QUESTIONS AND RESPONSES
1. The SOW states that the hours of performance are 0830-1230 Sunday for Divine Worship; 2 hours of Choir Practice scheduled, supported, and directed per week for Catholic and Protestant Choir’s; and other flexible hours to support Chapel programs and services as directed by the Chaplain and RP, including funerals, memorial services, etc..
a. Is the 2 hours of weekly Choir Practice for both the Catholic and Protestant Choirs, i.e., 1 hour per week devoted to the Catholic Choir and 1 hour per week devoted to the Protestant Choir?
ANSWER: Yes. Tuesday night Protestant rehearsal for one hour and Wednesday night Catholic choir rehearsal for one hour.
b. Is there a day of the week when the Choir Practice for both the Catholic and Protestant Choirs are normally held?
Yes. Tuesday night Protestant rehearsal for one hour and Wednesday night Catholic choir rehearsal for one hour.
c. Is the adult choir that is to be directed one (1) time weekly referring to the same requirement as: Play organ and/or piano music in support of the regularly scheduled Catholic Services and Play organ and/or piano music in support of the regularly scheduled Protestant Services?
ANSWER: Yes, the choir will sing along with the music played on the organ/piano in each service.
Essentially, lead them as the contractor plays.
d. Please provide historical information regarding how often there is a requirement to direct the children’s choir. What is the duration of each children's choir program that requires direction?
ANSWER: Flexible depending on plans made with Chaplain/Priest and DREs. Historically, there have been 2-3 small programs per year per congregation lasting 5-10 minutes.
e. Please provide historical information regarding the quantity of other Chapel programs and services such as Cantata choir/rehearsals for Christmas and Easter services, Memorial services, Weddings, Vacation Bible School, Funerals, and other programs that are held each year, including the duration of each program, service or rehearsal.
ANSWER: All are flexible depending on plans made with Chaplain/Priest and DREs.
Christmas/Easter cantatas: One or the other is usually done most years.
Additional services: Lent and Advent seasons. 4-8 additional holy day services.
Memorial services/Funerals: Approximately 4-10 each lasting one hour.
Weddings: This service has been removed from the Statement of Work and are not required. See Requirements paragraph highlighted portion.
Vacation Bible School: Once per year. VBS usually lasts 4 days. Depending on the curriculum, recorded music may be used some years or music provided by the contractor.
f. Please provide historical information regarding the quantity of hours spent maintaining the Protestant Music Library and Catholic Music Library.
ANSWER: The music libraries are for the usage of the contractor, not for public use. Therefore, time used to maintain is solely the discretion of the contractor. These services fall within the 28 estimated weekly hour requirement. The time spent upon maintenance of the Music libraries will depend upon the needs of the library and will vary accordingly.
2. The SOW states that the Government will furnish office space and basic office equipment necessary to fulfill this contract and that the contractor shall assume financial liability for all missing equipment.
a. Will the Contractor receiving the award be provided with an inventory of the office equipment that will be provided to the contractor?
ANSWER: Yes, necessary office equipment will be available. There is no dedicated workspace. The space will be secured and limited to only those individuals who work in the general office space.
b. Will other Contractors and Government personnel have access to the office space and equipment supplied to the Contractor?
ANSWER: Yes. There is no dedicated office space provided for each contracted employee. However, supplies can be secured in a locking wall locker or storage room. Organ and piano are in sanctuary and are secured when chapel is secured.
3. The solicitation includes insurance requirements and states that market research documented that is customary commercial practice for contractors to carry insurance to protect themselves from situations in which they or their employees are liable for damages while performing service contracts on Marine Corps installations; market research shows that every contractor contacted carried insurance well above the minimum requirements called for in a contract and maintained these insurances even if the contract did not have an insurance requirement; as well as maintaining these insurances for contracts with private entities.
Please indicate if the market research demonstrated that it is customary practice in the commercial marketplace to include contract terms that require the Contractor to carry auto, general liability and workers compensation insurance when executing a commercial contract for music services that are similar to the instant procurement.
ANSWER: Yes, in fact, the market research showed that all service contractors contacted carried significantly higher levels of all three insurance types than are required by the contract. None of them ever lower their own coverage even if the amounts required by the contract are less or non-existent.
They all stated that they carry insurance to protect themselves and their employees regardless of whether they are doing work for a private entity or a state/federal government. The auto-liability was lowered to that required by the state of North Carolina to operate a motor vehicle of any type. This is also the same amount as required in order to operate a motor vehicle on the military base where the work will be performed. Since there is no reasonable opportunity for public transportation to get to and from the work site, someone will have to operate a vehicle, either the person performing the contract or another contractor employee. The auto liability insurance will be required of anyone operating a vehicle.
The other insurances were considered reasonable because they were significantly below the customary commercial practices engaged in by all other service contractors, who either have it currently or will engage insurance upon award. All service and even supply contractors seemed to understand the risks of not carrying insurance as that puts employees and the contractor itself at significant personal risk.
