SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q&A

#1. Reference Section 1.0, Page 53, Paragraph 1 & Section 3.6, Page 59, Paragraph 1 Question: The PWS (i) provides yearly quantity estimates of Recruits/Marines that will require uniform alterations, (ii) describes in detail the items that will be issued to each Recruit/Marine that will require tailoring, and (iii) sets forth a detailed Delivery Schedule. However, Sections 1.0 & 3.6 give the Government the right to modify the “uniforms to be tailored” and “the number, location, and times of the fittings”.

With respect to the Government’s ability to make these modifications: Is it possible that the service location could change from MCRD to another location or base?

Answer: It is not anticipated at this426282\ time.

Question: Is there any limit as to how many Recruits/Marines the Contractor may be required to provide uniform tailoring services for in any given day or week at the regularly scheduled prices? If so what is the limit, and can Accelerated Delivery Schedule pricing be used in the event the Contractor is asked to provide tailoring services beyond that limit to account for the overtime that might be required to make timely deliveries?

Answer: There is no limit; however, the estimates provided in the PWS represent the potential volume that can be expected.

Question: Is it possible for the Delivery Schedule to change in such a way that would require the Contractor to do First Fittings on two or more companies (6-7 platoons each) within the same week?

Answer: Yes. Although it is unlikely this would happen, it is possible.

#2. Reference: Section 1.0, Page 53, Paragraph 1 & Section 3.6, Page 59, Paragraph 1 Question: The current Delivery Schedule provides the Contractor a certain amount of time between fittings to return the tailored/altered items.

If the Government exercises its right to alter the Delivery Schedule could the Contractor be given less time to tailor/alter and return the uniforms? If so, is there a minimum amount of time? For example, with respect to the RTR schedule, currently the Second Fitting is on M-3 and the Final Pick-Up in on M-7; could the Government alter the Delivery Schedule and move the Final Pick-Up to M-5 without Contractors consent?

Answer: Due to unforeseen changes in the government’s mission, there is always a possibility that the scenarios presented could happen. Any such schedule change that differs from what is stated in the PWS will be done via a bilateral mod with the contractor.

#3. Reference: Section 1.0, Page 53, Paragraph 1 & Section 3.6, Page 59, Paragraph 1 Question: Could the Government alter the Schedule to require the Contractor to perform “company track” on companies that have more than 300 Marines?

Answer: Yes, although unlikely, this is a possibility.

#4. Reference: Section 3.6, Page 59, Paragraph 1 Question: How long will the Contractor have to complete a fitting for each school? For example, with respect to RTR, how much time will there be from the time Recruits are dressed and ready to be seen by the tailors to the time the Contractor must complete the fitting for the entire platoon? Will the allotted time change if there are 300 or more Recruits/Marines to fit on any given day?

Answer: There is no specific time that will be given beyond what is in the PWS. The contractor is expected to be available to perform fittings during the timeframes specified in PWS Paragraph 3.6. This timeframe will remain the same regardless of the number of Recruits/Marines that require fittings on a given day.

#5. Reference: Section 3.6, Page 59, Paragraph 1 Question: In the event Female Recruits are added to the Delivery Schedule does the Government have any information it could share regarding the Female Recruits anticipated schedule? Will it mirror the Male Recruits schedule? What is the minimum turnaround time which will be required for the Female Recruit uniforms?

Answer: The Government does not have any information to share at this time regarding the Female Recruits future schedule. The Government’s anticipates the female recruits schedule will likely mirror the Male Recruits schedule.

#6. Reference: Section 3.6.1-3.6.4, Pages 60-61, Paragraph (see entire Schedule) Question: Is it possible that any combination of Recruits, Recruiter School Students (male and female), and D.I. Students (male and female), and Career Planner students (male and female) will need to be fitted:

1. Within the same day? If so, how many of the above schools can Contractor be required to fit in any given day?

Answer: Yes. The Government would estimate usually no more than a combination of two.

1. Within a five-day window? If so, how many of the above schools can Contractor be required to fit in any given five-day widow?

