About this file
This document contains an amendment to a solicitation and questions and answers related to a telephone maintenance contract opportunity. The solicitation is issued as a 100% competitive 8(a) set-aside for telephone maintenance services at Marine Corps Air Station Miramar. The North American Industry Classification System code for this requirement is 811213. The amendment provides responses to questions submitted, including that upgrades are part of a future procurement. The amendment confirms a bidding contractor must provide both third-party equipment sustainment contracts and an Avaya Support contract to support the requirement. Currently installed phone models include Avaya 2410s and 2420s, with no more than two replaced annually. An on-site spares kit is part of the existing Avaya Support contract and remains with the system, requiring replacement parts be sent to Avaya.

Q&A #1
Has the upgrade contract been awarded or is it a future procurement?
Upgrades are a part of a future procurement not associated with this maintenance contract.
Referencing
Amendment 0001
Q&A #2, #3, and #22
Government response to Questions 2 and 3 state that the Government does not have an
Avaya Support agreement and that an Avaya
Support agreement is not required. However, response to question #22 states 24/7 access to the Avaya Customer Care hotline is required.
MCAS Miramar currently has an Avaya
Support contract that will end on 3/31/21.
Please confirm that the bidding vendor is required to continue the Avaya Support contract in order to ensure Avaya coverage and access to Avaya’s Tier 3 and 4 support.
The bidding contractor is required to provide both 3rd party equipment sustainment contracts and an Avaya Support contract in order to support the requirement at no additional cost to the government (i.e., factored in to the pricing on this requirement).

Amendment 0001
Q&A #5
What are the phone models and quantities installed? Please provide historical data on the number of phones replaced annually
Phone models currently installed are 2410s and 2420s and no more than approx 2 are replaced each year.

Q&A #6
Is the spares kit that is currently on site considered GFE and will the contractor have access to use the equipment?
The spares kit is not considered
GFE. The spares kit is part of the Avaya Support contract and remains with the system. If a part is utilized from the kit, the part would need to be sent to
Avaya for replacement at no cost to the Government.
