PERFORMANCE WORK STATEMENT

Performance Work Statement

Paraloft and Boat Locker Support Services

Second (2D) Reconnaissance Battalion

1. BACKGROUND

1.1 2d Reconnaissance Battalion has a requirement for non-personal services to provide full-time support in the areas of parachute/airborne operation and boating operation. These current positions are located at Marine Corps

Base Camp Lejeune, North Carolina, 2d Reconnaissance Battalion. 2d Reconnaissance Battalion falls under the cooperative command of 2d Marine Division (2d MARDIV), and II Marine Expeditionary Force (II MEF).

1.2 2d Reconnaissance battalion operationally trains and specializes in Reconnaissance and Surveillance (R&S). The

Marines of this battalion are also trained in Close Quarters Battle (CQB), tactics with an expansion of additional specialized mission capabilities. Subsequently, Reconnaissance Marines are initiated into diverse schools and programs to study various trades, including but not limited to: Basic Airborne Course, Military Free Fall training, specialized civilian run curriculums, and Department of Defense (DoD), programs and instruction.

1.3 The required support services are intended to assist the battalion’s Parachute Loft (Paraloft) Staff Non

Commissioned Officer in Charge (SNCOIC), and Boat Locker staff in all matters requiring professional and technical collaboration along with operational training support.

2.0 Period of Performance. The period of performance will be for a twelve month base period, with two additional option periods of one year each.

3.0 Place of Performance. The main place of performance is 2nd Reconnaissance Battalion, Courthouse Bay, (Building A-71, A-72 and Highway 172) Camp Lejeune, NC.

4.0 Security Clearance. Work under this task order maybe classified as SECRET. The contractor shall comply with all applicable DoD security regulations and procedures during the performance of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products, which are obtained or generated in the performance of this task order. The

Trustworthiness clause is applicable to this task order. DD Form 254 Department of Defense Contract Security

Classification Specification. Attachment (1)

5.0 Contracting Officer’s Representative (COR). The government will appoint personnel, known as Contracting

Officer Representatives (COR), to monitor performance to ensure services are received and performed in a satisfactory manner. The COR will evaluate the contractor’s performance in accordance with the statement of work to ensure acceptable quality levels (AQL) of the performance standard are met. The COR information is provided below.

5.1 Role of Contracting Officer’s Representative (COR) for Inspection, Acceptance, and Other Duties.

5.1.1 Responsibilities. Performs surveillance and inspection of repair services and/or services required under this contract; determines the adequacy of Contractor performance per contract specifications; acts as the COR at the work site; ensures compliance with contract performance requirements; and advises the CONTRACT

ADMINISTRATOR of any factors that may cause work performance delays. The COR cannot authorize deviations from contract requirements and specifications.

The following individual will be appointed as the Contracting Officer’s Representative:

The COR for this contract will be provided via a separate correspondence.

The Contracting Officer is the only person authorized to approve changes in any of the requirements of this order.

The Contractor shall not consider any order, statement or conduct by Government personnel who visit the

Contractor’s facilities or in any other manner communicate with Contractor personnel during performance of this requirement as a change to the terms and conditions of the contract. The Contractor shall not comply with any order

(verbal or written), direction or request of any Government personnel unless it is issued, in writing, by the

Contracting Officer. In the event the Contractor or contractor personnel effect any change to this requirement by direction of any individual other than the Contracting Officer will have done so without authority and shall bear all costs associated with such change.

5.2 Documents and Reports required from COR.

5.2.1 Unacceptable Performance. When performance does not meet specifications and requirements of this contract, written (letter, fax, or Email) documentation will be furnished explaining how performance is considered to be unacceptable. This documentation should state what specification(s) Contractor is not performing (reference contract paragraph number(s), date, and time observed) and submit to the CONTRACT ADMINISTRATOR.

5.2.2 Final Receiving Report. The COR will submit a final receiving report stating that all services and supplies have been received, inspected and accepted to the CONTRACT ADMINISTRATOR within five work days of the ending of the contract period.

5.3 Quality Assurance Evaluations.

5.3.1 The COR is designated by the Contracting Officer to perform technical surveillance and receive any deliverables in compliance with the Statement of Work.

