52.212-1 ADDENDUM TO INSTRUCTIONS TO QUOTERS – COMMERCIAL ITEMS

1. Instructions, Conditions and Notices to Quoters

1.1 The Government intends to award a Firm-Fixed Price (FFP) Purchase Order for Sikes Act Permit Sales & Dispersed Recreation for Access Management Services. This order shall include (1) CLIN for the development and deployment of Sikes Act Permit Sales & Dispersed Recreation Access Managmeent Services (SAPDRAMS) web portal in accordance with the PWS and (4) one-year options for services perfomed with this web portal in accordance with FAR 52.217-9. Each Quoter shall submit a quote that clearly and concisely describes and defines the Quoter's response to the requirements of this solicitation. Use of general or vague statements such as "standard procedures will be used" will not satisfy this requirement. Unnecessary elaboration or presentations beyond that sufficient to present a complete and effective quote are not desired and may be construed as an indication of the Quoter's lack of understanding. Elaborate artwork and expensive visual or other presentation aids are neither necessary nor desired.

1.2. Quoters must submit a quote and other information in strict accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined as unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer or a designee upon receipt to ensure compliance with the instructions contained in the Request for Quotes (RFQ). Elimination of a Quoter is at the sole discretion of the Contracting Officer.

1.3 The contract award shall be made in accordance with the following information contained in FAR 52.212-1 ADDENDUM and FAR 52.212-2 ADDENDUM. Each Quoter must submit a quote including information pertaining to Technical Capabilities, Past Performance and Price. The Government will evaluate each Quoter's understanding of the contract and Performance Work Statement requirements, and each Quoter's ability to perform the work on the basis of its quote.

1.4 QUESTIONS: Quoters may submit questions requesting clarification of solicitation requirements. All questions must be received by: 10:00 AM EST, 4 September 2024. All questions shall be submitted via email to 4the Contracting Officer and Contract Specialist. Questions shall be submitted electronically to Ms. Teri Bischof, Contract Specialist at teri.bischof@usmc.mil and Captain Bradley Hoover, Contracting Officer at bradley.hoover@usmc.mil.

Note: Due to the firewall at Quantico, please be advised that it is the Quoter’s responsibility to ensure all electronic submittals of questions are received by the Contracting Officer in the timeframe given above.

1.5 The Government reserves the right to incorporate all or part of the successful quote’s content into any contract awarded pursuant to this solicitation. In the event of any conflict between the successful quote, which is incorporated into the contract awarded pursuant to this solicitation, and any other portion of the contract, the conflict shall be resolved in favor of the contractual terms that were provided in the Government's solicitation. Moreover, in the event that the successful quote exceeds any solicitation requirement it will become the minimum or threshold contract requirement.

1.6 The RFQ is solicited on an “all or none” basis. Failure to submit a quote for all requirements of the PWS shall be cause for rejection of the quote. Non-compliance with any of the provisions herein may lead the Government to determine that a quote is non-compliant and may result in removal from the evaluation.

2. Instructions for Submission of Quotes

Quoters shall submit one electronic version of the entire quote to Ms. Teri Bischof, Contract Specialist at teri.bischof@usmc.mil and Captain Bradley Hoover, Contracting Officer at bradley.hoover@usmc.mil, by no later than the closing date and time of the solicitation listed in block 8 of the 1449. The files shall be in a format that is compatible with and capable of being opened in Microsoft Office Suite 2016 or Adobe Acrobat. Pricing information shall be provided in Microsoft Word and Excel format. All spreadsheets shall be in Microsoft Excel format such that each mathematical equation is obvious. No fields shall be password protected. If files are compressed, the necessary decompression program must be included. All documents requiring signature shall be provided in PDF. All quoters must acknowledge amendment 0001 within their quote. In order to maximize efficiency and minimize the effort involved in the quote evaluation process, all quoters shall comply with the following instructions for quote format and content. Quotes that do not comply with these instructions may be considered non-responsive and render the quoter ineligible for award.

2.1. Quote Content

Each quote shall contain the following volumes/sections:

Pricing information shall only be included in Volume II.

