About this file

This is a Questions and Answers document for a federal contract opportunity to supply and install an outdoor audio system at Marine Corps Base Quantico.

The requirement encompasses supply, installation, commissioning, and testing of a 70V distributed audio system consisting of 20 permanently mounted outdoor loudspeakers with IP65 or equivalent weatherproof rating, a 4-channel power amplifier providing approximately 500W per channel with 20-30% additional headroom, a rack-mounted analog mixer with six input channels, a separate media player component, and all associated mounting brackets, cabling, conduit, and installation accessories. The system will support one handheld microphone input, one tabletop microphone input, and one media player input, feeding a single audio zone across a 20-bay training area. The audio infrastructure will be housed in a permanently installed, weather-resistant AV rack located at the training tower, which will be left outside year-round. The system requires volume control, equalization, limiter functionality, and level adjustments but does not require network audio protocols (such as Dante, AES67, or AVB), stadium-style delay processing, multiple audio zones, or pre-wired/pre-configured delivery. The power requirement is a 20-amp, 120V circuit utilizing a NEMA 5-20R receptacle. Equivalent products meeting or exceeding the salient characteristics are acceptable provided they demonstrate TAA compliance and supply Country of Origin information. No separate Performance Work Statement will be provided, as the project documentation serves as the complete scope of work.

Text version

1. For the 20 outdoor two-way loudspeakers, could the Government confirm whether the required speaker system shall be low impedance or 70V/100V line type?

The required speaker system shall be a 70V distributed audio system.

2. Could the Government confirm the minimum required amplifier power and the number of amplifier channels?

The amplifier shall be a 4-channel unit providing approximately 500W per channel and sized to support the total connected load with 20–30% additional headroom.

3. Could the Government confirm whether the network amplifier must support any specific network audio protocol, such as Dante, AES67, AVB or equivalent?

No specific network audio protocol is required. This is a closed-loop audio system utilizing a local analog mixer with no requirement for network audio transport or advanced routing.

4. Could the Government confirm the minimum required weatherproof rating for the outdoor loudspeakers, for example IP55, IP65 or equivalent?

The outdoor loudspeakers shall be rated IP65 or equivalent.

5. Could the Government confirm whether speaker mounting brackets, cables and installation accessories shall be included in the quotation?

Yes. All required mounting brackets, cabling, conduit, and installation accessories shall be included.

6. Could the Government confirm whether the requirement is for supply and delivery only, or whether installation, commissioning and testing at Marine Corps Base Quantico are required?

Installation, commissioning, testing, and all associated labor at Marine Corps Base Quantico are required.

7. Could the Government confirm the expected number of microphone inputs and audio outputs required for the audio mixer?

The system shall support one handheld microphone, one tabletop microphone, and one media player input, with the primary output feeding the 20-speaker system.

8. Could the Government confirm whether the AV rack shall be delivered pre-wired and pre-configured?

No. Wiring and final system configuration will be completed during on-site installation.

9. Could the Government confirm the required power standard for the PDU, including voltage and plug/socket type?

The required power standard is a 20-amp, 120V circuit utilizing a NEMA 5-20R receptacle.

10. Could the Government confirm whether equivalent products meeting or exceeding the listed salient characteristics are acceptable, provided that TAA compliance and Country of Origin information are supplied?

Equivalent products meeting or exceeding the required salient characteristics are acceptable, provided they are TAA compliant and Country of Origin information is supplied.

11. A functional description of the system would be very helpful.

The system will replace the existing audio system to provide uniform audio coverage across a 20-bay training area using microphones and a media player as audio sources feeding twenty permanently installed outdoor loudspeakers.

12. What type of outdoor speakers? Portable with stands? Able to mount to a structure? In-ground speakers?

The speakers shall be permanently mounted surface-mount loudspeakers installed on the designated structures. Portable or in-ground speakers are not required.

13. Are the (20) speakers distributed as one zone?

Yes. The speakers are intended to operate as a single audio zone.

14. If outdoors in a stadium-like environment, will delay be needed to tune the speakers? Does signal processing and amplification need to accommodate that? Are there multiple zones?

No. The application does not require stadium-style delay processing or multiple audio zones.

15. Do the microphones and media player get used with the outdoor speakers?

Yes. Both microphones and the media player are intended to provide audio to the outdoor speaker system.

16. Are they to be in a portable rack? With mixer?

No. The equipment will be installed in a permanent weather-resistant AV rack, which will include the mixer.

17. For "audio infrastructure", is this a portable rack or mounted in a building?

The audio infrastructure consists of a permanently installed weather-resistant AV rack located at the training tower.

18. Do the microphones, media player and (20) speakers connect to this?

Yes. The microphones and media player connect to the mixer within the AV rack, which feeds the amplifier and the loudspeaker system.

19. What is meant by "network amplifier"? QSC Q-SYS has a network amplifier component. Is the mixing system to be Q-SYS? If so, is a touchscreen required?

No. A Q-SYS ecosystem is not required. The amplifier will function as a standalone power amplifier connected to the analog mixer. No touchscreen or Q-SYS control interface is required.

20. How many input and output channels for the mixer?

The mixer shall support the required microphone and media player inputs. A mixer with six input channels is sufficient. The system output feeds the amplifier.

21. What kind of other features—volume control only, equalization, compression, etc.?

The system shall provide volume control, equalization, limiter functionality, and level adjustments as required during system commissioning.

22. Rack-mounted mixer or console?

A rack-mounted mixer is required.

23. Is it acceptable to combine the media player and the mixer into a single unit?

No. The media player and mixer shall remain separate components to maintain system reliability and reduce single points of failure.

24. Will the speakers be permanently mounted outside?

Yes. The speakers will be permanently mounted outdoors.

25. Will the rack with the power amplifier be kept nearby?

Yes. The amplifier and associated equipment will be housed in the permanently installed weather-resistant AV rack at the training area.

26. Will the rack be left outside, or will it be moved into place near the speakers only when in use?

The rack will be permanently installed outdoors within a weather-resistant enclosure.

27. Regarding the request for a distribution amp: Is this intended to power more than the two outdoor speakers, or just the two outdoor speakers?

The distribution amplifier is intended to power all twenty outdoor loudspeakers.

28. Please confirm whether this requirement is supply only, or whether installation, wiring, or on-site commissioning is also included.

The requirement includes equipment supply, installation, wiring, testing, and on-site commissioning.

29. If a Performance Work Statement (PWS) with a full service description exists, could you please provide it?

The provided project documentation serves as the complete scope of work and includes the required installation, commissioning, and system requirements. No separate PWS will be provided.