5.3.2 The above paragraph is in no way authorizes anyone to make changes in the scope, price, term or conditions of the contract without the written concurrence of the Contracting Officer.

5.3.3 The responsibility for inspection and acceptance of the deliverables furnished under this contract rests with the

COR, or in his absence his authorized representative(s). Inspection and acceptance of all deliverables will be accomplished at the end of each month during the period of performance.

5.3.4 Inspection and acceptance will be performed at location where work has been performed.

5.3.5 The following specific areas of contract administration are assigned to the Contracting Officer’s

Representative:

5.3.5.1 Receipt of all required reports.

5.3.5.2 Certification of invoices in accordance with the payment terms of the contract to include validation of each line item on each invoice.

7.0 Contractor Responsibilities.

The contractor shall provide support services for the following requirements.

7.1 Personnel qualifications and certifications common to all contractors:

7.1.1 The contractor shall be a US Citizen with a current secret clearance for the duration of the contract.

Work under this task order maybe classified as SECRET. The contractor shall comply with all applicable DoD security regulations and procedures during the performance of this task order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products, which are obtained or generated in the performance of this task order. The Trustworthiness clause is applicable to this task order. Upon contract award the Contractor shall forward their employee clearance information to the Contracting Officer Representative (COR). DD Form 254 Department of Defense Contract

7.1.2 The contractor shall be capable of communicating (oral and written) fluently in English.

7.1.3 The contractor shall possess at least a high school or equivalent level degree.

7.1.4 The contractor shall be capable of operating all Microsoft Office Suite of programs.

7.1.5 The contractor shall have at least one (1) year of experience working with the basic maintenance user functions of the Oracle software based Global Combat Support Systems (GCSS)

7.1.6 The contractor shall possess a complete understanding of all US military ranks and associated customs and courtesies.

7.1.7 The contractor shall work an eight (8) hour work day from 0730 to 1630, (one hour provided for lunch), 40 hours per week and a total of 1920 hours per year.

7.1.7.1 Federal holidays observed by this base are New Year's Day, Martin Luther King, Jr.'s Birthday, Presidents’

Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and other specifically designated days that are mutually agreed upon between the CONTRACT

ADMINISTRATOR and the Contractor. When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a holiday by U. S.

Government agencies.

7.1.7.2 In the event an Executive Order issued by the President of the United States declares Agencies of the Federal

Government closed for a regularly scheduled workday, the Contracting Core Lead or designee will determine and advise the contractor on whether services are required for that day.

7.1.8 The contractor shall act and dress professionally at all times. Professional dress is defined as clothing that is neat, clean, and in good repair. Clothing that exposes cleavage, midriff or undergarments is not professional dress.

7.1.9 All travel will be authorized by the Contracting Officer Representative (COR) prior to performance and will be reimbursed in accordance with Joint Federal Travel Regulations.

7.1.9.1 Travel between sites during regular duty hours is considered inherent to the tasks detailed in the PWS and will not be reimbursed.

7.1.10 The Contractor shall be responsible for obtaining all necessary licenses and certifications and for complying with all applicable Federal, State, and local laws. The Contractor shall maintain updated copies of any applicable licenses and certifications for all employees and make them available to the Government upon request.

7.1.11 Contractor employees that operate motor vehicles to include, but not limited to, government automobiles shall maintain a valid state driver’s license with all class and commodity endorsements required by Public Law 99-

570 and state law for the type of vehicle operated.

7.1.12 Environmental, Safety, and occupational Health (ESOH)

7.1.12.1 The Contractor shall formulate and maintain a written safety and health plan and make available to the

Government upon request. The written plan shall include the details of the Contractor’s responsibilities, method of program implementation, and how hazards and deficiencies shall be identified and corrected. It shall detail contractor personnel responsibilities for: protection of Government property and safety of others, personnel responsibilities for reporting all mishaps, and establish procedures for reporting to correcting unsafe conditions, hazards, or practices.

7.1.12.2 The Contractor shall notify the Contracting Officer Representative immediately after the occurrence of all accidents and incidents resulting in either personal injury, loss of life, impact to the environment or property damage to a government facility or equipment. The contractor shall submit a completed copy of and supplemental information within four (4) working days of the accident or incidents.

