The following questions were submitted in response to this RFQ, the Government’s answers are provided below:

As the pricing for Avaya and 3rd party OEM equipment support contracts change based on software levels and upgraded equipment, does the vendor pricing need to include support coverage for anticipated CM and 3rd party equipment upgrades throughout the life of the contract?

No, all upgrades will be processed via a different contract and are not part of this maintenance contract.

Yes for Avaya IP and digital phones.

Is there currently a customer-owned onsite spares kit for the Avaya CM6 system?

Yes, a spare kit that covers circuit card replacement is on site.

If new OEM parts are no longer available, will it be acceptable to provide remanufactured/refurbished items?

Yes, if OEM parts are no longer available, the Contractor must provide a letter from

Avaya stating the OEM part(s) are no longer available. This letter must be sent to the COR for authorization. PWS Section

5.1.5 has been updated to reflect this requirement.

Section Evaluation

Factor 1, Sub-Factor 3

Quoter shall provide a written plan that describes the contractor’s strategy and procedures to perform and ensure services continue in the event of a crisis (ref PWS 4.4).

This sub-factor references PWS 4.4 however, there is no PWS 4.4 in the solicitation document. Please provide the correct PWS reference and/or contractor requirements.

52.212-2 Addendum has been updated in the solicitation to reflect the correct reference

(PWS 8.20).

Will the Government please specify the wage determination as further required by page 66?

The Department of Labor has determined the services contemplated by the PWS are exempt from the Service

Contract Labor Standards. No wage determination is being issued for this procurement.

Therefore, in accordance with

Title 29 C.F.R. Part 4, Section

4.6(d), the contractor is required to pay no less than the

Federal minimum wage.

5.1 General Tasks -

Contractor shall perform installation, operation, maintenance and repair services to include inspection, cleaning, reconfiguration, adjusting, testing, and the replacement of parts and software to ensure equipment is operational at all times according to the manufacturer’s specifications and

MCAS Miramar requirements.

5.1.5 The Contractor shall

furnish only new original equipment manufacturer (OEM) parts with the most up to date firmware and software to affect any repair or replacement. All parts installed shall become the property of the US Government.

Many items within Miramar are manufacture discontinued (i.e. G650, older servers, etc.). Is refurbished is acceptable when new is unavailable?

Yes, if OEM parts are no longer available, the Contractor must provide a letter from

Avaya stating the OEM part(s) are no longer available. This letter must be sent to the COR for authorization. PWS Section

5.1.5 has been updated to reflect this requirement.

Incumbent and current contract information is provided in

52.212-1 Addendum, on solicitation page 45.

22 PWS 5.2

PWS 5.2 specifies the requirements for “Latest software releases” and

“24x7 Access to Customer Care hotline ensuring the fastest resolution to issues” for third party equipment.

However, PWS 5.1 or elsewhere does not specify any such requirement for the Avaya equipment. Does the

Government already have in place the necessary software assurance/agreement(s) with Avaya

(and any other first-party OEMs) for contractor technicians to accomplish the same “Latest software releases” and “24x7 Access to Customer Care hotline ensuring the fastest resolution to issues”?

PWS 5.2 covering latest software releases and 24/7 access to customer care hotline is a requirement for this contract. Software upgrades to

Avaya equipment is not covered under this contract and will be covered under a separate government contract.

24/7 access to the Avaya

Customer Care hotline would be a requirement of the contractor in order to maintain the Avaya equipment. A 3rd party access agreement would be required.

There is some ambiguity as to whether or not the

Bidders/Contractors are required to procure/hold/renew/mai ntain SLA's with the

Manufacturers listed in

PWS 5.2, and as such include such SLA costs in their price proposal.

PWS 5.2 states “The contractor shall provide maintenance on the 3rd party equipment listed below” but it is not clear if the “contractor” is also required to procure/provide OEM

SLAs, or if the Gov’t already has these OEM

SLA’s in place.

Can the Government confirm whether

SLA's (service level agreements) are in place with each Manufacturer and if such will be provided and maintained by the Government, and the contractor is required only to

“maintain” these systems utilizing the

“others” provided SLA or if

Contractors are required to price, provide, extend or maintain these

SLA's in PWS 5.2?

The government does not currently have the SLA's in place for each Manufacturer, Contractors are required to price, provide, and maintain these SLA's in PWS 5.2.

