About this file

This amendment to a federal solicitation extends the response date for offers to provide contractor vetting and commercial vehicle escort services at Marine Corps installations in North Carolina. The services include on-site management support, commercial vehicle escort support, and administrative support personnel. The period of performance is a one-year base period and one option year. The award will be a firm-fixed-price contract set aside entirely for Service-Disabled Veteran-Owned Small Businesses. The amendment provides answers to vendor questions to clarify requirements such as reflective gear, training, licenses, personnel quantities and allocations between locations.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS - PART 2

1) Do the personnel doing the vehicle escort liaison duties require a State unarmed Guard license? No.

2) Each CLIN has a “Personnel Quantity” associated with it. Are these Full Time Equivalents (FTE) personnel? Most are FTE’s. Part Time employees make up a small portion of the workforce. e.g. Two Part Time employees working 20 hours per week would equal to 1

FTE.

3) For the flashlights; does the government also provide the associated holder, batteries and bulbs? Yes.

4) For the radios: does the government also provide the associated holder, and replacement batteries? Yes.

5) What other “employee reflective gear” is required other than the GFE Vests (gloves, wands?) No other reflective gear is required.

6) This solicitation indicates in several places that the resultant Contract will be covered under the SCA. Is the non-exempt workforce covered under a union/Collective Bargaining Agreement? No

7) Does this contract fall under the Service Contract Act (SCA)? Yes

8) Does this contract require employees to obtain any security clearance given that employees will have Access to NCIC and DBIDS? Employees are required to be registered in the Defense Biometrics Identification System (DBIDS) and must pass a National Agency Check with Inquiries (NACI) in order to be granted computer access. Employees will not have access to

NCIC.

9) Does each post have adequate shelter to include heat and air condition? Indoor positions have adequate heating and air conditioning. Outdoor positions have covered shelter and employees are equipped with cold weather gear by the contractor during cold weather months and also equipped with rain gear during wet weather conditions.

10) Does this contract require the use of contractor vehicles to get escorts from point A to point B? No.

11) Will the government provide janitorial service or is it the contractors responsibility?

Government does not have contract cleaning and daily upkeep is the employee’s responsibility.

Government provides cleaning gear.

12) Are there any military law enforcement personnel posted on the commercial vehicle lane with contract personnel? Yes, military law enforcement personnel are posted at each commercial vehicle inspection site.

13) Will contract personnel be considered mission essential personnel? No.

14) Why did the government put this contract out for a rebid and not exercise an option with the current service provider? There are no available option periods on the current contract.

15) Can the Government clarify if Contractor employees will function more as gate guards on the commercial vehicle lanes? Contractor employees do not function as gate sentries. Only military personnel perform gate guard duties.

16) Were these positions previously held by Military Police? No.

If so, why are they not classified as security guard, this clarification will help with proving a more accurate quote to the government? N/A.

17) Per the CLIN Schedule - How did the USG arrive at the number of personnel per each CLIN? Since September 2023, under the current contract, these numbers have proven to be valid.

18) Will the USG please confirm there is no direct onsite support required outside the normal hours of operation 5AM - 5PM on Monday through Friday? There is no direct onsite support required outside of 5am-5pm, M-F.

19) Per Section 4.1, it states – “Any vacancies that occur in the Contractor’s proposed manning must be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days shall have an invoice offset calculated using the total cost (including profit and overhead) for the position left vacant (based on a 30-day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.”

Since this an FFP contract, please remove this clause or modify the language of this clause to conform with what is allowed/required under an FFP contract per the FAR. If a vendor fails to perform in accordance with the terms and conditions of the contract, the Government has the right to request financial consideration.

20) Are there Standard Operating Procedures (SOPs) at each location that explains the order of operations and serves as a guide for the incoming contractor staff? If so, are these available now as for review? Yes. There are SOPs, but the contractor’s performance will be based on completing tasks specified within the Performance Work Statement.

21) Are any vehicles required to be provided by the Contractors to support execution and oversight? No.

22) Is there a Phase-In period for the incoming contractor? The phase-in period will occur during the new contract’s period of performance.

23) Since industry must provide the clearance, is a Facility Security Clearance (FCL) required? Employees do not require an FCL as there is no need for access to classified information. Employees will only require a DBIDS credential or CAC.

24) Will office space be provided for the Site Manager? If so, is the office located at MCB Lejeune or MCAS New River? Office space is provided to the Site Manager and located at MCAS, New River.

25) CLIN 0003 requests 16 ‘Administrative Support Personnel; Para 3.2.1 indicates the Government will provide 11 workstations for Clerks. Can the government confirm the requirements for 16 administrative support personnel with 11 workstations? Yes, requirements are valid.