Answer: Yes. It is possible that all of the categories would be required to have a fitting within any given five day period.

#7. Reference: Section 3.6.1-3.6.4, Pages 60-61, Paragraph (see entire Schedule) Question: Under the current schedule is it possible that more than 600 male Recruits could require alterations in one week?

Answer: Yes, please refer to Appendix 2 for estimated workload data.

#8. Reference: Section 3.5, Page 58, Paragraph1 & Section 3.6, Pages 60-61, Paragraph (see entire Schedule) Question: (1) The PWS Subsection references in Section 3.5 (9.0.1.21 and 9.0.1.28) don’t seem to be applicable, please advise.

Answer: The references (9.0.1.21 and 9.0.1.28) are incorrect and do not apply. The correct references should be 9.0.1.22 and 9.0.1.29. The PWS will be revised accordingly.

Question: (2) The Delivery Schedules in Section 3.6 indicate that all items are currently scheduled to be returned to BLDG #662, however Section 3.5 gives the COR the right to determine if Building #662 or Building #156 will be used. Is the Delivery Schedule accurate or will both buildings be used as delivery sites at the onset of the Contract?

Answer: Both buildings will be used as delivery sites at the onset of the contract. The COR will notify the Contractor ahead of time as to which building will be used for delivery.

#9. Reference: Section 3.04, Page 54, Paragraph 1 Question: How quickly should a competent ABM be able to input the alteration markings into the tracking system?

Answer: The alterations bay manager (ABM) is expected to take approximately twenty seconds to input the alteration markings into the tracking system per individual.

#10. Reference: Section 3.04, Page 54, Paragraph 1 Question: What type of support does the Government require in the Quotation to evidence that the “tracking system” is operational and meets the Government’s requirements?

Answer: The solicitation, (52.212-1 ADDENDUM INSTRUCTION TO OFFERORS), has been updated to clarify.

#11. Reference: Section 3.6.6, Page 61, Paragraph 1 Question: With respect to Walk in Tailoring; the PWS states that “The tailor will be expected to arrive to perform alterations…” but also states that the tailor will perform alterations at “their premises”. Please clarify where Walk in Tailoring will be performed?

Answer: Per PWS 3.6.6, the tailor will only perform the “alteration markings” at the clothing site but will perform the actual “alterations” at the Contractor’s worksite site. Specifically, alteration markings for the Walk-in tailoring will occur onbase at Bldg #662.

#12. Reference: Section 3.6.6, Page 61, Paragraph 1 Question: The PWS states that Walk in Tailoring (i) will be charged at the scheduled price, (ii) that items will be returned within three working days, (iii) is expected to happen approximately 100 times per year and that each time it will include one to several personnel, (iv) personal numbers (i.e. personal requiring Walking in Tailoring) may increase at the discretion of the COR, and (v) could require services at an unscheduled time. With respect to these criteria:

(1): Please confirm that this means the Government is estimating that 100 times per year (almost 2 times per week on average) the Contractor will be required to fit any number of Recruits/Marines and turn around the items in less than three days at scheduled prices (not at Accelerated Pricing or Emergency Tailoring Pricing)? If so how is Walk in Tailoring differentiated from Accelerated Delivery Schedule pricing?

Answer: Yes, we estimate 100 times per year that the contractor will be required to fit any number of Recruits/Marines and turn around the items within three days. Because the turnaround is less than 72 hours these walk-ins will be treated at Accelerated Delivery Schedule pricing. As per paragraph 3.6.7, the Accelerated Delivery Schedule is only used for fittings outside of regularly scheduled appointments. Walk-in tailoring is outside of the regularly scheduled appointments.

(2): Is there any limit to the number of Recruits/Marines that the Contractor is required to provide Walk in Tailoring for?

Answer: There is not a limit; however, the Government strives to keep the numbers at a minimum.

#13. Reference: Section 3.6.6 & 3.6.7, Page 61, Paragraphs 1 Question: Per the PWS Accelerated Delivery Schedule items should be returned within a 72-hour period and Walk in Tailoring items are to be returned within three business days, which is also 72 hours. Please describe in detail the difference between Walk in Tailoring and Accelerated Delivery Schedule tailoring?

