Question Answers
Will the Government clarify what constitutes an individual being deemed “a noncritical sensitive capability position” and thus needing a Secret Clearance?”
A noncritical sensitive capability position is any position with duties involving education and orientation of DoD personnel. This person must be able to access a Secret eligibility clearance.
(SECNAV M-5510.30 of June 2006)
The Solicitation states “Defense Base Act insurance shall be in accordance with commercial practices.” Will the Government clarify what is meant by that statement? Is the cost of DBA insurance reimbursable as an
ODC?
Defense Base Act (DBA) insurance shall be in accordance with commercial practices. Contractors acquire coverage for DBA via other commercial entities (business to business transactions).
As stated in the solicitation, DBA is considered ODC and there is a separate cost reimbursement CLIN to account for it.
The Solicitation states that “The Contractor shall ensure all employees that travel
OCONUS ISO the Contract are in possession of a valid visa or passport as required by the
State Department.” Will work visas required by Host Nations in which the Contractor performs work ISO CAOCL be reimbursable as an ODC?
The Contractor must provide personnel with active
United States Passport. Passports will be at no cost to the Government. The issuance of visas will be allocable and allowable as a direct cost under the contract and shall be accounted for under the ODC
CLIN.
This sub-task and sub-task 5.1.4.1 on page 46 of 102 seem to both require the Contractor provide SME support on culture and language events hosted or presented by organizations such as the Marine Corps University. Will the
Government explain the difference in the support requested in each section?
There are two distinctive deliverables that require this type of service. Under training exercises (as statement included in PWS section 5.1.1.1.2), support is for operational units, while statement included in Section 5.1.4.1 of the PWS is for support of institutional organizations such as schools (Marine
Corps Tactical and Operations Group (MCTOG), Marine Corps Logistics Operations Group
(MCLOG), etc.). One is to Operating Forces and the other is for Supporting Establishments.
Will the Government clarify specifically to which “Office of the United States Marine
Corps Communications and TECOM Combat
Camera Branch in imagery and video collection efforts” the Contractor is to adhere?
As written, the statement is very vague.
The Office of U.S. Marine Corps Communication plans, coordinates, and implements communication strategies designed to build understanding, credibility, trust, and mutually beneficial relationships with the domestic and foreign publics on whom the Marine Corps' success or failure ultimately depends. The mission of Combat Camera
– Instructional Media, Marine Corps Combat Service
Support Schools is to provide professional graphics, multimedia, photographic and videographic services and products in direct support of the formal education process. Any use of video or imagery in the RCLF curriculum must align with these missions.
The Solicitation requires Contractor personnel supporting 5.2.2 Expeditionary Forces
Cultural & Language Support Services at the respective MEF for input of data under the
Marine Corps Training Information
Management System (MCTIMS).” Will the
Government clarify which MCTIMS Module the data is to be input to and whether or not
MCTIMS currently supports these CAOCL-specific entries or the actions are dependent upon MCTIMS being modified to accept this data?
Data will be input into the MCTIMS Modules listed here:
1. Training & Readiness Module - Academics section to maintain the LREC portion of the pending
SC/LREC T&R Manual.
2. Unit Training Management - CAOCL representatives at the MEFs will assist the unit training personnel in the S-3 Operations/Training
Sections to input correct CAOCL training data
3. Curriculum Library - As required and If approved, only specified MLFs will be placed into this library.
4. Academics Section may be required to input data into this module if, during the course of this contract, CAOCL approves placing some of its curriculum into these modules and/or tracks student rosters via
MCTIMS.
a. Curriculum Management (CMD)
b. Student Evaluation (SEV) Management
c. Student Management
d. Student Registrar
Subparagraph Header “5.2.1.2” is used twice within 5.2.1.
This has been corrected in amendment.
The last row in the Table within the 2d subparagraph labeled 5.2.1.2 reflects
“MARFORRES” as a Supported Command and the Capability Needed as “Middle
East/CENTCOM.” However, the “Location” reflected in the table is “HQ Marine Corps.”