7.1.12.3 The Contractor shall comply with all federal, state, and local environmental laws.

7.1.12.4 The Contractor shall participate in emergency and recall notification and personnel accountability exercises.

The Contractor shall establish emergency notification and recall and personnel accountability procedures in accordance with DoDI 3001.02, Personnel Accountability in Conjunction with Natural or Manmade Disasters, and test those procedures twice a year when directed.

7.1.13 The Homeland Security Presidential Directive 12 (HSPD-12) dated 27 August 2004 has established criteria for contractors who require a Common Access Card (CAC) for either physical access to a U.S. Government controlled installation or access to government information technology (IT) systems. The Government requires

Personnel Security Investigations (PSI) to establish that applicants or incumbents either employed by the

Government or working for the Government under contract are suitable for the job and/or are eligible for a public trust position.

7.1.14 Government Furnished Property. The Government activity will provide adequate working space, all equipment as required (e.g., desk, chair, computer, printer, copier, telephone, etc.). utilities, janitorial services, and expendable operating supplies for the duration of this task order. The Government will also provide specific items for the requirement to include parachutes, folding tables, sewing machines, tools, sewing material, etc... The contractor shall maintain the assigned office space and work areas in a neat and orderly manner. Contractor shall only use government-furnished facilities, equipment, and supplies to accomplish the tasks required under this order.

Personal or company use of phones, utilities, computers, printers, copiers, etc. not directly related to required services is strictly prohibited. Contractor shall not remove any government-furnished equipment or supplies from the

Government compound without the express written permission of the Battalion Commanding Officer or his/her designated representative. The Government will provide the contractor with all the information needed for performance including desired formats and samples. Information will be provided to the contractor in appropriate formats.

7.1.15 Non-personal Service Statement. Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work.

Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work

7.1.16 The Contractor agrees to assign to the contract those persons whose resumes, personnel data forms or personnel qualification statements were submitted, as required by the RFQ, to fulfill the requirements of the contract. No substitution of personnel shall be made except in accordance with the information specified herein.

The Contractor agrees that during the delivery order performance period no personnel substitutions will be permitted unless such substitutions are necessitated by an individual's sudden illness, death or termination of employment. In any of these events, the Contractor shall promptly notify the Contracting Officer and provide the information required by the following paragraphs.

If the personnel, for whatever reason, become unavailable for work under the delivery order for a continuous period exceeding 30 working days, or are expected to devote substantially less effort to the work than indicated in the proposal, the Contractor shall propose a substitution of such personnel. All proposed substitutions shall be submitted, in writing, to the COR at least 15 days prior to the need for a substitute. Each request shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute and any other information required by the Contracting Officer to approve or disapprove the proposed substitution. All proposed substitutes shall have qualifications that are equal to or higher than the qualifications of the person being replaced.

The Contracting Officer shall evaluate the requests for substitution and promptly notify the Contractor, in writing, of whether the request is approved or disapproved. If the Contracting Officer determines that suitable and timely replacement of personnel who have been reassigned, terminated or have otherwise become unavailable to perform under this delivery order is not reasonably forthcoming or that the resultant reduction of productive effort would impair the successful completion of the contract, the contract may be terminated by the Contracting Officer for cause or for the convenience of the Government, as appropriate. Alternatively, at the Contracting Officer's discretion, if the Contracting Officer finds the Contractor to be at fault for the condition, he may equitably adjust

(downward) the contract price to compensate the Government for any delay, loss or damage as a result of the

Contractor's action.

7.1.17 Wage Determination.

7.1.17.1 The contractor is advised that this procurement is subject to the requirements of the Service Contract Act of

1965, as amended. The applicable Wage Determination is 2015-4389 Rev 13 dated 23 Dec 2019.

7.1.17.2 DELETED

7.1.17.3 The Contractor agrees to furnish the Contracting Officer a copy of any collective bargaining agreement applicable to employees performing under this contract.

7.2 Requirements Specific to Parachute Loft and Airborne Operations Support (CLINS 0001, 1001, and

2001). The government anticipates that the support functions will require two (2) employees on a full time basis.

