About this file
This is a Questions and Answers document for a Request for Quotation (RFQ) regarding musical instruments for the Department of Defense (DoW) community.
The document addresses five key clarifications regarding the solicitation requirements. The Government confirmed that A=442Hz tuning is required for all Contract Line Items (CLINs 0001 and 0002), resolving a discrepancy with brandname specifications. Custom engraving is mandatory, though the Government deferred placement details to the manufacturer, noting only one available spot exists for engraving. Delivery terms were clarified as standard FOB Destination to Building 169, which has an available loading dock; additional services such as liftgate, unpacking, assembly, or debris removal are not required. The Government specified that all compliant delivery dates on or before November 30, 2026 will be evaluated equally since the instruments are made-to-order rather than off-the-shelf products, eliminating any advantage for earlier delivery dates. Finally, the Government required that all freight charges be incorporated into the unit prices for the applicable CLINs, with separate freight line items prohibited.

QUESTIONS
1. The RFQ specifies A=442Hz for both CLIN 0001 and CLIN 0002, while the brand-name determination identifies the instruments as A440. Please confirm that A=442Hz is the required tuning.
2. Please confirm whether custom engraving is required or optional. If required, please provide the exact text/logo/artwork and placement requirements.
3. Please confirm whether inside delivery, liftgate service, unpacking, assembly/setup, or debris removal is required at Building 169, or whether standard FOB Destination delivery to the receiving point is sufficient.
4. Please confirm whether delivery prior to November 30, 2026 will be considered more advantageous, or whether all compliant delivery dates on or before November 30 will be evaluated equally.
5. Please confirm whether separate freight charges are prohibited and therefore all FOB Destination freight should be incorporated into the applicable CLIN unit prices.
ANSWERS
1. We would like to go with A=442 for all CLINs
2. Custom engraving is required. The manufacturer will know where to engrave as there is only one available spot to do so.
3. Standard FOB Destination delivery is sufficient. There is an available loading dock at bldg. 169.
4. All compliant delivery dates should be weighted equally as the instruments are made to order and not off the shelf.
5. All freight charges should be incorporated into the original solicitation.