Will the Government correct to location to enable better planning support, especially for determining travel costs? As written, because
HQMC is within 50 miles of CAOCL, no travel funding to support any MARFORRES event can be estimated/authorized.
Criteria included under Task Order 0001 (Initial)
PWS is in reference to the Operational Culture and
Language Expertise Services, Middle
East/CENTCOM capability support needed at
HQMC, which is the location where performance must be delivered. Travel to other locations may be required; however, such travel will be handled via contract modification.
The solicitation identifies a requirement for transcription skills, but does not address any volume of work or frequency of need. Can the
Government define the need better to allow
Contractor’s to appropriately analyze the
Language under section 5.3.6 of the PWS has been revised to include a minimum and maximum hours of transcription hours. Minimum of 100 hours and a maximum of 150 hours of transcription per contract requirement and propose a sufficiently resourced solution?
period.
Please confirm that the summary sheet with offeror’s total proposed price by CLIN including a total proposed price for both Task
Orders 0001 and 0002 (Total Proposed Price for Initial and Sample Task Orders) shall be included BOTH in Volume 1 (Offer Letter) and Volume 6 (Cost/Price)
Correct, summary of proposed prices consist of total amounts proposed for task order 0001 (initial) and task order 0002 (sample). Such amounts shall be provided in Volume 1 and Volume 6.
This sub factor requires that offerors provide
Personally Identifiable Information (PII) under an encrypted Compact Disk referenced as Volume 2A, with the encryption code provided to the Government under the management volume narrative and be highlighted in yellow. Would the
Government instead allow the offerors to simply include a hard-copy screen shot from the Joint Personnel Adjudication System
(JPAS) showing all the data required minus the PII (SSN, DOB, and POB), in lieu of an encrypted disc? This would better protect PII, provide the pertinent information, and demonstrate that offerors actively manage personnel in JPAS.
The Government must verify JPAS directly as part of this evaluation element. Encrypted Compact disc containing individual's information is required.
The Solicitation states that “Key Personnel are defined in section 4.5 of the PWS.” Section
4.5 does not exist. Please confirm that the
Government intended to reference section 5.5 of the PWS, instead.
This was a typo in the solicitation. Key personnel information is included in section 5.5 and 6.1 of the
PWS.
Will the Government confirm that Offerors are expected to provide detailed responses about “how” tasks will be accomplished in the
Offeror’s response to the IDIQ PWS and only a Basis of Estimate/manning levels and rationale when responding to Subparagraph
2.4.1.4 so as not to repeat previously addressed information.
Responses pertaining to the "how" are required for the master IDIQ PWS.
The Basis of Estimate is required only for the technical capabilities (Volume 3, Factor 2).
This requires that the offeror shall provide a
Professional Employee Compensation Plan in accordance with FAR 52.222-46. Offeror shall provide the plan as an attachment to Volume 3
(Note: this is similar data as the one requested under Volume 6 for the PECP). Since this highly proprietary sensitive cost information is presented in Volume 6, could the
Government eliminate the requirement to present it in Volume 4 and as an attachment to
Volume 3 in order to reduce proliferation of this sensitive cost data?
The Government understand the sensitivity of the data applicable to the Professional Employee
Compensation Plan. The Government will ensure that handling and safeguarding of the information contained in the proposal is adequate and that only individuals with the "need to know" will access the information. Information is required to be provided under Volume 4 and Volume 6. The Government did not request this information to be provided under
Volume 3.
The Solicitation states, “The PWSs and completed questionnaires do not count as part of page count.” Is it the Government’s expectation that Offerors include a Past
Performance Questionnaire as part of each
Past Performance Matrix submission? If so, is it the Government’s expectation that the Past
Performance Questionnaire be a completed questionnaire?
Questionaires are usually provided to the
Government; however, if the Offeror has copies of completed questionnaires, it shall include them under the proposal.
Subsection 2.7.1 is missing from the
Solicitation. Will the Government either re-number the solicitation or provide the missing information?
This was a typo in the solicitation. "Section 7.1
General Instruction" has been added to the solicitation amendment.