7.2.1 The contractor shall develop daily operational briefings/reports/information documents pertaining to jump and maintenance operations for approximately 1100 pieces of equipment to include the Cybernetic Parachute Release

Systems (CYPRES), Parachutist High Altitude Oxygen System (PHAOS) masks and bottles, Parachutist Oxygen

Consoles, pressure gauges/hoses/cylinders, altimeters, parachute harnesses, main and reserve canopies, sewing machines, Helicopter Rope Suspension Training (HRST) equipment, Global Combat Support System (GCSS), and ancillary equipment associated with the Parachutist Individual Equipment Kits (PIEK). Products shall capture and report in a logical easy to understand manner equipment capabilities, status, maintenance requirements and any deviations or changes that may impact the unit’s training or mission profile. Products shall be delivered to the

SNCOIC of the Paraloft for final review and dissemination. Products shall be in the form of Microsoft Office Suite of programs or oral/verbal reports.

7.2.2 The contractor shall be capable of basic analytical skills pertaining to airborne and maintenance operations.

This shall include problem identification, information gathering, course of action development and course of action recommendation.

7.2.3 A minimum of eight (8) years of US Military parachute rigging, maintenance, training and instruction experience is required. Experience shall include oxygen equipment associated with the high altitude - low opening

((HAHO)/ high altitude - high opening (HALO) operations.

7.2.4 A minimum of one (1) year of maintenance quality control experience is preferred.

7.2.5 The contractor shall be able to maintain the Parachutist’s High Altitude Oxygen System (PHAOS).

The contractor shall be certified to pack and inspect the packing of the following parachute systems in accordance with MCO 3120.11. Once complete, the contractor shall have the parachutes inspected by a qualified Government employee for quality control purposes.

7.2.6 The contractor shall provide technical support to maintenance and material management. This includes assisting in the scheduling and execution of preventative maintenance, calibrations, and inventory in accordance with MCO 3500.20B and MCO 3120.11 series. This also includes weekly, quarterly and annual formal/informal classroom maintenance training on organic equipment in accordance with the Marine Corps Order 3120.11 – Marine

Corps Parachuting and Diving Policy and Program Administration.

7.2.7 The contractor shall aide in the maintenance of the Paraloft publications library in accordance with Naval

Safety Center, US Army and US Marine Corps orders and directives.

7.2.8 The contractor shall support drop zone operations for the purpose of assisting in the re-packing of parachutes, and operational duties such as Low-Level Static Line Jump Master, and Military Freefall Jumpmaster. Locations include, but are not limited to: Raeford, NC, Louisburg, NC; Coolidge, AZ; Tucson, AZ; Fort Bragg, NC; Camp

Lejeune, NC.

7.2.9 The contractor shall be able to read and interpret technical documents such as blueprints, schematics, specifications, drawings, technical data packages, parts breakdowns etc. for the purpose of including this information in briefings, reports or required documents.

7.2.10 The contractor shall possess current FAA Master Rigger Certification in accordance with Title 14 Code of

Federal Regulations, Part 65, Subpart F. This certification shall remain current throughout the life of the contract.

Currency of all certifications is at the contractor’s expense.

7.3 Requirements Specific to Boat Locker Operations Support (CLINs 0002, 1002, and 2002). The government anticipates that the support functions will require one (1) employee on a full-time basis.

7.3.1 The contractor shall develop daily operational briefings/reports/information documents pertaining to amphibious boating operations for approximately 96 pieces of equipment to include the Zodiac Combat Rubber

Raiding Craft (CRRC), the Zodiac Rigid Hull Inflatable Boat (RHIB), the USMC Open Water Safety Craft

(OWSC), the USMC Dive Boat (MCDB), the Evinrude 55HP E-TEC Multi-fuel Engine system, the Mercury

Verado 225 outboard engine, the Evinrude 90Hp and 250Hp E-TEC outboard engines, associated tool kits, trailers, and calibration equipment. Products shall capture and report in a logical easy to understand manner equipment capabilities, status, maintenance requirements and any deviations or changes that may impact the unit’s training or mission profile. Products shall be delivered to the Officer in Charge (OIC) or Staff Non Commissioned Officer in

Charge (SNCOIC) of the Boat Locker for final review and dissemination. Products shall be in the form of Microsoft

Office Suite of programs or oral/verbal reports.