24 PWS 5.1.10

“The contractor shall provide proof that all technicians have a minimum of 10 years voice/data network experience in the installation, troubleshooting and operation of inside plant (ISP) communications infrastructure using copper and fiber optic cabling.” PWS 5.1.10.2 also lists Outside Plant (OSP). Please confirm that the cabling work involved is predominantly or exclusively ISP?

Cabling work involved is predominantly ISP cabling.

Will the Government accept an experience-certification/training tradeoff, such as OEM testing equipment training completion certificate, cable OEM training completion certificate (from major cable OEM such as Corning), or direct experience on military bases

PBX-ISP infrastructures—training certificate(s) may be substituted for 3-

5 years of experience?

No, personnel requirements shall remain in accordance with the PWS.

26 5.2 PWS

This section lists all the third party products. Is the contractor expected to have contract agreements in place with all these respective OEMs (IE, Avaya, Compunetix, Secure Logix, CAIRS, ION, various Power and battery systems). Or does the USMC have separate maintenance agreements already in place for these systems that the contractor can leverage?

The government does not have separate maintenance agreements for the third party products. This will be a requirement of the contractor.

27 7 PWS

Much of the equipment listed is no longer supported by the manufacturer, and parts may not be available. Is best effort for systems declared end of support by the OEM acceptable?

Best effort for End of Life equipment is acceptable until equipment is upgraded by the government.

28 5.2 PWS

The PWS lists Avaya as the OEM for the Ethernet Routing Switches.

Please understand Avaya has sold this product line to Extreme, does the

Government currently have a support agreement in place with Extreme for the listed Avaya Ethernet Routing

Switches?

The government does not have separate maintenance agreements with Extreme. This will be a requirement of the contractor.

29 7 PWS

In order to get a quote for the maintenance on the Avaya, Avaya requires an approved Letter of

Authorization (LOA) before they will allow another contractor to access their records. Who should we send this LOA to?

Any letter of authorization that requires approval should be submitted to jody.crespo@usmc.mil and diana.lynch-maldona@usmc.mil to be forwarded to appropriate authority for authorization.

"All technicians working on Avaya branded equipment must have been trained through an Avaya authorized training course to work on Avaya equipment. Maintenance to third party equipment below must be maintained by personnel that has been trained and qualified to work on that equipment." please confirm whether incumbent employees meet this requirement.

This question has been determined to contain proprietary information and not appropriately releasable in an open forum.

31 5.1.4 PWS

"In the event replacement parts are required to perform this service, the contractor shall be required to furnish all replacement parts at no additional cost to the U.S. Government." Please confirm whether this requirement applies ONLY to the equipment listed in PWS Paragraph 5.2, or if it includes the equipment and items listed in PWS Section 7.0. Also, please provide historical Information to clarify the magnitude of materials and hardware required for this Task, and whether there is an existing inventory of spare parts available.

All replacement parts both for

5.2 and 7.0 will be covered under this contract. During the last contract equipment covered under 7.0 has been limited to approximately 20 telephone circuit line cards, 3-5 cabinet power supplies, and 7 battery strings. 3rd Party equipment has been limited to occasional software revisions on our TMS system.

32 5.1.6.1 PWS

"the Government shall provide the

Maintenance Team Supervisor with routine work requests using the

Contractor Service Authorization

Form (hereafter known as the CSA) in order to preform regular daily tasks i.e. Adds, Moves, and Changes. -

Please clarify whether Contactor is required to provide materials/equipment to perform these

MAC's, such as cable, jacks, faceplates, conduit, etc., and whether the Contractor can charge the

Government for these items. Also, please provide Workload Estimates that describes the average, annual number of MAC's performed at this

Site.

The government will provide all the materials and equipment to perform MACs i.e. cables, jacks, faceplates, conduits, etc.

The contractor will provide the tools to perform these tasks.

On average the contractor as performed between 350 and

400 MACs a year.

52.212-2 ADDENDUM

EVALUATION PROCESS:

The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government utilizing a tradeoff selection process, price and other factors considered. The factors and sub-factors of Technical Capability and Past Performance when combined are approximately equal to price.

The following factors shall be used to evaluate quoters:

Factor 1 - Technical Capability: Technical Capability will be evaluated based on the vendor’s response to the

PWS on how effectively and efficiently the vendor proposes technical solutions and organization experience

(Technical Approach, Management Plan).

Non-Cost/Price Evaluation –Combined Technical/Risk Rating

OUTSTANDING

Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

GOOD

Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

ACCEPTABLE

Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

MARGINAL

Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

UNACCEPTABLE

Proposal does not meet the requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

Note: Any quoter who receives a rating of Unacceptable on any Technical factor or sub-factor cannot receive an award.

