PERFORMANCE WORK STATEMENT

Law Enforcement Training and Security Support
C-1.0 BACKGROUND
The United State Marine Corps is acquiring Program Management support, training services, and non-guard security support services for a centrally managed law enforcement program conducted from the Security Division (PS), Plans, Policies and Operations (PP&O), Headquarters, U. S. Marine Corps (HQMC).
The United States Marine Corps established the Marine Corps Civilian Law Enforcement Program (MCCLEP) as part of the Supporting Establishment Law Enforcement (SELE) Program and is managed within PS. The program provides law enforcement and security support to locations in Table 1 of the Performance Work Statement (PWS).
In order to better support the warfighter, military police (MP) have been shifted to the operating forces with GS-
0083 (Civilian police officers), contractor Security Support Personnel (SSP) and trainers incorporated into the
Provost Marshal’s Offices (PMO) and Marine Corps Police Departments (MCPD). Civilian police officers and military police require a myriad of basic, sustainment, and advanced law enforcement training and instruction in order to effectively accomplish their law enforcement missions.
C-2.0 SCOPE
This PWS establishes requirements for the centralized USMC law enforcement program, with program management support, training program support to ensure a comprehensive, consistent, effective, and efficient law enforcement skills and readiness, the procurement of associated police equipment and uniforms, and non-guard security support.
Program management support, non-guard SSP support, and law enforcement and security training support (initial, in-service, sustainment, and advanced) are the core components of this contract. These components will be further identified in this PWS. There is a requirement for contractor- acquired, government-owned equipment and uniforms and for the purchase of expendable items to be used by the contractor while conducting training for this contract.
Law enforcement, security, security support, information and database systems, and law enforcement training are part of a holistic and collaborative umbrella of support to the Marine Corps mission.
C-3.0 GENERAL REQUIREMENTS
C-3.1 Contractor Program Management
The contractor shall provide the name of the Contractors Program Manager (PM) responsible for overall contract program management. This includes oversight of scope, schedules, and cost associated with this requirement and coordination with the Contracting Officer Representative (COR) and HQMC Technical Point of Contact (TPOC) in the conduct of monthly reporting and quarterly in process reviews (IPR). The Contractors PM shall be responsible for reviewing and reconciling with the COR the labor hours worked, travel, and purchases made under the contract.
The PM shall be responsible for maintaining administrative and operational control of contract staff personnel to include contractor personnel working on-site.
C-3.2 Quality Control
Upon contract award and throughout performance, the prime contractor shall have and maintain a quality control process that meets contract requirements and program objectives while ensuring customer satisfaction and defect-free products/process. The quality control system shall contain procedures, planning, and all other documentation and data necessary to provide an efficient and effective system based on a contractor’s internal auditing system.
Thirty (30) days after contract award, the Contractor shall provide to the government a copy of their Quality
Control Plan (QCP). The quality system shall be made available to the government for review at both a program and worksite services level during predetermined visits. Existing quality documents that meet the requirements of this contract may continue to be used. The Contractor shall also require all subcontractors to possess a quality control program commensurate with the services and supplies to be provided as determined by the prime’s internal audit system. The Government reserves the right to disapprove the contractor’s and/or subcontractor’s quality control plan or portions thereof when the quality system(s) fails to meet contractual requirements at either the program or worksite services level. The Government reserves the right to participate in the process improvement elements of the contractor’s quality control plan as needed.
At minimum, the contractor’s quality control system shall meet the following key criteria:
Establish capable processes
Monitor and control critical product and process variations (i.e./ maintaining required qualifications and certifications of personnel)
Establish mechanisms for feedback of field products
Perform, implementation and effective root-cause analysis and corrective action system
Establish procedures for continuous process improvement
The contractor shall have processes in place that shall coincide with the government’s quality assurance and management processes. As required, the contractor shall use best industry practices including, when applicable, ISO/IEC 15288 for System life cycle processes and ISO/IEC 12207 for Software life cycle processes. In addition, the contractor’s quality process procedures shall be compliant with the information security requirements addressed in Section H.
The Contractor is responsible for all quality control inspections necessary in the performance of the various requirements as assigned and identified by the respective POA&M or procedural quality control system document.
The Government reserves the right to perform any inspections deemed necessary to ensure that the contractor provided services, documents, and material meet the prescribed requirements and to reject any or all services, documents, and material in a category when non-conformance is established.
C-3.3 Law Enforcement Information Systems Support
Provide Law Enforcement (LE ) subject matter expertise (SME) in support of the LE Information Database systems.
Services shall encompass maintaining all certification and qualification data relating to law enforcement and security requirements.
The contractor shall support and coordinatewith the tasks related to LE Information Systems and Criminal
Intelligence System (Task C-4.3), when needed, purchase, customize, install, integrate, network, operate and maintain for those installations selected one (software) licensed instance of: iBridge; Analyst Notebook; SPSS Predictive
Analytics; and Cognos Business Intelligence or other similar systems approved by the government that provide similar capabilities.
