About this file

This is a Questions and Answers (Q&A) document addressing clarifications to a Performance Work Statement (PWS) for Youth Ministry Services within a Military Christian Ministry chapel setting.

The document clarifies seven key areas of the solicitation: (1) Educational requirements are not mandatory, but applicants with relevant degrees may submit them along with letters of recommendation and resumes demonstrating youth ministry experience; (2) Expected participation numbers are AWANA (10 participants), Vacation Bible School (45), Sunday School (15), and Holiday Events (100+); (3) Volunteer screening requires background checks including National Criminal Records Search, Sex Offender Registry Check, Social Security Number Verification, and County Criminal Records Search (7-year lookback); (4) The Chapel will provide all supplies and materials for required programs with coordination through Chapel Staff; (5) Performance evaluation occurs monthly with the Government Designated Representative (GDR) and includes tracking attendance trends, retention rates, volunteer development and retention, and review of lesson plans and group inclusion methods; (6) The youth programs are Christian nondenominational with no denominational exclusivity, requiring respectful presentation of varying theological interpretations, with curriculum subject to GDR approval; and (7) Payment terms are Net 30. The document is restricted to DoD community distribution only.

Question Response

What are the specific educational or professional degree requirements, if any, for the personnel providing Youth Ministry Services beyond “a copy of degree if applicable”?

The PWS requires submission of a degree copy "if applicable" but does not specify if a degree is required, the field of study, or the minimum level (e.g., bachelor's, master's).

A Professional Degree is not required, however if the applicant has completed a degree that pertains to the position it can be submitted as supporting documents for qualification. A Letter of Recommendation and a developed resume listing experience working in Youth Ministry should support the individual qualification of the applicant. A professional degree is further supporting their qualifications.

What is the expected number of participants (youth and volunteers) for each major program (e.g., AWANA, VBS, Sunday Children Church, Holiday Events)?

The PWS requires program planning and volunteer management but does not provide expected or historical participation numbers to inform resource planning.

Numbers based on current/previous attendance of past events.

*AWANA – 10

*VBS – 45

*Sunday School – 15 *Holiday events – 100+

What are the required qualifications or screening criteria for volunteers apart from background checks and alignment with chapel teachings?

The PWS mentions background checks and consistency with religious teachings but does not define minimum qualifications, training standards, or disqualifying factors for volunteers.

Background checks will be submitted to PMO for processing.

Essential Components for Youth Volunteers:

*National Criminal Records Search: Screens for felonies and misdemeanors across the US.

*Sex Offender Registry Check: Essential for identifying risks to minors.

*Social Security Number (SSN) Verification: Confirms the identity of the applicant.

*County Criminal Records Search: A 7-year search in counties of residence, as some records are only maintained at the local level.

Will the government provide facilities, materials, and supplies for all required programs, or is the contractor expected to procure these within the contract price?

The PWS mentions forecasting and procurement of supplies but does not clarify what, if any, resources will be provided by the government versus those to be supplied by the contractor.

Chapel will provide all supplies/materials for all required programs.

Coordination will be done with Chapel Staff.

What are the reporting and performance evaluation criteria or metrics for the contractor’s success beyond maintaining records and providing a syllabus or lesson plan?

While the PWS requires maintenance of certain records and plans, it does not specify how contractor performance will be measured or what constitutes satisfactory performance.

*Monthly meetings with Government Designated Representative (GDR) to discuss the below items (as needed):

-Attendance Trends: Tracking attendance numbers for weekly services, special events, and retreats over time.

-Retention Rate: Percentage of youth who continue to participate from year to year.

-Volunteer Development: Number of new volunteers recruited, trained, and actively serving.

-Volunteer Retention: The longevity and stability of the volunteer team.

-Lessons plans, training materials used, group inclusion methods.

See PWS Section 5.0 Perfomance Requirements Summary (PRS)

Are there any restrictions or requirements regarding denominational content or ecumenical participation in the youth programs, given the description as “Christian nondenominational”?

The PWS refers to “Christian nondenominational” ministry but does not clarify expectations regarding denominational inclusivity, curriculum approval, or engagement with non-Protestant youth.

The key to working in a setting of Military Christian Ministry is respect. We must respect the theological/doctrinal teachings of the families sending their children to learn and grow. This does not mean whole understanding cannot be accomplished. The overall teaching dynamic must present materials and be respectful of varying interpretations of the material. There will not be denominational exclusivity. Curriculum requests will be presented to the (GDR), in which should be included with teaching plans.

The reporting/evaluation meetings should address this concern.

7 Please clarify the payment schedule. Is this a NET30 term? Yes, “Net 30” is applicable to this solicitation’s resulting award.