7.3.2 The contractor shall be capable of basic analytical skills pertaining to amphibious and maintenance operations.

This shall include problem identification, information gathering, course of action development and course of action recommendation.

7.3.3 A minimum of 5 years of US Military watercraft and engine maintenance, training and instruction experience is preferred. Experience shall include amphibious equipment associated with the aforementioned watercraft, trailers and associated engines.

7.3.4 A minimum of 1 year of maintenance quality control Experience is preferred.

7.3.5 The contractor shall be certified to maintain all watercraft and engines in accordance with all applicable

Marine Corps technical manuals. Once complete, the contractor shall have the equipment inspected by a qualified

Government employee for quality control purposes. Certifications shall remain current throughout the life of the contract. Currency of all certifications is at the contractor’s expense.

7.3.6 The contractor shall provide technical support to maintenance and material management. This includes assisting in the scheduling and execution of preventative maintenance, inventory in accordance with applicable

USMC Technical Manuals. This also includes weekly, quarterly and annual formal/informal classroom maintenance training on organic equipment.

7.3.7 The contractor shall maintain the boat locker publications library in accordance with US Marine Corps orders and directives.

7.3.8 The contractor shall support amphibious operations for the purpose of assisting in the maintenance of all watercraft, trailers and engines. Locations include, but are not limited to: MCB Camp Lejeune, NC; Atlantic Field, NC.

7.3.9 The contractor shall be able to read and interpret technical documents such as blueprints, schematics, specifications, drawings, technical data packages, parts breakdowns etc. for the purpose of including this information in briefings, reports or required documents.

7.3.10 Required Certifications: Boat Locker Personnel shall have certifications to maintain the following:

USMC Evinrude Multi-Fuel outboard engine (MFE)

Mercury Verado outboard engines

Combat Rubber Reconnaissance Craft (CRRC)

8.0 QUALITY ASSURANCE SURVEILLANCE PLAN. The government shall monitor Contractor(s) performance in accordance with the Quality Assurance Plan (QASP).

8.1.1 A Quality Assurance Surveillance Plan (QASP) has been developed and will be applied in the administration of the Parachute Loft and Boat Locker Support service contract to ensure Performance Work Statement (PWS) services meet the Government’s technical requirements for quality and completeness at the cost and within the timeframes established by the contract. These services are performed for Parachute Loft and Boat Locker at MCB

Camp Lejeune, NC.

8.2 This plan outlines procedures and guidelines that will be used to monitor the Contractor’s compliance with submitting deliverables and ensure all work is in accordance with the contract requirements. The Contractor is the owner of the quality control process and is responsible for developing, implementing, and modifying procedures that will produce the desired outcomes and result in performance of work within the required standards. The intent of the QASP is to ensure that the Contractor is complying with its quality control systems.

8.3 This QASP is intended to provide the Government’s Contracting Officer’s Representative (COR) an effective and systematic method of surveillance for each service in the PWS. The Government resources shall have responsibilities for the implementation of this QASP as follows:

Contracting Officer – The Contracting Officer ensures performance of all necessary actions for effective contracting, ensures compliance with the terms of the contract, and safeguards the interests of the United States in the contractual relationship. It is the Contracting Officer that assures the Contractor receives impartial, fair, and equitable treatment under the contract. The Contracting Officer is ultimately responsible for the final determination of the adequacy of the Contractor’s performance.

Contracting Officer’s Representative (COR) – The COR is responsible for technical administration of the contract and assures proper Government technical surveillance of the Contractor’s performance. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the Government’s behalf. Any changes that the Contractor deems may affect contract, price, terms, or conditions shall be referred to the Contracting Officer for action.

8.4 The COR will conduct an initial review of the Contractor’s quality control process to verify its adequacy.

During the course of service performance, the COR will monitor the process for managing performance in a quality, timely, complete, safe, and cost efficient manner. Level of surveillance will initially be set to assure the COR that requirements of the PWS are being met and that a process exists and is in place to ensure quality. If, during the course of this surveillance, the COR discovers the service provider is not complying with the established level of quality, the COR may increase the level of surveillance. If performance exceeds the established level of quality, the

COR may decrease the level of surveillance. All documents to support methods of surveillance shall be filed in a

Quality Assurance file for the contract.

