(Prospective Offerors are forewarned that a proposal meeting solicitation requirements with the lowest evaluated price may not be selected for award if a higher rated evaluated price proposal is determined to be most advantageous to the Government. The Government intends to evaluate proposals and award a contract without discussions with Offerors. However, the Government reserves the right to conduct discussions in the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise exceed the number at which efficient competition can be conducted, the Contracting Officer may limit the number of proposals rated the highest)
Award Basis: The contract will be awarded to the technically acceptable offeror with the highest total points when considering the evaluation criteria outlined above. The Government will consider technical capability, past performance, and price to determine the best value for the Government.
Offerors are encouraged to ensure their proposal comprehensively addresses each area of the evaluation criteria.
They must also ensure that their price proposal is consistent with the technical proposal, particularly concerning the scope and depth of training services offered.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
