About this file

This document is a Questions and Answers (Q&A) Amendment for a Fine Art Photography project at the National Museum of the Marine Corps (NMMC). The solicitation (M0026425Q0220-0001) involves digitizing approximately 275+ art pieces, primarily sketchbooks ranging from 8"x10" to 11"x14", with a six-month project timeline. Key deliverables include digital image captures at 300 dpi with the ability to print up to 40" x 60", five random canvas prints (36 x 30 inches), and matte proof prints with a minimum 2" white/cream border.

The project will be executed as a Firm-Fixed Price contract, with the contractor responsible for all travel and associated expenses. Photography sessions will occur on the museum's second floor, with an NMMC representative present at all times. The contractor will not have pre-award site visits or on-site equipment storage. The award basis is price-driven per FAR 13.106-1(a)(2), and while no specific budget is published, a previous similar five-year effort was awarded to RUDINEC & ASSOCIATES for $125,000 in June 2020. The project involves digitizing drawings, paintings, and illustrated diaries, with no sculptures or transparencies included in this effort.

Q&A RESPONSES

Questions and Answers for Fine Arts Photography

1. It is understood the vendor will have approximately six months to complete the project. One factor that will significantly affect the time needed for capture sessions and equipment is the actual size of the pieces of art.

Do you possibly have a list of sizes for the art to be photographed? We will require different setups for the lighting and background depending on size and dimension. Even a range from smallest to largest and approximate size groups would be helpful.

The TPOC doesn’t have the ability to give sizes for all 275+ works at this time, but the majority are in sketchbooks, which mostly range in size from: 8”x10”-11”x14” with few that are somewhat smaller

2. Do you have dimensions of the space available to perform the digitization? Depending on the answer to question #1, I need to assess how the art will be positioned for each session, either vertical or horizontal and the type of lighting we will need to ensure even coverage.

The TPOC doesn’t have the exact dimensions of the space, however NMMC has had no issues with photographing small to large works of art in the space planned for this effort.

3. Will a representative from the Museum be available during sessions to handle the art or do you prefer the vendor to access the art and return it to its proper location?

An NMMC representative will be present at all times.

4. Do you have a limit to the amount of capture sessions available? My initial plan is for 2 sessions per month and more or less depending on the amount of pieces captured in the first few sessions.

There is no limit, however NMMC prefers to keep sessions to a one-day time frame with two being the max.

5. Is the available space convenient on the first floor or an elevator so equipment can be brought in on a cart?

The space where photography will take place is on the second floor and there is an elevator.

6. Will the vendor have access to lights in the available space so we can turn lights off during capture sessions? YES.

7. Finally, the list does not seem to include any sculptures or transparency originals. These kinds of originals require different equipment to capture. Do you anticipate having any sculptures or film transparencies that will need digitization? NO

8. In the Background description page, listed items are Artwork, Transparencies, and Sculptures. In the list of items on pages 9-14, listed items are Drawings, Paintings and Illustrated Dairies. No Sculptures or Transparencies will be reproduced at this time. Is this correct? YES

9. Page 5, #2 Scope: (5) Prints 36 x 30 inches on Canvas. Is this 5 random images selected by the Marine Corp or 5 prints of each piece of the flat artwork?

Random, the TPOC will provide tiff files for the vendor to make the prints on canvas.

10. The canvas prints are not to be stretched on bars but have a border. What size are the bars, this will determine the size of the border and is there a color printed on the border, mirror image or leave the edges unprinted showing the original canvas color?

Normal stretcher bars, do not have the exact size, but not large due to the size of the print. The print should have a white/cream border.

11. Can the downloads of the final files come from in house corporate servers versus Drop Box? NO

12. Section 3.1.3 states: "all digital images will be captured at 300dpi for output at 60” along the long dimension". For files that large is interpolation allowed? Example, a print 60 x 40 @ 300 dpi the digital file would be 2.21 gigs. Not certain but do not think there is a camera that produces a RAW file where the default final processed file is 1.21gigs. However, in the first bullet point of 3.1.3 states delivered files will be 20 inches @300 dpi. A default 20 inch file @ 300 dpi is doable without interpolation.

NMMC needs the tif file to be able to be printed to 40” x 60” image.

13. Since this project runs for 6 months are Deposits possible? Not for the work but to pay for labor, hotels, and travel expenses? Please refer to PWS 4.9.

Travel: The Government intends to award a Firm-Fixed Price (FFP) contract type. The Contractor is responsible for all travel/per diem related expenses required to perform this contract. Any anticipated travel costs in the performance of this contract shall be included as part of the quoted rate(s). Any travel matters associated with the performance of this contract are the sole responsibility of the Contractor. The Government shall not have any financial responsibility other than paying for the FFP on each line item.

14. In Section 3.1.5, no stretching is required for the canvas prints, but no specification is provided for the border. What is your minimum for this border? Minimum of 2”.

15. For the proof prints and enlargement prints, is there a desired surface finish (metallic, matte, luster, pearl, glossy, etc.)? Matte

16. In Section 4.4, may the Contractor vary from the aspect ratio these requirements to better match the aspect ratio of the artworks? Or must the external file/print be a 4x5” but the actual image may be smaller? We prefer a 4 x 5 print, but the print could be smaller.

17. Is NMMC requiring a minimum FADGI rating for the digital files or is a well color-managed workflow that meets the requirements of Section 3.1.3 sufficient? NO – NMMC is not requiring a minimum FADGI rating.

18. In the deliverable digital files, does NMMC want a color target included in the shot? If so, are such images a separate deliverable? The digital file should be able to be printed to color match the original.

19. What is the weight range and the dimension range of the collection for this solicitation? These are mainly drawings and sketches. The sketchbooks mostly range in size from: 8”x10”-11”x14” with few that are somewhat smaller.

20. Will the Contractor be able to have a pre-award site visit to MSF/NMMC to determine which areas are available for this effort? Due to end of fiscal year limitations, we are unable to offer a pre-award site visit.

21. Where practicable, will NMMC staff clean glass, glazing, and/or frames in preparation for photography? Where appropriate the NMMC will have the glass/glazing cleaned and the frame dusted.

22. Does NMMC want the frames included in the images or just the artwork itself? NO, not unless specifically requested.

23. What hazards exist at MSF/NMMC sites and on the artworks themselves? (i.e. arsenic, radiation, heavy metals, lead, etc.) While NMMC staff would be handling the collection, those hazards, if any, could contaminate work areas. There are no known hazards.

24. May the contractor store contractor-provided equipment on-site for the duration of the project? Does MSF/NMMC have the facilities for this secure storage? (i.e. locked room) NO.

25. What is your budget for this solicitation and do you have a similar project or award for reference that we may review? There is no published budget for this solicitation. There is a previous similar award for a five-year effort:

M0026420P0085 Award Date: 06/03/2020 Awardee: RUDINEC & ASSOCIATES Award Value: $125,000.00

26. Is this an LPTA or “Best Value” solicitation? Please see FAR 52.212-2 & FAR 52.212-2 ADDENDUM in our solicitation. The basis for award is PRICE per FAR 13.106-1(a)(2).