Will the Government either provide a Travel
Plug or identify all trips by location and duration throughout each Task Order? While the Government attempted to identify demand on the “LREC Training and Education
Events” Tab of the Excel file named “CAOCL
Training and Education Reference Data,” the information is insufficient to accurately forecast data needed to complete the “Travel
& ODC” tab in the Pricing file.
For Task Order 0002 (Sample), a $150,000 Not to
Exceed amount (NTE) for travel and ODC was provided in the Pricing template . Such task order is a sample task order requirement (it will not be issued as a real task order).
An NTE amount for travel and ODC was NOT provided under Task Order 0001 (Initial). Estimated travel cost and associated other direct costs (ODC) for Task Order 1 (Initial) shall be based on the
Offeror's proposed technical approach to satisfy the requirements of the PWS. Travel cost and ODC shall be proposed to cover the period of performance of this task order. For estimating purposes, it is prudent to assume that travel will commence on 27 April
2017 ( after 30 days contract transition period is completed).
The Solicitation states “For Travel, the
Offeror shall provide a priced basis of estimate describing the destination city, departure city and number of travelers. Pricing shall account for the cost associated with the from-to travel length period identified under the PWS.” The Government’s Solicitation does not provide destination city, departure city and number of travelers per task nor sufficient details for Offerors to logically make such assumptions regarding pricing travel. Will the Government provide travel and ODC plugs and remove this requirement from the Offeror?
For Task Order 0002 (Sample), a $150,000 Not to
Exceed amount (NTE) for travel and ODC was provided in the Pricing template . Such task order is a travel cost and associated other direct costs (ODC) for Task Order 1 (Initial) shall be based on the
Offeror's proposed technical approach to satisfy the requirements of the PWS. Travel cost and ODC shall be proposed to cover the period of performance of this task order. For estimating purposes, it is prudent to assume that travel will commence on 27 April
2017 ( after 30 days contract transition period is completed).
The Solicitation allows “Deployed Contractor personnel salary compensations, Defense Base
Act (DBA) insurance, and special pay” to be included under the ODC CLIN.” However, the
Government does not address specific travel locations, duration of travel or the frequency of travel to such locations. If the Government cannot provide such details, will the
Government provide an ODC plug?
For Task Order 0002, a $150,000 Not to Exceed amount (NTE) for travel and ODC was provided in the Pricing template . Such task order is a sample task order requirement (it will not be issued as a real task order).

2017 ( after 30 days contract transition period is completed).
The Solicitation allows “Deployed Contractor personnel salary compensations, Defense Base
Act (DBA) insurance, and special pay” to be included under the ODC CLIN.” However, it does not address Host Nation Work Visa fees required to be paid by US Contractors to work in support of CAOCL in a foreign country
(completely different from US Department of
State visas). Will the Government allow Host
Nation Visa fees to also be included under the
ODC CLIN?
The Contractor must provide personnel with active
United States Passport. Passports will be at no cost to the Government. The issuance of visas will be allocable as a direct cost under the contract and shall be accounted for under the ODC CLIN.
The Solicitation states, “Offeror shall provide cognizant Defense Contract Audit Agency
(DCAA) point of contact information. Offeror shall provide a copy of the accounting system adequacy letter as well as any Forward Pricing
Rate Agreements issued by DCAA. If Offeror does not have this information, it must state so under the proposal.” Does this requirement apply to the Prime and all Subcontractors?
Correct, this statement applies to prime and subcontractors.
This section states, “The Government will evaluate the Offeror’s proposal for recruiting, staffing and retaining sufficient numbers of personnel to support the requirements of the
PWS. The staffing plan will also be evaluated for its completeness regarding qualifications, knowledge, and skills of proposed personnel and how well they correlate to the capability requirements of the PWS.” The PWS identifies requirements for the entire IDIQ, including Task Order 1, Sample Task Order 2, and presumably emerging, but currently unspecified task orders. Will the Government change this evaluation criteria to only apply to the Offeror’s solution proposed for Task
Order 1?
The Offeror is required to provide an approach where it demonstrates its capability to management factor criteria. This approach is applicable to the PWS included in the IDIQ.
