QUESTIONS AND ANSWERS
Questions and Answers for M00264-21-R-0002
Question # Document Page Section
Reference
Statement Question Answer
1 SF1449 3-7 CLIN
Structure
Request clarification on the
CLIN ordering quantities.
CLIN quantities are set at max dollar value for which the individual Task Order will pull from at the applicable fixed price per location and active ordering period from which it applies to allow for monthly billing.
These amounts are to set the ceiling value of each CLIN.
2 SF1449 3-7 CLIN
Structure
Will the final contract breakdown
CLINs by ordering table or will each
CLIN contain
SLINs that identify ordering table pricing?
For this IDIQ contract, the ceiling values per CLIN are based for the total 60 months ordering period. Differences in unit prices will be established at the task order level. The ordering period pricing tables will be incorporated into the master
IDIQ contract and be used for Task Orders.
3 PWS 13-
4 This table identifies number of hours per school cycle. Can the Government confirm that the requirement is to only provide these limited hours and not instructors for the entire course academic period?
For example, requirement is to only provide 45 hours for Active
Duty Sergeants
School per cycle.
This requirement calls for direct time for instructors to teach in the large classroom and for indirect time for instructors to provide communications assistance to Marine faculty advisors during conference group room instruction. The hours for each school applies to the communications lessons only. All other lessons
(leadership, warfighting, sustaining the transformation, and profession of arms) are taught exclusively by Marine faculty advisors. These hours do not include the time needed for Curriculum
Design Assistance, Faculty and Staff Development, and
Student Remediation and
Assistance.
4 PWS 16-
4.1 Can the
Government provide information on the level of effort for the
Curriculum Design
Assistance?
Currently, the PWS lacks information to determine manpower needs.
(Please delete what's in these parentheses after reading…I am not too sure how to fully describe the level of effort needed to address this question, but I will try my best)
The Enlisted College HQ is responsible for designing and developing curriculum for all six academies around the world. The contractor would assist by reviewing what is designed by the curriculum development team and provide feedback to enhance the learning material. The curriculum design phase normally lasts
3-4 months in total, but the level of need from the contractor would be approximately 4-6 hours a week during those 3-4 months to review lesson design materials, participate in the storyboard review that's presented by the curriculum development team, and provide oral and written feedback as needed.
5 PWS 23 Are all personnel required for this effort considered
CEME personnel?
All instructors are considered CEME personnel minus the MIG staff and communications instructor support personnel.
6 52.212-1 74 2.3.1 Please confirm that all proposal files – less the training simulation – are to be provided on the same CD.
Yes that is correct, all proposal material minus the
Instructional Support
Simulation under Sub-Factor
4 will be on the same CD.
7 52.212-1 74 2.3.2 Referencing Offer
Letter requirement
#13, “All provisions and clauses requiring contractor completion”, please clarify whether there are any provisions and clauses other than those required in the Representations and Certifications that are required to be completed with or prior to proposal submission.
In this case, only the reps and certs are required.
8 52.212-1 75-
2.5 Please confirm that
the Government desires offerors to address up to six
Past Performance references within the 15-page limit.
Yes that is correct. The 15 page limit is for the contractor to articulate how each of the past performance records included in their proposal is suitable to the
RFP requirement. The RFP states that "The narrative to support the past performance listed in each offeror’s proposal should demonstrate the offeror’s past performance in the following areas: (1)
Customer Satisfaction, (2)
Timeliness, (3) Technical
Success, (4) Quality, and (5)
Cost Control." and the "Past
Performance Summary".
Any documents classified as an attachment in the RFP shall not be included in the
15 page count limit.
9 52.212-1 75-
2.5 Please confirm that, for each Past
Performance reference, the
Government desires offerors to address
1) Customer
Satisfaction, 2)
Timeliness, 3)
Technical Success,
4) Quality, and 5)
Cost Control AS
WELL AS the items listed under
2.5.3.
Correct, for each past performance record provided, the narrative shall include explanation about 1)
Customer Satisfaction, 2)
Timeliness, 3) Technical
Success, 4) Quality, and 5)
Cost Control as well as the criteria in section 2.5.3.
The 15 page count established in the RFP is reasonable for a concise narrative to account up to six past performance contract records. This page count
If so, request an increase in the 15-page limit to 20 pages, as it will be challenging to sufficiently address all requirements across six Past
Performance references within the current page limit.
allows about 2 pages of information per past performance contract record.
10 52.212-1 75-
2.5.3 Please confirm that
the information requested in (4) of this paragraph (PDF version of the SF
1449, CLIN
Pricing, PWS) will not be counted against the page limit for the Past
Performance volume.
That is correct, this information is listed as an attachment and doesn't count toward the page count.
11 52.212-1 77 2.6.2 Is the Price Volume
Narrative required as a separate
Microsoft Word file?
The price narrative is part of
Volume 3 and can be provided in either in MS
Word or PDF.
12 52.212-1 77 2.6.2 Is any other information required in the Price
Volume Narrative other than the description of what comprises the unit prices proposed?
No