2.2 Volume I - Technical Approach

2.2.1 The Quoter's technical capability submission shall include all relevant supporting information required or specified in the Solicitation. This Volume shall be limited to ten (10) pages, single sided, not including exhibits and attachments. Quoters shall submit the following information:

2.2.2 The Quoter shall provide a detailed description of the contractor’s technical approach set forth under the Performance Work Statement (PWS). The quote should demonstrate an understanding of and ability to meet all of the requirements covered in the PWS and how they plan to obtain and achieve the standards and quality levels identified in the Performance Requirement Summary (PRS). Given the compressed time schedule, complexity of operating on U.S. military installations, and the Governments limited staff available for the review of developed products, the Government will only evaluate proposals that have an existing service that meets the specifications of the PWS and is currently deployed on a U.S. military installation.

2.3 Volume I – Past Performance

The Quoter’s past performance volume shall not exceed 10-pages, the quote should address the quality of a Quoter’s recent (performed within three (3) years of the RFQ issued date) and relevant (similar in size and scope) past performance. For those efforts currently being performed, the quoter must have performed for at least six (6) months from the date of issuance of this RFQ. Quoters that have no record of past performance (i.e. new businesses) are encouraged not to apply. The Quoter should provide no more than three (3) references demonstrating relevant past performance to demonstrate the quality of performing the same or similar services within the last three (3) years.

Include the following fields:

Customer;

Contract/Task Order Number;

Program name;

Period of Performance;

Contract type;

Total contract value;

Names/Telephone numbers/e-mail for the Procuring Contracting Officer, Contracting Officer’s

Representative, Government Project Manager, or other Point of Contact with technical knowledge of the past performance.

Past Performance Record Identification: Each past performance record shall include the contract number (If it is a prime, just include the contract number. If the quoter was a subcontractor, the subcontract number and the prime contract number shall be provided). If a contract number is not provided or if the contractor references a solicitation number, the Government will not consider the information as part of the evaluation. Using a solicitation number as a contract reference is invalid and will not be considered.

The Government may also use other information such as Contractor Performance Assessment Reporting System (CPARS), and the Federal Awardee Performance and Integrity Information System (FAPIIS) data available from Government sources to evaluate a Quoter’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Quoter.

2.4 Volume II – Price

2.4.1 General Information: The Quoter’s price quote shall include a Formal Quote Letter containing quoted price.

Price information shall NOT appear anywhere in the Technical Volume and be no more than two (2) decimal points.

PERFORMANCE WORK STATEMENT

1. OBJECTIVE

The objective of this Performance Work Statement (PWS) is to maintain efficiency regarding the capabilities of the Natural Resources and Environmental Affairs Branch (NREAB) Game Check Station operations at Marine Corps Base, Quantico (MCBQ), Virginia, by facilitating the issuance and management of Sikes Act (16 U.S.C. 670 et seq.)

permits issued to individuals for access to MCBQ for the purpose of hunting, fishing, trapping, firewood, and other authorized dispersed outdoor activities. The Sikes Act requires military installations to allow access for hunting, fishing, trapping and other compatible activities to the maximum extent practicable. Executive Order 13443 – Facilitation of Hunting Heritage and Wildlife Conservation provides basic direction for access to public land for hunting.

1.1 Scope

Major capabilities that need to be made available for automated Sikes Act Permit Sales & Dispersed Recreation Access Management Services (SAPDRAMS) include customized web-based content management service (CMS);

online permit sales; online check-in/out; integration of payment acceptance service for permits; an integrated daily access pass reservation service; online help documentation and training videos; training on all services; and ongoing support for the newly integrated capabilities.

1.2 Existing Service

The Government requires an existing service that meets the specifications of the performance work statement.

2. TASKS

2.1 TASK 1: DEVELOPMENT OF SAPDRAMS

2.1.1 Core Features

2.1.1.1 Website Development. MCBQ administrators, to include natural resources managers, conservation law enforcement officers, or other designated staff require the ability to build and maintain their own web site content.

Training and assistance to the MCBQ staff with initial site construction as well as online tutorial videos are required.

Authorized staff must be able to update notices or add weather statements, cancellations, trail closures, etc.

Designated MCBQ staff requires the ability to upload directives, maps, reports, photographs, or other text/graphics concerning the recreational activities.

2.1.1.2 Content Management Service (CMS). The Contractor must build a CMS within their web-based service that allows MCBQ staff to control all variables within the SAPDRAMS. This is the online interface where MCBQ staff view and control all services to which they have subscribed. For example, web site builder, staff permissions, view and edit customer accounts, configure permits, create and control areas, manage activities and edit game harvest, create and view reports, send notifications by email and text, view area check-ins, occupancies, etc.