C-4.0 TASK REQUIREMENTS
C-4.1 MARINE CORPS CIVILIAN LAW ENFORCEMENT PROGRAM (MCCLEP) SERVICE
SUPPORT - CLIN 0001 (X001)
The contractor shall:
Assist SELE in developing advertising and recruitment campaigns, and provide advertising and recruiting support materials to hire civilian police based on the needs of the government.
Support SELE in devising an advertising strategy that targets an audience at both the national to local level media for recruiting efforts for civilian police officers to be placed in periodicals and other media, consisting of advertisements and articles about the civilian police program.
Perform regional research annually to determine if civilian police officer wages are competitive and assist with the analysis and research for retention incentives such as special salary rate and retention bonuses.
Provide the government with quarterly briefings that detail the advertising and recruiting strategy, actions taken and actions planned.
Assist SELE in the conduct of Uniform Boards for the government as required. Support includes assisting with research, creation of presentations, set-up of packages, and organization of material for government review.
Assist SELE in revising policy for the conduct of the uniform board for government review and approval, select a venue, notify participants of the conduct of the board and publish the results of the board.
Assist SELE with finance, budget, and manpower management support.
Assist SELE with program and policy support.
Provide credentialing support for the development and issuance of law enforcement credentials, identification cards, flat badges, and dome badges for SELE. This includes credentials for new civilian and military police officers, and credential support of the Law Enforcement Officer Safety Act (LEOSA).
Record and track the issuance of all law enforcement badges through a HQMC database.
Coordinate the deactivation, re-issuance, and refurbishment of all credentials.
Perform manual and clerical work related to the receipt, stocking, minor maintenance and repair, and issuance of various supplies, materials and equipment of a general or specialized nature.
Recommend equipment purchases.
Prepare funding requests, requisition and fiscal documents.
Track purchases through receipt and inventory.
Ensure compliance with GSA and authorized vendor procedures.
Manage uniform and gear issue/receipt and maintain the Unit Authorized Equipment List. This includes tracking of all newly hired civilian police officer initial uniform issue (training, duty and dress) for all newly hired civilian police officers. A duty uniforms includes duty gear, equipment in support of the execution of security and law enforcement, and ballistic vest protection. Initial uniform issue is defined as uniform items and equipment that is issue during a civilian police officer’s 1st year as a police officer, or until the police officer’s begin receiving their annual uniform allowance. Initial issue uniforms and gear are identified in Attachment 4.
Assist with basic inventory functions in order to support installations with law enforcement accountability system.
Periodically perform physical inventories, make simple arithmetic computations to reconcile physical count with inventory records and order requests.
Investigate and reconcile routine and recurring discrepancies relating to actions such as receipt control, stock control, and inventory adjustments. Immediately report to a government authority outside of the supply chain of command any discrepancies where wrongdoing is suspected.
Provide support for research of equipment and logistical searches in law enforcement databases in order to support SELE accountability inventories.
Issue general and specialized goods and supplies.
Input and retrieve inventory information using a variety of software application programs, including word processing and spreadsheet programs.
Support logistical operations in order to ensure accountability of overall SELE inventories. Provide clerical and database management support in order to improve law enforcement logistics and supply systems.
Possess ability to assist with the maintenance of logistics and supply systems. The contractor shall have the physical attributes to support the stocking and storage of equipment in warehouses for inventory accountability to maintain safety requirements and support these activities in a secure environment.
Physical attributes include the ability to bend or stoop repeatedly or continually over time to unpack, unload or shelve items, have the ability to lift a maximum of 50 pounds and have the ability to lift arms above shoulder level to stock and readjust shelves.
The contractor will ensure instructors / training personnel are distinguishable from government personnel by dressing in appropriate uniform / clothing while working at MCPA and during the performance of instructing courses. The contractor shall obtain HQMC approval of uniforms / clothing for instructor and training personnel within 10 days from date of award and upon any requested changes to the contractor’s uniform program. All other personnel shall wear distinguishable clothing appropriate for the supported task with visibly worn identification.
C-4.2 HUMAN RESOURCES SUPPORT SERVICES -CLIN 0002 (X002)
These services consist of the following support:
Providing HR hiring support to the installation Provost Marshal/Police Chief/Human Resource Office and when properly trained by SELE, provide applicable guidance related to civilian personnel (GS) assigned to the PMO/MCPD concerning HR matters.
Assisting the Provost Marshal/Police Chief and other PMO/MCPD managers and staff on HR matters and assisting in the administration of HR programs.
Assisting the civilian personnel assigned to the PMO/MCPD offices in the administration of HR programs consistent with HQMC M&RA requirements.
