PWS
Performance Work Statement For Telecommunications Technical Support Services
1.0 Background
The Telecommunications Branch provides voice and data connectivity to Marine Corps Base (MCB), Quantico, VA customers, and is responsible for the proper design, installation, management, trouble-shooting/repair, and maintenance of the Base telecommunications infrastructure.
2.0 Scope
The technical services rendered under this contract include system operations, systems maintenance, sustainment engineering, systems engineering, customer requirements tracking, and network and system analysis, assessment. The technical service provided under this contract supports programs and institutional customers. Additionally the scope of this contract includes the provision of remote technical support 24 hours per day, 7 days per week, 365 days per year.
Services rendered under this contract shall include all tools, vehicles, equipment, training, and personnel necessary to support daily telecommunications operations and perform the tasks described in this Performance Work Statement (PWS).
Services rendered under this contract shall support material procurement, evaluation, engineering, installation and implementation of systems for additional user requirements, Military Construction (MILCON) projects, and building renovation projects.
3.0 General Contractor Tasks
The contractor shall provide recommendations, developments, and implementation of innovative approaches that improves services and customer satisfaction provided under this contract. Also, the Contractor shall provide operation, maintenance, configuration, de-configuration, integration, disintegration, modification, refurbishing, and decommissioning obsolete system hardware and software listed within this PWS. The Contractor shall be ISO 9001 certified and follow Information Technology Infrastructure Library (ITIL) process model.
The Contractor shall retain and provide proof of current International Organization for Standardization (ISO) 9001:2015 certifications.
The Contractor shall provide technical system services up to end-equipment interfaces, and other service provider demarcation points.
The Contractor shall notify the Contracting Officer’s Representative (COR) of all service disruptions and system down-times on a real-time basis. Notification shall include impact to service users.
The Contractor shall report system readiness of all equipment necessary to satisfy mission and institutional requirements at review meetings held by program customers.
The Contractor shall maintain current Contractor knowledge of the applicable laws, regulations, and Government directives (Occupational Safety and Health Agency (OSHA), Environmental Protection Agency (EPA), Marine Corps Base (MCB) Quantico Regulations), affecting Contractor performance and concerning the task requirements required within the PWS.
Contractor ensures that contractor personnel performing services under this contract maintain current knowledge on all current, new, and/or emerging technologies and training requirements.
The Contractor shall provide status to the COR of work progress and any issues affecting service delivery upon request.
3.1 Technical Service Task Requirements
3.1.1. Task 01: Hardware/Software Maintenance Support (FFP)
The Contractor shall perform Hardware, Software, Maintenance, Provisioning and Configuration in accordance with original equipment manufacturer recommended maintenance schedule for the following systems: CS2100 SE08 & SE09, Optical Metro 3500, Nortel/Avaya AS-5300 system, Avaya CM6 system, including call processing and application servers, G450/650 Media Gateways, ERS5530 Data Switches (Core switches for AS-5300 and CM6), Tellabs Panorama (EMS for GPON). Tellabs T-1000 systems, Tellabs GPON MSAP1150s, ION firewall, Ion Secure 520 software, DC Power system components (Rectifiers, Inverters and Battery Disconnects), Call Pilot 1002R.
The Contractor shall ensure a continuous 98% system operability. Services performed in support of 98% system operability shall be captured in a quarterly report submitted by the contractor to the Government for review.
3.1.2 Task 02: Hardware/Software Repair (T&M)
The Contractor shall provide labor and ancillary parts to restore malfunctioning telecommunications equipment, as follows:
3.1.2.1 Repair Response Times:
Work orders placed for malfunctioning equipment repairs calls shall be responded to by the Contractor within two (2) hours of the work order placement.
Each service ticket shall be opened by an authorized site Point of Contact (POC) and shall have a ticket number and a priority code of minor, major, critical, or outage assigned.