The CMS will allow for staff to create and schedule (date controlled) any number of activities and recreation areas so that approved account holders can easily check-in/out of MCBQ for offered activities using the contractor’s website. Each area will have the ability to specify quota(s) of daily passes for check-in. These quotas may be changed by staff when necessary.

2.1.1.3 Hosting. The contractor provides all hosting, security, maintenance, and backups on a FedRAMP authorized platform. This will also encompass pro-active maintenance and service, including service packs, hotfixes, and patches to the hosted services to ensure recreationist can access the SAPDRAMS with common browsers.

2.1.1.4 Customer Interface. Customers will access the Contractor’s website via internet service to create a user account. The customer shall have the capability to check-in/out of MCBQ dispersed recreation areas after NREA has validated the user meets access requirements. The customer shall have access to view training videos, complete knowledge tests, submit harvest data, participate in customer opinion surveys, and view informational notices, photographs, graphics and reports posted by NREA.

2.1.1.5 Permit Creation and Sales. The CMS will allow for permit issuance and sales online through the website and in-person at the MCBQ Game Checking Station. Staff will be able to create any variation of permits, for example, seasonal permits, senior permits, annual, trip, junior, no-cost permits, etc. The CMS will list the permits and the cost. The customer will be able to select one or more permits during a session and will be able to procure them using credit/debit card when a cost is applicable. The CMS will use the free Pay.Gov to process online sale transactions. Revenue will be deposited into the applicable DoD/MCBQ accounts at Defense Finance and Accounting Service (DFAS). There will be multiple sales categories that must remain distinct. MCBQ will have some permits sales that are deposited directly into Sikes Act fee account (fish and wildlife conservation fund), while other sales (wood cutting) get deposited into a forestry account. The CMS will maintain a register of all sales, orders & transaction reporting (exportable) for reconciliation in real time. The CMS will provide printable permits and receipts for customers. Digital copies will be available to users with mobile devices when out in the field.

Customers also have access to their accounts to view old permits and registration information.

2.1.1.6 Vetting Approval. When a customer registers with the CMS, he/she cannot purchase permits, check-in/out of recreation areas until program staff vet the user and approves his/her account. This can require revalidation at specified time periods; the Contractor must automatically send reminders to the customer when the customer is due for a new validation.

2.1.1.7 Background Check/Debarment. At the time of application for a customer account, persons must present acceptable government issued Identification (ID) to MCBQ staff prior to issuance of select permits. Major violations of lawful regulations aboard MCBQ may also result in debarment. The CMS will provide a report of any personnel in debarment status. Debarment status can be removed by MCBQ conservation law enforcement when the reasons for debarment have been adjudicated per MCBQ directive.

2.1.1.8 Apply Holds. Staff can put any customer on hold which will prevent them from account access, purchasing permits, or checking into dispersed recreation activities. Holds will disable customers’ accounts and may be temporary or permanent, depending on severity of the issue or completion of a restrictive period. A recreationist may be prohibited from participating in MCBQ dispersed recreation for a variety of reasons, to include, but not limited to violation of Virginia, federal or MCBQ regulations; expiration of Virginia or MCBQ licenses/permits;

failure to abide by safety standards; and failure to obtain a passing score on any required safety exams. Staff will have to the ability to search current and past holds and run reports on number and type of holds issued to individual accounts and across the installation based on a specified date range.

2.1.1.9 Accounts. Authorized staff can search and view a user’s contact information, holds, validations, user notes, active permits, reservations, accepted acknowledgements, and lifetime activity history.

2.1.1.10 Email Notification. The CMS will automatically send email account notification concerning permit expiration/renewal notices.

2.1.1.11 Administrative Roles or Groups. The lead administrator for MCBQ can assign roles to staff members to control which staff members have access to which pages in the CMS and what that group of users can do to that page (edit, read only, etc.).

2.1.1.12 Customer Account Access. Customers can log into their account to edit account information, reprint permits, attain new permits, view receipts, and see their own activity and harvest history. Customers will provide Personal Identifiable Information (PII) including full name, address and telephone contact numbers when they submit their application.

