“Copies of Past

To protect the compromise of sensitive pricing data that can derived from the CLIN pricing, can the “prices per

Past
Performance
Will the government accept past performance from non-government customers if offer can demonstrate relevancy? Such as providing educational certification in Wargame
Design or related discipline?
If yes, are there Government criteria in what constitutes a relevant field?
Yes, the Government will accept past performance from non-government customers as long as it is a service delivered by the company under a contractual agreement and a point of contact is provided from the receiving entity to confirm quality of performance. Educational certification is a matter related to a specific individual and will not be considered as company experience under the past performance volume. Relevancy is determined based on the similar tasks the past performance reference has as it relates to the solicitation requirement.

Many tasks and associated responsibilities are open ended, and are frequently accompanied by language such as, "may require up to one month to complete" and/or "up to two weeks to complete" or "1-5 days in duration". Can the MCU confirm that employment durations for these special advisors and part-time personnel will be defined at the onset of task delivery so that the contractor as well as the part-time resources can plan accordingly without having to wonder exactly when their employment is going to end? Since the pricing for the majority of these labor categories are by the "month"or by the "day", we suggest that durations of assignments be defined in advance as an integer (e.g., 1, 2, 3, etc.) number of months and by increments/multiples of 10 days, respectively.
Each task order will define which task are applicable, to include the length (duration) of services. All deliverables within each task defined at the task order will be based on the
Government's established length of support per (e.g., number of months or days of support needed). For unit pricing determination, the basis for service length has been provided in the pricing template for each task of the PWS. At the task order, the
Government will state the exact number of months or days of support included in the scope of the task order. Duration of assignment per task order will be set by the
Government at the task order level, which will consider the length (duration) of services.

There is no contradiction. The proposed unit prices reflect the proposed technical solution.
The proposed unit prices are based on the approach considered in the Staffing Matrix for each of the tasks included in the PWS.
For task orders, the contractor is required to determine the task order prices based un the unit prices considered.

The RFP references several instances where a wargaming library of tabletop and on-line games must be maintained, updated, and/or utilized to benefit of MCU. Can you please provide an inventory of existing tabletop and on-line wargames currently held by the MCU Library?

There are hypothetical scenarios currently in use in some schools. There are a mix of real-world and fictional forces.

Section
5.3.1.5
Sourcing of
Wargaming
Will the government reconsider the requirement to provide a source and obtain wargaming tools required to meet this requirement?
We believe that the current requirement is unfair and should not be evaluated at this time due to its potential to create an unfair advantage for businesses that possess capabilities not universally accessible.
Specifically, the stipulation regarding the procurement of wargaming tools places undue burden on small businesses that may not have the resources to acquire such specialized software. This requirement could inadvertently favor larger enterprises with greater financial means, thus skewing the evaluation process. Therefore, I propose that this requirement be reconsidered to ensure a level playing field for all participants in the procurement process.
The RFP is being solicited as a set aside to
Service Disable Veteran Owned Businesses.
All wargame tools and software that this requirement entails under Task 3 of the PWS are commercially available. The Government is seeking a contractor that possesses the capability of obtaining (sourcing) these wargaming products. It will be up to the prime contractor to identify the supplier and obtain the products to meet the requirement.
Requirement will be defined, and prices negotiated at the task order level.

Will the government reconsider the evaluation of wargaming tools?
The evaluation of sourcing wargaming tools should not proceed as currently outlined due to a lack of legitimacy in the proven software or tools presented by an offeror. The evaluation criteria regarding the effectiveness and applicability of methods, assumptions, and processes considered for sourcing these tools does not sufficiently address the issue of ensuring the legitimacy and quality of the software or tools being proposed.
If the government requires specific software or tools, a separate acquisition process should be undertaken to ensure that only validated and proven solutions are considered. Alternatively, the government could provide a clear list of the software and tools they expect the offerors to provide, thereby eliminating ambiguity and ensuring fairness in the evaluation process.
Furthermore, the inclusion of wargaming software licenses from both US and foreign companies, while considering regulatory limitations for some suppliers, adds another layer of complexity and potential inconsistency to the evaluation process.
Therefore, we recommend the government revisiting the evaluation criteria to ensure that only legitimate
This requirement element is for contractor to be able to source and provide a given wargame tool to satisfy MCU's wargaming training and education needs. The determination of legitimacy and quality of a given tool is done by the Government. At the task order level, the Government will provide the specific wargaming tool needed, including quantity.
The Contractor is responsible for obtaining these tools from available source(s). If there are any regulatory limitations identified for acquiring a given tool, the contractor shall provide the concern to the Government at the task order level for further consideration.

DD-254
We recognize that as per 32
CFR part 117 (formerly the
National Industrial Security
Program Operating Manual, or NISPOM), Section II, NISP Implementation, there is a requirement that assigns responsibility to the
Government Contracting
Activity (GCA) for verifying a bidders FCL with the Cognizant Security
Agency (CSA), establishing security requirements, and issuing a complete and signed DD-254 upon a contracts’ award.
We are cognizant of this requirement; however, the
“draft example” provided by the contracting office is from an outdated DD-254 and while it provides some insight into what may be expected of the contractor going forward, our FSO has no capacity to validate the current or future conditions of an ongoing procurement nor is he able to validate them at this time. Given the status of the DD-254 as draft, our FSO is unable to validate any of the admin data (i.e., addresses or SMO codes) and has identified incorrect information
A revised DD-254 has been incorporated in the amendment containing all current information.

Questions Government Responses present in what was provided. For example, the
Joint Personnel
Adjudication System (JPAS) was officially sunset in
March of 2021, and was replaced by Defense
Information System for
Security (DISS). Also, the
National Industrial Security
Program Operating Manual
(NISPOM) has been codified under the previously referenced 32
CFR Part 117. This is now a legally binding rule with additions since taking effect in February 2021 and it could affect any previous guidance listed on an old
DD-254, which we are not in a capacity to validate at this time.
We respectfully request that the contracting office clarify its request that the bidder complete and submit a DD-
254 as part of the bidding process when it is contrary to Federal Regulations and, if so, provide updated information congruent with current and prevailing guidance. We recommend as an alternative that the government consider an alternative.
