EVALUATION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and nonprice factors considered. The following factors to be used are as follows:

Award will be made to offeror who provides the best value to the Government, factors/subfactors to be considered are as follows:

1. Price

2. Technical Capability Subfactor: Licenses/Certifications

3. Past Performance

Factor 1: Price. The offeror’s price submission to include options will be evaluated.

Option: The Government will evaluate offers for award purposes by adding the total cost of the option to the total cost for the basic requirement. The Government may determine that an offer is unacceptable if the option costs are significantly unbalanced. Evaluation of the option shall not obligate the Government to exercise the option. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror’s option period prices to the offeror's total price. Thus, the offeror's total evaluated price (TEP) for the purpose of evaluation ONLY will include the base period, option year, and one-half of the the option year. Offerors are required only to price the base period and Option 1.

Factor 2: Technical Capability The quotes will be ranked from least priced TEP quote to the greatest TEP quote. If more than three quotes are received, the three (3) responsive lowest TEP quotes will move to Factor 2, Technical Capability.

The Government’s technical evaluation team will evaluate responses to determine if they are either technically acceptable or technically unacceptable (price excluded). In order to be considered technically acceptable, the response for each subfactor must be determined acceptable and must demonstrate a clear understanding of the requirement by demonstrating a practical/functional technical approach that meets the needs of the solicitation. Failure to meet the technical criteria will render the response to be technically unacceptable and will not be considered further for award.

Acceptable
Based on the quote, all technical subfactors receive an acceptable rating.
Unacceptable
Based on the quote, one, some or all technical subfactors received an unacceptable rating.

Sub-Factor 1: Licenses/Certifications

The vendor shall demonstrate how the company is going to meet PWS requirements. The Government will evaluate the licenses/certifications the vendor holds to ensure the vendor is capable and able to perform A/C Maintenance Preventive Services as required by the PWS.

Factor 3: Past Performance - Past Performance will be evaluated for the responsive, lowest priced technically acceptable quote on an acceptable/unacceptable basis. If that quote receives an acceptable Past Performance rating then that quote is considered the best value to the Government.

The past performance evaluation will determine if there is any derogatory past performance for the type of services required under this acquisition. The past performance evaluation performed does not establish, create, or change the existing record and history of the vendor’s past performance. Past performance will be found either acceptable or unacceptable based on information obtained from the Past Performance Information Retrieval System (PPIRS) for those services similar in size, scope and complexity to this acquisition performed within the last five (5) years preceding the date this solicitation, request for quote (RFQ), was initially issued. Any less than satisfactory rating, for a service that is similar in size, scope and complexity may be cause for an unacceptable rating. Vendors with Neutral past performance will be determined Acceptable for the purpose of this evaluation.

Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