The priority code is to be designated according to the following criteria:
Outage – is an emergency category reserved for a complete failure of any major system or network component that is service affecting for a large number of system users. (Escalation Period: N/A, Update Period: every Hour)
Critical – is assigned to a failure of any major system or network component that is not service affecting, and creates a severe hazardous condition (HazCon), such that the component is operating on a redundant or backup component which would result in an outage if the redundant or backup component failed; or if the failure is service affecting for a small number of users. (Escalation Period: N/A, Update Period: every 24 Hours)
Major – is assigned to a failure of any system or network component that is not service affecting, and does not create a severe HazCon; or a failure of any sub-system or support system that creates a Hazcon for that minor sub-system. (Escalation Period: 3 days, Update Period: every 48 Hours)
Minor – is assigned to all other trouble tickets. (Escalation Period: 4 days, Update Period: 48 Hours)
Each service ticket shall be escalated to the next level higher priority after it has been open for the specified amount of time (Escalation Period), with the exception of critical and outage tickets. A minor ticket shall be escalated after four (4) days, and a major ticket after three (3) days. The Contractor shall log all activity on open tickets and provide ticket status by phone or email to all designated site POCs according to the following update schedule: minor tickets every 48 hours, major tickets every 48 hours, critical tickets every 24 hours, and outage tickets every hour.
The Contractor shall have Service Level Agreements (SLA) or Partnerships with the following companies to provide tier one thru three support: Avaya, Cisco, Tellabs, GENBAND, Brocade, Ciena (SONET). The Contractor shall provide a copy of these SLAs to the COR immediately upon award of the contract..
4.0 Security
4.1 Security Clearances
There are no requisite security clearances under this requirement; however, all contractor personnel shall have legal U.S. Citizenship.

6.0 Systems List
Must have a working knowledge of the below listed telecommunications systems.
Computer Systems
The primary administrative network resides on the Navy and Marine Corps Intranet (NMCI). All changes to TMS, Transmission Systems, and Telephone Network are done via applications listed in Section 12 on MCEN seats. The contractor shall be responsible for negotiating with G-6 Technology Management Branch for seats.
Other networks include the Communication System-Local Area Network (CS-LAN), customer VoIP Local Area Network (LAN), and the Operating System-Local Area Network (OSS-LAN). Servers on these LANs operate using Windows 2008 Server, Windows 7, Linux, and Succession Server Platform Foundation Software (SSPFS). An internal ADSL2 network using seven (7) Adtran TA1248, one (1) Adtran 1524, and one (1) Cisco 4506 supports remote network links for environmental control panels, environmental monitoring equipment, and Galaxy systems security doors.
Power
Each Area Distribution Node (ADN) and three (3) high density circuit locations are equipped with DC power plants. Equipment is comprised of Lorain, Helios, and LaMarche rectifiers and inverters, and GNB batteries. The host location and three (3) remotes are equipped with stand-alone generators, while the other locations are backed up by a building generator.
Physical Security and Environmental Monitoring
Each node and major telephone closet is protected by an access control system. Environmental monitoring is done by one (1) Sensaphone IMS-4001 Host and several IMS-4001 remotes with temperature, humidity, power, and water sensors.
Transmission Systems
The backbone of the Quantico transmission system is a seven (7) node OC-192 OpteraMetro 3500 (OM3500) ring with 11 DS1 Service Modules (DSM). The OM3500 is equipped to transport DS1, DS3, OC3, Ethernet, and Gigabit Ethernet signals. Multiple contractor media converters are used for DS3 or Base-T to optical conversion. T1 Transport is also done utilizing six (6) Adtran MX-2800 multiplexers, and HDSL equipment. DS0 distribution is done at each node using Adtran ACT2300s, ACT1900s, and Total Access 750s and 850s using DS0 DP, FXS, FXO, OCU DP, and E&M/TO channel bank cards. There are currently over 1200 circuits transported over the various transmission and cable plant.
Outside Cable Plant
Quantico’s outside plant consists of direct buried, underground, and aerial fiber optic and copper cable. Approximately 150 miles of fiber and 200 miles of copper traverse over 20 miles of duct banks, 450 manholes and hand-holes, and serve over 400 buildings.
The fiber optic cable plant consists of tight and loose tube 1313 and 1550 nm single mode and 850 nm multimode fiber. Fiber optic cables are terminated in rack and wall mounted patch panels using fan-out kits and primarily SC Uni-Cam connectors. Fusion splices are placed in Preformed Coyote cases. The cable plant is used to transport OC-192, OC-12, OC-3, and optical Ethernet signals. Patches are done using 1 meter to 12 meter ST, SC, and LC connectors as specified by different equipment configurations.