Sub-Factor 1 – Technical Plan: The vendor shall submit a Technical Plan that demonstrates:

a) The contractor shall submit a technical plan that demonstrates their ability to install, operate, maintain, and repair the voice/data services to include the all equipment listed in section 3.0 of the

PWS.

b) The contractor must demonstrate personnel requirements as set forth in section 5.0 of the PWS.

Sub-Factor 2 – Management Plan: The contractor shall submit a management plan that demonstrates their ability to manage and control all objectives set forth in the PWS to include implantation of staffing, hiring and scheduling control. The contractor shall demonstrate their ability to comply with the Acceptable Quality Levels in the

Performance Requirements Summary (PRS) Table in the Performance Work Statement. The contractor shall provide a phase-in and phase-out plan.

Sub-Factor 3 - Continuation of Mission-Essential Contractor Services Plan:

a) Quoter shall provide a written plan that describes the contractor’s strategy and procedures to perform and ensure services continue in the event of a crisis (ref PWS 8.20).

b) Quoter shall address the required criteria for the contractor written plan for continuity of essential services, as it shall be considered and evaluated in accordance with Defense Federal Acquisition

Regulation Supplement (DFARS) Clause 252.237-7023, Continuation of Essential Contractor

Services and as required by DFARS Provision 252.237-7024, Notice of Continuation of Essential

Contractor Services. (See referenced DFARS Provision for the specific items that shall be addressed in the written continuity plan. The list of items to be addressed can also be located at https://www.acq.osd.mil/dpap/dars/dfars/html/current/252237.htm#252.237-7024)

Note: Pursuant to DFARS 237.7602, the awardee’s Continuation of Mission-Essential Contractor Services Plan will be incorporated into the resultant contract.

Factor 2: Past Performance: Quoters should provide no more than three (3) recent and relevant past performance references for the prime and any subcontractor. The performance shall be of same or similar maintenance service support as provided in the Performance Work Statement provided within the last five (5) years from this solicitation date. The quoter shall provide the information using the past performance worksheet provided in Attachment 3 –

Past Performance Worksheet.

a) As part of the Past Performance evaluation, a confidence rating will be assigned that reflects consideration of information contained in the quote, past performance evaluation input provided through customer questionnaires, and other references, if any, that the Government may contact for additional past performance information.

b) The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.

Past Performance Relevancy Ratings

Aspects of relevance include similarity of service/support provided, complexity of effort, dollar value, contract type, and, where applicable, the degree of subcontracting/teaming. To be relevant performance data needs to be recent as described in the solicitation.

Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Factor 3: Price: The Quoter’s price quote will be evaluated to determine price reasonableness using the methods listed in FAR 13.106-3(a). If further price analysis is needed, the methods outlined in 15.404-l(b)(2) will also be considered. Price negotiation will be conducted as needed. The Government will evaluate the option to extend services (FAR 52.217-8) as part of the initial competition by multiplying the final 3-month option price by 2 (two) for the overall proposed price.

PERFORMANCE WORK STATEMENT

TELEPHONE SWITCH MAINTENANCE

1.0 Introduction – The S-6 Department aboard Marine Corps Air Station (MCAS)

Miramar provides voice and data communication services for all Station and tenant organizations. These services are critical to MCAS Miramar in order to perform their daily functions, maintain operational readiness, operate the airfield, and accomplish their mission.

2.0 Background – Voice services aboard MCAS Miramar are provided by a Government-owned AVAYA Communications Manager 6 (CM6) switch with multiple attached 3rd party pieces of equipment. The installation, operation and maintenance of the Avaya

Equipment will be performed by technicians as outlined in section 5.0.

3.0 Scope – The services set forth in this Performance Work Statement (PWS) will provide

MCAS Miramar with personnel to install, operate, and maintain (IOM) the voice and data services provided by the S-6 Department Telephone office. Voice services include the

IOM of the AVAYA CM6, all future CM upgrades for the telephone switch and all 3rd party equipment used to provide those services to include the installation and movement of voice and data circuits as directed by the S-6 Department Telephone office. Data services include extending Local Exchange Carrier (LEC) circuits as required to any location throughout the Air Station via existing copper or fiber optic cabling, identifying, troubleshooting circuit disruptions, tracing and repairing inside plant cabling limited outside plant cabling.

