SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
VENDOR QUESTIONS AND ANSWERS
1. Question: Is this a new requirement or is there an incumbent contract?
Answer: Current contract ends 31 May 2020.
2. Question: What is the incumbent contract number?
Answer: M67001-17-P-0009
3. Question: Who is the incumbent contractor?
Answer: Knowledge Capital
4. Question: Are the positions currently filled with incumbent employees?
Answer: Yes
5. Question: The employees are required to have and possess SECRET clearances, so please confirm that the prime must have an active SECRET facility clearance (FCL). The current wait time at DSS for a new FCL is 12 months and with a start work in June 2020 there would be no way a company without an active FCL could manage the employees. The prime must possess a SECRET FCL in order to manage those clearances. and this cannot be tasked to a subcontractor to manage these clearances. Please confirm that this is correct?
Answer: Confirm that this is a requirement
6. Question: PWS section 7.2.8 states “The contractor shall support drop zone operations for the purpose of assisting in the re-packing of parachutes, and operational duties such as Low-Level Static Line Jump
Master, and Military Freefall Jumpmaster. Locations include, but are not limited to: Raeford, NC, Louisburg, NC; Coolidge, AZ; Tucson, AZ; Fort Bragg, NC; Camp Lejeune, NC.” and PWS section 7.3.8 states “The contractor shall support amphibious operations for the purpose of assisting in the maintenance of all watercraft, trailers and engines. Locations include, but are not limited to: MCB Camp Lejeune, NC;
Atlantic Field, NC.” For the locations outside of Camp Lejeune immediate area how will the travel cost be reimbursed? There is no CLIN for travel? There is also no data (# trips by location, # days, # pax) provided to allow the bidder the ability to add that cost into CLIN 0001, 1001, and 2001. Will the government please clarify this requirement reimbursement?
Answer: The Government will provide travel cost up front.
7. Question: PWS section 7.2 requirements makes mention to supporting “operational duties such as Low-
Level Static Line Jump Master, and Military Freefall Jumpmaster”. Is the expectation for the employees working in this section to maintain jump currency?
8. Question: Is there is a requirement to maintain jump currency (static line and MFF) in order to perform these operational duties, will the government be compensating for “Hazardous duty pay / Jump Pay” as these contracted employees which will be required to perform hazardous duty or will that compensation for hazardous duty be paid by the contractor and the government expects that cost to be added into the CLIN
0001, 1001, and 2001 costs?
9. Question: The PWS requirement to possess a current FAA Master Rigger Certification leads the bidder to believe that the employees will perform the duties of a Master Rigger but the requirements within PWS section 7.2 are more inline of a Senior Rigger. Will the government please clarify if the duty requirements are for a Master or a Senior Rigger?
Answer: Master Rigger
10. Question: In both PWS Section 7.2 and 7.3 state certification requirements. In some cases there is training and a local (unit/command level) certification but not a formal certification received from a school or governing body. How will the government evaluate these certifications if there is not formal certification process?
Answer: Those requirements that do not have a formal certification process are considered OJT that incumbents must possess knowledge of.
11. Question: Please confirm that this is a best value and not a lowest price award determination.
Answer: Best Value/Trade Off as stated in the RFQ evaluation clause.
12. Question: Will the government please consider removing the requirement for past performance questionnaires or limiting it to 1 not 3, but still require the bidder to provide at least PP Citations. A large number of government representatives are currently not working or not considered “mission essential” personnel and as some installations have shutdown operations due to the COVID-19 directives?
Answer: No
13. Question: Proposals are currently due on 13 April 2020 at 11:00 a.m. EST. and must be submitted via hard copy not email. Would the government consider allowing the proposals to be submitted via email with the ongoing COVID-19 situation and limiting contact?
Answer: This is not a Government holiday. We will amend the RFQ to allow email submission, but delivery of the proposals is the responsibility of the offeror. We will have personnel here to receive mail.
14. Question: Typically Easter weekend is a 4 day weekend with the 11th as Good Friday , the 12th is Easter
Sunday and the 13th is the day after Easter. Would the government consider having the proposals due by
11:00 a.m. EST on the 14th to allow time for mail delivery if a hard copy is still required. Will there be someone there the entire day on the 11th, 13th and 14th to receive mail or in person delivery with the current limited personnel working status?
Answer: No, this is not a Government holiday. We will amend RFQ to allow email submissions and there will be personnel working to receive mail.
15. Question: On page 24, the instructions for preparing Volume 1 includes the requirement to submit “letters of commitment” for all proposed personnel. Is the term “letter of commitment” defined as being a contingent employment offer letter that is signed by the offeror (company) and counter-signed by the proposed employee, which lists the employees starting salary, contract to be employed on, and start date of employment?
Answer: This “Letter of Commitment” is merely an pre-employment agreement stating that IF you are awarded this contract, that these positions will be filled by the employees and co-signed by them.
