About this file

This is Amendment 0001 to Solicitation M0031826Q0016, a Request for Quote (RFQ) issued by the U.S. Marine Corps for generator and transfer switch maintenance services at Marine Corps Base Hawaii (MCBH) in Kaneohe, Hawaii. The amendment was effective July 16, 2026, and extends the response deadline from July 21, 2026, to August 10, 2026, at 08:00 AM Hawaii Standard Time. The questions submission deadline has been extended to July 27, 2026, at 08:00 AM HST. A mandatory site visit has been scheduled for July 21, 2026, at 10:00 AM HST, though participation is at the offeror's discretion and is not considered in award evaluation.

The procurement requires maintenance and 24/7 emergency repair services for two specific pieces of equipment: a Kohler Power Systems John Deere industrial generator (Model 135-200ROZJ, S/N RG6081T151827, Building 6667C3) and a Kohler BYPASS Isolation Transfer Switch (Model KB-566541-0260, S/N K0736413, Building 6667C3). Services must comply with Original Equipment Manufacturer (OEM) recommendations and include monthly preventative maintenance, emergency response within four hours of notification, comprehensive diagnostics, parts replacement, and detailed maintenance service reporting. The contract structure includes separate Contract Line Item Numbers (CLINs) for monthly maintenance (12 occurrences), emergency servicing (5 occurrences), and as-needed repairs for both the generator and transfer switch across a base year (September 1, 2026–August 31, 2027) and four optional extension years. All pricing must be firm-fixed with unit and extended pricing rounded to the nearest tenth decimal place. Offerors must submit a technical capability statement demonstrating experience servicing these specific equipment types and ability to meet emergency response timelines. Contractor personnel require Defense Biometric Identification System (DBIDS) credentials and Level 1 antiterrorism training. The evaluation will assess technical capability, past performance (via CPARS, SPRS, and SAM.gov), and price, with technical evaluation and past performance combined being equal to price in the overall assessment.
