QUESTIONS AND ANSWERS

The following are the questions that were asked by the interested vendors and answered by the technical point of contact for the requisition:

Question 1: Can a Woman-Owned Small Business (WOSB) Joint Venture (JV) be used for this solicitation?

Answer: The Government will accept one Prime Contractor.

Question 2: If a WOSB JV can be used, does the JV need to have the Prime Past Performance or can the Prime Work come from one of the members of the JV?

Answer: The Government will need the Prime’s past performance.

Question 3: Is there an incumbent to this solicitation? If so, would you please provide the name and the awarded amount?

Answer: There is not an incumbent for this requirement. This is a new requirement.

Question 4: Would you also provide the wage determination for the place of performance if applicable?

Answer: The Wage Determination for Onslow County, NC (Wage Determination 2015-4389, Revision Number 26 dated 15 May 2024) can be found on SAM.gov.

Question 5: "Technical Section: Shall be redacted with no company name." If offerors redact

Technical Factors 1, 2, and 3 in accordance with solicitation requirements, but Factor 4 is not redacted, the purpose of redaction will be defeated, as source selection will then know who submitted the proposal. Could the Government please review the requirements?

Answer: The Customer/Technical Evaluator will be evaluating Technical Factors 1, 2, and 3 in accordance with solicitation requirements. The Contracting Officer evaluates Factor 4:

Past Performance and Factor 5: Price information. Therefore, the purpose of redaction will be not defeated. The solicitation will not change.

Question 6: "Past Performance: to be created by the Contract Specialist" Could the Government please clarify?

Answer: This is a typographical error. Past Performance will be researched by the Contract

Specialist using the Supplier Performance Risk System (SPRS). The Government may consider other past performance data from a wide variety of sources both inside and outside of the Federal Government in accordance with FAR

Question 7: "There is no page limitation." Could the Government please confirm that page limits do not exist for any proposal response volumes Technical Factor 1, 2, 3, and Factor 4.

Answer: There is no page limitation.

Question 8: "Contract Performance Assessment Reports (CPARs) and Questionnaires will be the primary customer feedback data used to evaluate the vendor’s past performance." No questionnaire was provided to industry to provide to past performance contacts for completion. Can the Government please identify how questionnaires will be received?

Answer: The Government will correct this statement in an amendment. Questionnaires will not be used.

Question 9: "The Past Performance Information Reporting System (PPIRS) will be the primary paperless method used to retrieve the CPARS for this source selection." on Pg. 37 directly conflicts with "Past Performance: The Supplier Performance Risk System

(SPRS) will be used to obtain Past Performance on Quoters. The Government may consider other past performance data from a wide variety of sources both inside and outside of the Federal Government." on Pg. 7. Could the Government please clarify which is correct?

Answer: This is a typographic error. The Government will correct this statement in an amendment.

Question 10: The solicitation states "Price and Solicitation Documents" under the 4th bullet, however, Pg. 37 "Factor 5 - Price" does not address anything about solicitation documents. Could the Government please clarify if they would like solicitation documents as part of this volume and if so, which solicitation documents shall offerors include?

Answer: The Vendor must sign and complete blocks 30a, 30b, and 30c, as well as provide pricing for the Base Year and all Option CLINs. A copy of signed amendments must also be included.

Question 11: Could the Government please confirm the following format for Proposal volumes:

Volume I, Technical - Technical Factor 1, Technical Factor 2, Technical Factor 3

Volume 2, Past Performance - Factor 4 Past Performance

Volume 3, Price - Factor 5, Price and Solicitation Documents

Answer: The format above is acceptable for quotes to be submitted to the Government.

Question 12: The solicitation states "within the time for acceptance specified in the offer". Could the

Government please provide the required period of proposal validity?

Answer: The proposal pricing should be valid for 30 days.