Providing day to day HR administrative services to assist with the recruitment, evaluation, interviewing and hiring of future civilian law enforcement employees.
Provide close coordination and supportto the installation civilian personnel/HR office concerning the status updates of various HR actions and providing information to the PMO/MCPD.
Reviewing certification lists, scheduling and in some cases proctoring applicants during the testing required for the program. This includes BMI, PAT, MMPI testing, drug testing, background checks, Lautenberg Amendment checks and occupational physicals. Information shall be protected in accordance with Privacy Act and the Department of Defense Privacy Program, DOD Directive 5400.11
Preparing periodic reports, as required, to display the status of applicants in the hiring process.
Supporting the appropriate Human Resource Service Center (HRSC) in HR matters.
C-4.3 LAW ENFORCEMENT PROGRAM MANAGEMENT SUPPORT – CLIN 0003 (X003)
Assist SELE by providing programmatic management support with on-site project support reporting to the COR and HQMC TPOC.
Assist in execution and management of centralized program elements such as hiring plans, budgeting (POM, phasing, submission of deficiencies, and execution), training schedules and events, and analytical reporting. Provide assistance with Table of Organization and Equipment preparation and submission as needed to support law enforcement and security requirements.
Track legislative changes impacting USMC law enforcement and security equities. Contractor shall assist in drafting positions for information exchange program elements such as human resources, labor relations and concurrent joint service and agency program development.
Provide assistance to ensure compliance with regulatory policy regarding minimum standards for hiring, training, certification, and physical fitness of civilian police, civilian investigators, and civilian security and security support personnel.
Provide assistance on program changes to include development, review, revision, and coordination on all proposed policies, regulations, directives, instructions, and proposed exceptions to program standards.
Provide assistance in identifying training/equipment requirements, current military/civilian conversion cycle/status and desired training execution dates and alternates.
Provide assistance to SELE in support of special projects and the Marine Corps Law Enforcement
Badge Program.
Provide Police Applicant Suitability Review (PASR) Program support by:
o Conducting investigations and reporting status of PASRs for new Marine Corps civilian police, civilian investigators, and other security support applicants as applicable. The PASR investigations would include an examination of the applicant's military, employment, criminal, educational, residential, personal, financial history, and other elements as required by the government. A written report in electronic and hard copy format will be submitted to appropriate government representatives upon conclusion. Each report will be reviewed for accuracy and completeness by a PASR senior representative.
o Investigators supporting the PASR program require at least 5 years of relevant investigation experience. Information collected shall be protected in accordance with Privacy Act and the
Department of Defense Privacy Program, DOD Directive 5400.11
Provide Criminal Analyst/Information Fusing & Sharing/Crime Analysis Program support by assisting
SELE with developing and managing a Marine Corps-wide criminal intelligence/criminal analysis program through:
o Identification, development, delivery and/or coordination of training, both instructor led and eLearning modules o Support and assist with revisions of policy and procedure development.
o Providing personnel to perform various criminal analyst tasks to include: link analysis, information fusion/sharing, crime mapping, and other analyst functions o
Support the execution of Quality Assurance/Quality Control (QA/QC) measures that are in place that ensures compliance to and adherence of installation safety requirements and associated corrective action plans while providing the government with a quarterly report on methods and results.
Provide program administrative support for the SELE program office.
Provide writer support and researchers to support policy development for the flight line security program and policy to include support for the Joint Strike Fighter. Resources identified to provide this support must possess a SECRET clearance.
Provide HQMC with SME in Law Enforcement and Correction Branch (PSL) to assist with program and policy support.
Provide law enforcement and operational planning subject matter expertise to support the development and delivery of HQMC plans, policy, analysis, training, and exercises for emergent law enforcement and correction requirements for Supporting Establishment Law Enforcement. The contractor shall provide support to and assist with the development and/or review of concept plans, Marine Corps Orders, Strategic Plans, and other SECNAV or Department of Defense doctrine and policy.
C-4.4 SECURITY SUPPORT MANAGEMENT – CLIN 0004 (X004)
The contractor shall assist SELE by providing the necessary management support to ensure the successful execution of security support services at all locations identified in Table 1 of the PWS. This support will consist managing the contractor’s labor work force, ensuring appropriate personnel actions, ensuring personnel are scheduled appropriately, addressing personnel issues, assist in identifying future SSP requirements, seeking efficiencies through multi-tasking where feasible, conducting exercise support, coordinating with Provost
Marshals/Police Chiefs on support issues, and participating in conferences/meetings.
C-4.5 TRAINING PROGRAM MANAGEMENT SUPPORT – CLIN 0005 (X005)
The contractor shall assist SELE by providing the necessary management support to ensure the successful execution of all Marine Corps Police Academy (MCPA) and SELE. This support will consist of, at a minimum, assisting SELE in: developing future training requirements, ensuring standardized SELE training throughout the USMC, curriculum development and review, developing training strategies, and conducting Course Content Review Boards (CCRB) annually and as needed when significant or crucial changes to the content are required as a result of updated or new policy, procedures, regulations and laws are enacted that impact the course objectives. The training program manager will be physically located on-site at the MCPA.