Answer: As per paragraph 3.6.7, the Accelerated Delivery Schedule is only used for fittings outside of regularly scheduled appointments. Walk-in tailoring is outside of the regularly scheduled appointments.

#14. Reference: Section 3.6.7, Page 61, Paragraph 1 Question: The PWS states that accelerated delivery CANNOT be used for “Regular Scheduled Appointments” regardless of delivery times less than 72 hours. However, Sections 1.0 & 3.6 give the Government the right to modify the Delivery Schedule. Please confirm that if the Government alters the Delivery Schedule so that there are new “Regularly Scheduled Appointments” which require items to be turned around within 72 hours that such items will be subject to the Accelerated Delivery Schedule.

Answer: They will NOT be subject to the Accelerated Delivery Schedule. ONLY non-Regularly Scheduled Appointments will be subject to the Accelerated Delivery Schedule. If the Government makes a permanent change to the schedule that would compress the delivery schedule, this would require a contract modification.

Example: Please confirm that if the Government elects to alter the Delivery Schedule to add a “make up” First Fitting for Recruiters on T-22 and the items turned in at the T-22 “make up” First Fitting are due back on T-25 that these items would be subject to the Accelerated Delivery Schedule even if the Government alters the Delivery Schedule in a way so as to make these “make up fittings” “Regular Scheduled Appointments”.

Answer: In the example above, the T-22 “make up” would be a onetime exception fitting and NOT a “Regular Scheduled Appointments”. Therefore, it would be subject to Accelerated Delivery Schedule.

#15. Reference: Section 3.6.8, Page 61, Paragraph 1 Question: With respect to Emergency Tailoring:

(1): Is there a maximum number of items that the Contractor can be expected to turn around within a three-hour period?

Answer: No.

(2): Please confirm that the Emergency Tailoring three-hour turn around period starts and stops during normal business hours (6:30 – 16:00). For example, if the Contractor performs Emergency Tailoring services at 14:30 the items would not be due back until the next day at 8:00.

Answer: Yes.

#16. Reference: Section 3.6.6 - 3.6.8, Page 61, Paragraphs 1 Question: Walk in Tailoring and Accelerated Delivery Schedule items require the Contractor to turn around items within three days/72 hours and Emergency Tailoring is for items which are required to be turned around in three hours. What will be used in the event items are not needed back in three hours but are needed back in less than 72 hours? For example, what if the items are needed back in 48 hours?

Answer: Emergency tailoring is from 0-3 hours and Accelerated Delivery is 4-72 hours. The key phrase is “an agreed upon time within a 72 hour period”.

#17. Reference: Section 3.6.6 - 3.6.7, Page 61, Paragraphs 1 Question: The Contractor’s proposed “prices” for Accelerated Delivery Schedule items and Emergency Tailoring are to be inputted into the various Pricing Sheets (Appendix 5) under “Supplemental Alteration Services”. The Pricing Sheets read “Emergency Tailoring ($ Priced per job)” and “Accelerated Delivery ($ Priced per job)”. Questions are as follows:

(1): Does the Government require a fixed dollar price for these items or can a percentage over regularly scheduled pricing be used? If the Government requires a fixed price is it per Recruit/Marine or can it be per item? If it can be per item can please provide instruction as to how the Pricing Sheets should be complete so it is clear whether the proposed pricing is per Recruit/Marine or per item.

Answer: The Government requires pricing to be a fixed price per individual, regardless of how many items being tailored for each individual. There would be one price for each individual under “Accelerated Delivery” and one price for each individual under “Emergency Tailoring”. For example: 2 individuals need emergency tailoring, 1 individual needs only a hem tailored, but the second individual needs a hem and a coat tailored. The price would be the same for each individual.

(2): If it is acceptable to use a percentage over regularly scheduled pricing can the Contractor use a different pricing “method” (fixed vs percentage) for Emergency Tailoring and Accelerated Delivery (i.e. can Emergency Tailoring be a fixed price per Recruit/Marine while Accelerated Delivery a percentage over regularly scheduled pricing)?