4.0 Applicable Directives – The S-6 Department Telephone office in conjunction with the

S-6 Department Cyber Security/ Information Assurance Office work together to ensure the equipment meet all Joint Interoperability Test Command (JITC) and Defense Information

Systems Agency (DISA) directives and guidelines for connection into the DISA networks.

5.0 Performance Requirements - Contractor shall perform IOM and repair services to include inspection, cleaning, reconfiguration, adjusting, testing, and the replacement of parts and software to ensure equipment is operational at all times according to the manufacturer’s specifications and MCAS Miramar requirements.

5.1 General Tasks - Contractor shall perform installation, operation, maintenance and repair services to include inspection, cleaning, reconfiguration, adjusting, testing, and the replacement of parts and software to ensure equipment is operational at all times according to the manufacturer’s specifications and MCAS Miramar requirements.

5.1.1 The contractor shall provide one (1) Telephone Switch Maintenance Supervisor and two (2) Telephone Switch Maintenance Technicians to remain on site

(telework is not authorized), Monday through Friday except identified holidays below. All technicians working on Avaya branded equipment must have been trained through an Avaya authorized training course to work on Avaya equipment.

Maintenance to third party equipment below must be maintained by personnel that have been trained and qualified to work on that equipment.

5.1.2 Contractor shall ensure that the Miramar telephone switch network is operational

24/7. The contractor shall be available after hours in the event of a service affecting outage.

5.1.3 The contractor shall thoroughly inspect all equipment parts for deterioration, excessive wear, or any other defects that affect telephone operability, and correct them in accordance with the manufacturer’s specifications. A Monthly

Maintenance Report shall be provided on all equipment that has been serviced during that month. (Deliverable 9.1)

5.1.4 In the event replacement parts are required to perform this service, the contractor shall be required to furnish all replacement parts at no additional cost to the U.S. Government.

5.1.5 The Contractor shall furnish only new original equipment manufacturer (OEM) parts with the most up to date firmware and software to affect any repair or replacement. All parts installed shall become the property of the US Government.

If OEM parts are no longer available, the Contractor must provide a letter from

Avaya stating the OEM part(s) are no longer available. This letter must be sent to the COR for authorization to provide non-OEM parts.

5.1.6 The Contractor shall furnish an accurate, current maintenance record upon the completion of each maintenance (preventative or corrective) service for each service call completed. The Government shall maintain and update a maintenance service log in regards to the telephone system for the duration of the contract.

5.1.6.1 The Government shall provide the Maintenance Team Supervisor with routine work requests using the Contractor Service Authorization

Form (hereafter known as the CSA) in order to preform regular daily tasks i.e. Adds, Moves, and Changes. CSA’s are utilized to provide specific direction to contractor personnel in the movement, installation, relocation, and reconfiguration of telephone lines and telecommunications services.

Inside plant (ISP) wiring parts required for the completion of CSA’s will be provided by the US Government. This will be developed post-award per

5.2.2.3 below.

5.1.6.2 Normal work requests involving 5 or less work tasks will be completed within 2 normal business days.

1 business day per 5 additional tasks will be allowed for each CSA.

Contractor will not be held responsible for time frames that have been documented due to a Government delay (i.e. lack of supplies, no access to facilities).

Contractor will provide copies of all completed CSAs on a weekly basis.

5.1.6.3 The Contractor response time after initial contact (via CSA or emergency notification) will be:

24 hours to respond and accept routine, non-service affecting, work.

2 hours for emergency response and acceptance when problem is service affecting and impacts mission of the Air Station. i.e. safety of life or safety of flight.

5.1.7 Personnel Requirements for the AVAYA CM suite - The contractor shall provide an experienced team of telephone maintenance personnel with applicable experience on the latest AVAYA CM suite of hardware and software and possess the requested skill sets, as detailed below, in order to ensure proper maintenance and repair are continuously achieved to further ensure uninterrupted telephone support aboard MCAS Miramar. This will consist of accomplishing all scheduled and unscheduled organizational level maintenance identified herein. The maintenance personnel will be on site daily, telework is not authorized.

5.1.8 The proposed team of telephone maintenance personnel should consist of one (1)

Maintenance Team Supervisor and two (2) Technicians. Each maintenance team member shall support the MCAS Miramar S-6 and liaison with the S-6

Telecommunications Manager in order to coordinate appropriate service completion as outlined herein. All work performed by the Contractor personnel shall be performed in accordance with the applicable manufacturer’s technical manuals and in accordance with local processes and procedures. A list of skill summaries and tasks required for the performance of this contract by the team of telephone maintenance personnel is provided below. All telephone maintenance personnel must be able to perform the following tasks provided below without direct supervision, and be capable of providing effective one-on-one instruction to

MCAS Miramar telecommunications personnel on practical maintenance applications.