What wage determinations will be attached to the contract; the Wage
Determinations provided on page
61 of the SF 1449?
If those are provided for information only, what purpose will they serve in being incorporated into the contract?
The wage determinations referenced are the applicable numbers, the correct revision
# will be updated upon award and as required.
Please see clause 52.222-42-
STATEMENT OF
EQUIVALENT RATES
FOR FEDERAL HIRES
(MAY 2014), which is on page 61 of the RFP.
14 52.212-2 79-
Factor 1 In what manner does the
Government intend to evaluate
Technical Approach proposal content for
‘potential for degradation of performance’.
The term "degradation of performance" means any technical approach or assumption that will increase the risk of unsuccessful performance. For example, a proposal including a staffing matrix that is not suitable for successful execution because positions and associated qualifications proposed not meeting the requirements of the PWS. As part of the evaluation, the Government will evaluate the overall proposed approach, for each sub-factor listed under
Factor 1. In simple terms, the objective of the evaluation is to identify the contractor whose proposal represents the best value to the
Government, which performance risk is a key element of evaluation as part of Factor 1.
15 52.212-2 80 Factor 2 Where in the proposal shall offerors state the workshare intended across the proposed team, to indicate which subcontractor(s) will be performing
“major or critical aspects of the requirement”?
The past performance factor requires the offerors to provide information about prior experience being accounted for by a subcontractor. The past performance narrative shall discuss the experience claimed as it relates to the work planned to be executed by the subcontractor on this effort.
16 Attachment 1 Initial Task
Order
Is the level of effort for the ‘Initial Task
Order’ representative of the first Task Order anticipated to be released under the
IDIQ contract or just a sample Task
Order?
The initial Task Order is the actual requirement for Task
Order 1 and it will be awarded after the award of the IDIQ.
17 Miscellaneous How many orders are anticipated to be awarded under this
IDIQ contract?
Unknown, but all the requested services are expected to be funded for all most or all the ordering periods.
18 52.212-1 73 &
2.2. and
2.4.1.3
Subfactor 3 page limit on page 73 states: “15 pages, consisting of 5 pages for excerpt and 10 pages for the staffing plan.”
Subfactor 3 description on page
75 states: “Provide the portion of a
Staffing Plan that describes how the offeror will recruit, train, and retain the high quality workforce described in the staffing matrix and ensure that any open positions are filled in.” How is the 5 page excerpt to differ from the 10 page plan - is it simply the
Government’s intent that we describe the staffing plan in 15 pages without differentiating between the 5 page and 10 page portions?
For this sub-factor, there are two documents required, the
Staffing Plan Excerpt and the plan itself. The Staffing
Plan Excerpt (summary) shall be accounted for within
5 pages. The staffing plan itself shall be prepared and accounted for within 10 pages. This amendment includes a change in naming for this sub-factor. The change made is from
Staffing Plan Excerpt" to
"Staffing Plan". Everything included in this sub-factor will be evaluated. The information contained in the staffing plan shall be used in the narrative of the Excerpt.
Any discrepancies within the documents will be accounted for in the evaluation of the
Excerpt.
19 52.212-1 73 2.2 The table in paragraph 2.2 specifies that only 2
CDs are to be submitted. Does this table take precedence over contradictory individual descriptions such as paragraphs 2.3.1 and 2.5.3(4) that call for additional
CDs?
The CD's listed in 2.2 are summarizing what is said in the instructions. One CD should include all the proposal material and the other should contain the instructional support simulation. Total two CD's.
Since RFP 52.212-1, Section
2.2 states the proposal content information, section
2.3.1 and 2.5.3(4) has been amended.
Section 2.3.1 has been amended from "Adherence to proposal format and content. The Compliance
Documentation shall be provided as a stand-alone submission, including one hardcopy and one CD. There is no page limit for the Offer
Letter and applicable enclosures." to "Adherence to proposal format and content."
Section 2.5.3(4) has been amended from "Provide an electronic PDF version of the cover page of each referenced contract(s)
(SF1449), the prices per
CLINS and the PWS for each past performance record included in the proposal. The
Contractor shall include this information under the CD for the Past Performance
Volume. No hard copy of this information is required. This information shall be provided as an attachment to this volume." to " Provide an electronic PDF version of the cover page of each referenced contract(s)
(SF1449), the prices per
CLINS and the PWS for each past performance record included in the proposal under the CD in which the
Performance Volume is provided. This information is an attachment to this volume."
20 52.212-1 76 2.5.2 Past Performance
Summary directs
“The Offeror shall provide a summary chart that includes information on recent and relevant contracts that demonstrate past performance executing the PWS requirements:
Additionally, a current Point of
Contact (POC) shall be included within the summary chart.”
May we present the information required on successive rows instead of 7 columns each under
1 each wide?”
Yes, so long all the information requested is provided.