2.1.1.13 Training. Training can be conducted remotely via online video conferencing tool.

2.1.1.14 Documentation and Tutorials. Each page in the CMS will have help documentation specific to the page you are on.

2.1.1.15 Safety Brief. MCBQ will have the ability to create safety brief(s) to ensure users are aware of how to utilize the system properly and participate in the authorized activity according to all required security and safety measures. Staff will have ability to create quizzes linked to briefs to verify that they understood the information contained in brief. If the user passes the quiz, he/she will be granted access to purchase/issue any permits that require that safety briefing and their account will be unlocked and available for activity check-in.

2.1.1.16 Surveys. CMS will include an online survey builder where staff can create a survey and have customers complete the survey and view results at any given time. Results are real-time and can be viewed via the CMS or exported.

2.1.2 Check-in/out Service

2.1.2.1 Daily Access Pass Service. The contractor will build, test and integrate a service for daily access pass issuance. The contractor will supply MCBQ with demonstrations of the interface for testing and validation. The service must provide staggered reservation start times for a minimum of four user groups, e.g., from priority 1 (one) through priority 4 (four). Different user groups can be granted different levels of activity and area access. NREA must be able to designate the user group of each registered permittee and be able to designate the reservation system entry time for each user group. On the day prior to scheduled activities (early reservation period), members of user groups will be able to reserve daily passes at the time designated for their user group. On actual activity days, all users will have equal access to reservation of unissued passes. Reservations of daily access passes will be done online.

2.1.2.2 Area and Activity Creation and Management. Staff can create as many hunting, fishing, biking trails, or other dispersed recreation areas as the MCBQ program requires. Staff can establish maximum occupancy quotas on areas and disseminate current occupancy numbers real-time via public website. Staff can open/close areas and schedule activities by day, season date ranges and/or business hour ranges (morning and/or afternoon). Staff can restrict specific areas to a select activity (e.g., archery hunting only), to a specific user group, those with handicap verification, age (youth hunt), etc. If an area gets closed and users are already checked-in to that area, an automatic area closure alert/notification will be sent via email/text to those individuals requiring that they immediately depart the area and check-out once cleared from that area.

2.1.2.3 Area Scheduler & Web Display. This feature is used to display area status (open/closed) and occupancies to users via website. Staff can customize display to show hunting, fishing, and firewood cutting areas, nature and mountain bike trails, and any other dispersed recreation areas that require check-in/out.

2.1.2.4 Web Reservation Service. Users can reserve an area or activity the day before and can be limited to certain days of the week and times of day. Limitations can be placed on reservations, which can be based on area/activity occupancy maximum and/or user groups (% of passes). If the user fails to check-in by the designated time for that area/activity, they will lose their reservation and it will automatically become available to others. Expiration times for reservations can be set by activity type and can be modified by staff.

2.1.2.5 Web Map. Display map information staff wants to share with the users. They can select their area(s) through the use of a color-coded, interactive map, which can be used to display open/close status, current/max occupancies, acreage, descriptions, dates, etc. This can be used for general public, check-in only or for administrative staff to schedule area openings or closings.

2.1.2.6 Activity Data. Authorized MCBQ personnel will have access to activity database that contains record of all customer visit transactions.

2.1.2.7 Harvest Data. Staff can create and edit harvest forms for users to complete. Hunters, trappers, and anglers must complete custom harvest data collection forms during checkout.

2.1.2.8 Reports. All reports are exportable to MS Excel. Types of reports available in CMS include license sales, holds and violations, game harvest, fish creel report, activity & area use, demographics, time spent, etc.. All reports can have filters applied such a date, area, customer type or other.

2.1.2.9 Acknowledgements. Acknowledgements are used to display necessary information to the user at designated places during registration and check-in/out, where the user must ‘Agree’ to the terms before he/she can continue. All accepted acknowledgements by a user are permanently stored in their account information.

2.1.2.10 Query User Database. Staff can query real-time all users that are currently checked-in using website.

Staff can retrieve check-in details and other information, such as vehicles page, where searches can be done on make, model, color, type, plate, year, state and whether the vehicle’s owner is checked-in. Conservation Law enforcement will be able to look up violations issued to users based on fields associated within user’s account.

2.1.2.11 BOLO. Be On the Look Out (BOLO) feature, where staff (e.g. Conservation Law Enforcement) can be notified (email/text message) when a specific user checks-in.