5.1.9 Supervisor Skill Summary: The Maintenance Team Supervisor (hereafter referred to as “Supervisor”) shall be trained on the latest Avaya CM software and qualified to provide system administration services identified in paragraph 5.2.2.1 through

5.2.2.8. The Supervisor shall have a minimum of 5 years of experience in managing communications networks personnel.

5.1.9.1 Fault Management - The Supervisor shall work to resolve failures and fault conditions in MCAS Miramar’s supported products and initiate corrective actions to reduce faults, minimize network outages, and maximize network service availability.

Monitor Supported Products and adjuncts, respond to alarms, initiate corrective actions and provide status to the

Customer.

Notify the Customer within one (1) hour of receipt of major alarms

Provide status updates to the Customer on all outages until complete resolution is obtained.

Report circuit problems to circuit providers, when appropriate.

Coordinate activities of technicians required to resolve fault conditions including dispatch or repair personnel (subject to and limited by the terms of the customer’s maintenance agreement).

Work with the maintenance provider to run diagnostic tests upon resolution to verify Supported Products operation.

Support service to detect, isolate and resolve network problems.

Check system reports to help monitor systems, network activity, and performance.

5.1.9.2 Telecommunication System Configuration Backup -The Supervisor will execute back-ups on a periodic basis and provide these backups to the customer for storage at a remote location. The saving of data from the

Avaya telecommunication component to local media is critical for retention and disaster recovery purposes.

5.1.9.3 On-site Moves, Adds & Changes (MAC’s)

Simple MACs are defined as on-site delivery of move, add, change and delete activity for software, at the user level. The

Supervisor shall provide on-site support of MAC activity for supported products upon receipt of a correctly completed

Contractor Service Authorization (CSA) form as mutually agreed upon by customer and contractor.

The CSA will be issued by the assigned telecommunications specialist in the telephone office after they have received a request from user/customer.

Complex MACs are defined as on-site delivery of move, add, change and delete activity for network components, at system, network or application level.

The Supervisor shall provide on-site support of MAC activity for supported products upon receipt of a correctly completed

CSA as mutually agreed upon by customer and contractor.

Sample complex MAC requests include but are not limited to:

Routing features such as simple Automatic Route

Selection and Least Cost Routing changes.

Hunt groups (Universal Call Distributor, Automatic Call Distributor) creation and modification.

System intercept treatment and redirection.

Other non-engineering level software changes.

Voice mail and Automated Attendant systems.

5.1.9.4 Performance Measurement - The Supervisor shall ensure that MCAS

Miramar has adequate equipment and network resources to support their mission by providing a monthly traffic analysis report on the Avaya CM software and voice equipment to capture the following information:

Busy hour call rated processor occupancy

Port network time slot usage

Service circuits usage

Trunk group usage

Load balancing

Tone receiver usage

System capacity

5.1.9.5 Technical Consulting

The Supervisor shall offer guidance for installation, administration, features, and applications as his schedule permits during the coverage hour and period.

The Supervisor shall provide answers to questions about installation, administration, features and applications. This can include, for example, recommendations on system configuration changes, interpretations of reports, operational analysis, and explanations of complex or new features beyond what is in the system documentation.

The Supervisor shall perform voice project pre-service coordination and testing (e.g.: coordinate work functions and availability across vendors, coordinate temporary changes needed for precut testing) and provide consultative support for project teams during addition of project facilities.

The Supervisor shall support addition, move or re-arrangement of project facilities (e.g.: digital T1 spans, DID, CO, Tie Lines, Outside and Inside Plant, coordinate Dedicated Tech Activities) terminating on Avaya CM software or other part of the MCAS

Miramar voice network. The Supervisor shall:

Review project configuration to determine if additional hardware (e.g.: circuits packs, carriers, outside plant, inside plant) is required. Facilitate ordering of necessary project components and coordinate installation.

Review Designs, Project, and Implementation Plans to help MCAS Miramar Telecommunications office determine the feasibility of telecommunication projects.

Coordinate with the Customer to coordinate projects from order through cutover and testing.

During provisioning and cutover, verify working condition of routing software though call-through tests and notify customer when successful testing has been completed.

