About this file
This is a Performance Work Statement (PWS)/Statement of Work (SOW) for the Leadership Reaction Course Audio System Refresh project at United States Marine Corps Officer Candidates School (OCS) located at Marine Corps Base Quantico, Virginia.
The contractor shall remove the existing audio system and install a new 70-V compliant audio system across 20 training bays at 2189 Elrod Road, Quantico, VA. The scope includes de-installation of all legacy audio components (speakers, cabling, rack-mounted equipment), procurement and installation of new equipment, testing, commissioning, and documentation. The new system must include: one wired tabletop push-to-talk microphone at the instructor position; one solid-state media player supporting USB/SD/Aux inputs; twenty weatherized 70-V 2-way loudspeakers mounted on back walls of each bay, aimed to achieve approximately 100 dB peak coverage; a weather-resistant AV rack/enclosure with ventilation and security hardware; rack-mount PDU for surge/RF protection; new cabling (UV-rated, outdoor/plenum as applicable); an audio mixer supporting microphone and program inputs with EQ, level control, and routing; and 70-V amplification sized for total connected load plus 20–30% headroom. The contractor must install conduit or raceway where speaker cable is exposed or vulnerable to mechanical damage in compliance with NEC/UFC/base requirements. System commissioning includes verification of terminations, polarity, impedance/tap settings, gain staging, mixer and amplifier configuration, RF performance validation, SPL measurement and uniformity adjustments, end-to-end functional testing, delivery of a quick-start guide, and up to one hour of operator orientation.
All work must be completed by September 4, 2026. The contract will be awarded on a Firm-Fixed Price (FFP) basis, with the contractor responsible for all labor, materials, equipment, tools, transportation, supervision, and travel/per diem expenses. Services must be performed during normal working hours (8:00 AM – 4:00 PM, Monday–Friday, excluding U.S. Federal Holidays) in coordination with OCS S-3. The Government Technical Point of Contact is Major Joylon Gidari (jolyon.gidari@usmc.mil / 703-432-6175). Contractor personnel must obtain base access through Marine Corps Base Quantico, including background check clearance and Defense Biometric Identification System (DBIDS) registration prior to performance.