Question 13: 3.23 on Pg. 12 states "The final FTR is due NLT 45 days prior to the last date of the TO’s

PoP." However, 7.2 FTR on Pg. 20 states "First report due halfway through PoP; final report due NLT 45 days prior to last date of PoP". Understanding this is not an IDIQ with

Task Orders (TOs) associated to it, would the Government please clarify what is meant by "TO" in 3.23?

Answer: The Government will correct the Performance Work Statement to clarify the final report and remove the term Task Order (TOs).

Question 14: Technical Factor 3 - Experience states "Vendor shall have current hands-on experience with Department of Defense (DoD) organizational, facility support services. " However, facility support services are not included in the Performance Work Statement in any capacity. Would the Government please clarify on what they would like offerors to respond to in terms of experience, if the current experience response requirement is not a

Performance Work Statement requirement?

Answer: The Government will correct this statement to include DMO facility support services.

Question 15: 5.0 Staffing states "The Government recommends the following minimum qualifications" but 5.1 is titled "Performance Requirements" with qualifications, implying that these requirements are required, not recommended. Would the Government please clarify if the listed requirements in 5.1 are REQUIRED minimum requirements or RECOMMENDED minimum requirements?

Answer: Listed in 5.1 are the skills and abilities Contractor employees must have.

The Government will amend the Performance Work Statement.

Question 16: Understanding that Technical Volume (including Technical Factors 1, 2, and 3) are to be redacted, but contract numbers are to be provided, could the Government please clarify the difference between the redacted Technical Factor 3 and the unredacted past performance volume?

Answer: The Government requires the Technical Factors be redacted and the past performance unredacted.

Question 17: "Upon contract award (estimated award date of 1 September 2024), there will be a transition period of 10 days." Could the Government please clarify what is meant by transition in this context? If there is no incumbent Contractor, what does the Government mean in terms of "transition"?

Answer: The Government will change transition period to time allowed for the Contractor to be staffed at 100% for the award contract.

Question 18: "Upon contract award (estimated award date of 1 September 2024), there will be a transition period of 10 days. The Modernization Planning Support (Key Personnel) and one Contractor employee will start the day after award. The day after the end of the transition period, the awardee shall have 100% of proposed personnel on hand." This requirement means that WOSB's are expected to carry personnel on overhead to have available the day after award. This is challenging for WOSB's, as most WOSB's do not have the financial resources to carry personnel with these capabilities, available to be day-1 ready, to support a requirement that is being competed. To not have the financial responsibility of carrying personnel on overhead with the potential of not being awarded, the successful offeror would require a minimum 2 weeks to allow contingent personnel the ability to submit 2-weeks notices with their current employer.

Answer: The Contractor shall have one Key Personnel and one staff member available the day of award. The Contractor will determine the number of other staff required to be 100% staffed by the 10th day.

Question 19: Could the Government please clarify which requirements within 5.1.1 - 5.1.12 are applicable to which positions provided in 5.0 Staffing?

Answer: The staffing in 5.0 and 5.1.1 - 5.1.12 is the Government’s recommended labor category positions to complete the services required by the Performance Work Statement. The

Quoter determines a recommended number and category of Contractor positions.

Question 20: Is Project Management Plan (PMP) certification with a year experience working project management efforts in support of the Government required by each position listed in 5.0

Staffing?

Answer: The Government recommends one full time equivalent position with a PmP certification

Key Personnel with a year experience working project management efforts in support of the Government services in the Performance Work Statement.

Question 21: Could the Government please identify how many personnel are expected to participate in each travel event?

Answer: The Government estimates and recommends two Contractor employees completing task in the Performance Work Statement will need to be capable of traveling. The

Government will update the Travel CLIN Long Description with the recommended two

Contractor employees.

Question 22: Understanding there is extensive travel expected as part of this effort, would the

Government, please provide a travel plug number for offerors to incorporate as part of their pricing?

Answer: There is not a travel plug number provided in advance of the award contract.

Question 23: Would the Government consider CLINs 0002, 1002, 2002, 3002, and 4002 being Cost

Reimbursable vs. FFP?

Answer: No. The awarded contract will be a Firm-Fixed Price contract.

