About this file

This document is a set of Questions and Answers regarding a federal contract solicitation for Machine Maintenance at Marine Corps Base Hawaii (MCBH). The solicitation requires quarterly (4 times per year) preventive maintenance on 10 industrial-sized machines at MCBH, including horizontal and vertical balers, and ordnance deformers.

The key details include: the government will provide a fluid containment vessel but the contractor must transport the fluids; the contractor must provide all maintenance supplies and parts; there are no current maintenance logs or manuals available; average operating hours for the equipment are provided; the government will not cover any potential travel costs, which must be included in the contractor's labor pricing; this is a base plus four option year firm-fixed-price contract, with task orders issued quarterly for the maintenance work.

Questions RCO Answers Recycling Center Answers Will the government provide something to hold and somewhere to dispose the fluids in the PMs? The Environmental HAZMAT department will supply a holding vessel for the fluids extracted. This will be located on base, it may not be in the same area that the machine in located so the contractor will need to drain/collect the fluids and safely transport them to the containment vessel provided.

Will the government be purchasing all the required items for the PMs, such as filters, oils, parts that need replacing? All items to perform the maintenance will need to be provided by the awarded vendor.

Please include this price on the CLIN labeled "Supplies"

If these items will not be provided, would the government be willing to allow an evaluation phase for the project, so that all parts, oils, ect. can be ordered and then serviced in a separate phase.

Please submit a quote as you see necessary. Include a plan of action and prices that reflect how you will perform this contract. You should be able to provide quarterly maintenance as the PWS states, you should plan accordingly to arrive and be able to service the machinery as requested during each of the quarterly intervals.

Are there any manuals on the elevators available? All manuals have been uploaded to SAM.GOV Are the daily and weekly maintenance items currently performed by the equipment operators? Currently daily and weekly maintenance is not conducted.

Are there operating and maintenance logs maintained for these items? Currently operating and maintenance logs are not maintained.

What is the average run hours per month? Average operating hours are listed in the Information Summaries provided to RCO. The Harris

Should we quote any travel costs?

If you believe that you need to travel to complete the deliverables in the PWS then any costs associated with that should be built into your overhead and included in your labor price. The government is not mandating that travel must be done to complete these tasks but if your geographic location requires you to travel than that should be included in your labor price on your proposal.

Is this an RFQ for only initial maintenance, or will the quote be set for every quarter?

This is a Base + 4 option year contract. There will be 4 quarterly task orders issued each year for the quarterly maintenance on all of the machines. Your stated price should be by year of the contract.

Will changes in travel be covered by the government, or should that be included in the cost? Its hard to determine what travel costs will look like 6 years down the road.

See the answer to question 9. You need to include that risk in the price that you quote, this is a firm fixed price Base + 4 option year contract.
