About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for solicitation M0068126Q0004, issued by the Regional Contracting Office-MCIWEST at Camp Pendleton. The amendment extends the solicitation close date from 4:30 PM on 27 December 2025 to 12:00 PM (Pacific time) on 05 January 2026, and removes the DFARS clause related to Cybersecurity Maturity Model Certification requirements. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for chemical toilets and hand-washing stations at various military installations, primarily Camp Pendleton.
The amendment includes responses to industry questions, clarifying details about quantities, cleaning frequencies, and service requirements. Approximately 1,041 full-term toilets are currently stationed at Camp Pendleton, serviced twice per week. Contractors must provide chemical toilets, hand-washing stations, cleaning services, and waste disposal, with specific requirements for terrain access, base entry, and service times. Water points will be provided, but contractors are responsible for waste disposal off-base. The government will determine exact quantities and locations at the task order level, and quoters should refer to Attachment 2 for maximum quantities and pricing guidance.

GOVERNMENT Q/A RESPONSE
Gov’t Responses to Industry Questions Chemical Toilets and Hand-Washing Stations
1. I don’t see the Quantity of how many units are needed.
Government Response: The Government has amended Attachment 2 to better reflect the max quantities for ease of understanding. Column A now reflects the max quantity of items (i.e., toilets, sinks, additional cleanings, relocations, and expedited deliveries). These max quantities may be ordered up to the total term lengths identified in Column E for each item type (i.e., months, weeks, or each). Please note, these are max quantities – the total term of each item will be determined at the task order level.
2. Could you please provide the quantities of chemical toilets and hand wash stations required under the current contract agreement? We want to better understand the requirement.
Government Response: Quoters should utilize the max quantities in Attachment 2 for quotation purposes.
3. I’m not a DVBE but I am a small business can I qualify to bid on it or is that all is required to bid is a DVBE?
Government Response: This solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Therefore, only quotes from certified SDVOSB concerns will be considered for award.
4. Reference solicitation page 53-54, paragraph 5.3. The general rule is that offerors may rely on an affiliate’s past performance when the proposal supports doing so unless the Solicitation expressly forbids it. Can you confirm that this solicitation lacks such an express ban?
Government Response: After clarification with the submitter, the “general rule” the submitter is referring to is FAR 15.305. This requirement is being procured using Simplified Acquisition Procedures, FAR Subpart 13.5, as specified in the addendum to FAR 52.212-1. FAR Part 15 does not apply. The Government will consider affiliate and joint venture past performance.
5. Can you clarify the CMMC requirement for M0068126Q0004? I see that the solicitation cites
DFARS 252.204-7021. But I am not seeing information about what CMMC level is required nor whether you are looking for a self-assessment or a C3PAO assessment.
Government Response: CMMC requirement is not required for this Solicitation. DFARS 252.204- 7021 is being removed from the RFQ.
6. Reference RFQ Attachment 2 ELIN worksheet. How are the quantities derived? How many actual "full term" toilets are being requested? 13200? 13200/12 months for 1100 per month? Are there 1300 "long term" toilets on ground in addition to the amount in the full-term line?
Government Response: The Government has amended Attachment 2 to better reflect the max quantities for ease of understanding. Column A now reflects the max quantity of items (i.e., toilets, sinks, additional cleanings, relocations, and expedited deliveries). These max quantities may be ordered up to the total term lengths identified in Column E for each item type (i.e., months, weeks, or each). Please note, these are max quantities – the total term of each item will be determined at the task order level. However, per PWS para. 8.1, full term toilets and hand washing stations will be the only ELIN that will remain in place for the full term identified in Column E. The quantity of long term toilets and hand washing stations that are on the ground at any time will be determined at the task order level.
7. Pricing - Total Cell in column G. The math shows E3*D3*A3 but that would only be for one month. The total price in cell G30 will be the annual price. Can you clarify?
Government Response: The Government has amended Attachment 2 to better reflect the cell function in Column G.
