PAYMENT PROCEDURES

Upon award of the contract, payment will be made through the Third Party Payment System (TPPS). The Third Party Payment Contractor Representative will notify the Offeror named in Block 17a, with instructions on how to register and invoice electronically.

NOTE: Third Party Payment Contractors will impose a surcharge (currently 1.3%, but no more than 2%), for processing invoices.

QUESTIONS & ANSWERS

The following contractor questions, received in response to the solicitation, and Government responses are provided:

Q1: How many Marines will be moved per deployment?

A1: The orders for storage could be up to 100 Marines. The Government’s expectation is the Transportation

Service Provider would pack-out up to 40 service members' personal property per day.

Q2: What is the estimation of weight per person? Who will determine the weight being moved? Do we use government owned containers? Can we use our own vaults?

A2: Estimated average weight range per person is between 157-172 lbs each. The Contractor is responsible for weighing the vaults. The Government does not provide containers or vaults.

Q3: Will the deployments take place in phases (ADVON, MAIN, REAR)? The term is in 6-month increments, between ADVON and the REAR party this is typically a 2-week process before and after. Did you factor in this extra month in the storage time?

A3: In many cases, deployments will take place in phases. Normally, this is Advance Party and Main Body, very rarely Rear Party. Property may be stored from six months.

Q4: Do you have a number of Marines you want to be moved each day? Will you allow a minimum per work request, specifically for item 0001? What if it is only 2 boxes, would a minimum be allowed?

A4: The Government’s expectation is that there will be from 1 to 40 daily (weekdays.) Transportaiton Service

Provider (TSP) pack-outs required.

Q5: Will all the Marines be moved from MCAS Miramar base?

A5: Yes, all the Marines will be moved from MCAS Miramar.

Q6: What is the radius of where the Marines will be moved from in proximity to MCAS Miramar?

A6: MCAS Miramar barracks complexes are located within a single one mile square area.

Q7: Do your augmented Marines need storage inside San Diego County?

A7: Yes.

Q8: Are there items that need crating or special care?

A8: No.

Q9: What exact certifications do you require for this award?

A9: Beginning July 1, the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal

Insulation (BEARHFTI) will regulate residential moving companies that perform moves within California.

Moving companies MUST be licensed prior to operating.

Department of Consumer Affairs (DCA) Bureau of Electronic and Appliance Repair, Home Furnishings, and Thermal Insulation (BEARHFTI) Webpage: https://www.bearhfti.ca.gov/consumers/movers.shtml Telephone Number: (916) 999-2041 Consumer Complaint Number: (833) 488-2327

Q10: Is there any specific bonding which you require?

A10: No Bonding Required. However, Carriers are required to provide Proof of Insurance, upon award. See the

Insurance Requirements paragraph for specific amounts.

Q11: Are you granting any preference points for a VOSB?

A11: This Requirements contract is a 100% small business set-aside. No preference for VOSB will be given.

Q12: Who is the vendor doing this for Camp Pendleton and what is the award number?

A12: That information can be requested via a Freedom of Information Act (FOIA) request. Requests can be submitted to:

PA/FOIA Coordinator

MCIWEST-MCB CAMPEN

P. O. Box 555010 Camp Pendleton, CA 92055-5010 Phone (760) 725-6253 Fax (760) 725-0532 PA/FOIA: mciw_mcbcpen_foia@usmc.mil

Q13. Will there be a site map provided? How many Building are comprised within the scope?

A13. Site maps will be provided, to the awardee. There are 50 dormitory-style buildings and 9 traditional barracks buildings, for a total of 59 buildings.

Q15. At each building what is the maximum push length? Points of access into building?

A15. Barracks have two points of entry to stairwells, all buildings have three floors. No elevators. Moving trucks must be parked, in the parking lot.

Q16. Designated parking location for a moving truck?

https://www.bearhfti.ca.gov/consumers/movers.shtml

A16. There is no "designated parking area"; however, numerous types of commercial trucks park in the middle or near entry points with no problem.

Q17. Is it for individuals or families moves/storage?

A17. These are individual moves of personal effects only (government provided furniture stays in the room).

Personal effects inlcude motorcycles (gas tanks must be empty.)

Q18. What is the notice time? Will it always be 48 hours? What are the exceptions?

A18. On rare occasions there may be a need to make a pick up requiring less than 48 hours. The Government will give the carrier a fair warning when it receives indicators that a short notice pickup will be necessary.

Q19. For each call, how is the scope of work specified? Is there a physical survey required per order or request?

A19. The scope of work for each call remains the same as the base requirements contract. The work for each call starts with a letter from the Deploying Unit’s Commanding Officer who provides a roster of individuals authorized to store household goods. DMO notifies the contractor, directly, with the list of individuals authorized to transport Household Goods, along with the required pick-up dates. There is no onsite survey prior to pack out.

Q20. RFQ mentions full replacement value. For self-packing, is there a requirement for inspection in order for liability to apply?

A20. Yes. The members are briefed on the pack-out. They are encouraged to let the TSP do all the packing, marking, and loading. If the member insists on self-packing certain item(s), they are briefed that the packing is subject to inspection by the TSP staff in order to qualify item for a FRV claim.

Q21. This is a local contract, does this have to follow the Max 4 set pricing for move materials?

A21 No.

Q22. On peak months there could be lag time in fulfilling request, what happens if we can’t fulfill a request within the time requested?

A22. When a contractor fails to fulfill a requirement, the Contracting Officer's Representative (COR) creates a

Contract Discrepancy Report (CDR), the CDR is sent to the Contractor who will respond as to why they did not provide the service required. The Quality Assurance Surveillance Plan (QASP) allows, for some variation. (See the Performance Measures below.)

