SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The required response date/time has changed from 03-Oct-2014 01:00 PM to 17-Oct-2014 01:00 PM.
The following have been modified:
INSURANCE REQUIREMENTS
The insurance required by the above clause is as follows:
COVERAGE PER PERSON BODILY INJURY TOTAL PROPERTY DAMAGE
PER OCCURRENCE PER OCCURRENCE PER OCCURENCE
Comprehensive General Liability $500,000
Automobile Liability $30,000 $60,000 $25,000
Worker's Compensation: As required by Federal and State Worker's compensation and occupational disease statutes. however, regardless of any state exemptions to worker's compensation coverage requirements, contractors are required under the employers liability section of the insurance policy to carry a minimum of $100,000 worker's compensation insurance coverage for each employee, for each disease or accident.
NOTE: Market research has documented that it is customary commercial practice for contractors to carry insurance to protect themselves from situations in which they or their employees are liable for damages while performing service contracts on Marine Corps installations. Market research shows that every contractor contacted carried insurance well above the minimum requirements called for in a contract and maintained these insurances even if the contract did not have an insurance requirement; as well as maintaining these insurances for contracts with private entities. The individual performing the duties on this contract will be in direct contact with children, dependents, and civilian personnel. This contract will be performed entirely upon a federal military installation. In addition, the state of North Carolina requires any person operating a motor vehicle to be insured in the minimum amounts listed above for automobile liability insurance. Thus, without such automobile liability insurance, no person may operate any vehicle, regardless of ownership, upon a federal military installation. Since there is no reasonable opportunity for public transportation to get to the work site, the contractor or contractor’s employee will have to drive an automobile that is either personally owned or contractor owned, or will have to be transported to the worksite by another person who will have to have the minimum automobile liability insurance. Therefore, it is in the best interest of the Government to require the successful contractor to obtain insurance in the above amounts. The successful contractor does not have to have these insurances at the time of quote, but must have them at the time performance is to begin. To satisfy this requirement, a statement indicating that the contractor understands the insurance requirement and will comply before beginning performance should be included with the quote. Above insurance coverages are to extend to contractor personnel performing government contracts on federal installations. The
Certificate of Insurance shall provide for thirty days written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Failure to obtain the required insurance coverage by the date performance is to begin will result in termination for cause and negative performance reporting.