8.4.1 Contracting Officer’s Representative (COR)

The COR for this contract will be provided via separate correspondence.

The COR will act as the Contracting Officer‘s representative for technical matters, providing technical direction and discussion as necessary with respect to the specification or statement of work, and monitoring the progress and quality of contractor performance. The COR is not an Administrative Contracting Officer and does not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, quality, place of performance, delivery schedule, or any other terms and conditions of the contract (or purchase orders), or to direct the accomplishment of effort which goes beyond the scope of the statement of work in the contract (or purchase order).

When, in the opinion of the contractor; the COR request effort outside the existing scope of the contract (or purchase order), the contractor shall promptly notify the Contracting Officer (or Ordering Officer) in writing. No action shall be taken by the contractor under such direction until the Contractor Officer (or Ordering Officer) has issued a modification to the contract (or purchase order) or has otherwise resolved the issue.

In the absence of the COR named above (due to reasons such as leave, illness, or official travel), all responsibilities and functions assigned to the COR shall be the responsibility of the Alternate COR acting on behalf of the COR.

8.5 Methods of Surveillance. The methods of surveillance identified in this QASP which will be used to monitor performance of this contract for quality, timeliness, completeness, and cost.

9.0 Unauthorized Work Performance. The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

10.0 Enterprise-wide Contractor Manpower Reporting Application (ECMRA). The Contractor shall report

ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for solicitation via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

11.0 Liability, Automobile, and Workman’s Compensation Insurance

The contractor shall comply with provisions and requirements as contained herein:

Required Insurance (IAW FAR 28.306 (b)The contractor shall maintain insurance in the minimum amount specified below and as required by FAR 52.228-5, Insurance – Work on a Government Installation”, at its own expense, procure and thereafter maintain the following kinds of insurance with respect to performance under this contract.

a. Workmen’s Compensation and Employers Liability Insurance as required by law except that if this contract is to be performed in a state which does not require or permit private insurance, then compliance with the statutory or administrative requirements in any such state will be satisfactory.

The required Workmen’s Compensation insurance shall extend to cover Employer’s liability for accidental bodily injury or death and for occupational disease with a minimum liability limit of

$100,000.

b. General Liability Insurance. Bodily injury liability insurance, in the minimum limits of $100,000 per person and $500,000 per occurrence shall be required on the comprehensive form of the policy.

c. Automobile Liability Insurance. This insurance shall be required on the comprehensive form of the policy and shall provide injury liability and property damage liability covering the operation of all automobiles used in the connection with the performance of the contract. At least the minimum limits of $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage shall be required.

12.0 CERTIFICATE OF INSURANCE REQUIRED

In accordance with the clause entitled “Insurance-Work on a Government Installation” ( FAR 52.228-5 ), the contractor shall furnish to the Contracting Officer, a certificate or written statement of insurance prior to commencement of work under the contract. The contract number shall be cited on the certificate.

13.0 BASE ACCESS

13.1 DBIDS Program. Marine Corps Installations East - Marine Corps Base Camp Lejeune and Marine Corps Air

Station New River have implemented new DBIDS (Defense Biometric Identification System) Program intended to enhance Installation access control. In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or

Marine Corps Air Station (MCAS), New River, non-Federal Government and non-DOD issued ID cardholders require identity proofing and vetting to determine eligibility for access. Specifically, a check of records through

National Crime Information Center (NCIC) Interstate Identification Index (III) is Installation's minimum background check for access to MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include access of visitors.

MCB, Camp Lejeune and MCAS, New River applies following non-Federal Government cardholder criteria to determine authorized type of access control credentials:

a. Contractors: DBIDS or up to a 120-Day Pass

b. Sub-Contractors: DBIDS or up to a 120-Day Pass

c. Vendors: DBIDS or up to a 120-Day Pass

d. Suppliers: DBIDS or up to a 120-Day Pass

e. Service Providers: DBIDS or up to a 120-Day Pass

f. Delivery Personnel: DBIDS or up to a 120-Day Pass

13.2 Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from

DBIDS enrollment.

13.3 Contractor personnel who are ineligible for a CAC shall be required to either obtain a 120-Day pass or enroll in

DBIDS Program. Recommend pre-register on the DBID’s website before attempting to obtain a pass.