Question 24: For Factor 5 - Price, is the Government only requesting offerors to provide a populated "Section SF 1449 - CONTINUATION SHEET" (typically referred to as

Schedule B)?

Answer: The Quoter can provide pricing within the Section SF 1449 - CONTINUATION SHEET for the Base Year and each Option CLIN.

Question 25: Would the Government like Offerors to provide a price narrative as part of their proposal?

Answer: No. The Government does not require a price narrative.

Question 26: Some of the tasks identified in 3.0 are not tasks (e.g., 3.1, 3.4, 3.5) and would be better suited as "general requirements" vs. requiring responses. Would the Government consider reviewing 3.0 scope/tasks and realigning them based on general/specific tasks and general requirements?

Answer: The Government will not consider realigning the services task in 3.0.

Question 27: "The Government will determine the format on a task-by-task basis." Understanding this is not an IDIQ with Task Orders associated to it, would the Government please clarify what is meant by task-by-task basis?

Answer: The Government will determine the formats for deliverable service task required by the

Performance Work Statement. Task-by-task are service tasks to be performed to meet the objectives of the Performance Work Statement. This is in no way associated with the term

Task Order.

Question 28: "Produced under this Performance Work Statement and/or Task Order must"

Understanding this is not an IDIQ with Task Orders associated to it, would the

Government please clarify what is meant by "and/or task order”?

Answer: The Government will amend the Performance Work Statement to remove the term “Task

Order”. This is in no way associated with the term Task Order.

Question 29: How many legacy processes and procedures currently exist, and how many new processes and procedures are anticipated?

Answer: The list of new/legacy processes and procedures would be subjective. The Distribution

Management Office processes and procedures are governed by DoD 4500.9R, Defense

Transportation Regulations (Part 1, 2, and 4) as well as the Joint Travel Regulations.

Marine Corps Orders 4600.39, 4600.7, and 4600.41B. As the Performance Work

Statement articulates, there are a number of new processes and procedures that are in development to include the Global Household Goods (GHC) Contract and other joint-service modernization efforts.

Question 30: For subtask 3.7.3, what specific tools are currently used to perform this task?

Answer: Current efforts to date have used common Microsoft Office software products (e.g.

Word, Excel, PowerPoint).

Question 31: For subtask 3.7.4, how many analyses are expected?

Answer: The expectation is outlined in Performance Work Statement section 7.2 Performance

Requirements Deliverable Schedule.

Question 32: Could the Government please explain subtask 3.8.1 in more detail? Could the

Government, please clarify the acceptable levels of proficiencies?

Answer: The Government expects the Contractor to perform at the acceptable performance levels describe in the Performance Requirements Summary.

Question 33: For subtask 3.8.2, what training and resource manual standards are currently used? Do these training and resource manuals and standards already exist? If so, when were they last updated?

Answer: Current standards are within NAVMC 3500.25E dated 21 June 2022. A review of these standards were completed in 2023 and NAVMC 3500.25F is pending release.

Question 34: What does the Government mean by "tasks that require additional training outside of conducting normal installation DMO functions"?

Answer: Some training standards may not be accomplished through training within the installation

DMO itself. Training may be required at an alternate location. For example, training may need to occur at simulation center, at another command’s facility, etc. Installation

Workforce Learning Center offers a variety of classes and training, that improve on skills, where the training location is at the local Community College (close proximity of less than 20 miles to the Installation).

Question 35: For subtask 3.8.3, it states "detailed analysis of operations in the next twelve months and conceptual analysis focused on the next proceeding twenty-four months". Therefore, how frequently will this task need to be completed?

Answer: Subtask 3.8.3. requires an analysis that informs an annual training plan. It also requires that the analysis help inform a training plan for the next 12 months and the preceding 24 months to enable planning the appropriate resources for training in the defined outyears if the Government exercises the first option year.

Question 36: For subtask 3.8.4, how many training events are expected to take place monthly and annually? How long is each training event? How many participants are there within each training event? Who is leading the training event (e.g., who is the trainer)?

