The amendment extends the response due date from September 20th to September 22nd at 12:00 PM. It also includes answers to questions from potential offerors. The United States Marine Corps is seeking a contractor to provide wireless local area network services including access points, switches, and related equipment for Heywood Hall, Raider Hall, Mitchell Hall, and Cox Hall located on Marine Corps Base Quantico. The buildings are connected by existing fiber optic lines. The estimated access point counts per building are not confirmed due to varying construction materials. The contractor will own the installed equipment. The Marine Corps will be responsible for user on-boarding and tier 1 support while the contractor provides tier 2 support.

Mostly concrete, limited spaces have drywall, large conduit piping available

5 Supply shortage will affect delivery date due to pandemic.

Will that be a problem?

Government is aware of the current situation.

6 2.4 Volume I – Past

Performance

Quoters that have no record of past performance (i.e., new businesses) must submit a signed and dated past performance certification statement to that effect

Can you please elaborate this?

We are new into Federal

Contracting and do not have any past performance. We only have commercial experience.

Commercial (business to business) experience can be provided and will be taken into consideration as long as quality of service can be verified with the service recipient (customer).

When experience of any kind is not available or is not relevant to the contract scope, a neutral rating will be provided. A neutral past performance will not constitute a reason for determining the quoted solution as unacceptable. See

FAR 52.212-2 Addendum section 1.1.2 (page 51 of the solicitation).

12 CLIN 0001 Is the circuit cost to be included in the individual

Building CLIN?

All Costs per building shall be accounted for in the monthly price per CLIN.

13 2.1.1 Are we to provide separate circuit per building? If that is the requirement, a WLC will be required for each building to be STIG compliant.

No separation of the network, all buildings to be managed centrally.

14 2.1.1 Is there available existing fiber that we can use to interconnect the buildings and connect back to the existing circuit/DMARC? If yes, can we leverage that circuit and a single firewall at that location for all the buildings?

Yes fiber connections, but no access is available into that

DMARC building for TBS

Marines to properly manage devices and connections without additional requests for support from outside entities, prolonging the recovery time to incident response.

15 2.1.1 Can you confirm the AP count identified for each building provides sufficient coverage and download speeds to meet your requirements?

We are not able to confirm the AP count for each of the buildings due to building materials and distances.

16 2.1.1 Do you want a cloud based or on-premise wireless controller?

Download Speed

18 TAA Equipment is a difficult commodity due to ongoing global supply chain problems.

This is especially true for enterprise grade Wi-Fi 6 chipsets. This impacts all vendors of Wi-Fi Access

Points regardless of the manufacturer current status.

Leads times vary and can change from 2 weeks to 2 months without notice an impossible to predict. We have experienced such issues with all major vendors (Cisco, Aruba, Juniper and

CommScope). Is the 60-day window from time of award flexible enough to account for supply chain delays?

Yes

19 Is there a rating applied to this project so that equipment ordered takes priority in distribution chain?

No

20 Is there a known list of C-ISP vendors that have a Point of

All local vendors to VA.

Presence on the base near these buildings?

21 The services described in the

CLINS are laid out like Wi-Fi as a Service (WaaS). Will the government be purchasing the equipment, or will the provider maintain ownership of all equipment in a “lease like” arrangement with government incorporated in the monthly fee? An Example of such an arrangement would be the Cable Internet Modem, which owned by the Cable provider and included in the monthly internet subscription fee.

The provider will own the equipment and incorporate the monthly fee.

22 Understanding that on-boarding of users and devices will be managed by on-base personnel, will the awarded provider be managing the Wi-

Fi service or will any other part of this system be transferred to TBS personnel for operations?

Intent is that vendor personnel work closely with

TBS Marines for operations were Marines work as Tier 1 support and on-boarding of users and the vendor act as Tier 2 support.

23 Accurately forecasting install costs is contingent on the conditions of the environment in the locations. Are there existing cable management systems (trays, hooks, conduit between floors, etc.) that the provider may utilize?

Yes, conduit is installed throughout building.

24 Is the fiber boxes mentioned in the solicitation in the same room as the expected installation for the wall mount cabinets housing the switches supporting the APs?

Yes, fiber connections are located in communication closets.

25 Is there any existing fiber between floors that may be utilized, or must new fiber be pulled in all cases?

No fiber is located vertically throughout building, cable is cat5/6. Fiber connections are horizontal connections between buildings.

26 Are there any rooms that either have a AP placement restrictions or feature RF inhibiting characteristics such a faraday cage or metal that covers at least 50 percent of

No faraday cages located or restrictions to AP placement.

the floor to ceiling space on a wall?

27 Will there be an opportunity to survey the locations prior to submittal?

Due to the timing of the requirement, there will not time to set up a survey of the locations.