Please confirm that “The evaluated price of the proposal shall be the sum of the total cost and price proposed for the Initial and Sample
Task Orders” means “total travel and other direct costs to be reimbursed plus the firm-fixed labor price for these two task orders combined.”
Correct, the total evaluated price consist of the sum of total prices and cost proposed for Task Order 0001 and Task Order 0002.
The Travel & ODC Tab is identified as applying to Task Order 1, however, Task
Order 1 does not sufficient details to determine sufficient details to complete the travel-related columns marked “From, To, # of Trips, Travel Length, or # of Travelers” within the “Travel Cost” section, nor can an
Offeror determine sufficient ODC details
(“Traveler’s name, Traveler’s Hourly Salary
Rate, Deployed Location, Number of Days
Deployed, Hazard Pay Premium, Hardship
Pay Premium, DBA Insurance or Spot”) be determined from the vagueness of the
Government’s description of services. We request the Government provide a Plug number for Travel and ODCs associated with
Task Order 1 or provide sufficient details for an Offeror to propose a sufficiently informed price proposal as the only quantities identified
Task Order 1 refer to inventory numbers of classes on a shelf for Task 5.1.1, numbers of available work stations for Task 5.2.1 and
5.2.2. The information provided by the
Government is of no use when trying to determine sufficient details to propose substantiated travel costs. If the Government cannot provide such details, will the
Government provide travel and ODC plugs?
Estimated travel cost and associated other direct costs (ODC) for Task Order 1 (Initial) shall be based on the Offeror's proposed technical approach to satisfy the requirements of the PWS. Travel cost and
ODC shall be proposed to cover the period of performance of this task order. For estimating purposes, it is prudent to assume that travel will commence on 27 April 2017 ( after 30 days contract transition period is completed).
The ODCs applicable to Bahrain shall be estimated assuming that personnel is traveling to location on 27
April 2017 ( after 30 days contract transition period is completed). The Offeror shall describe all assumptions and timelines pertaining SPOT and handling of host nation visa.
As stated in the PWS, these deliverables are for provide twelve (12) months of support per task order period.
The first Task/Objective entry (LREC
Training & Education Support Services) indicates that the place of performance for all tasks performed under PWS Section 5.1.1 will be Quantico, VA. Is the Government implying that there be no travel required to execute this task? If travel is anticipated, will the
Government either provide a Plug Cost or provide a full listing locations at which LREC training & Education Support Services are to be performed and the duration of each event to allow Offerors to determine and forecast adequate resources and to price accordingly?
Travel cost is not anticipated for this deliverable since the place of performance is Quantico, VA;
however, if travel outside the Quantico Area is required, it will be incorporated via contract modification at the task order level. Travel cost will then be accounted for under the travel CLIN.
The third Task/Objective entry (Social and
Behavioral Science Research Services) indicates that the place of performance for all tasks performed under PWS Section 5.1.1 will be Quantico, VA. Previously the Government indicated there would be a requirement for
CONUS and OCONUS travel. Is the
Government implying that there be no travel required to execute this task? If travel is anticipated, will the Government either provide a Plug Cost or provide a full listing locations at which LREC training &
Education Support Services are to be performed and the duration of each event to allow Offerors to determine and forecast adequate resources and to price accordingly?
Travel cost is not anticipated for this deliverable since the place of performance is Quantico, VA;
however, if travel outside the Quantico Area is required, it will be incorporated as a contract modification at the task order level. Travel cost will then be accounted for under the travel CLIN.
Section 5.1.1 within the Solicitation includes subsection 5.1.1.1 Training and 5.1.1.2
Education (RCLF). Will the Government confirm that the severable capability identified in Task Order 1 includes RCLF as the
“Inventory of Classes” table included in Task
Order 1 does not appear to include RCLF classes? Clarity of the requirement is essential to Offeror’s proposing adequate resourced solutions.
The capabilities associated with LREC Operational
Training and Educational Services includes Training classes and Education (RCLF) classes. For Task
Order 1, the Government intents to obtain support for
TRAINNING classes. Quantities included under the
Inventory of Classes table referenced in Task Order 1
PWS does not include RCLF online courseware.
If RCLF Educational classes support since it only covers Training requirements vice Education.