Answer: The training analysis required in 3.8 will inform the decision regarding how many training events are required, the scope, scale, and training resources required.

Question 37: Subtask 3.8.5 is the same as sub-task 3.8.4, would the Government please clarify?

Answer: The Government will amend the solicitation to correct this error.

Question 38: For subtask 3.8.6, could the Government please clarify what type of technical research and analysis they would like? This greatly determines the information and statistics that are maintained in regards to CLNC DMO operations.

Answer: Paragraph 5.0 recommends for adequate staff of employees with skills to inform and advise the Government on pending decision for types of analysis and technical research that is most beneficial to satisfy the Performance Work Statement services.

Question 39: What transportation systems are currently used? Are there plans to acquire and implement and additional transportation systems in the near future? Do all current transportation systems currently integrate with each other and the Defense Transportation

System?

Answer: The transportation systems currently used are defined in DoD 4500.9R, Defense

Transportation Regulations (Part I, II, and IV) as well as the Joint Travel Regulations.

Question 40: What method for data transfer, storage, and information dissemination is currently being used?

Answer: Transportation systems that are defined in DoD 4500.9R, Defense Transportation

Regulations (Part I, II, and IV) as well as the Joint Travel Regulations are used. See 5.1.7.

Question 41: How many technical documents are expected to be required per month / annually?

Answer: See 7.2. Performance Requirements Deliverable Schedule. The Performance Work

Statement requires program management planning and program modernization planning documentation. These deliverables are expected to recommend and plan technical documents with their schedule for production in order to satisfy required tasks.

Question 42: How frequently should supportability assessments be performed? How frequently are reports and briefings expected to be required and what quantity?

Answer: See 7.2. Performance Requirements Deliverable Schedule. The Performance Work

Statement requires program management planning and program modernization planning documentation. These deliverables are expected to recommend and plan technical documents with their schedule for production in order to satisfy required tasks.

Question 43: How many of each deliverable stated in 3.9.4 are expected to be required monthly?

Annually?

Answer: See 7.2. Performance Requirements Deliverable Schedule. PRS standard is 30 days after project service tasking; updated monthly (end of the month).

Question 44: How many training materials are expected to be developed? Does training currently exist that can be updated, or will it need to be created from scratch?

Answer: The amount of training material is dependent on the training analysis required in task 3.8.

There are existing training materials from the formal learning center and computer-based training courses that are expected to be analyzed and considered. A gap analysis is expected to reveal any training material that requires development.

Question 45: Are the listed training materials simply suggestions, or are war games expected to be developed to support this effort? If so, this will significantly increase the cost and level of effort of this contract.

Answer: The types/methods of training are dependent on the training analysis required in task 3.8.

A gap analysis is expected to reveal any potential war gaming and/or simulation that requires development.

Question 46: When was the Training and Resource manual last updated? How frequently is written analysis expected to be provided?

Answer: Current standards are within NAVMC 3500.25E dated 21 June 2022. A review of these standards were completed in 2023 and NAVMC 3500.25F is pending release. Analysis is required to assist DMO with training and readiness (T&R) reviews which typically occur every two years.

Question 47: How often are technical briefings expected to occur? How many personnel attend these technical briefings? Are all Contractor personnel expected to attend?

Answer: The Performance Work Statement requires the Contractor to attend and conduct technical briefings as required to support producing deliverables per the service task objectives in the Performance Work Statement.

Question 48: If offerors are expected to develop these documents, why would the requirement be to provide input on the development of them? Wouldn't offerors already be developing them in the first place?

Answer: The Government expects the Contractor to collaborate with the Government as described in paragraph 3.1. and 3.4.

Question 49: Subtask 3.15 states "Furthermore, the report shall report all funding received and shall detail the tasks or projects supported by such funding, and the funding source, if known."

This verbiage sounds very similar to what we would expect to see in an IDIQ effort. Can the Government confirm that this verbiage was supposed to be a part of this effort?