Answer: It is NOT acceptable to use percentages. Please see above answer to Q #17.

Question (3): If it is acceptable to use a percentage over regularly scheduled pricing please provide instruction as to how the Pricing Sheets should be completed so it is clear the Contractor is proposing a percentage rather than a “($ Priced per job)”.

Answer: It is NOT acceptable to use percentages. Please see above answer to Q #17.

#18. Reference: Section 3.7, Page 61, Paragraph 1 Question: Where is Appendix “B” (Alterations) that is referenced in this section? I could not locate it in the PWS.

Answer: The PWS has been updated to delete this reference.

#19. Reference: Section 5.1.1, Page 65, Paragraph 1 Question: Pursuant to Section 9.0.1.28 “Rework/Reperformance” is described as “any changes to an alteration that was previously performed because the alteration was deemed defective during inspection. The contractor will not be paid for required rework or reperformance, as this is considered part of providing a properly fitting uniform.” Based on this we assume, but would like confirmation, that the sentence at the end of Section 5.1.1 (“Contractor shall bear any such associated costs for re-work”) does not apply to adjustment/tailoring required due to Recruit/Marine body composition changes as such adjustments are not the result of a defective alteration? In other words, please confirm that:

1. If at the Second Fitting a Recruit needs new items or alterations to existing items due to body composition changes such a Recruit’s Second Fitting will be chargeable.

Answer: The CLIN structure has been updated to allow for each fitting.

1. If at the Second Fitting a Marine (Recruiters, Drill Instructors, Career Planners, etc.) needs new items or alterations to existing items due to body composition changes that such a Marine’s Second Fitting will be chargeable.

Answer: The contractor will be paid by the “job” and the “job” is all uniforms properly fitting for a Recruit/Marine regardless of how many fittings are required.

#20. Reference: Section 5.1.1, Page 65, Paragraph 1 Question: Does the Government have an estimate with respect to:

1. How many new items will need to be issued at the Second Fitting due to Recruit body composition changes between the First Fitting and the Second Fitting?

Answer: Approximately 15% with trousers taking up the majority of exchanges.

1. How many Recruits will require tailoring adjustments due to body composition changes in between the First Fitting and the Second Fitting?

Answer: Approximately 80% will need tailoring to one or more uniform items.

#21. Reference: Section – Appendix 5 (Pricing Sheets), Page 1, Paragraph N/A Question: Will the government provide the Pricing Sheets in an Excel format?

Answer: The solicitation has been updated to supply sheets in a separate excel form.

#22. Reference: Section N/A, Page N/A, Paragraph N/A Question: If the Government and Contractor deem it to be in the best interest of all parties can invoicing be changed to EACH as opposed to JOB (which is limited by decimal places)?

Answer: No.

#23. Reference: Section N/A, Page N/A, Paragraph N/A Question: Will Contractor have a chance to ask follow-up questions based on responses to the initial round of Contractor questions?

Answer: No.

PERFORMANCE WORK STATEMENT

MCRD SAN DIEGO UNIFORM ALTERATIONS

1.0 INTRODUCTION. The Marine Corps Recruit Depot, San Diego (MCRD San Diego) Retail Clothing Branch has a requirement for uniform tailoring services for Marine Corps Recruits, Drill Instructors, Recruiters and Career Planners stationed at MCRD San Diego. The estimated “Job” quantities (see contract CLINs) are based on government personnel supported by this contract; these quantities represent the Government’s best estimate on an annual basis. The Government reserves the right to modify the uniforms to be tailored and schedule for uniform tailoring service at MCRD San Diego. (Definitions and Acronyms used throughout this PWS are located in paragraph 9.0 and 10.0)

2.0 BACKGROUND. MCRD San Diego and Weapons Field Training Battalion, Marine Corps Base, Camp Pendleton (WFTBN, MCB Camp Pendleton), train Marine Corps Recruits, Drill Instructors, and Recruiters. During training, these Marines are issued a variety of uniforms for wear throughout their Marine Corps career. The uniforms they receive must be tailored to meet Marine Corps standards as set forth in the Marine Corps Uniform and Alterations Manual (TM 10120-15/1B). This requirement is for tailoring services of Marine Corps uniforms to comply with TM 10120-15/1B and as set forth in the schedule and the Performance Work Statement (PWS). Fitting and marking actions are all conducted at MCRD San Diego.

