PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS)
Utilities/PDW Steam Generation Water Treatment
Vision Statement
To prevent corrosion of and maintain clean heat transfer surfaces in pretreatment, boilers, steam supply and condensate return system.
1 Background
Marine Corps Base (MCB) Camp Lejeune and Marine Corps Air Station (MCAS) New River, North Carolina currently have 31 low pressure steam boilers ranging from 500 lb./hr. to 100,000 lb./hr. and approximately 100 closed loop hot water boilers. These plants contain mainly carbon steel piping for aux steam, steam distribution and condensate return. There is year round operation for most of the steam boilers and most closed loop hot water boilers. Condensate return levels range from 20% to 80% with variations in the 50% range. The largest plant, 1700, averages about 10% return. Steam output for the 5 largest plants is about 1 billion pounds annually. Steam loads vary significantly on an hourly basis. There is also a season decrease of about 50% from winter to summer. Sulfite is batch fed at some locations. Other treatments are delivered via neat feed. Most chemical feed pumps are less than
3 years old.
Steam plants are listed below. Some plants have multiple chemical feed pumps:
Large Steam Plants
1700 - 7 feed pumps AS-4151 - 3 feed pumps
BB-9 - 2 feed pumps G-650 - 3 feed pumps
M-625 - 3 feed pumps
These large steam plants are being phased out during a steam decentralization program currently in progress.
Sampling and chemical treatment requirements will be significantly reduced.
Small Steam Plants
RR-15 - 2 feed pumps RR-135 - 1 feed pump
AS-3502 - 1 feed pump G-640 - 2 feed pumps
WC-100 - 1 feed pump AS-710 - 1 feed pump
FC-65 - 2 feed pumps A-1 - 1 feed pump
AS-3525 - 1 feed pump M-455 - 2 feed pumps
Batch and feed tanks are in good shape. There is a mix of stainless steel and plastic tanks from approximately 30 to
150 gallons. Chemical feed lines are stainless steel, carbon steel and plastic. Most lines are in good shape. The
Government is in the process of installing main steam amine feed where it is advantageous. In the past, have encountered problems with chemicals freezing in outside bulk storage and have moved to inside storage where possible.
Water Quality
The makeup water is supplied by base water treatment facilities and, in most cases, is sodium (salt) softened prior to entering the boiler.
Typical makeup water results:
pH 7.7 - 9.2
Raw conductivity 250 - 550 us/cm
Hardness ~ 70 - 220 ppm as CaCO3
Total Alkalinity ~ 80 ppm
Condensate return quality varies with:
Raw Conductivity <10 to >200 us/cm pH 6.5 - 9.0
Hardness is routinely <1 ppm with excursions to > 100 ppm as CaCO3

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
This is a request for OPEN MARKET PRICED quotes for a service. The proposed acquisition is reserved 100% for
Small Business. The associated North American Industrial Classification System (NAICS) code for this requirement is 325998, All Other Miscellaneous Chemical Product and Preparation Manufacturing, the small business size standard is 500 employees.
BASIS OF AWARD The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR Subpart 13.5. It is the Government's intention to issue a single firm-fixed price requirements contract on an "all or none" basis for all supplies/services. The Government intends to award to the quoter who represents the Lowest Price Technically Acceptable (LPTA) quote. Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price quoter. Other technical quotes may not be evaluated unless the Government determines the lowest price quoter to be unacceptable or non-responsive. In the event the Government determines the lowest price quoter to be unacceptable, the technical quote of the next lowest price quoter will be evaluated. This process will continue until a technical quote is determined to be acceptable. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the
Government. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
The Government intends to evaluate quotations and select a quote based on the initial evaluation received in response to the solicitation. Therefore, vendors are cautioned that their initial quotes should contain their best terms http://www.asme.org/ from a technical and price standpoint.
EVALUATION. Vendors responding to this announcement will be evaluated on the following factors:
Factor #1 – Technical Quotation. The quotation will be evaluated to determine if the quoter possesses the capability required to successfully perform the requirements of the solicitation. Quotes are evaluated for acceptability but not ranked using non-cost/price factors;
Factor #2 – Past Performance. Quoter(s) shall submit information as indicated below entitled “Past
Performance.” Information provided in the quote shall include similar contracts with Federal, State and local governments, as well as commercial businesses. Similar contracts are defined as those similar in scope, magnitude, and complexity to this procurement.
Performance Evaluation. The Government will evaluate the quoter’s, and (if applicable) its principal subcontractors’ demonstrated past performance in delivering quality services and in meeting schedule requirements on similar programs. The performance risk assessment will address the probability of the quoter successfully accomplishing the contract requirements based on relevant past performance. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered. Problems not addressed by the quoter will be considered to still exist. The degree to which the quoter can demonstrate that it has successfully applied continuous systematic improvement to resolve past performance problems will be evaluated.
Each quoter will be evaluated on the extent to which they demonstrate satisfactory or better performance on contracts or subcontracts currently ongoing or completed within the last three (3) years. References other than those identified by the quoter may be contacted by the Government and used in evaluating the quoter’s past performance. Past performance is an indicator of how current and/or previous customers assess contractor performance under a specific contract performed for them and address the full range of all functions required to make any contractual relationship work. Successful past performance indicates that a contractor understands and has the resources to successfully execute a contract; however, it does not necessarily mean a contractor has the resources and skills necessary to perform the specific work requirements of this solicitation.
Evaluation of past performance will be based on consideration of all relevant facts and circumstances. The evaluation will include demonstrated past performance in quality of product or service, schedule, and customer satisfaction.
In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance.
Quoters without a record of relevant past performance will receive a neutral rating.
Factor #3 – Price Quote. Award will be made on the basis of the lowest priced, technically acceptable quoter.