RCLF Education classes inventory was provided under the CAOCL Training and Education Reference
Data document, tab named "RCLF Online Education
Materials Inventory".
There will be ONE price per unit that comprises the integrated capability under this deliverable.
Full execution of Task 5.1.1 requires capabilities currently resident on active adjacent contracts with different periods of performance. Including redundant capabilities needlessly increases cost, but not including redundant capabilities poses risk to the
Offerors. Shall Offerors include or exclude those active and adjacent contract’s capabilities from our proposed solutions?
Scope of work contained in Task Order 0001 PWS defines CAOCL's immediate needs for this effort.
The last row/first column in the Table reflects
“MARFORRES” as a Supported Command and the Capability Needed as “Middle
East/CENTCOM.” However, the “Location” reflected in the third column states “HQ
Marine Corps.” Will the Government correct to location to enable better planning support, especially for determining travel costs? As written, because HQMC is within 50 miles of
CAOCL, no travel funding to support any
Support to MARFORRES may occur at numerous locations depending on the unit sourced to deploy.
Most training will likely occur at Camp Pendleton, CA; Marine Corps Air Ground Combat Center
(MCAGCC), Twentynine Palms, CA; Camp Lejeune, NC; or Bridgeport, CA but could also be conducted at the unit's home location.
MARFORRES event can be estimated/authorized.
The “Location” identified is Bahrain. Is it the
Government’s intent that this support is only provided in Bahrain and requires no additional travel in support of exercises or travel in support of the Commanding General? If the
Government cannot provide such details, will the Government provide a travel plug?
This requirement is covered under the scope of work of Task Order 0001 (Initial Task Order). The
Contractor is required to provide a breakout of the proposed travel cost for this task order as it related to
Bahrain. If additional travel needs arises, such will be handled as a modification to the task order. Travel will be accountable under a cost reimbursable CLIN.
For estimating purposes, it is prudent to assume that travel and associated ODCs will commence on 27
April 2017 (after 30 days contract transition period is completed).
Will the Government clarify the number of
Middle East/CENTCOM sessions required at
Camp Lejeune? The “No. of Sessions” column indicates “30”, but the “Class Dates” column indicates “FY 17, 6 classes per quarter” for a total of 24 sessions. Is the
Deliverable “30” or “24” sessions?
Sample PWS had a typo in the training session quantities for CENTCOM. The correct amount is 24 training sessions. This typo has been corrected in the solicitation amendment.
Will the Government identify the locations for each Specific Language Class to provide sufficient details for an Offeror to determine sufficient details to propose substantiated travel costs? If the Government cannot provide such details, will the Government provide a travel plug?
This is a sample task order requirement (it will not be issued as a real task order). Not to exceed amounts for travel and ODC were provided in the Pricing template for Task Order 0002.
Will the Government greater granularity for the event locations more than “East coast” to allow Offerors to determine sufficient details to propose substantiated travel costs? Support at Quantico entails significantly less costs than support delivered at Little Creek, VA, Camp
Lejeune, NC or Tampa, FL. If the
Government cannot provide such details, will the Government provide a travel plug?
For Task Order 0002 (Sample), a $150,000 Not to
Exceed amount (NTE) for travel and ODC was provided in the Pricing template . Such task order is a travel cost and associated other direct costs (ODC) for Task Order 1 (Initial) shall be based on the
Offeror's proposed technical approach to satisfy the requirements of the PWS. Travel cost and ODC shall be proposed to cover the period of performance of this task order. For estimating purposes, it is prudent to assume that travel will commence on 27 April
2017 ( after 30 days contract transition period is completed).
Section 5.1.4 refers to day-long events
“including exercise support, planning, conferring, assessing, mentoring, or a combination of these items” not a requirement to “provide the following classes …for the following CAOCL’s inventory of classes.”
Will the Government clarify what the
Deliverable is for Task Order 2 under section
5.1.4 of the PWS? Identify the locations for each Specific Language Class to provide sufficient details for an Offeror to determine sufficient details to propose substantiated travel costs?