The copper cable plant consists of jelly filled, 24 AWG, 1-1800 pair cables that are spliced using DPL bridging models, UR2 scotch locks and 400-G/TR 3M splicing modules in Preformed Armadillo splicing cases and 1248 splicing cabinets.
On-Premise Wiring
The on-premise wiring consists of riser cables, Category 6E and 6 UTP, single and multi-mode fiber optic cable, racks, patch panels, and grounds.
Telephones
Quantico Base Telephone offers a variety of sets to the customer. These include but are not limited to: Nortel M5008, M2616, M5208, M5009, M5216(CICM), M5317T, M5312, M5316, M9116, 9116LS, M8417, M8004, M8009, M8314, i2002, i2004, and i2033, Panasonic KX-TS3W, and AT&T 958, 952, 959, Avaya1140E, 1120E, 2420, 9610, 9620 (L/C), 9630, 9640, 9650, 9650C, 9608, Cortelco 8782 and Polycom Soundstation 2 model phones. Customers can supply their own sets, and include but are not limited to: Polycom conference units, STU-III, STE, and Eagle Safe Set telephone sets.
Telephone Network
MCB Quantico’s telephone system is comprised of a Nortel SL-100/CS-2100 hybrid operating at SE-9.1 with six (6) remotes and approximately 16,000 Plain Old Telephone Service (POTS), EBS, and ISDN-BRI/PRI subscribers. The remote switching equipment is a mix of Remote Switching Centers (RSC), Remote Line Modules (RLM), Remote Line Concentrating Modules (RLCM), Access Nodes, and Media Gateway 9000s (MG9k). Each remote is connected back to the host using the transmission systems and cable plant. The CS-2100 is integrated with two (2) Nortel JITC hardened Call Pilot 4.0 voicemail systems, four (4) Nortel Integrated Conference Bridges, (1) Hexagon E-911 system, and is protected by an Ion Networks 5600 with PRIISMS. The switch provides analog, electronic business set, Custom Local Area Signaling Service (CLASS), SS7, Integrated Switched Digital Network (ISDN) BRI and PRI, and VoIP services.
Quantico Base Telephone provides VoIP services using Unistem and AS-SIP via the CS-2100 hybrid. The CS-LAN is comprised of Nortel Passport equipment, and the customer LAN is comprised on Cisco equipment. End devices include Nortel i2000 and i1000 series phones. Off base connectivity is provided using Primary Rate Interface (PRI) trunking for local calling to the local exchange carrier, for calling to the Defense Switched Network (DSN), and for long distance calling through Federal Telecommunications System (FTS) General Services Administration (GSA).
Line monitoring is done via two (2) Dictaphone 1GA000 recorders and monitored and archived by Mirra IV

9.0 Use of and Rights in Data, Software and Information
All work products, diagrams, updates produced under this PWS, reports, materials (including, but not limited to training materials, schematics, designs, items, computer software and hardware, source code, interfaces, tools, works, and related items) information, and all associated intellectual property, in whatever form, created, generated, or produced in association with this PWS shall become the sole property of the Marine Corps and not the contractor, subcontractor, or individual author or researcher; therefore, the Marine Corps shall have the irrevocable, perpetual worldwide right to use, modify, reproduce, perform, display, release, or disclose such research, reports, materials and information, in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so. Furthermore, since the Marine Corps requires unrestricted use of the subject deliverables that are part of this effort, the Contractor shall not use the Contractor’s or a Third-Party’s proprietary data, software, information, items and/or other materials for any purpose under this effort without meeting the requirements of DFARS clause 252.227-7020, and without the specific, written approval by the Contracting Officer, prior to start of any work.
