About this file
This is a Request for Brand Name Purchase submitted by the 76th Maintenance Squadron Group (76 MXSG) at Tinker Air Force Base to the Air Force Sustainment Center Contracting office (AFSC/PZIMB). The request, dated 08 DEC 2025, seeks approval to procure ACCO/Louden bridge cranes, ACCOLift electric chain hoists with HBC-Radiomatic Micron 7 remote controls for two projects: Project 25E030 and Project 25N007. The procurement involves installing overhead cranes for the PMXG production shop located in building 3001 to provide hoist lift capability. The requestor asserts that ACCO/Louden standardization is necessary for compatibility with existing crane systems, parts reusability, and expedited shop relocation. Deviating from this standard would require complete redesign of the bridge crane system and rail electrification, estimated at 120 engineering man-hours costed at $185 per hour for an additional $22,200, plus maintenance training costs for non-standard systems.
Market research was conducted using the System for Award Management (SAM) database under NAICS Code 333923, reviewing small businesses including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses for the M26-109 Overhead Bridge Crane System and M26-111 Replace 1 Ton Crane with 3 Ton Crane. A GSA eBuy RFQ1786659 issued to six vendors resulted in zero responses, and an online search identified four vendors (which were the same company providing eight total quotes). The Contracting Officer determined, in accordance with FAR 13, that the circumstances warrant specification of ACCO/Louden as a required brand name for this contract action.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR FORCE SUSTAINMENT CENTER (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
08 DEC 2025
TO: AFSC/PZIMB
FROM: OC-ALC/OBCA for 76 MXSG
SUBJECT: ACCO/Louden Crane Material (304 Project 25E030, Project 25N007) Request for Brand Name Purchase
1. 76 MXSG is in the process of installing overhead cranes for PMXG shop located in building 3001. One of the features of facility is the hoist lift capability for the shop. The procurement of ACCO/Louden bridge cranes adding lift capability for the production shop. In the past, all bridge cranes hoist/trolley systems installed and designed by MXSG utilized ACCO/Louden brand components. Maintaining this standard across production shops is vital for several reasons. Uniform ACCO/Louden crane system throughout the production shops allows for reutilization of parts and to facilitate speedy relocation of these shops within the organization and other buildings. In addition, the tradesman tasked with maintaining crane and hoist/trolley will use less time to repair/relocate, . Altering the current MXSG crane design for this specific project would not only complicate the reuse of existing components but would eliminate the gains made by having a standardized bridge crane design in accordance with the “AFSC way.”
2. Furthermore, deviating from the ACCO/Louden standard would result in the following direct cost increases :
Project 25E030 would require a complete redesign of the bridge crane system, the redesign of the crane rail electrification at a cost of approximately 120 engineering man-hours billed at $185/hr. for an added cost of $22,200. . In addition, MXSG will require several hours of training for maintenance of non-standard bridge crane systems.
In summary, to ensure uniformity that already has been installed by MXSG, I request the purchase of ACCO bridge crane, ACCOLift electric chain hoist with HBC-Radiomatic Micron 7 remote control from ACCO Material Handling Solution.
3. ACCO/Louden is the only brand that can provide bridge cranes and hoists that would meet 76 MXSG Project 25N007. Also, parts from a different brand may not meet performance requirements without undergoing complex engineering re-design and re-verification. Thus, parts from a different brand would create a compatibility risk that could translate to unplanned labor and material cost.
4.Market research was performed reviewing System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333923) looking for companies that could provide a M26-109 Overhead Bridge Crane System and M26-111 Replace 1 Ton Crane with 3 Ton Crane. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned
Business, and Women Owned Small Business was conducted in search of a company that could provide a M26-109 Overhead Bridge Crane System and M26-111 Replace 1 Ton Crane with 3 Ton Crane.
• GSA eBuy RFQ1786659 went out to (6) vendors and resulted in zero (0) ROM.
• Following an online search, four (4) vendors were identified as potential suppliers capable of meeting the specified requirements. I stated four (4) vendors because it’s the same company that provided the four (4) ROMs for M26-109 and M26-111 a total of eight (8) ROMs.
5. For further information or clarification please contact / OC-ALC/OBCA,
6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
