QUESTIONS AND RESPONSES

FOR SOLICITATION #M6700120Q0026

CONTRACTOR VETTING AND COMMERCIAL VEHICLE ESCORT

LIAISON SERVICES

QUESTION #1:

Hours of Operation. The Contractor shall provide services Monday through Friday, excluding federal holidays, from 5:00 A.M. through 5:00 P.M. local time Camp Lejeune, NC.

Locations for Contractor Vetting Clerk Services. The Government will provide a total of sixteen

(16) workstations for Contractor Vetting Clerk Services at four (4) different locations aboard

MCB Camp Lejeune and MCAS New River. The contractor shall provide adequate staffing to ensure that all workstations at each location are staffed during the hours of operation.

The question:

The hours of operation as stated in the PWS in item 1.4 states 5:00 am to 5:00 pm. However the

Clin structure shows a quantity of 16 for admin support personnel and 25 for contractor escort liaison services. However in order to maintain the PWS requirement in 3.2.1 and staff 16 work stations it will require more personnel. Each personnel at each station would go beyond a 40 hour work week. Are we to price for a quantity of 16 or more?

RESPONSE: The quantity of personnel remains unchanged. All quote submissions should be priced for a number of 16 administrative support personnel. The quantity of hours should not exceed 40 hours per work week.

QUESTION #2: According to Executive Order 13658 the minimum wage rate has increased to

$10.80/hr. Can you please advise as to which minimum wage rate we can and should include in our calculations?

RESPONSE: The Executive Order takes precedence over the wage rates listed in the wage determination provided with the solicitation. All vendors should utilize the Executive Order’s minimum wage rate when calculating the final pricing for quote submissions.

QUESTION #3: Can you clarify if the “QTY” in the CLIN refers to the number of FTE’s?

RESPONSE: The quantity in the CLIN description indicates the number of personnel requested.

For example:

CLIN 0001 requests a quantity of 16 administrative support personnel.

CLIN 0002 requests a quantity of 25 commercial vehicle escort liaison personnel

CLIN 0003 requests a quantity of 1 on-site management personnel

QUESTION #4: Would the Government consider changing the set-aside for this requirement?

RESPONSE: The Government is going to remain with its current strategy and approach. There will not be any changes to the solicitation.