There was a typo under the description of this deliverable on Task Order 0002 (Sample) PWS. For deliverable 5.1.4 listed under Task Order 0002
(Sample), the Offeror shall propose a price for LREC
Event Support for Government. Offeror shall adhere to the criteria included in the master PWS for this deliverable (see section 5.1.4 of the IDIQ PWS).
PWS included under Task Order 0002 (Sample) identified the number of days required for this deliverable. The Offeror needs to proposed a price based on the number of days listed.
As stated in section 5.1.4.3 of the IDIQ PWS, "Support provided under this deliverable is based on a full work day of support. A full day of support is defined as eight (8) productive work hours". For this
Task Order PWS, one day of support equates to a full day of support.
There is no need to provide a price for travel under this deliverable. For Task Order 0002, a $150,000
Not to Exceed amount (NTE) for travel and ODC was provided in the Pricing template . Such task order is a sample task order requirement (it will not be issued as a real task order).
Order 1?
No, the Offeror shall demonstrate its ability to manage the requirements listed in the solicitation.
Evaluation criteria under Volume 4 Management
Approach remains unchanged.
Our key personnel have had security clearance before, but are not currently sponsored. Is this ok in order to submit a proposal to this RFP?
Offeror must propose personnel with the appropriate security clearance levels at time of proposal submission. SF-86 shall be active (not expired) and employees shall be eligible to reinstate their clearance.
Will the USMC be the sponsoring entity for security clearances for this contract?
No, the USMC will not sponsor clearances under this contract. The Offeror must possess a Facility
Clearance at time of proposal due date.
Will the Prime be required to have a separate facility clearance outside of the workspace provided?
In accordance with the Defense Security Services, a prime contractor must possess a facility clearance .

Regarding the referenced subject solicitation, Center for Advanced Operational, Solicitation
Number: M00264-17-R-1000. It states the following but there is no 4.5. Can you please clarify? The Offeror shall provide the resumes for all key personnel that demonstrate the years of experience and skills necessary to perform the requirements in the solicitation.
Key Personnel are defined in section 4.5 of the PWS.
This was a typo in the solicitation. Key personnel information is included in section 5.5 and 6.1 of the
PWS.
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT FOR THE CENTER FOR ADVANCED
OPERATIONAL CULTURE LEARNING (CAOCL)
CAOCL LANGUAGE AND CULTURE TRAINING AND EDUCATION SUPPORT SERVICES
1. GENERAL: This is a non-personal services contract to provide education, training, advising, research, and institutionalization support services across multiple knowledge domains including language, region, culture specific, and culture general. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, software, supplies, transportation, tools, materials, supervision, and other items necessary to perform education, training, advising, and institutionalization support services across multiple knowledge domains including language, region, culture specific, and culture general as defined in this Performance Work
Statement (PWS) except for those items specified as Government furnished property and services. The
Contractor shall perform to the standards in this contract.
1.2 Background: The Marine Corps CAOCL ensures Marines are equipped with operationally relevant regional, culture specific, culture general, and foundational language instruction to support effective planning and operations in the joint and combined expeditionary environment. CAOCL is chartered under
Department of Defense (DoD) Instruction 5160.70 and is a subordinate activity under the Marine Corps
University (MCU). The CAOCL staff executes pre-deployment training programs (PTPs), provides direct support to the operating forces, provides operationally focused programs in individual and collective training, supports service-mandated Language, Regional Expertise, and Culture (LREC) institutionalization requirements, conducts social science research, and conducts Professional Military
Education (PME) based upon mission scenarios and identified needs, as well as the need to prepare
Marines for anticipated and emergent contingencies.
CAOCL’s approach to education and training covers four content areas: language, regional, culture specific, and culture general knowledge and skills, collectively referred to below as LREC.
CAOCL annually provides on-site, face-to-face LREC pre-deployment training to well over 60,000
Marines and Marine units deploying worldwide for missions that span the range of military operations.
CAOCL training solutions range from one hour briefs to four-week classes to field assessments, and focus on those aspects of culture and language that will enhance Marines’ capabilities in a specific mission and locale.
