RFQ# M00264-25-Q-0066 Power Washing Services Questions from vendors

1. Do you know the total surface area of the building walls to be power washed? If not, will there be a site visit to assess the surface area size of the building? 162x138x17.5 are the average dimensions used to calculate the square footage for power washing. The calculated square footage for bidding purposes is 16,500 SF.

2. I have only been able to find a couple subpar pictures of Daly Hall on the internet, with one being a drawn post card. Through utilizing google earth I estimate the building to be a two-story brick facade building around 30,000 square feet in size.( I am then further assuming, based on a lower floor perimeter footprint of 150 x 100 and a 30 ft total wall height, that the outside perimeter walls to be power washed are 15,000 square feet.) 162x138x17.5 are the average dimensions used to calculate the square footage for power washing. The calculated square footage for bidding purposes is 16,500 SF.

3. Additionally, and this is just due to prior work with the USMC on JBMHH, will we have access to outdoor water and electric to complete the power washing, or do we need to bring our own? Yes

4. Also, should we plan to have our own latrines/port-o-john delivered onsite, or will the work team be able to utilize the building facilities onsite? If we need to bring our own, can you visually designate an approved location for said latrine/port-o-john? You may utilize the heads in Daly Hall

5. Finally, we have no problem working this project on weekends, but I just want to confirm that it may be completed over a series of weekend if required so long is that is conveyed and approved by the government. Yes, weekends (AM) are fine.

6. What is the square-footage of the building? 162x138x17.5 are the average dimensions used to calculate the square footage for power washing. The calculated square footage for bidding purposes is 16,500 SF.

7. Can ex-convicts with a records get on the base with military escort if they are part of the work crew? All personnel entering Marine Coprs Base Quantico will need to be vetted by the Visitor Control Office.

8. Is water available on site to refill tanks or does the contractor need to provide? Yes, tap/ hose bib outlets.

9. Are drone washers allowed for this opportunity? NO

10. Will any photos be added to the solicitation? A site visit can be arranged regarding this.

11. Will there be a site visit? (to assess what type of cleaning agents are needed and for presence of rust, organic growth, oils etc.). Yes.

12. Hot-water wash or Cold-water wash? Cold-water.

13. What is the process if paint damage occurs? Are there specific repair materials or approved vendors we need to use? Repaint with like color.

14. Are there any existing damages on the building that we should document before starting work? Yes, we can document these together.

15. Are there any height restrictions or limitations on using lifts near the building? Yes, we will clarify with out NAVFAC FEAD Office on the exact height limits.

16. Are there any architectural details or delicate areas that require special care?

Yes, stone work on building should be washed with care, appropriate to the age.

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