5.1.9.6 Network Carrier Support - The contractor shall communicate with network carriers to:

Access to records pertaining to equipment, network, local and non-local facilities

Access to records pertaining to cabling infrastructure

Coordination of trouble isolation, trouble referral, cooperative testing, alarm monitoring, and case management of network and local and non-local facilities troubles to resolution.

Coordination of trouble isolation, trouble referral, cooperative testing, alarm monitoring, and case management of cabling infrastructure facilities troubles to resolution.

Refer supported product alarms to the appropriate network or wiring as specified by the customer.

Manage alarms referred to network carrier or wiring and provide status updates to customer.

5.1.9.7 Technical Knowledge and Certifications - The Supervisor shall be trained on the latest Avaya CM software, qualified and familiar with the installation, operation and management of the following:

5.1.9.8 Additional Supervisor Duties - The Supervisor shall provide management of communications support services for special events and systems as identified below.

Manage, monitor the Crash Alarm System to ensure a high level of availability for this critical communication component.

Manage and maintain emergency ring down circuits (i.e. elevators, Air Traffic

Control tower, medical, fire alarms, Provost Marshal Office circuits, alarm circuits, etc.…)

Coordinate as directed with other MCAS Miramar management offices and authorized Government personnel in support of the Air Show, Presidential visits, and other special events as directed by the customer.

Manage and maintain cable records in Configuration, Accounting Information

Retrieval System (CAIRS) Telecommunications Management System (TMS) database.

Manage, monitor and maintain Music-on-Hold system.

Manage and maintain Remote Access system.

Manage the continued development and deployment of AT&T Direct Connect circuits in place of more costly off-premise extension service.

Manage, monitor, and maintain Uninterruptable Power Supply battery system at main telephone switch building, and six remote locations.

Manage, monitor, and maintain on base T1 network.

Manage, consult, design and implement Basic Rate Interface (BRI) and

Primary Rate Interface (PRI) for video teleconferencing (VTC).

Manage and monitor environmental systems (i.e. air conditioning for main telephone switch building, and six remotes, etc.).

Manage, design and deploy analog and digital station hardware, software, and technical services for telecommunication solutions.

5.1.10 Technician Skill Summary – The Maintenance Technicians (hereafter referred to as “Technicians”) shall provide installation, operation, testing, and maintenance services for the telecommunications network aboard MCAS Miramar. The contractor shall provide proof that all technicians have a minimum of 10 years voice/data network experience in the installation, troubleshooting and operation of inside plant (ISP) communications infrastructure using copper and fiber optic cabling. Tasks that the technicians shall be experienced/qualified to perform include, but are not limited to the following:

5.1.10.1 On-site Install, Moves, Adds & Changes (IMAC’s) - The

Technicians shall provide the physical labor required to install, troubleshoot and maintain voice and data network connections aboard MCAS Miramar.

IMACs are defined as day-to-day activities associated with connection of cable pathways, configuration, de-installation, relocation, and installation of hardware in support of voice and data communications.

The objectives of this service are to install equipment with a minimum disturbance of the day- to-day operation and to provide the end-users on-the-spot familiarization with the equipment. Activities concerning hardware relocation or de-installation, and changes to configurations should be performed as scheduled and to the established standards, with minimum loss of end- users’ productivity time.

Install

Providing pathways for various services from the source to the service delivery point and connecting customer provided hardware as needed. Prior to completion technicians will conduct manufacturer's standard installation tests to verify operability.

Move

The movement of an active circuit from one location to another. A move of more than ten

(10) circuits is to be considered a project. Prior to completion technicians will conduct manufacturer's standard tests to verify operability.

Add

The installation of an additional service or peripheral to an existing circuit. Prior to completion technicians will conduct manufacturer's standard tests to verify operability.

Change

Hardware - performing a modification to an existing circuit such as a hardware upgrade (to add functionality) or a downgrade (to remove functionality). Prior to completion technicians will conduct manufacturer's standard tests to verify operability.

Software - performing a modification to an existing circuit configuration to add or remove functionality. Prior to completion technicians will conduct standard tests to verify operability.

5.1.10.2 Technical Knowledge - The Technician shall be capable of the installation, configuration, testing, and troubleshooting of the following types of circuits.

Digital T1 circuits

Direct in Dial (DID) circuits

Tie Lines – (Trunks) Defense Switched Network (DSN), emergency recall systems and least cost routing.

Ring Down circuits

Central Office (CO) Trunk connections and configuration

Outside Plant (OSP)

Inside Plant (ISP)

American National Standards Institute (ANSI) Cabling Standards