Government Data. No data, materials, information or other items (hereinafter singularly or collectively “Items”) created or provided expressly for this PWS shall be used by the Contractor for any purpose other than those that are in support of, or for performance under, this PWS without the prior written permission of the Contracting Officer. The Contractor is obligated to protect from unauthorized use or disclosure all Government confidential or classified material and/or Government-owned proprietary Items and/or Personally Identifiable Information or Personal/Privacy information obtained in the course of performance under the Government contract, as long as such data remains proprietary, confidential, sensitive or classified. Any information obtained in the course of duties, or the performance of services, under this contract including, but not limited to, information that may be made available for use that relates to the technical data, trade secrets, processes, operations, style of work, or apparatus, or to the technical data, statistical data, amount or source of any income, profits, losses, or expenditures of any person, firm, partnership, corporation, or association is included in this clause (and with “Items”). Contract personnel shall not publish, divulge, disclose, or make known Items in any manner, or to any extent not authorized by the Contracting Officer. When the Contractor’s need for such Items ends, the Items shall be returned promptly (within ten (10) business days) to the appropriate government program personnel. However, the obligation not to discuss, disclose, release, reproduce or otherwise provide or make available such Items, or any portion thereof, shall continue, even after completion of this contract/order. Any actual or suspected unauthorized use, disclosure, release, or reproduction of any Items or violation of this agreement, of which the company or any employee is or may become aware, will be reported promptly (within one business day) to the Contractor’s program manager, who will inform the Contracting Officer within five (5) business days of receiving such report.
10.0 Place of Performance
Services shall be performed at various locations within a 50 mile radius of Marine Corp Base, Quantico, VA.
11.0 Authority of Government Personnel
The Contracting Officer is the only person who can legally modify a resulting contract or obligate the Government for expenditure of funds. Costs shall not be incurred by recipients of the solicitation in anticipation of receiving direct reimbursement from the Government.
Only the Contracting Officer has the authority to authorize deviation from the terms and conditions of any resulting contract, including deviations from specifications and requirements. In the event the Contractor does deviate, without written approval of the Contracting Officer, such deviations shall be at the risk of, and any cost related thereto, shall be borne by the Contractor. Any matter concerning a change to the scope, prices/costs, terms, or conditions of this contract shall be referred to the Contracting Officer.
12.0 Working on a Government Installation
The Contractor shall provide each employee with an identification badge, which identifies, by photograph, the individual as an employee of the Contractor. These badges shall be worn at all times and presented for examination upon request from the Contracting Officer, COR, Quality Assurance (QA) Personnel, Military Police, or any other Government Official with a need to see the badge.
The Contractor and his employees shall be subject to all traffic, security, and registration regulations for all personnel and vehicles, to include Marine Corps Base Order 4200.3 “Contractor Screening Policy”. Copies of current regulations may be obtained from the Contracting Officer.
All Contractor personnel attending meetings, answering Government telephones, working on site, where their Contractor status is not known to third parties, must identify themselves as Contractors, to include wearing ID badges, which identify them as Contractor personnel. Contractor will use government supplied e-mail accounts and store all documents generated for government work/mission/projects on government shares. Contractor personnel shall also ensure that when logged onto Government equipment that their profile shows them as Contractor personnel. Unless otherwise directed by the COR, all documents produced or revised by Contractors or developed through Contractor participation must be marked as “Contractor generated documents” or otherwise identified in a manner that discloses the contractor’s participation.
13.0 Non-Disclosure Agreements
All Contractor personnel receiving access to Government data or data from another Contractor through this effort must provide a signed non-disclosure statement prior to start of work. This statement shall be submitted to the Contracting Officer with a copy to the Contracting Officer’s Representative (COR). All Non-disclosure agreements shall be signed by all Contractor personnel involved in this effort and returned within five (5) business days after receipt of award.
14.0 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA)
The Contractor shall report ALL contract labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the telecommunication services via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, lined at: https://doncmra.nmci.navy.mil.
15.0 Performance Requirements Summary (PRS)

COR surveillance
AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER:
Except as specified herein, no order, statement, or conduct of Government personnel who visit the Contractor’s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract.
The Contractor shall not comply with any order, direction, or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, said authority remains solely the Contracting Officer’s. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase incurred as a result thereof. The COR will represent the Contracting Officer in the administration of technical details within the scope of this contract and will perform inspection and acceptance of all deliverables. The COR is not otherwise authorized to make any representations or commitments of any kind on behalf of the Contracting Officer or the Government. The COR does not have the authority to alter the Contractor's obligations or change the specifications in the contract or issue Task Orders. If, as a result of technical discussions, it is desirable to alter contract obligations or statements of work, a modification must be issued in writing and signed by the Contracting Officer. The COR is responsible for reviewing the invoices submitted by the Contractor and informing the Contracting Officer of areas where exceptions are to be taken. The COR authority is non-delegable. The COR may be personally liable for unauthorized acts.