Answer: The Government will amend the solicitation to remove this section.

Question 50: How many SOPs are anticipated to be developed? How many SOPs currently exist? How recently were existing SOPs updated?

Answer: See 7.2. Performance Requirements Deliverable Schedule.

Question 51: The solicitation does not state what exactly the requirement is in regards to in progress review slides, could the Government please state what the requirement is? Additionally, how many are expected to be performed and how frequently?

Answer: See 7.2. Performance Requirements Deliverable Schedule. Processes, content, and methods are described in 3.0.

Question 52: How often is market research documentation expected?

Question 53: Subtask 3.19 states "60 days after project taskings". Could the Government please clarify what is meant by "after project taskings"?

Question 54: How frequently is analysis expected to be performed? How often are these analysis expected to be provided back to the Government?

Question 55: How often should these formal updates take place?

Question 56: Subtask 3.23 states "The FTR shall include TO-specific background information".

Understanding this is not an IDIQ with Task Orders associated to it, would the

Government please clarify what is meant by "TO-specific background information"?

Answer: The Government will amend the solicitation to clarify Subtask 3.23 as a Performance

Work Statement service task to be performed.

Question 57: If each travel event is expected to be 3 days, does this include travel days? E.g., leave on a Monday, spend Tuesday through Thursday at location, leave Friday, OR leave Monday, spend Tuesday at location, leave Wednesday?

Answer: The Government estimated travel is based on a travel day to location, up to three-day event, and travel day to return.

Question 58: The solicitation states the offeror shall submit the following with their quote: Technical

Performance, Experience, Period of Performance Information, Price, and Past

Performance. However, where to provide period of performance information is not addressed within the solicitation instructions. Could the Government please clarify on if they would like the period of performance information to be included as part of Volume

1, Technical?

Answer: The Government remove information from period of performance. Quoters providing experience should include the period of performance in which that experience occurred.

Question 59: In which proposal volume would the Government like offerors to provide a statement stating reps and certs have been complete in Sam.gov or include the completed reps and certs and return as part of their proposal?

Answer: Please refer to paragraph FAR 52.212-3(b)(2) listed in the solicitation.

Question 60: Understanding the Government has stated that no fewer than 3 personnel are required to perform the work, but that offerors are able to propose greater or lesser amount of personnel, while also understanding the Government will provide onsite workspaces

(e.g., chair, desk, NIPR computer) for these personnel, how much space/how many computers does the Government have available to accommodate personnel that may be proposed?

Answer: The Government estimates the Performance Work Statement objectives require a minimum of 3 Contractor personnel. The Government has the responsibility of accommodating all contracted personnel with workspace and computers.

Question 61: Understanding that 25% of the work is expected to be performed at alternate locations, will personnel performing work at alternate locations receive access to workspace at those locations (e.g., NIPR computer) to perform their work, or will they be permitted to take their assigned NIPR computer with them to alternate locations?

Answer: The Government is not offering alternate work locations. The Government is willing to accept the Contractor performing work 25% of the time in an alternate work location other than the one the Government is offering (e.g. Contractor provided site).

Question 62: The solicitation states that the post award orientation shall be scheduled within one week after award, however offerors are expected to have the Key Personnel and one other personnel available to begin work the day after award. Would the Government please clarify on if it is their intent for personnel to begin working prior to the post award orientation?

Answer: The Government expects one Key Personnel and one other Contractor employee to start upon contract award and the remaining Contractor staff to be at 100% within 10 days.

Question 64: "Technical Factor 1 - Technical Capability with Management Plan" does not state that offerors must state how they will perform each task within the Performance Work

Statement as proof of their technical capability. The three subsections (i), (ii), and (iii) speak to management and staffing rather than technical capability. However, Page 7, "Technical Performance" states "Technical Performance: The vendor shall provide a capability statement/performance plan that demonstrates their ability to perform the services in accordance with the requirements of the Performance Work Statement within the required period of performance in the solicitation. The vendor should address their experience providing this type of service, equipment supplied, and any other relevant information (see the attached Performance Work Statement)." Answer: Technical Factor 1, is the actual evaluation standard the Government will use to determine the Contractor’s technical capability to meet the performance requirements based on the qualifications, knowledge, skills, and abilities possessed by Contractor personnel and rate the Contractor’s technical quote. Page 7 is a brief summary of the evaluation factors to be used prior to the actual factors in detail on page 35.