3.0 ALTERATION SERVICES. The alterations of uniforms by the Contractor shall be accomplished in accordance with strict time frames dictated by training schedules. Each separate training command has its own training schedule for each company of Recruits, class session of Drill Instructors, class session of Recruiters and class session of Career Planners. The Government, along with the Contractor, must work closely to ensure all uniforms are fitted, tailored, and returned to the individual within the time frames established by the training schedules and incorporated into this contract.

3.0.1 The issue and fitting process for all uniforms altered under this contract has evolved over the years into a streamlined operation, considering the volumes of personnel fitted for uniforms. The following provides an overview of the initial issue and fitting of uniforms prior to actual alteration by the Contractor.

3.0.2 Government personnel are responsible for the issue and initial "rough" fitting of all individuals receiving uniforms. The "rough" fitting is simply issuing an individual the proper size of uniform garment. This initial issue and fitting is commonly referred to as “being seen on the ‘phase line’".

3.0.3 Following the phase line, individuals proceed to the alterations bay. There the contractor's personnel shall identify discrepancies in the fit of the garments that do not meet the requirements of the TM 10120-15/1B. The contractor’s personnel will mark, as appropriate, all alterations required to correct the discrepancies.

3.0.4 Upon completion of all alteration markings, the markings on the uniform are recorded by a Government employee, the Alteration Bay Manager (ABM) using a tracking system to be provided by the contractor. The ABM records all alteration marks and, if necessary, challenges any alteration that is determined to be excessive. If the ABM determines an alteration to be excessive, the ABM will report it to the Contracting Officer’s Representative (COR). If the Contractor and the COR cannot agree on whether an alteration is excessive, the Contractor will notify the Contracting Officer (KO) and provide explanation as to why the alteration is not considered to be excessive. The KO will make the final decision as to whether or not the alteration is excessive.

3.1 SCOPE OF WORK

3.1.1 Performance-Based Outcomes: The Contractor shall provide MCRD San Diego on a continual schedule with properly fitted military uniforms for all Marine Corps (1) Recruits, both Regular Recruits and Reserve Recruits; (2) Drill Instructor Students; (3) Recruiters School Students; and, (4) Career Planner Students. Additionally, the Contractor shall provide MCRD San Diego on a scheduled and unscheduled basis with supplemental alteration services upon request, including (1) Accelerated Delivery and (2) Emergency Delivery, as required under this PWS. The Contractor shall develop and provide the transportation logistics to move their personnel and government uniforms between their offsite location of business operation and the MCRD San Diego Retail Clothing Branch. The Contractor shall adhere to strict timelines stated in the delivery schedules within this PWS.

3.1.2 Performance-Based Objectives, Standards, and Measures: To determine whether performance-based outcomes have been met and what is considered acceptable performance, the contractor service requirements are summarized into performance objectives and standards that relate directly to key PWS tasks. Attached to the PWS is Technical Exhibit 1 the Performance Requirements Summary (PRS) describing objectives, standards, and measures. A Quality Assurance Surveillance Plan (QASP), briefly described in PWS is the method the Government will use to measure and assess Contractor performance against performance standards within the PRS. The performance thresholds stated in the PRS briefly describe the minimum acceptable quality levels of service (AQL) required for each performance requirement. Procedures that address how the Government will manage performance that does not meet performance standards as set by the AQLs are addressed in the QASP.

3.1.3 The Contractor shall furnish all required labor, tools, equipment, management, and supervision necessary for the performance of all operations incidental to the marking, fitting, and alterations of male and female military uniform clothing. The Contractor shall furnish all materials except those items listed in paragraph 3.3.2 of this PWS. The Contractor shall furnish all facilities for the performance of this contract, except for the marking, fitting and refitting locations, which shall be the Clothing Building 662 at MCRD, San Diego, California.