Q23. On the bid form what does the quantity of 592, 580 and 12 mean and what does the CLIN number on the pricing sheet represent.

A23. As a result of this question, the CLIN structure has changed to “Lot”, this is an aggregate total for the period of performance. The Sub-CLIN quantities of 592, 580, etc. are per hundred weight in pounds. The calculated rates for all Sub-CLINS need to add up to the priced CLIN “Lot” total amount. The pricing spreadsheet corresponds to the CLINs and Sub-CLINs, within the solicitation. The base year CLINs begin with “0”, Option Year One CLINs begin with “1” , Option Year Two begins with “2”, and so on.

PERFORMANCE WORK STATEMENT

PART 1

GENERAL REQUIREMENTS

Marine Corps Air Station (MCAS) Miramar has a requirement for an exclusive service provider to support the Unit Deployment Program (UDP) in the form of storing individual Marine’s personal property, for the entire duration of their unit deployment. These services will include the packaging of property in cardboard cartons, inventory, consolidation in crates, transportation to vendor warehouse, damage claims process, and delivery of personal property, back to service members at the end of their deployment.

UDP Storage is separate and distinct from Household Goods (HHG). The distinction and entitlement is determined by the dwelling of the Marine and registration of the requirement. Marines entitled to UDP Storage must meet all the following criteria: must occupy the barracks, not drawing basic allowance for housing (BAH), and are going TDY or deployment for longer than ninety days. UDP Storage is requested by a representative on behalf of the deploying unit. This representative is appointed in writing by his/her commander and submits all prerequisite forms on behalf of the unit. The unit representative will be the point of contact for the contractor as well as the Distribution Management Office personnel. HHG is personal property that occupies government or commercial quarters that is moved or stored incidental to a permanent change of station move. The HHG requirement is registered using the Defense Property System (DPS) and service providers are booked by staff at the Joint Personal Property Shipping Office.

The basic contract will cover regular scheduled deployments (UDP, MEU, SPMAGTF) funded by air station operations and maintenance (O&M) funds.

There is a potential for a substantial amount of additional storage requirements to support contingency operations and unscheduled deployments (OIF/OEF) using task orders bearing unit funds. These requirements will have different lines of accounting.

The government will provide the contractor with a site map, for the installation.

PURPOSE

This is a Firm-Fixed-Price, Requirements contract for one base year and four option years, to include a six month option to extend (should it become necessary,) for the preparation of personal property of military members, for movement, drayage, storage and related services for MCAS – Miramar.

ITEMS AND QUANTITIES

The line items described in Attachment 1 Tab 1, Pricing Spreadsheet, represent the Government’s best estimation of required items and their estimated annual quantities. Attachment 1 Tab 2, includes the Contractor’s guaranteed quantities. The Government assumes no liability in the event that actual quantities do not materialize in the amounts estimated. Deviation from estimates will not be a basis for contract claim or request for equitable adjustment.

Note: The Government’s requirements might change or fluctuate during the term of this Contract. As Government requirements change, line items will be added or deleted as necessary. Only the Contracting Officer has the authority to negotiate modifications that affect price. These types of contractual changes will be authorized by the Contracting Officer, via contract modifications.

CHANGES IN FUTURE REQUIREMENTS

Increased or Decreased Requirements: The Government reserves the right to add or delete requirements during the contract period. The Government reserves the right to add or delete requirements in support of the Marine Corps installations, located in California during the entire contract period. Such changes may include United States Marine Corps installations not listed herein. Changes made as a result of this requirement shall be negotiated at that time.

Subcontracting. When it is in the best interest of the Government, the contracting officer may approve subcontracting in accordance with provisions of the DOD FAR Supplement, Part 252, Subpart 252.247-7018. Such approval will be confirmed in writing and coordinated with the personal property shipping officer. Any request/submission for use of subcontractors will only be considered if such subcontractors are DOD approved or meet the requirements as set forth in the DTR.

Operating Authority Requirements for Contractors. The provisions of the FAR, 52.247-2, Permit, Authorities, or Franchises are applicable for qualification to perform services under this regulation. A prospective contractor engaged in interstate transportation shall be approved and hold authorization in their own name by the Interstate Commerce Commission, or, if engaged in intrastate transportation, a certificate issued by the appropriate state regulatory body will be required. In those instances where certain states recognize leasing and/or agency agreements to perform drayage services as an alternative to intrastate operating authority, the prospective contractor shall be responsible for furnishing such evidence of compliance with state law.

Beginning July 1, the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation (BEARHFTI) will regulate residential moving companies that perform moves within California. Moving companies MUST be licensed prior to operating.

Department of Consumer Affairs (DCA) Bureau of Electronic and Appliance Repair, Home Furnishings, and Thermal Insulation (BEARHFTI) Webpage: https://www.bearhfti.ca.gov/consumers/movers.shtml Telephone Number: (916) 999-2041 Consumer Complaint Number: (833) 488-2327

Performance Evaluation Meetings. The contractor shall meet with the Quality Assurance Evaluator, Personal Property Shipping Officer and Contracting Officer or designated representative, once during the first month of the contract. Meetings will be as often as necessary thereafter as determined by the contracting officer. A meeting, however, should be held whenever a Contract Discrepancy Report (DD Form 2772) is issued. A mutual effort shall be made to resolve all problems identified. The written minutes of these meetings shall be signed by the Contracting Officer, Personal Property Shipping Officer and Quality Assurance Evaluator. Should the contractor not concur with the minutes, the contractor shall state in writing to the contracting officer any areas of nonoccurrence.

Compliance. The rights and obligations of the parties to the Performance Work Statement (PWS) shall be subject to and governed by the provisions of the PWS and the requirements and services contained therein.