FAR 52.212-1 ADDENDUM -- Instructions to Quoters
1. Instructions, Conditions and Notices to Quoters
1.1 The Government intends to award a hybrid Firm Fixed Price (FFP), Time and Material (T&M) contract for a base year period, two (2) option periods, and a six (6) month option period under the authority at FAR 52.217-8, Option to Extend Services. Each Quoter shall submit a quote that clearly and concisely describes and defines the Quoter's response to the requirements of this solicitation. Use of general or vague statements such as "standard procedures will be used" will not satisfy this requirement. Unnecessary elaboration or presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the Quoter's lack of understanding. Elaborate artwork and expensive visual or other presentation aids are neither necessary nor desired.
1.2. Quoters must submit a quote and other information in strict accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined as unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer or a designee upon receipt to ensure compliance with the instructions contained in the Request for Quote (RFQ). Elimination of a Quoter is at the sole discretion of the Contracting Officer.
1.3. The scope of this effort comprises system operations, systems maintenance, system repair, sustainment engineering, systems engineering, customer requirements tracking, and network and system analysis, assessment. The technical service provided under this contract supports programs and institutional customers. Additionally the scope of this contract includes the provision of remote technical support 24 hours per day, 7 days per week, 365 days per year.
1.4 Prior to initiation of quote evaluations, the Contracting Officer will conduct a responsibility determination of each Quoter. In order for a Quoter to be deemed responsible and remain eligible for award consideration, the Quoter must 1) be actively registered in the System for Award Management (Sam.gov), 2) be eligible to receive Federal Government contracts, 3) submit a statement either identifying/mitigating potential organizational conflicts of interest (OCI) or confirm that an OCI does not exist for the Quoter.
Services rendered under this contract shall include all tools, vehicles, equipment, training, and personnel necessary to support daily telecommunications operations.
The contract award shall be made in accordance with the following information contained in FAR 52.212-1 ADDENDUM and FAR 52.212-2 ADDENDUM. Each Quoter must submit a proposal including information pertaining to Technical Capabilities, Management Approach, and Price. The Government will evaluate each Quoter's understanding of the contract and Performance Work Statement requirements, and each Quoter's ability to perform the work on the basis of its proposal.
1.5 QUESTIONS: Quoters may submit questions requesting clarification of solicitation requirements. All questions must be received by: 10:00 AM EST, 11 April 2019. All questions shall be submitted via email to the Contracting Officer and Contract Specialist. Questions shall be submitted electronically to Michael T. 2. Instructions for Submission of Quotes
Quoters shall submit one hard copy version of the quote and a compact disc with an electronic copy of the entire quote. Quotes shall be submitted no later than the time and date as stated in block 8 of the SF1449 Solicitation. All documentation shall be provided in Microsoft Word format. All documents requiring signature shall be provided in PDF. Pricing information shall be provided in Microsoft Word and Excel format (completed pricing template and basis of estimates). In order to maximize efficiency and minimize the effort involved in the quote evaluation process, all Quoter’s shall comply with the following instructions for proposal format and content. Quotes that do not comply with these instructions may be considered non-responsive and render the Quoter ineligible for award.

2.1. Proposal Format
In order to maximize efficiency and minimize the time for proposal evaluation, it is required that all Offeror’s submit their proposals in accordance with the format and content specified. The electronic proposal shall be prepared so that if an evaluator prints the proposal it meets the following format requirements:

| • | Single-spaced typed lines |
| • | 1 inch margins on all sides |
| • | 12 point font, Times New Roman for text material. For graphics, figures and exhibits, contractor is allowed to use no less than 10 point font and no more than 12 point font Times New Roman. |
| • | Single sided pages |
| • | Graphs, drawings and “Screen Shots” of pictures depicting an element(s) of the proposed approach must be clear and legible. |
| • | No photographs or hyperlinks are permitted. |
| • | Microsoft Office compatible files are required |
2.2. Proposal Content
Each quote shall contain the following volumes/sections:
Volume One: Non-Price Factors for Award Factor 1 – Technical Capabilities Factor 2 – Management Approach
Volume Two: Price Factor 3 – Price
Pricing information shall only be included in Volume Two.
