PWS

Performance Work Statement

Commercial Wireless Internet Services

1.0 Background: The Basic School (TBS), requires commercial wireless internet in all buildings supporting student learning for students who do not have Marine Corps Enterprise Network (MCEN) access. This effort will accommodate modernized learning in addition of Government personnel/staff and instructors. All work shall be performed within The Basic School 24164 Belleau Ave, MCB Quantico VA 22134.

1.1 Objective: The procedure defined in this document governs any upgrading hardware and security standards to the current Commercial Internet Service Provider (C-ISP) located at MCB Quantico, Camp Barrett, The Basic

School. The purpose of this procurement, delivery and service of a Commercial Internet Service Provider is to continue the support of Wireless Internet for TBS Staff and Students. The Contractor shall provide wireless services, including equipment, equipment installation and configuration and firewall settings. The Wi-Fi capability needed is for a census of 3000 students and personnel.

1.2 Scope: The Contractor will provide all engineering, equipment, licenses, labor, materials, tools, and transportation to perform the work described herein this document. Currently only one building has commercial internet network installed, the vendor will have to provide similar network infrastructure for four additional buildings each supplying equal bandwidth connections. The installed Wireless Access Points (WAP) will be visibly located in common areas, classrooms, and where practical for ease of distribution for strong network connections.

Install will be conducted while existing network is still in use, running parallel prior to cut-over at the time where to be enabled. There will be no gap in service to existing service. Vendors will also supply TBS with a detailed

Network Topology diagram.

Per government requirements, the vendor must utilize a vulnerability scanning platform for the C-ISP on a bi-weekly basis. The equipment used by the contractor shall be compliant with the Defense Information Systems

Agency (DISA) equipment list and suitable for DISA’s Assured Compliance Assessment Solution (ACAS) vulnerability scanning, Nessus, or other preferred USMC/DOD solution. The Contractor shall maintain logs for security incidents and provide them when requested by proper DOD authority.

2.0 Service Requirements:

2.1 Equipment & Operability: The scope of this effort is for a contractor to provide Wi-Fi services to TBS.

Contractor shall furnish, install and configure all materials and equipment necessary to provide the desired service.

Contractor shall provide the equipment to the Government and ensure all maintenance, repairs, upgrades are conducted to ensure uninterrupted Wi-Fi services at each TBS location listed in this PWS. The Contractor shall use

CAT6 cabling to the networking switch in wall cabinets. Any wall penetrations for cabling will be permitted through

CMU block with fire stopped conduit w/sleeves. The Contractor shall provide a small switch cabinet to mount for access to AP’s for technical support.

The Contractor shall use equipment that is compliant with the DISA equipment requirements. Prior installation, the

Contractor shall provide the Government an equipment list for review and concurrency. Approved devices for government use can be found at the websites below:

Common Criteria http://www.commoncriteriaportal.org/products/

The Contractor shall install and configure all equipment for this services. The Contractor shall clean-up and dispose of all refuse materials and trash in accordance with this document and applicable federal, state, and local regulations, standards, codes and laws.

The Contractor shall complete equipment installation and configuration no later than 60 calendar days after contract award. Current ISP will not be turned off during installation by the new vendor until cut-over day has been cleared for use.

If there is a disruption of service, within 48 hours from Government’s notification of the issue, the Contractor shall troubleshoot equipment and restore services.

2.1.1 Wireless Internet (Wi-Fi) Network Requirements: The Contractor shall manage all phases of the project including vendor purchases, product delivery, parts inventory, receipt inspection, installation supervision, and quality assurance.

The Contractor shall provide C-ISP for each of the buildings included in this PWS. There is a fiber optic box in place at each building.

Each building is unique and will require a walkthrough by the vendors and installation team several days in advance.

The Contractor shall provide sufficient WAP, switches and Firewall for each of the buildings. A description of equipment location, configuration, WAP, and operability shall be provided for each building. Detailed building information is as follows:

24164 (Heywood Hall) has 2000 students and permanent personnel within three conference rooms, six classrooms, and 20 offices spaces spread out between two floors.

Wi-Fi minimum speed requirement: 6Gbps

24191 (Raider Hall) three rooms and two outside group areas for 100 users.

Wi-Fi minimum speed requirement: 500Mbps

24015 (Mitchell Hall) compiles three large classroom spaces on the first floor and six office spaces on the second floor. Must support up to 250 users simultaneously.

Wi-Fi minimum speed requirement: 750Mbps

24009 (Cox Hall) requires two WAPs for the patching work bench. Must be able to support up to 100 users at once.

2.2 C-ISP & Network Security Requirements:

2.2.1 C-ISP Services The C-ISP will need to have active monitoring and logging of traffic within the network. This will be conducted when an event occurs and logs will then be provided to the CSSP at Marine Corps Cyber

Operations Group via the TBS S-6.

A solution will need to be provided to allow limited user accounts are granted access to the network by connection via Wi-Fi. The Contractor shall provide TBS with a portal or splash page solution where TBS Marines staffing the

Helpdesk can grant users and their devices access. This is in order to have no anonymous access and for users to be tracked if needed via their user accounts, etc. TBS S-6 shall be allowed management of this user access list so that once students/personnel no longer require access, they can be disabled and so that only those with valid access requirements can connect to the CISP network.

The industry’s best practice for Wi-Fi signal encryption is required along with the need to install Wireless Intrusion

Prevention (WIP)s and Wireless Intrusions Detection (WID)s on all WAPs. The vendor will also provide firewall connections between ISP modem(s) and building switches. Additional content filtering will be created for all users, and access controls placed on respective devices.

Additional requirements are in place for restricted areas to have Wi-Fi signal strength turned down and/or redirection of the signal.

2.2.2 Firewall and Content Control: Content filtering will be established with an “Education Network” standard

(e.g. blocking all Adult Themes, Adware, Illegal Downloads, P2P/File Sharing, Web Spam, Gaming, Streaming

Audio such as Spotify, Streaming Entertainment such as Netflix, and Social Networks such as Facebook) and situated where TBS Staff has the ability to also actively monitor traffic and administrate security functions alongside the off-site Tech Team.

The Contractor shall provide Network Operations Support and Technical Support service. This requirement is set in order to manage a workflow for Impact Assessments, Triage/diagnostics, Agent support and engagement and

Technical Field Service above which the TBS personnel cannot support (tier one technical support). This responsibility, required of, applies to all network devices (WAPs, firewalls, switches, wireless controllers, etc.) The

ISP provider/contractor will have all administrators who work on this network meet Cyber Security Workforce

(CSWF) qualifications under DOD 8570 and/or 8140. All Security Technical Implementation Guide (STIG)s and patching of devices will be done by the Contractor’s administrator team as well as with the coordination of TBS

Helpdesk Marines who are also certified.
