Performance Work Statement (PWS) / Statement of Work (SOW)

Marine Barracks Washington (MBW) Bus Wrapping Printing and Installation

1. Background Marine Barracks Washington (MBW) mission is to provide ceremonial support for various events throughout the National Capital Region. MBW supports funerals at Arlington National cemetery, transportation of the remains of fallen Marines from Dover Air Force Base, Marine Corps Parades hosted by the Commandant, and any other miscellaneous ceremonial requirements for the Marine Corps.

2. Scope MBW has (4) Minibuses that are utilized to support various ceremonial events, these minibuses are specifically used to transport VIPs, hosting officials and guests of honor. It is required that these transportation assets be wrapped with graphics that convey professionalism due to the high visibility and nature of missions they support. Additionally, the graphics displayed on the buses will assist with the Marine Corps recruiting and marketing mission. A company will be hired to print, install and maintain the wrapping graphics on each minibus.

3. Performance Requirements

3.1. Tasks: The Contractor shall…

3.1.1. The contractor shall work with Ms. Buffy Torre of the Wunderman Thompson, Global

Marketing Communications Agency for the Marine Corps, to receive the previously created wrapping designs. Creation of a new design is not required.

3.1.2. The contractor shall measure each bus individually to ensure wrap graphic fits the size of each bus.

3.1.3. The contractor will print full wrappings for each of the minibuses. The wrappings must encompass the entirety of the bus as done on the previous installations.

3.1.4. The contractor will either install the wrapping on the buses themselves or sub-contract to a wrapping vendor after coordinating with MBW. If wrapping is to be installed by a sub-contractor, the contractor will be responsible for all logistics to ship the printed wrappings to the sub-contractor.

3.1.5. All wrappings need to be installed on all minibuses no later than 30 days after date of contract.

4.11. Specifications: Each minibus is custom made therefore their dimensions must be measured by the contractor and wrapping must be sized to fit entirety of bus.

4.13:

1.That the contractor measures each bus individual to ensure wrapping fits bus dimensions.

2. Wrapping for each bus must encompass entirety of bus. The wrapping should continue up to the roof, there should be no visible unwrapped portions, or contrasting areas (wrapped vs unwrapped).

3. Contractors will not be provided workspace or equipment, they must have their own work bays with power, light, and water. They will not be permitted to wrap at MBW or JBAB Motor Pool.

4. The wrapping facility must be in the local area 100 miles.
