QUESTION AND ANSWERS
1) Does the government currently have a contractor performing these services? Yes. D2 Government Solutions, Inc, CAGE 6FNS7, is the incumbent who currently is performing the Contractor Vetting Office and Contractor Commercial Vehicle Escort Service aboard Marine Corps Base, Camp Lejeune, NC and Marine Corps Air Station, New River, NC. Or is this a new requirement? N/A
2) The Sources Sought document for this opportunity stated that an estimated 37 workers would be needed (1 manager, 16 administrative, and 20 vehicle escorts). The number for the administrative personnel align with the PWS. However, the PWS states there are 3 commercial vehicle lanes and 2 escort lots. Does the government want more than 1 vehicle escort per shift and/or per location? No. The Government does not need more than one vehicle escort per shift and/or per location.
3) I would like to meet with you and the other buyers in-person to ensure that I am exactly clear on what the buyers want. Is that possible? For this requirement, the Government is not meeting with vendors in-person or via a site survey.
4) What management challenges does the customer/Government deal with? None.
5) Are there any technical or tactical challenges that the customer/Government deals with that needs to be addressed? No. Standard military base contractor vetting office and contractor commercial vehicle escort procedures have not encountered any technical or tactical challenges that need to be addressed.
6) I was wondering if Price was the customer's largest determining factor, (is this LPTA?). This is not LPTA.
Please refer to the FAR 52.212-2 Evaluation Clause included within Solicitation M6700123Q0005. “BASIS OF AWARD: Award will be made based on price and other factors. Quotes will be evaluated based on (1) Technical Capability of the services offered to meet the Government’s requirement; (2) Delivery, (3) Relevant Satisfactory Past Performance, and (4) Price. All evaluation factors are equally weighted.”
7) Per the Section ADDENDUM to FAR 52.212-1 (page 32 of 67); is there a page limitation on the technical capability section? No. The Government has not established any page limitation on the technical capability section.
8) Per Section 52.212-2, PAST PERFORMANCE (page 34 of 67), it states that “The contractor is responsible for ensuring that they submit the three (3) completed past performance surveys with their quote.” Would the government please confirm whether the Quoter or the government agency should be sending in the completed past performance questionnaire (PPQ)? The quoter will distribute the past performance questionnaires to their reference agencies. After the quoter receives the completed questionnaires from their reference agencies, the quoter is responsible for submitting the completed Past Performance Questionnaires with their quote.
9) Would the government please identify and specify the Labor Categories (LCATS) and the Wage Determination (WD) associated to this contract opportunity? Wage Determination No: 2015-4389, Revision No.
23, Dated of Last Revision 12/27/2023 is associated with this contract opportunity. The customer’s Independent Government Cost Estimate (IGCE) used the following: CLIN 0001 – On-Site Management Support Services, Occupation Code: N/A; CLIN 0002 Commercial Vehicle Escort Support, Occupation Code 31260, and CLIN 0003
– Administrative Service Support, Occupation Code 01402.
M6700123Q0005
10) Would the government please clarify and detail the Level of Effort (LoE) in terms of Labor Hours (LH) for each LCAT associated with this effort? No longer than a standard 40-hour work week.
11) Regarding the Period of Performance (PoP), would the government please clarify its decision related to acquisition strategy of only having a base year with one option year? Yes. Would the government please provide further information as to the rationale for this short period of performance (PoP). For example, is the base and one option year a temporary requirement which will not endure past the period of performance (to include the option year); or is it an enduring requirement? Currently, the Government is not able to forecast this requirement beyond the period for which it is scoped (Base + One Option Year).
12) Can the government confirm whether FAR 52.207-3, Right of First Refusal of Employment, is applicable to these SCA positions? The “Right of First Refusal” is applicable to this requirement. The Solicitation will be amended to incorporate Executive Order 14055 Nondisplacement of Qualified Workers Unders Service Contracts.
