About this file
This is a Questions and Answers document for Solicitation M29000-26-Q-5004, an equipment rental contract for portable toilets, handwashing stations, and dumpster services on Guam. The solicitation does not specify exact quantities, which vendors must reference in the Performance of Work Statement. The government bears responsibility for all base access coordination and will provide the Government Representative's contact information for delivery coordination after contract award.
For dumpster services, contractors must provide 20-foot large dumpsters but may select the container type based on their operational approach. Dumpster emptying must occur every other day, with contractors determining the methodology (haul and return, exchange, or onsite emptying). Contractors are responsible for identifying disposal facilities, arranging refuse transportation, and including all tipping and disposal fees in their pricing proposals. The previous contract (M2900025P1007) was completed in September 2025 by ATC Procurement LLC with a total value of $296,505.00. Base access credentials for Andersen AFB, Camp Blaz, Northwest Field, Skaggs, and Naval Base Guam will be provided by the government; contractors are not responsible for independently obtaining access. The document also includes a correction to the MGRS grid coordinate for Apra Harbor, which should read 55P BQ 47138 84926 rather than the originally provided coordinate.