16. Question: Regarding the requirement to submit resumes for each individual that a company plans to hire and work on the resulting contract, do the resumes of all proposed personnel need to be signed by the proposed individual for whom it is supposed to represent?
17. Question: Page 24, Volume 1, sub-paragraph C. Does the Government require offerors to submit a copy of their proposed Paraloft personnel’s’ FAA Master Parachute Rigger license, as well as their proposed
Boat Locker personnel’s certifications to repair and maintain the seven items of equipment listed in paragraph 7.3.10?
18. Question: Page 26, Volume 3, sub-paragraph A.2., SF 1449. Does the Government also desire for offerors to manually type in on the SF 1449 document, the pricing information for each CLIN (unit price, amount, and NET amount)?
Answer: Yes.
19. Question: Page 26, Volume 3, sub-paragraph A.3., Reps and Certs. Can the Government please confirm that if an offeror has recently updated their Reps and Certs via the System for Award Management, that they only need to make that statement in their Cover Letter and no further action is required beyond that?
Answer: Must be current in SAM as stated in RFQ. This will be verified before award. If not current, the offeror is no longer technically acceptable. It is the responsibility of the offeror to ensure all requirements for submission are met.
20. Question: Page 26, Volume 3, sub-paragraph B.2., Price Documents. The instructions for the Price
Documents list the requirement to submit the Attachment 1 pricing spreadsheet. Since the attachment was missing from the solicitation documents, may offerors generate and submit their own version of a spreadsheet that provides the breakdown of pricing by proposed labor categories, number of labor hours, and labor rates?
21. Question: If a company already has personnel working for them that meet all of the experience, qualifications, and certifications/skill requirements listed in the PWS, do you need to submit letters of commitment for their current employee? Our does the Government desire offerors to submit a copy of their last pay stub, etc., to prove that person is a current employee of the offeror’s company?
Answer: Letter of Commitment should be submitted.
22. Question: May offerors redacted the salary listed in the letter of commitment that is counter-signed by each proposed employee, or does the Government require that information be visible for their review?
Answer: Information must be visible for review.
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) “TAILORED”
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
This is a request for OPEN MARKET PRICED quotes. The proposed acquisition is 100% set-aside for Small
Business The associated North American Industrial Classification System (NAICS) Code is 5561210
Facilities Support Services and the associated size standard is $41.5 million
BASIS OF AWARD: The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR Part 12 and Subpart 13.5. It is the Government's intention to issue a single firm-fixed-price contract on an "all or none" basis.
The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “Quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of a purchase order in response to a request for quotes (RFQ).
The basis of the award is “best value” to the Government. The Government will issue a single firm fixed-price purchase order. However, the Government reserves the right to award no contract at all, depending on the quality of the quotes submitted. The Government will award a single contract resulting from this request for quotes to the responsible vendor whose quote, conforming to the RFQ; will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated in an efficient and minimally burdensome fashion. The
Contracting Officer reserves the right to evaluate quotes without the use of formal evaluation procedures such as establishing a competitive range, conducting discussions, scoring quotations, and to make an award to other than the lowest quote.
Evaluation Factors: (1) Technical Capability to include Management Approach, Staffing Plan with Resumes, and ability to provide personnel on the first day of the period of performance; (2) Past Performance; and (3) Price.
Quotes will be evaluated using a price/technical tradeoff. This process is appropriate because it is in the
Government’s best interest to consider award to other than the lowest price. When combined, all non-cost factors are significantly more important than the price. In evaluating the technical portion of the quote, the technical evaluators will evaluate the following factors and subfactors as described in the “Basis of Award”. The factors of
Technical Capability and Past Performance are weighted equally. All technical subfactors are weighted equally.
Technical Capability and Past Performance, when combined, are significantly more important than the price
EVALUATION. Vendors responding to this announcement shall submit their quote in accordance with FAR
52.212-1. Submission of quote shall include the following:
Technical Capability – Factor 1
Technical and Management Approach – The offeror’s technical and management approach shall, at a minimum, address each of the following factors separately, as they apply to the Performance Work Statement (PWS). All offerors’ quotes will be evaluated using the following criteria. The quote must include a comprehensive and expanded explanation of how each of the following factors would be satisfied. Merely restating the PWS requirement is not acceptable.
Sub factor A: Demonstrates an acceptable work accomplishment plan to perform the work with properly qualified individuals and a thorough understanding of the PWS. This shall also include an explanation as to how the contractor will comply with the Acceptable Quality Level for Maintaining Required Staffing
Levels identified in the Performance Requirements Summary (PRS). Each quote will be evaluated to determine the adequacy of the contractors proposed plans, methods and procedures to accomplish the tasks contained in the PWS. Each quote will be evaluated for their completeness in addressing all areas contained in the PWS, their demonstrated understanding of the scope of the PWS, and their adequacy in proposing a work plan that will meet the Government’s requirement.
Sub factor B: Provides an organization chart that clearly describes proposed staffing meeting the staffing level stated in the PWS and how the work will be accomplished utilizing this staffing.