Question 66: Can the Government please confirm that position descriptions and qualifications for all three positions should be provided or just the Key?

PERFORMANCE WORK STATEMENT

DISTRIBUTION MANAGEMENT OFFICE MODERNIZATION SERVICES CONTRACT

1.0 OBJECTIVE

Provide Marine Corps Base (MCB), Camp Lejeune Distribution Management Office with services for the development of administrative policies, support personnel and specialized capabilities to facilitate the successful implementation of modernizations efforts. This work will show modernization effects relationships with Headquarters Marine Corps (HQMC), other installation Distribution Management Offices (DMO), Marine

Corps Installations – East (MCIEAST) (G-4), and other United States Transportation Command (USTC) agencies. Overall, Marine Corps Base (MCB) Camp Lejeune North Carolina (CLNC) DMO is seeking to develop an engagement strategy that advances distribution capabilities into the future with well-developed analytics, proposals, research, and requirement documents that engages distribution modernization efforts with actionable agendas.

2.0 BACKGROUND

Marine Corps Installations – East (MCI-EAST), MCB CLNC, G-4, DMO is responsible to provide traffic management services to all service members and tenant commands in the area. Camp Lejeune Distribution

Management Office (CLNC DMO) is undergoing a major modernization effort, Force Design. Headquarters

Marine Corps (HQMC) Installation and Logistics, Logistics Policy, Distribution Policy branch (LPD) continues to evolve distribution capabilities throughout the Marine Corps that address transportation challenges into the future through procurement and implementation of In-Transit Visibility (ITV) software/hardware solutions.

3.0 SCOPE / TASKS

3.1 The Contractor shall perform the following and provide the associated deliverables. Deliverable formats will either be in Contractor format or Government format. The Government will determine the format on a task-by-task basis.

3.2 The Contractor shall submit a Monthly Status Report (MSR), and additional reports as required by the

Government. At the onset of a project, the Government will provide a detailed requirement. The

Contractor shall produce a schedule in the MSR that outlines the steps to take and a timeline to completion. Upon acceptance and approval by the Government, the Contractor shall meet the schedule and forecasted delivery date of all deliverables by taking all reasonable measures to fulfill the requirement. The Contractor will provide the COR with an annual summary of analysis and recommendations related to background, objectives, assumptions, and specific results in the form of a

Final Technical Report prior to the expiration of the Period of Performance.

3.3 The Contractor shall provide all personnel, supervision, other items, and non-personal services necessary to perform support for technical research and analysis, developing recommendations as defined in this Performance Work Statement (PWS).

3.4 The Contractor shall provide qualified personnel to perform non-personal acquisition support services in accordance with this PWS and Federal Acquisition Regulation (FAR) Part 7.503(c)(12). Contractor personnel shall provide products required by the contract to CLNC DMO personnel, including the

CLNC DMO Director, DMO Deputy Director, DMO Senior Non-Commission Officer In Charge

(SNCOIC)/Chief, and stakeholders in all phases of the DMO lifecycle including, but not limited to requirements for installation support services, professional services, training, software, and

Information Technology (IT) services.

The support services may include, but are not limited to documentation that outlines strategies, planning, data analysis, requirements and/or documentation development, compliance reviews, documents development, and forms. The contractor shall provide advisory support and assist functional area technical experts with the development of writing sound/sufficient reports. Other support functions may include research/analysis, document preparation, administration, development of analytics, and creating reports.

3.5 All reports, materials (including training materials, computer software and hardware, source codes, and related items), and information, in whatever form, created, generated, or produced under this PWS must become the property of the Marine Corps; therefore, the Marine Corps must have the right to use, modify, reproduce, perform, display, release, or disclose such reports, materials, and information in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so.