Para 1.1 “Sub-factor 6: LCSC

Document evaluation...will be based on the grading criteria set in Attachment S-3.”
Attachment S-3 seems more appropriate for Sub-factor 4 as stated.
Is there another evaluation sheet more appropriate for paper grading rubrics?
Should read Attachment S-4.
It is corrected via this amendment.
22 52.212-1 75 2.4.1.4 The burdens of time, cost, and human resources required to effectively develop and produce three videos is very significant and highly unusual for a proposal. If the intent of the recorded sample classes is to demonstrate capability to fulfill instructional support services, would the government consider having each offeror choose one of the three topics to demonstrate their capability instead of delivering all three?
Alternatively, would the government direct which one of the three topics is to be used by all? If the government requires all three videos; might the

due date be extended by two weeks?
23 PWS 10 3.9 Will the
Government confirm whether the number of desks available at each location equate to full-time equivalents (FTEs) at those locations?
For example, does 6 desks available at
Quantico, VA mean there are (6) full-time equivalent contractor personnel expected to support this contract at
Quantico, VA?
The desk available information provides offerors the Governments max availability. It is up to the offeror to propose what they feel best suits the requirements, considering these space constraints.

Note 1 describes that the Quality

27 52.212-1 76 2.5.2 The table included in section 2.5.2 includes % of work assigned to small business (for utilization of small business concerns).
Does the
Government want small business primes to include this information or is this only for large businesses only?
As this is a SDVOSB set-aside, this section of the table has been removed to align with the FAR requirements.
28 52.212-1 75 2.4.1.1 The evaluation criteria for Sub-
Factor 1 is for the
10 page Staffing

Will the
Government be applying the same criteria to the 5 page staffing matrix?
For this sub-factor, there are two documents required, the

5 pages. The Matrix itself shall be prepared and accounted for within 10 pages. Everything included in this sub-factor will be evaluated. The information contained in the matrix shall be used in the narrative. Any discrepancies within the documents will be accounted for in the evaluation of the
Staffing Matrix Narrative.
29 52.212-1 75 2.5 Paragraph 2.5 references Volume
2 – Factor 3 Past
Performance. Will the Government please confirm this should be Factor 2?
Should read factor 2 and it has been corrected via this amendment.
30 52.212-1 76 2.5.3 Requirement 4 of
2.5.3. asks the offeror to provide a
PDF version of the cover page for each referenced contract-
SF1449, the price per CLIN, and the
PWS for each PP.
This is to be included “Under the
CD for the Past
Performance
Volume. No hard copy of this info in needed.”
Will the
Government please clarify if the Past
Performance
Volume is to be presented as a standalone CD?
The PWS is to be provided on CD # 1 with all the proposal material, it can be marked as an attachment referenced for Volume 2.
31 52.212-1 76 2.5.3 Requirement 4 of
2.5.3. asks the offeror to provide a