Sub factor C: Submit resumes, copies of required certificates, and security clearance information for personnel, that demonstrate their experience and qualifications to perform the duties of this contract as stated in the PWS
2) Past Performance- Factor 2.
A determination will be made that the quoter has satisfied its customers in the past and demonstrated adequate experience in performing relevant similar projects of similar size, scope, and complexity within the past three (3) years. Information utilized to come to that conclusion will be obtained from the references listed in the quote, other customers known to the Government, consumer protection organizations, others who may have relevant information and a review of the vendor’s record in the Past Performance Information Retrieval System (www.ppirs.gov). In the case of a quoter without a record, or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance.
For past performance, the vendor shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work in this solicitation performed for Federal, State or local
Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three (3) such contracts performed, and shall be limited to the name and address of the organization for which the services were performed, a brief description of the services performed, and the phone number and/or email of a contact for each contract listed. The information may also include a description of any quality awards earned by the vendor. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. The vendor should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance
NO MORE THAN A TOTAL OF THREE (3) PAST PERFORMANCE REFERENCES WILL BE
ACCEPTED.
Sub factor A: Quality of Service. Compliance with contract requirements and technical capability of proposed supplies/services.
Sub factor B: Timeliness of Delivery/Performance. Met performance times and did not receive any cure or show cause notices, or have numerous complaints.
Sub factor C: Customer Satisfaction. Customer satisfaction with overall performance.
Sub factor D: Business Relations. History of reasonable and cooperative behavior and overall business-like concern for the interests of the customer.
Sub factor E: PPIRS. Has a rating of Exceptional, Very Good, Satisfactory, or Marginal in PPIRS.
To obtain past performance information, the Government will send out a Past Performance Questionnaire to the offeror’s references. Make sure your reference information is up to date. DO NOT GIVE THE NAME OF
REFERENCES UNLESS YOU HAVE MADE SURE THAT THE INDIVIDUAL CAN BE REACHED AT THE
REFERENCED TELEPHONE NUMBER, E-MAIL ADDRESS, OR POSTAL ADDRESS THAT YOU HAVE
PROVIDED. The Past Performance Questionnaire will be posted with this RFQ.
3) Price. To evaluate price, quotes will be evaluated using a price/technical tradeoff. This process is appropriate because it is in the Government’s best interest to consider award to other than the lowest price.
The factors of Technical Capability and Past Performance are weighted equally. All technical subfactors are weighted equally. All evaluation factors other than price, when combined, are significantly more important than price. Proposal information provided for one factor may be used to assess other factors if the Government deems it appropriate. Failure to address part or parts of the technical factor caused by a lack of information may be assessed as a significant weakness or multiple significant weaknesses.
INSTRUCTIONS FOR PREPARATION OF QUOTES:
Quoters shall submit two (2) copies of technical volume and one (1) each of past performance and pricing.
Quotes will also be accepted via email at Tony.Benson@usmc.mil
The quote shall demonstrate an understanding of and ability to meet all of the requirements set forth in the RFQ’s performance work statement (PWS). The Quoter shall provide sufficient detail to substantiate the validity of all statements. The Quoter shall demonstrate that the quote is in compliance with the requirements, terms, and conditions of the RFQ. Comprehensive responses to the requirements of the RFQ are required to enable the
Government to evaluate the Quoter's understanding of and capability to accomplish the requirements of the PWS.
General statements that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrasing the solicitation’s requirements in whole or in part, will
NOT constitute compliance. Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the quote.
Brochuremanship is not desired. Clarity, completeness, and conciseness are essential and the overall quality of the quote will be evaluated in the context of being representative of the Offeror’s services. An Offeror’s quote is presumed to represent the best efforts to respond to the solicitation.
Since only the quote submitted in response to this solicitation will be evaluated, Offerors should make certain that their quote is complete with regard to the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the Government, will not be considered in the evaluation unless that information is physically contained in the quote.
Quotes shall be presented in three (3) separate volumes:
Volume I (Technical)
Volume II (Past Performance)
Volume III (Price and Solicitation Documents)
VOLUME I SHALL NOT CONTAIN ANY PRICING DATA. Format requirements:
8.5 x 11 inch paper
Single-spaced typed lines
1 inch margins on all sides
No smaller than 12 point font, Times New Roman
Graphs and drawings must be clear and legible
No photographs or hyperlinks are permitted
Each volume of the quote shall be clearly marked as to the volume number, the solicitation number, and the
Contractor’s name. Pages shall be numbered consecutively within each volume showing volume and page. For example, page 9 of Volume I would be numbered I-9 and page 10 of Volume II would be numbered II-10.
Quoters are advised that the Government may selectively verify any information provided in the quote. Quoters are cautioned that they are responsible to ensure that material that they desire to have evaluated for a particular section is contained in that specific section.
All quotes shall include the following information in the technical volume.
