About this file

This is a Standard Form 30 (SF 30) amendment to a solicitation for musician services at Marine Corps Base Quantico. Amendment 0001, effective February 18, 2026, amends solicitation M0026426Q0022 dated February 10, 2026, and adds questions and answers to clarify technical, contractual, and labor standards requirements for Protestant and Catholic musician positions.

The amendment clarifies that the facility houses an analog pipe organ and that while organ experience is preferred, proficiency in additional instruments such as keyboard, guitar, and drums is advantageous. The Chaplain's Office provides access to keyboards, guitars, acoustic and electric, and drums. Offerors should submit written descriptions of relevant experience with prior similar musical duties, supported by recorded audition samples, past performance descriptions, or references; a formal resume is not required. The current incumbent is Mr. Robert Duquette. Historically, the position requires approximately two to three funeral/memorial services annually for active-duty members and their dependents; the Protestant musician has first right of refusal for retiree and dependent services, with compensation arranged directly between the funeral home and musician. Special/seasonal services include Christmas Eve, Maundy Thursday, Good Friday, and Easter Sunrise Service. The Service Contract Act (SCA) applies to both Protestant and Catholic musician positions under Wage Determination 20154281 (Revision 29) for Prince William County, Virginia, with the appropriate labor category being "Musician" (Occupation Code 31090).

Questions and Answers

Catholic and Protestant Requirement

Technical & Musical Requirements Instrument Specifications: Could you specify the type of organ currently in the facility (e.g., pipe, digital

/electronic)?

Answer: The Organ is an Analog type hooked up to pipes.

Musician Flexibility: Is the Government open to considering other types of musicians, such as a pianist or keyboardist, in lieu of a dedicated organist?

Answer: It is preferred that the Musician have experience playing the organ, given the congregation's liturgical tradition.

Proficiency in additional instruments--such as keyboard, guitar, or others--would also be advantageous and provide added flexibility for the Contractor/Musician.

On-site Equipment: Aside from the organ, does the church house a keyboard or any other musical instruments available for the contractor's use?

Answer: The Chaplain's Office houses keyboards, guitars (both acoustic and electric), drums, etc. as well.

Evaluation Process: Does the Government intend to conduct live or recorded auditions as part of the technical evaluation to verify keyboard proficiency and vocal skills?

Answer: To demonstrate the ability to perform the required services, offerors should provide a brief written description of their relevant experience, including examples of prior work performing similar musical duties (e.g., worship services, liturgical music, special services, or ceremonial support). This may be supported by items such as recorded audition samples, descriptions of past performance, references, or other documentation that clearly shows the offeror's capability to meet the requirements. A formal resume is not required.

Contractual & Historical Data Incumbency: Is there a current incumbent performing these services?

Answer: Yes, there is a current incumbent, Mr. Robert Duquette.

Workload Estimates: Based on historical data, approximately how many "Special/Seasonal" and "Funeral /Memorial" services should be estimated for the base year for pricing purposes?

M0026426Q00220001

Answer: Historically, we typically see about two to three Funeral/Memorial services for activeduty members and their dependents. For retirees and their dependents, the Protestant Musician has first right of refusal, but compensation for those services is arranged directly between the funeral home and the Musician. The same applies to weddings, where compensation is negotiated directly between the Musician and the bride and groom. For Special/Seasonal services, the Protestant congregation generally holds Christmas Eve, Maundy Thursday (depending on Chaplain availability), Good Friday, and an Easter Sunrise Service. Beyond these, I am not aware of additional recurring requirements for the Protestant Musician.

Labor Standards: Does the Service Contract Act (SCA) apply to this requirement? If it does, could the Government provide the applicable Wage Determination (WD) number?

Answer: Based on the nature of the requirement, the Service Contract Act (SCA) does apply to the Protestant and Catholic Musician positions, as musicians are covered service occupations under the SCA regardless of whether the work is parttime or performed per service. For Marine Corps Base Quantico, the applicable Wage Determination is SCA WD for which covers Quantico. 20154281 (Rev. 29) ,Prince William County, VA Marine Corps Base Quantico spans Prince William County, VA, which is covered by: Wage Determination 201542 (Current revision is typically Rev. 29 or later 81 depending on the update cycle). The appropriate SCA labor category for this requirement is "Musician" (Occupation

.Code 31090) This is the standard SCA WD used for Quantico service contracts.
