section 3.2.1, “Showers”, Page 1 Text: The Statement of Requirements (“SOR”) calls for 500 showers.
Question: Would you please confirm a 2:1 ratio for shower heads? We would normally see at most a 20:01 ratio, which in this instance would require fifty (5-0) shower heads, which is 10% of the SOW value.
A: A 20:01 ratio of shower heads is acceptable and will fulfill the requirement. The requirement is for (500) individuals to shower each day for 3 days totaling a requirement for 1500 individual showers for site LZ Falcon.
Q2:
REF: Real Square Feet (“RSF”) per Person Page: SOR Section 2.0, “Scope”, Page 1 Text: The SOR does not provide a specific number of RSF per PAX.
Question: Normally for such exercises we would use a planning factor of 55 RSF per person at the top end and 40 RSF as the lower end. Can you please confirm the required RSF per person, to included ingress, egress, common, etc.?
A: 40 RSF is preferred. There is no requirement for a common area, this is for sleeping space only. Ingress/egress points at each end of the tent.
Q3:
REF: Laundry Drop-Off Times Page: SOR Section 3.3.2.2, Laundry Drop Off, Page 2 Text: The SOR does not prescribe the hours for drop-off of laundry.
Question: Is this to be a set window per day or is there a requirement for 24/7 availability for secure drop-off?
A: Pick-up/Drop off window will be from 0600-0800 and from 1400-1800.
Q4:
REF: Laundry Turn-Around Time Requirement Page: SOR Section 3.3.2.3., Laundry Return Time, Page 2 Text: The SOR does not prescribe the hours for drop-off of laundry.
Questions: Is this to be a set window per day or is there a requirement for 24/7 availability for secure drop-off?
A: Pick-up/Drop off window will be from 0600-0800 and from 1400-1800.
Q5:
REF: Tent Requirement Page: SOR Section 3.5 and 3.5.1, Tent Requirement, Page 3&4 Text: 3.5 - (5) 200 man tents, 3.5.1 The contractor shall provide (5) tents of sufficient size to accommodate 200 people sleeping inside.
Question: Is the requirement for 5 each, 200 man tents to sleep 1000 pax total or is the requirement for 5 each, 40 man tents to sleep 200 pax total.
A: The requirement is for (5) 200-man tents to sleep 1000 total pax.
Q6:
REF: Tent Requirement Page: SOR Section 3.5.1, Tent Requirement, Page 4 Text: There is no lighting or climate control requirement.
Question: Clarification – No ECU/HVACs, summertime temperatures at the place of performance may create ambient temperatures inside the tents that are conducive to heat fatigue, etc. Does the Government wish to specify standards for ventilation or air flow in billet tents?
A: The ingress/egress points will be sufficient to keep air flowing in the tent.
Question: Is there a requirement for flooring?
A: No
Question: Is there a requirement for life saving equipment – emergency lighting, emergency exit signs, fire extinguishers, etc?
A: No

A: No
Question: Are the showers required to be climate controlled?

A: Fresh Water is acceptable

A: Yes
Question: Is this location in an area that will support heavy trucks (i.e. parking lot or gravel area)? If this is grass and it rains, the trucks may not be able to access the trailers and provide service.
A: The road around the LZ is a gravel road. Where they will be placed is adjacent to that gravel road and not deep in the grass area to alleviate that issue. This is for both FOB Hawk and LZ Falcon.
Question:The same questions above apply to FOB Hawk.
A: Same answers.
Question: At both locations, will the showers be used all day or is there a window for the use?
A: Window for use will be 0600-2200.
Question: Do you have an estimate of the mix between men and women at the locations?
A: We do not at this time.

A: Yes, this is acceptable. If able, an additional shower trailer for female use is preferred however time windows can be made by US Forces dictating the use.
Question: In the SOR section 3.31 you state that the capacity of the laundry units should be for 500 loads per day. Is the time period 24 hours or 12 hours?
A: Window for use will be 0600-2200
