Paragraph Question Government Answer n/a n/a n/a Is this a new solicitation or a recompete of an existing contract?

New solicitation.

n/a n/a n/a If this is a recompete of an existing contract, can your office release the name of the incumbent Contractor, the contract number, the period of performance and the dollar value of the existing contract?

N/A

Performance Work

Statement

2 4.1 PPE—Is any specialty PPE beyond basic PPE items like steel toed work boots, hearing protection, helmets, work gloves, ear plugs or other hearing protection required for the work under this contract? If yes, can you specify the name/type of the specialty

PPE?

The contractor shall provide PPE as stated in PWS para.

14.3 (i.e. safety glasses, safety shoes, hard hats, work gloves, and ear plugs). If any specialized or additional PPE is required, the Government will provide the appropriate PPE.

Performance Work

Statement

2 4.1.1 This section states: “The Contractor shall provide qualified personnel within three (3) calendar days from the date of the Government’s written request.” Does this mean that DBIDS/Base Security appointments are available at the base pass and security office 7 days per week, including holidays, such that this 3-day timeline can be met? Or does it mean that a pre-approved roster of personnel will already exist (with all DBIDS and Security appointments already completed), and personnel must be available within 3 calendar days of being placed onto the pre-approved roster?

DBIDS/Base Security appointments are not available 7 days a week. The Government will provide temporary pre-approved access or will temporarily escort contractor personnel to the workplace until the contractor can complete the DBIDS process.

Paragraph Question Government Answer

Performance Work

Statement

2 4.1.5 Does a Technical Library of Original Equipment Manufacturer (OEM) manuals exist, and is this library accessible to Contractor personnel, or will personnel in uniform provide Contractor personnel with copies of relevant OEM checklists from the Technical Library?

The Government will provide any necessary OEM manuals and guides for contractor personnel to utilize.

Performance Work

Statement

2 4.1.8 Does any of the activity in section 4.1.8 require Contractor personnel to obtain Common Access Cards (CAC) for network access?

Contractor personnel will not be required to obtain a CAC for network access. The automated systems are stand-alone systems that are not connected to the secure network, and therefore do not require a CAC.

Performance Work

Statement

8 15.1 The PWS states “The Quality Control Plan (QCP) will be delivered with the contractor’s quote.” Where in proposal File 1, 2 or 3 should the Quality Control Plan be inserted, and does this change the page limitations of the File?

Include the QCP with the technical quote. The technical quote page limitation is increased from 35 to 40.

(SF 1449)

29 52.212-1

ADDENDUM

Whereas the contract seems to be structured as a base year + 2 option years + 6 months at maximum, this sentence in this section seems to indicate a longer period of performance;

please clarify: “The period of performance shall be a one-year base period with four (4) possible one-year option periods and the option to extend services up to six months in accordance with

(IAW) 52.217-8.”

Addendum 52.212-1 has been corrected.

The period of performance is a base year + 2 possible option years + up to 6 month extension of services.