8. How many toilets are permanently stationed on site, approximately, and what are their cleaning frequencies?
Government Response: Currently 1,041 full term toilets are permanently stationed aboard Camp Pendleton and are serviced twice per week IAW with the PWS para. 2.3. However, there are permanent toilets that require additional cleaning per week and will be made apparent through each Task Order through Column B, Row 30 and 34 of the Base Ordering Period and subsequent Order Periods. The frequency of the additional cleanings may vary.
9. Do you have historical usage data by month for each location?
Government Response: Quoters should utilize the max quantities in Attachment 2 for quotation purposes.
10. Is there a waste-treatment facility on base where waste can be dumped?
Government Response: No, there are no waste-treatment facilities on base that can be used. The Government does have (2) 5,000 gallon holding tanks, but it is the contractor’s responsibility to dispose waste off base at an approved waste disposal site IAW with the PWS paragraph 3.0 – Tasks, section 3.5.
11. Is water included as part of the requirement or provided on site?
Government Response: Yes. There are three water points throughout Camp Pendleton.
12. Are there any additional staging areas available at the following locations:
• Naval Weapons Station Fallbrook
• Marine Corps Recruit Depot San Diego
• Marine Corps Air Station Miramar
Government Response: Currently the only staging areas are located on MCB, Camp Pendleton, Ca.
13. Can we conduct a site visit?
Government Response: No site visits will be conducted during the solicitation phase of this requirement – all installations can be viewed via commercial mapping services. Approximately 70% of Training Areas on MCB Camp Pendleton are generally rough terrain. The remaining 30% are barracks, offices, hospital, gymnasiums, theater, recreational areas, etc. It is recommended that 4x4 vehicles are used to access the location of chemical toilets and hand washing stations on hilly and rough terrain, in remote areas, and during winter weather and rainy weather. The Government cannot guarantee any site condition.
14. Are cleanings and restocking of all toilets and sinks required twice per week, or is there a different cadence?
Government Response: Please reference the PWS section 2.3 and 3.0 in regard to cleaning. At a minimum, twice per week for all toilets and sinks. Some Task Orders may require additional cleaning but will be stated as such.
15. Reference solicitation page 9, PWS paragraph 7.0. Are deliveries and services normally required on Saturdays, Sundays, and holidays or is that only for special circumstances?
Government Response: No. Weekend deliveries are not normally conducted, only for special circumstances.
16. Reference solicitation page 9, PWS paragraph 7.0. What are the preferred service days and times?
Is it acceptable to complete services at any point during the 0400-1600 window?
Government Response: There are no preferred service days to perform cleaning IAW PWS paragraph
7.0 other than Monday through Friday. The contractor will be at liberty to develop an internal servicing schedule to service each toilet and sink on their own accord within the standard working hours stated in the PWS para. 7.1 (0400 to 1600). As long as the twice a week servicing minimum is met.
17. Reference solicitation page 5, PWS paragraph 2.2. Can you provide grid coordinates, maps, or photos of the locations? We need to determine exactly how rough the terrain is and the distance from entrance points of the installations.
Government Response: The Government will add Attachment 4 to the solicitation that provides sample, historical grid coordinates and locations from the current chemical toilet contract M0068121D0001. Please note, these are sample grid coordinates only – the location of each item will be determined at the task order level and may be in other locations throughout the serviced installations. Please also refer to the answer to Question 13 – the Government cannot guarantee any site condition.
18. Reference solicitation page 6, PWS paragraph 3.8. Are there any government owned portable restroom or sink units on the installation?
Government Response: There are no Government owned portable restrooms or sinks aboard the 4 installations.
19. Reference solicitation page 7, PWS paragraph 4.0. Please detail the entrance requirements for accessing the installation through security. What is the average wait time to gain access? Are there long term passes available for our crews?
Government Response: Entrance to all pertaining Bases require a DBIDS. This takes approximately 10 days to receive. In addition to page 7, paragraph 4.0 – on page 69-72 of the RFQ label “Base Access and Security Requirements”, explains in detail requirements to get base access.
