M0026424Q0140 Q&A

Solicitation Section Comment/Question Government Response

2.1.4 IT Requirements The solicitation states “will require the contractor to achieve FedRAMP Authorization at the moderate baseline for their cloud service offering and obtain a DOD Provisional

Authorization at Information Impact Level 4”:

FedRAMP Moderate aligns with IL2 and

FedRAMP High aligns with IL4. Will the IL4 be CUI-specific tailored down to FedRAMP Moderate baseline?

The vendor shall be in compliance with Cloud Service

Provider Security Requirements Guide (SRG), V1R1 14

June 2024, Section 3.7.5 DoD Use of FedRAMP Security

Controls. As CUI/PII data will be collected and stored by the Cloud Service Offering (CSO), CUI/PII-specific security controls would be required in addition to the FedRAMP

Moderate Baseline.

2.1.4 IT Requirements What are the additional requirements above IL2 that requires IL4?

Please see below

2.1.4 IT Requirements What data is required to be collected and stored in the system that is above IL2?

The data collected and stored includes CUI/PII (name, birthdate, email, phone number, address, emergency contact, vehicle information, license plate) which requires IL4 per Cloud Service Provider SRG, V1R1 14

June 2024.

2.1.5 Data Migration How will the data to be migrated be provided and in what format?

Data will be provided in multiple Microsoft Excel spreadsheets.

2.2.2 Technical

Approach

Would the Government consider allowing proposals from small businesses that meet all technical, security, and the 10-day deployment timeline requirements, even without prior deployments on U.S. Military installations, if they can fully mitigate risks?

All quotes received will be evaluated, however a quote that is received that does not conform to all matters with respect to the solicitation as it stands will not be considered technically acceptable. This information is however noted for potential implimentation on future requirements.
