Amendment of Solicitation Summary

This is Standard Form 30 (Amendment 0003) dated 28 January 2026 for solicitation M0031826Q00006, issued by the Commanding Officer at MCBH Kaneohe Bay, Hawaii. The amendment provides responses to questions from interested offerors and incorporates FAR 52.212-2 Addendum regarding evaluation criteria for commercial products and commercial services. Offerors must submit final proposals and all required documentation in accordance with the Performance Work Statement and FAR 52.212-1 Addendum prior to the solicitation close date and time. All proposals must include signatures on page 1 of the original solicitation and all amendments, with proposals failing to provide such signatures potentially considered incomplete and ineligible for award. Proposals must include unit pricing and extended pricing for CLINs 0001, 1001, 2001, 3001, and 4001, with the Government evaluating total price inclusive of service extensions under FAR 52.217-8, where the government extension is based on half the price proposed for CLIN 4001 for the last option year.

The Government will award a single fixed-firm-price contract to the responsible offeror whose conforming offer provides the best value, with no multiple awards or alternate proposals authorized. Award decisions are based on three evaluation factors: (1) Technical Capability—rated as acceptable or unacceptable, with failure to meet technical criteria rendering responses ineligible for further consideration; (2) Price—evaluated only for technically acceptable proposals based on best value methodology, with quotes evaluated as submitted without discussions; and (3) Past Performance—assessed as acceptable or unacceptable using CPARS, SAM, and SPRS data, with contractors having no past performance receiving a neutral rating. A written notice of award issued within 30 days of solicitation close date constitutes a binding contract.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

52.212-2 ADDENDUM - EVALUATION CRITERA

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

This is an FFP requirement, and the Government will make an award, without discussions, to the contractor whose proposal best conforms to the requirements in the solicitation. The Contracting Officer will review the Contractor's System for Award Management (SAM.gov) to verify the Contractor is not debarred, suspended, or proposed for debarment. The Contracting Officer will also evaluate any other factors that may affect contractor responsibility. The Contracting Officer will determine the contract price is fair and reasonable.

Factor 1 - Technical Capability - The Government will evaluate responses to determine if they are either technically acceptable or technically unacceptable (price excluded).

Failure to meet the technical criteria will render the response technically unacceptable and will not be considered further for award.

RATING DESCRIPTION

Acceptable Based on the proposal, all technical requirements receive an acceptable rating.

Unacceptable Based on the proposal, one, some or all technical factors received an unacceptable rating.

Factor 2- Price- Only those contractors who receive a Technical Capability rating of acceptable will be considered for price evaluation.

The price acceptable for award will be evaluated based on best value. If competitive proposals are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness. The Government intends to evaluate quotes and award without discussions; therefore, quotes should be the contractor's best pricing. Regarding the calculation of pricing, please refer to FAR 52.212-2(b). The contractor's price submission to include options will be evaluated. Proposals must include unit pricing and extended pricing for CLIN 0001, 1001, 2001, 3001, and 4001. The Government will evaluate the total price inclusive of the extension of services under FAR 52.217-8. The government extension of 52.217-8 will be based on price derived from the option CLIN for the last option year, which will be half of the price proposed for CLIN 4001. The contractor's prices will be evaluated to include any discounts.

Factor 3- Past Performance -

Past performance will be evaluated for the responsive, technically acceptable quote, and will be evaluated on an acceptable /unacceptable basis. The Contractors Past Performance Assessment Reporting System (CPARS), System for Award Management (SAM), and Supplier Performance Risk System (SPRS) will be utilized in making an acceptable /unacceptable rating. Contractors with no past performance will not be considered acceptable nor unacceptable and will receive a neutral rating.

A written notice of award, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the solicitation or within 30 days of solicitation close date, whichever is later, shall result in a binding contract without further action by either party. Before the contractor's specified proposal expiration time, the Government may accept a proposal, unless a written notice of withdrawal is received prior to contract award.