26) Para 3.3.1.2.1 - Can the Government provide an estimate on scheduled and unexpected increases on an annual or monthly basis? No.

27) Is initial/recurring DBIDS training provided by the Government? What are the initial training hours required for DBIDS? The Defense Biometric Identification System (DBIDS) is a web-based database system designed to easily verify access authorization of personnel entering military installations. The Government will work with the successful offeror to ensure that their training requirements are sufficient.

28) Paragraph 6.2 states that Flashlights, Radios, Cell Phones, Reflective Vests are issued by the Government. However, 7.0 Contractor Furnished Items, "Except those items or services specifically stated to be Government furnished, the Contractor shall furnish everything required to perform this service, i.e., all administrative supplies, employee reflective gear, personal protective equipment (PPE), uniforms, rain/inclement gear, and gloves.” Can the government confirm reflective vests are GFE and not GFE? Reflective vests are GFE. Vendors have the option to provide additional reflective gear if they deem it to be helpful to their tasks. e.g. Small reflective tab on the back of a hat.

29) Is the incumbent contractor currently providing the same personnel quantities defined in CLIN 0001, 0002, and 0003 (1x On-site Management Support Personnel, 20x Commercial Vehicle Escort Support Services Personnel, and 16x Administrative Service Support Personnel)? Yes

30) Are all positions required to be performed by full-time employees or is a combination of full-time and part-time employees to meet the required number of personnel per position acceptable? The Government’s requirement is to have all positions manned at 40 hours per week. The majority of the positions are full-time employees supported by a small percentage of part-time employees.

31) Section 3.2.9 states, “The contractor shall provide clearances for all personnel prior to commencement of work.” Please verify that post-award, the successful bidder provides a list of personnel with pertinent information, and the Government provides clearances prior to the commencement of work. Employees are not granted security clearances but granted DBIDS and/or CAC’s to perform administrative and commercial vehicle vetting.

32) Does the government have a required or recommended allocation of Commercial Vehicle Escort Support Services Personnel for each of the Locations for Vehicle Escort Liaison Services defined in Section 3.3.1 of the RFQ? Yes, two for Camp Lejeune and two as needed for New River.

33) What is the expected date of award for this contract? The Government is aiming for 15 June, but may be delayed several working days.

34) Given the 5 MB file size restriction for email submission, will the government allow offerors to submit their proposal using multiple emails? Yes.

35) Regarding ADDENDUM TO FAR 52.212-1, Addendum to paragraph (b)(4) – are Offerors required to provide part numbers if under FAR 52.204-24 the offeror represents it does not provide covered defense telecommunications equipment or services as part of its offered products or services to the Government in the performance of any contract, subcontract, or other contract instrument? No

36) Please confirm bidders are to price 1 On-Site Manager, 20 Commercial Vehicle Escorts, and 16 Administrative personnel as stated in each respective CLIN in the SF 1449?

Yes. These CLIN quantities are accurate.

37) Is the level of effort on the current contract the same as the level of effort on this subject solicitation? Yes.

38) The answer to Question 9 in Amendment 0001 states Occupation Code 01402 was used in the IGCE for Administrative Support Services – that Occupation Code doesn’t appear to exist. Can the Government please clarify? Government regulations require that the customer develop an Independent Government Cost Estimate (IGCE) when acquiring services value greater than $250,000. The IGCE is often used by the customer to substantiate committing funds to their requirement. In this case the customer used Occupation Code 01402 for their internal planning estimates of CLIN 0003 – Administrative Service Support Occupation.

39) The answer to Question 9 in Amendment 0001 states Occupation Codes 31260 and 01402 were used as part of the Government’s IGCE. Are these the occupational codes and associated labor categories in place on the current contract? If not, what labor categories are currently being utilized? Yes. Occupational codes 31260 and 01402 and associated labor categories were used for the current contract.

40) For Wage Determination labor categories with an hourly rate under $16.20 per hour, can the Government please confirm bidders’ price a minimum of $16.20 per hour in order to comply with Executive Order 14026? Correct. The top portion of Wage Determination No:

2105-4389 notes that: “ Contracts subject to the Service Contract Act are generally required to pay at least the applicable minimum wage rate required under Executive Order 14026…”. “If the contract is entered into on or after January 30, 2022, Executive Order 14026 generally applies to the contract. The contractor must pay all covered workers at least $16.20 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in 2023.”

42) Is there specific training required for the administrative personnel? If yes, how many hours of training (initial and recurring) are required? There is no specific training required for the administrative personnel prior to contract award. After contract award, CLIN 0003 - Administrative Support Personnel will learn and perform their job in an “On-The-Job” (OJT) manner.

43) Are personnel required to complete an SF-85P for Public Trust? No.