3.6 Provide direct support to CLNC DMO ‘s Information Knowledge Management (IKM) supporting four primary areas: 1) Process Analysis, Improvement, and Automation; 2) Distribution / Transportation

System, 3) Collaborative Services, and 4) IKM project management and IKM planning.

3.7 Personal Property Program Modernization Planning Support Services.

3.7.1 Assist with coordinating and assisting with the planning, preparing, developing, executing, and maintaining of plans and strategies to navigate the appropriate balance of legacy and new processes and procedures.

3.7.2 Development and management of a Program Management Plan that navigates with modernization efforts while identifying appropriate relationships, resources, technologies, and solutions to mitigate potential programmatic gaps within MCIEast and outlining units.

3.7.3 Provide dedicated support to ensure the continuous capturing and modeling of GHC and legacy DP3 business processes. The methodology will include: conducting analysis of key processes, interviewing individual staff process owners and stakeholders to capture and identify their key processes; conducting manpower analysis to develop staffing models, creation of standardized data templates; using templates to create the “current” process model to graphically depict all stakeholders and interactions; reviewing, evaluating, and analyzing “legacy and new” process models for ways to improve the process and make it shorter, faster, leaner; developing a new “value streamed” process model and “conceptual” data model containing proposed modifications and changes;

reviewing, testing and validating proposed changes with the owners and stakeholders;

comparing effectiveness between legacy and new processes, transferring “value streamed” model to develop a technical solution to operate in a Collaborative Services

(CS) environment; and completing the necessary requirements to facilitate the most effective means of providing services with the most effective resources.

3.7.4 Conduct analyses to validate the correct manning, staffing, training, legacy/new workload sustainability, and equipment are employed to sustain legacy and new methods.

3.8 Training and Exercise Analysis Support Services.

3.8.1 Analyze the time periods required to obtain acceptable levels of proficiencies for new employees to begin to provide services to customers. This includes evaluating available training materials and resources for relevancy and effectiveness and conducting gap analyses to determine appropriate training focus areas that are required.

3.8.2 Assess Training and Resource Manual standards to determine the tasks that require additional training outside of conducting normal installation DMO functions. As a result, provide analysis of critical training requirements that are important to DoD and service modernization efforts and provide recommended adjustments of Training & Readiness tasks for CLNC DMO personnel to prosecute.

3.8.3 Conduct and provide analysis of current government training plan methods and provide recommendations for improving annual training. This includes providing detailed analysis of operations in the next twelve months and conceptual analysis focused on the next proceeding twenty-four months.

3.8.4 Within the life cycle of each training event, provide pre-event planning, participant coordination, and post-even activities for designated Government working groups, symposia, and workshops, including but not limited to, providing recommendations for agents; providing recommendations and resolving technical issues; providing input to development of documents (i.e., reports, briefs, white papers, and diagrams); providing presentation material detailing findings and recommendations associated with analytical assessments studies and development efforts; and delivering oral presentations.

3.8.5 Conduct technical research and analysis of CLNC DMO during all phases of operations and existing plans, capabilities, and requirements for peak movement season of household goods. Peak season is from mid-May to end of August of each calendar year.

3.9 Transportation Decision Assessment and Analysis of Information Management and Knowledge

Management

Support Services.

3.9.1 Conduct analysis and provide recommendations regarding the integration and employment of all transportation systems collaboration required to support operational and future planning, coordination, and execution in support of the Defense Transportation

System. Assess and develop a method for data transfer, storage, and information dissemination that complies with local and enterprise-level IM/KM policies for stakeholders including Marine Corps supply and transportation systems, United States

Transportation Command (USTC) transportation systems, supported commands (II

MEF/MARSOC), higher commands (MCICOM, HQMC), and Marine Corps Enterprise

Information Technology Services (MCEITS).

