QUESTIONS & RESPONSES
1. On Page 17 second bullet Sub factor B: Transcript files cannot be emailed or faxed.
Question 1. Does this mean that files should be returned through a secure server?
Answer 1: Yes. All file shall be uploaded and downloaded through a secure server. The security protocols shall at a minimum include authentication, authorization, and encryption (minimum of 256 bit SSL) via password protected URL or Secure Web download.
Question 2. Can encrypted files be email?
Answer 2. No. See Answer 1a.
Questions 3. Or does it mean hand delivered to Camp Lejeune?
Answer 3. No. See Answer 1a
4. Prices are by the word and not page. I understand it varies with each interview, but even then there is usually a standard. To do a 200 page transcript in 24 hours is much more difficult than a 5 page transcript.
Question 4a. What is the average number of pages per interview?
Answer 4a. I only looked at data over the last year. Average length of each interview is approximately 30 minutes, producing about 52 pages of transcript. We have a couple of 2-hour long interviews (75+ page transcripts) that is skewing our data.
Question 4b. Mean and Median amount? I understand it varies with each interview, but even then there is usually a standard. To do a 200 page transcript in 24 hours is much more difficult than a 5 page transcript.
Answer 4b. The Mean (average) of each interview is approximately 52 pages. The Median (middle value) is
39 pages.
Question 5 . How many speakers are there per interview?
Answer 5. Usually 2 but can be as many as 4.
Question 6. Are the recordings monitored? How?
Answer 6. Yes, always in person. An Investigating Officer conducts the interview and a separate individual serves as a “recorder” taking notes during the interview.
Question 7. Are notes taken with the audio or are spellings provided?
Answer 7. Yes, notes are taken and individuals are required to spell their names early in the recording. We also require them to spell out unit names and other military acronyms.
Question 8. What software is used to record the interviews?
Answer 8. We use a Sony recorder that produces recordings in a MP3 format that we can play with the
Windows Media Player.
Question 9. Are they in FTR, Liberty or any kind of court reporting management recording software or are they
.wav/mps files?
Answer 9. We do not use court recording devices. All recordings are in MP3 format.
Question 10. What is the typical quality of the audio per the most recent transcriber?
Answer 10. Individuals are required to speak clearly and at a volume that produces good audio. They are usually sitting within 2 feet of the device and in a quiet private office without other noises.
Question 11. Have there been complaints about the quality of the audio and if so what has been done to ensure the best audio possible?
Answer 11. We have never had a complaint from our previous transcription service provider. We review all recordings prior to submission. On one occasion, we noticed that the person being interviewed was speaking too fast, so we conducted a second, slower, interview, and submitted it instead.
Question 12. Pricing by the word is not a standard transcription practice, as the number of characters per word can vary from 1 to 27, or longer for some specialized words, and raises the question of how we count numerals. Can you change this to a more standard cost-per-line basis?
Answer 12. A similar argument could be that some lines can vary between 3 and 24 words, since some responses are, simply, to yes or no questions. We have no issue with charging by the word, by the line, or by the page, provided the overall “average” cost is relatively the same. See FAR Provision 52.204-22 Alternative
Line Item Proposal.