3.1.4 Operating Hours: Normal working hours for the Retail Clothing Branch are 0630 PT (6:30 A.M.) to 1600 PT (4:00 P.M.) Monday through Friday. The Contractor may be required to work on Federal Holidays.

3.1.5 Overtime and Other Special Requirements: The Government expects that the Contractor shall comply with all requirements of this contract within normal working hours. Any overtime determined necessary by the Contractor to accomplish the work load shall be considered Contractor’s management decision, and shall not result in or be approved for additional payment to the Contractor by the Government.

3.1.6 Uniform Issues per Recruit/Student: The following list indicates how many of each uniform garment is issued per individual, which is categorized by type of military personnel. 3.2.5 Contractor personnel shall not loiter in or around the Government installation.

3.2.6 The Contractor shall establish a minimum dress standard to ensure that the attire of those personnel conducting business aboard MCRD San Diego presents a neat and tidy appearance (i.e. no ripped, torn or soiled clothing).

Compliance to this program and the costs of these fees shall be the full responsibility of the Contractor and shall not be reimbursable by the Government. Depot access requirements and procedures may change during the term of this contract. The Contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification

3.2.12 During performance under this contract, if the Contracting Officer notifies the Contractor, in writing, of any noncompliance in the performance of this contract regarding safety and health rules and requirements prescribed by applicable federal, state, and local laws, ordinances, and codes, and the Contractor fails to take immediate corrective action, the Contracting Officer may order the Contractor to stop all or part of the work until satisfactory corrective action has been taken. Such an order to stop work shall not entitle the Contractor to an adjustment of the contract price, reimbursement for any resulting increased costs, or an adjustment of the delivery or performance schedule.

3.3 MATERIALS AND SUPPLIES

3.3.1 Contractor Furnished Materials: All materials and supplies, unless otherwise specified, shall be provided by the Contractor. At no time will any material and/or supply be used which deviates from the original intended design, appearance, or standard required by the Marine Corps as specified in the latest TM 10120-15/1B.

3.4.5 Fitting: The Government fitters are responsible for providing Recruits and Students with the proper size uniforms. To avoid excessive alterations to a uniform provided by the Government fitter, the Contractor should identify to the Government that a different size of uniform is needed. See also paragraph 3.0.4 above regarding excessive alteration disputes.

3.4.6 Name and Service Tapes: Contractor must obtain approval prior to making name tapes to military specifications. Name tapes will only be made by the Contractor if the Marine’s name is misspelled and a new name tape cannot be otherwise obtained by the Government prior to graduation.

3.4.6.1 Sewing on of Name and Service Tapes: Name and service tapes shall be sewn on the Marine Corps Combat Utility Uniform (MCCUU) blouse and name tape on the MCCUU trouser with the ends of the tape turned under and using a plain straight stitch with thread that matches the tape fabric in accordance with TM 10120-15/1B.

3.4.6.1.1 The Contractor shall sew on the name and/or service tapes and return the MCCUU to Building #662 in accordance with the fitting dates listed in this PWS. The schedule for pick-up and delivery of MCCUUs for sewing on of tapes is normally accomplished during two fittings. Pick-up and delivery schedules are subject to change, due to misspellings, or late delivery of the name tapes. In these instances, the Contractor may perform under the “accelerated delivery” CLIN.

3.4.6.1.2 Four sets of name and service tapes will be sewn on MCCUUs for DI school.

3.4.6.1.3 The Government will only provide MCCUUs that are new or have been laundered prior to pick up for sewing on of tapes. The Contractor is not required to accept uniforms that are not in new or laundered condition to attach tapes.

3.5 TRANSPORTATION OF UNIFORMS

Transportation of all garments receipted for by the Contractor from the respective MCRD San Diego fitting decks to the Contractor's place of business is at the Contractor's expense. The Contractor shall return all completed alteration garments to the COR. The COR will determine if the uniforms are returned to Building #662 or Building #156.