3.9.2 Conduct analysis and provide recommendations to significantly increase the effectiveness of IM and KM in CLNC DMO. Provide analysis, development of (with Government approval), and recommendations for enhancing existing technical tools (e.g., SharePoint) and identifying new tools to nest DMO IM and KM support structure across the II MEF

Major Subordinate Commands and Elements. Produce technical documentation that outlines system interface requirements and engineering change proposals.

3.9.3 Assess the ability of CLNC DMO to effectively support and sustain personnel, equipment, systems, facilities, and installation. Supportability assessments shall identify impacts of potential threats, both fabricated and natural to the conventional force and the mission and should offer recommendations to increase continuity of operations. These types of analyses, reports, and briefings shall include recommendations on DMO level budgetary and resource allocations for the Government to prioritize the protection of

DMO’s task critical assets, infrastructures, and personnel, both in expeditionary and rear-area (garrison) locations.

3.9.4 Develop/refine briefings, documents, and reports. Assist in writing reports, information papers, decision papers, engineering change proposals, technical reports, and studies for

CLNC DMO Leadership review and approval.

3.10 Report all contractor labor hours (including subcontractor labor hours) required for the performance of services under this contract via the System for Award Management reporting tool.

3.11 Develop training materials such as independent study, online training materials, computer-based training, in-person instruction, simulations, and/or wargames that address identified gaps.

3.12 Provide written analysis, in contractor or government format, identifying recommended changes to the Training and Resource manual based on assessed levels of proficiency evaluated within CLNC

DMO annual training plan.

3.13 Technical briefings that provide an overview of the results of a technical analysis of the issues generated in this contract. Meetings proceedings, minutes, key discussion points, decisions reached, announcement of follow-on meetings or actions, and after action / lessons learned reports shall be included.

3.14 Provide input on the development of documents (i.e., reports, briefs, white papers, and diagrams).

3.15 Submit a Monthly Status Report. The report shall provide detailed status for the project(s) within the

Project

Management Plan as well as capture an overall status of the order.

3.16 Assist in assessing and developing Standard Operating Procedures for CLNC DMO.

3.17 In Progress Review slides as required.

3.18 Provide market research documentation when needed.

3.19 Provide DP3 programmatic analysis no later than 60 days after project taskings, updated quarterly from thereon.

3.20 Provide recommendations, in contractor format, regarding an analytical approach to modernize aboard installations, force and facility capacity optimization, and decision-making that seek to reduce vulnerabilities, threats, and risks to installation resources and personnel. Recommendations and analysis shall include analytical metrics to identify measures of performance (MOP) and measures of effectiveness (MOE) that lead to identification of tradeoffs and generate decisions leading to preferred solutions.

3.21 Provide analysis of legacy and GHC business processes that communicate levels of effort, efficiencies, and efficacies.

3.22 As a minimum, provide formal updates to schedule, performance, risk assessment, and risk mitigation plans for each program/project (to include the Project Management Plan). The schedule shall specify estimated project start and stop dates as well as methods to conduct key analysis aligned to key milestones within the project.

3.23 Produce and provide a Final Technical Report (FTR). The FTR shall include specific background information, objectives, assumptions, specific data collected, conclusions, analyses conducted, and recommendations. The first report shall be submitted halfway through the Period of Performance

(PoP). The final FTR is due NLT 45 days prior to the last date of the PoP.

4.0 PLACE OF PERFORMANCE, HOURS OF OPERATION, AND PERIOD OF PERFORMANCE

4.1 Place Of Performance

Primary Government place of performance will be Camp Lejeune, North Carolina: 75% of the work expected to be performed at CLNC DMO, and 25% of the work is expected to be performed at alternate locations. The Government will provide the Contractor on-site workspaces which will include a chair, desk, and NIPR computer.

4.2 Hours of Operation

Work Schedule: The standard work week for federal employees is 40 hours per week. The standard

40-hour week is defined as five (5) days a week, eight (8) hours a day. The contractor is advised that deviation from this standard workweek may affect access to buildings, materials and/or Government employees.