2.1.2.12 Assets (deer stands, duck blinds & trap-lines). Users can be issued deer stands, duck blinds or trap-lines, which can be designated for a specified amount of time (day, week, or season). Owner of the issued stand, blind or trap-line can share ownership with others if MCBQ rules allow. A user can check directly into a stand and blind, as opposed to an area if applicable.

2.1.2.13 Text Messaging Service. The CMS will provide automated check-out text reminders to users who fail to check-out by a certain time. It will allow staff to send texts to those in a specific area or everyone who is currently checked-in if needed due to severe storm warning, change in Base operating code and other messages as required.

The CMS provide reminders for permit and base access renewal requirements, permit expiration date, or other items as needed.

2.1.2.14 Violations History. System will record general violation types, such as, failed check outs, warnings, tickets, and holds issued per user. This information will be searchable and can be developed in reports across the system (e.g. number of warnings issued in a year).

2.1.3 Deployment of SAPDRAMS

As distinct components of SAPDRAMS are built, they will be provided to the MCBQ COR for testing and approval.

The contractor will resolve any issues identified by COR and resubmit it for final approval. Once components of SAPDRAMS are approved, the contractor will begin providing services. Initial deployment will include onsite training of MCBQ staff responsible for utilizing the SAPDRAMS.

2.1.4 IT Requirements

The contractor shall provide the Government with proof of its hosting environment’s active FedRAMP accreditation in their proposal. In accordance with DFARS 252.204-7012 and the Cloud Service Provider Security Requirements Guide (SRG), V1R1, the Government will require the contractor to achieve FedRAMP Authorization at the moderate baseline for their cloud service offering and obtain a DOD Provisional Authorization at Information Impact Level 4. The contractor will provide the Government quarterly reports containing steps taken towards satisfying these requirements. Once the contractor’s service obtains FedRAMP Authorization and DOD Provisional Authorization, the contractor will provide MCBQ with all supporting documentation needed to obtain a United States Marine Corps (USMC) Authority to Operate (ATO).

2.1.5 Data Migration

The Contractor will completely migrate all data from the governments previous service to the new service. All reports, customer accounts, user data, harvest information, and license sales will seamlessly pull from 2019 to present. All user accounts with pervious service will be established by contractor for new service with minimal involvement of the user.

2.2 TASK 2: SUBSCRIPTION SERVICES

2.2.1 Support

The Contractor shall make arrangements to deliver, train, and setup the SAPDRMS. The contractor shall make available the following:

Within 10 calendar days of contract award partial service that must include the customized website and the ability for users to check in and out the day of their activity.

License sales services requiring Pay.gov set up will begin 10 calendar days following receipt of Pay.gov certificate from the Bureau of Fiscal Services.

All other features and capabilities will be delivered within 30 days of contract award except for license sales.

2.2.1 Remote Maintenance and Monitoring. The contractor will remotely maintain all services to ensure the continuing operation and functionality of the delivered solution as identified in the PWS. The contractor will pro-actively test availability and functionality of the on-site components of all services. This testing will be done through remote access. This support will consist of:

Performance monitoring and testing of the contractor-based service.

Evaluating logs for security and performance related issues.

Applying service patches and updates to network connectivity equipment.

Monitoring network connectivity and quality of service (QOS).

Performance monitoring of SAPDRAMS.

2.2.2 Help Desk and Remote Support. The contractor will provide 24 hours/7 days a week online issue tracking support and maintain Help Desk telephone support during Monday-Friday 0800-1500. The support will provide issue identification and resolution as well as coordination of warranty repair with vendors. All calls coming into the Help Desk will be logged and tracked until resolution. Logs will be accessible to MCBQ staff for the duration of contract.

3. PERIOD OF PERFORMANCE

The period of performance will include one 8-month base period and four 12-month option periods.

4. ANNUAL REVALIDATION DISCLAMER

The contractor’s adherence to all PWS standards and requirements will be re-evaluated prior to the potential execution of an option period. If the contractor is failing to show adherence to all requirements listed in this PWS, the Government reserves the right not to execute the option.

5. PERFORMANCE REQUIREMENT SUMMARY

The service requirements are summarized into performance objectives that relate directly to mission essential items.

This information will be used to determine compliance and acceptability of Offeror’s deliverable and execution of PWS requirements.