2.3 Volume One - Factor 1 - Technical Capabilities
2.3.1 The Quoter's technical capability submission shall include all relevant supporting information required or specified in the Solicitation. This Volume shall be limited to twenty (20) pages, single sided, not including exhibits and attachments. Quoters shall submit the following information:
2.3.1.1 Technical Approach - The Quoter shall provide a detailed description of the proposed technical approach for each task/deliverables set forth under the PWS. The quote should demonstrate an understanding of and ability to meet all of the requirements covered in the PWS. The quote should sufficiently describe how the Quoter will comply with Government tasking and requirements throughout the performance period.
2.3.1.2 ISO Certification: the quoter shall provide proof of current ISO certifications IAW PWS 3.0
2.3.1.3 Labor Skillset - The Quoter shall provide a detailed description of the labor skillset considered to meet the nature, complexities and technical needs of this effort.
2.4 Volume One - Factor 2 - Management Approach
2.4.1 The Quoter's management approach submission shall include all relevant supporting information required or specified in the Solicitation. This Volume shall be limited to twenty-five (25) pages single sided, not including exhibits and attachments. Quoters shall submit the following information:
2.4.1.1 The Quoter shall provide a detailed description of the ability, resources and experience required to perform the requirements in the Solicitation, including the detailed procedures and methods to be used. The Quoter’s proposal should demonstrate an understanding of and ability to meet all of the requirements covered in the Solicitation. The proposal should be sufficiently complete to demonstrate how the Quoter will comply with Government tasking and requirements throughout the performance period. Data previously submitted, or presumed to be known, (i.e., team structure used under previous contracts) cannot be considered as a part of the proposal unless physically incorporated in the proposal. Clarity, completeness, and conciseness are essential.
2.4.1.2 Management - The Quoter shall provide a detailed description of the management plan approach to address managing the magnitude and complexity of work detailed in the PWS. The quote shall describe the Quoter’s corporate experience and management structure to successfully perform all tasks required in the PWS. The quote shall describe the Quoter’s ability to identify and implement cost efficiencies on the contract and manage personnel. The quote should provide sufficient information that demonstrates the Quoter's ability and resources for meeting the services requirement tasks being completed.
2.4.1.3 Teaming - The Quoter shall provide a description of the teaming approach to be used in the overall operational concept for this contract. The quote shall demonstrate the Quoter’s approach for communicating, coordinating, resolving problems and working successfully as part of the overall team. The quote should clearly describe and define the Quoter’s team structures, relationships, roles and responsibilities that establish how the quote provides for maximum quality performance and how the approach minimizes risk to performance.
2.4.1.4 Staffing - The Quoter shall provide a detailed description of the staffing plan approach used to provide a fully qualified work force to include identification of primary point of contacts at contract award as well as the Quoter’s ability to recruit, train, and retain sufficient numbers of personnel with required skill sets to perform all PWS requirements and how they correlate to the capability requirements of the PWS.
2.4.1.5 Quality Control Plan - The Quoter shall develop an effective quality control plan (QCP) to ensure services are performed in accordance with this PWS. The Quoter shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Quoter’s quality control program is the means of assurance that the work complies with the requirements of the contract. The QCP shall depict the procedures for each deliverable listed in the PWS.
2.5 Volume 2 - Factor 3 – Price
2.5.1 General Information: The Quoter shall provide sufficient price information to allow the Contracting Officer to determine the reasonableness of the proposed price. A summary sheet with the Quoter’s total price shall also be included in the price quote. The price quote shall be submitted in Microsoft Excel format with no macros. Price narrative shall be provided in Microsoft Word format.
The Price Volume shall be divided into sub-volumes/tabs based on the required support areas as follows:

| • | Task 2, System Repair: Labor categories and associated fully burdened labor rates to execute task 2 properly |