CAOCL’s principle education program is the Regional, Culture, and Language Familiarization (RCLF)
Program, which is a career-length program designed to instill, develop, and sustain basic LREC capabilities in our career Marines. The end state of this program is to provide a basic foundation to enhance cross-cultural competence within the general purpose force through a familiarization with culture general concepts, regional context, culture specific information, and tactical phrase usage in a regional language. CAOCL also provides LREC instruction, support, and staff exercise participation for several
Marine Corps University (MCU) schools and other Marine Corps formal schools and offers LREC related electives in support of MCU.
CAOCL is chartered to provide LREC institutionalization across the Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) pillars. To that end, CAOCL is responsible for drafting and/or reviewing departmental, joint, interagency, and service-level LREC documents for equity and concurrence. Additionally, CAOCL is responsible for maintaining the LREC Training and
Readiness Manual.
CAOCL provides social science research through the Translational Research Group (TRG). TRG conducts scientific, fieldwork-based research on Marine Corps programs and processes and provides scientific advising to decision-makers in Marine Corps organizations from MCU to Headquarters Marine
Corps (HQMC) and the Office of the Secretary of Defense (OSD). TRG provides conceptual, theoretical, and methodological capability to support problem framing, critical analysis, and research across a broad range of topics. TRG also supports CAOCL’s assessment and culture general/cross-cultural competence efforts.
CAOCL coordinates the provision of Expeditionary Cultural and Language Support Services to Marine units for designated deployments. Under these services, the contractor shall support and assist deployed commanders regarding the impacts of local culture on military/civilian operations and vice versa, and issues relating to politics, governance, socio-economic development, and tribal or other ethnic dynamics in the area of responsibility. In addition, under these services, the contractor shall provide a multidisciplinary approach and analytical depth to current and future operations in the area of responsibility and offer perspective and input to support the Range of Military Operations (ROMO).
Services also include providing input regarding cultural, religious, linguistic, and geopolitical information to the commander and his or her staff regarding national and local affairs; and cultural awareness, advice, and training to primary staff and other military personnel as required.
1.3 Objectives: The main objective is to ensure Marines deploy with an operational understanding of the local military and partner cultures and regional dynamics relevant to the mission with select Marines being language-enabled, in order to facilitate mission success. To accomplish this, CAOCL requires a comprehensive, flexible, fully integrated training, education, development, execution, maintenance, research, and operational and expeditionary culture and language capability to respond to emerging global
United States Marine Corps (USMC) requirements and changing situations such as emerging threats and opportunities across the globe. In order to respond to operational needs, LREC support functions are required in order to prepare forces for deployment. CAOCL relies heavily upon these services to support its evolving mission. Personnel are also needed to contribute to CAOCL’s overall effort to actively advance institutionalization through doctrine and engagement. CAOCL, on behalf of the Marine Corps, ensures that LREC capabilities are adequately institutionalized across the DOTMLPF pillars in order to enable the Marine Corps to meet the requirements addressed in Chairman of the Joint Chiefs of Staff
(CJCS) 3126.01A Directive. A priority is to ensure that LREC, as a functional area, receives sufficient consideration in the capability development process and in the development of future Mission Essential
Task List (METL) based training plans and revalidated pre-deployment training requirements.
1.4 Scope: The scope of this effort is for the provision of operational, technical, logistical, and programmatic support of CAOCL mission requirements. Principal support areas under this effort include all facets of execution required to support not only CAOCL’s operationally focused LREC program, but also forward deployed units. Critical capabilities within this effort include: providing professional foreign
LREC training and education programs and services that improve the cross-cultural effectiveness of
Marines; providing language instruction, Operational Culture General, and Operational Culture (Region)
Specific at each of the three Marine Expeditionary Forces (MEFs), 29 Palms, and other subordinate commands at various locations around the world; and providing senior level experts in regionally oriented, operationally relevant culture to support operational unit commanders, normally in a forward deployed environment. Specific capabilities include translational social science research, program analysis, assessment, policy support, curriculum development, content development, and instructional systems design in accordance with Systems Approach to Training User’s Guide (SAT) set forth under the
Navy Marine Corps (NAVMC) Order 1553.1 and the SAT Manual.