PDF version of the cover page for each referenced contract-
SF1449, the price per CLIN, and the
PWS for each PP.”
Because there will be little to no correlation between
CLIN structures across contracts, it would make more sense for the
Government to evaluate the total contract value of the past performance references.
Would the
Government accept the total contract value of each past performance reference rather than prices separated by CLIN?
No, the Government is requiring the offerors to provide a mapping of the past performance records included in its past performance volume and explain what is the value of the claimed relevant experience from the contract record provided. For example, a Past performance records could have 90% of the work being not related to this acquisition, which using a total contract value will overstate the relevancy determination. The
Government wants to know what is the value of the 10% experience claimed as relevant to the PWS in the solicitation.
32 52.212-1 77 2.5.4 “All offerors shall provide information that demonstrates historical compliance with the requirement of FAR
Part 52.219-8
(Utilization of
Small Business
Concerns).” Since this is an SDVOSB set-aside, will the
Government please confirm that evaluation of compliance with
FAR 52.219-8 is applicable only to large businesses partners of
SDVOSB’s bidding as the prime?
As this is a SDVOSB set-aside, the FAR 52.219-8 requirements has been removed from FAR 52.212-1 and 52.212-2 Addendums to align with the FAR.

Should we record this video as if the instructor is teaching the course to an audience virtually (e.g. over
Microsoft Teams, Zoom, or some other VTC solution) or as if it is being taught in a traditional in-person classroom setting?
The simulation training shall be records as if it is being taught in a traditional in-person classroom setting.

Will the
Government please clarify what the evaluation methodology for
Sub-Factor 6 is?
Should read Attachment S-4 and is corrected in this amendment.
37 52.212-2 80 1.1 There are multiple ways to provide feedback on
Attachment S-4.
One way would be to mark-up the document in
Microsoft Word using the track changes function as well as comments within the document. Another would be to mark-up the document and then provide a separate sheet with comments.
Does the
Government have a specific way they would like offerors to provide feedback on Attachment S-4?
The Government is requesting offerors mark up the document in Microsoft
Word using the track changes function.
38 52.212-2 80 1.2 Will the
Government consider accepting final CPARS ratings instead of past performance questionnaires
(PPQ)?
Yes, "finalized" CPAR ratings are acceptable in lieu of the PPQ.

In the instance that an SF1449, pricing for CLIN, and a formal PWS is not available for contracts, will the
Government accept a signed and executed contract inclusive of price and scope or tasks detailed?
Yes as long as quality can be assessed from a service recipient/customer.
41 52.212-2 80 1.1 What grading methodology does
MCU use for the grading of papers
(i.e is the rubric grading method being utilized)?
Yes, attachment S-3 is the grading rubric being used for this evaluation and is that is used at MCU.