The contractor shall develop training solutions, provide materials and identify delivery methods (e.g. manuals, computer aided instruction (CAI), classroom curricula) for end users as well as help desk support and site administration staff. The contractor shall provide training using a variety of these delivery methods, on a government established schedule and per Government request.
Provide overall oversight of the contractors’ training execution support.
Provide support with reporting statistical information on both students and courses from a program-wide to base specific level, including reports regarding individual student statistics.
The contractor shall provide an annual training plan to include a combination of 10 basic and advanced Police
Officer and other Police Officer leadership and specialized courses per year.
Contractor instructor requirements are as follows:
The contractor shall provide instructors certified in the following courses and training. The Contractor shall provide and maintain a matrix of instructors with their qualifications as related to the certifications addressed in each:
o Instructor Development- Graduate of a Service approved instructor development course.
o Firearms training – NRA Law Enforcement Handgun and Shotgun certified instructor or a
Service approved alternative.
o NRA Patrol Rifle Instructor Course or a Service approved alternative, as required.
o Defensive Tactics o Expandable Baton – ASP or Monadnock Baton Instructor (manufacturer certified) o Monadnock Defensive Tactics System (MDTS) instructor o Oleoresin Capsicum Spray - INIWIC or Service approved alternative o National Safety Council (NSC) CPR/Advanced First Aid/AED/BBP Instructor certified o TASER – INIWIC or Manufacturer certified (As required) o Standard Field Sobriety Testing – certified to National Highway Traffic Safety
Administration standards o Force on Force Instructor Certification
The contract shall provide weapons in support of the execution of weapons qualification for the Basic Police Officer
Course (BPOC) period of instructions (POI).
The contractor shall provide academy support as follows:
The contractor shall provide the administrative, logistical, FLETA support, DHART support and instructor capability in order to support the mission of the MCPA and HQMC training programs. Maintaining one (1)
MCPA . These services may include when most advantageous to the government, providing vehicle support in order to execute the period of instruction as outlined in the MCPA’s curriculum. Vehicle support will include the cost of maintenance and the purchase of fuel.
Officer Course (BPOC) by maintaining the curriculum, teaching the Course of Instruction (COI), identifying required and future training and development needs, developing training programs, conducting training appraisals, devising lesson plans, producing training materials for in-service courses as necessary, monitoring and reviewing the progress of students, maintaining student training records and solving specific training problems. Training materials are required to be provided prior to any execution of scheduled training.
The contractor shall ensure that all employees providing instruction services meet the standards and certifications, inclusive of annual marksmanship qualifications and Use of Force certifications.
The contractor shall provide (60) M-9 pistols and (20) M1014 Joint Services Shotguns in support of training for trainees attending the academy in order to meet the MCPA’s marksmanship program and civilian police officer’s qualification. These weapons will be subject to Marine Corps Orders and stored in accordance with MCO 5530.14 A and MCO 8300.1D.
Contractor employees supporting the Academy shall demonstrate an understanding of the training requirements for the Course of Instruction (COI) listed in paragraph 3.4 by providing terminal and enabling objectives for the courses including instructors’ understanding and responsibilities of each listed course.
Instructors qualified in the courses listed in this PWS are required.
Instructors shall have experience training police officers. Waivers to this requirement will be considered on a case-by-case basis.
The contractor shall ensure all instructor services are provided by individuals experienced in teaching classroom instruction, conducting practical hands-on exercises, and testing students. The Contractor shall comply with all existing Government safety regulations.
All instructors must meet the provisions of the Lautenberg Amendment. This stipulation disqualifies any affected individual from performing instructional duties in accordance with this Performance Work Statement (PWS). All instructors will sign a statement which acknowledges that they understand the provisions and consequences of the
Lautenberg Amendment, and that they have not been convicted of any offense covered by the act.
Instructors shall have experience training police officers. Waivers to this requirement will be considered on a case-by-case basis.
The contractor shall ensure all instructor services are provided by individuals experienced in teaching classroom instruction, conducting practical hands-on exercises, and testing students. The contractor shall comply with all existing Government safety regulations.
In support of curriculum development, the contractor shall:
Provide curriculum development support to SELE to create and maintain COI, lesson plans, student handouts, practical exercises, examinations, evaluations, and training resource requirements lists, to include instructor resources (hours and number both for student contact hours and any other time required to provide the instruction) for all courses instructed.
Support the SELE program by developing and updating the curriculum required for MCPA courses and the Provost Marshal Offices/Marine Corps Police Departments law enforcement training needs, to include advanced LE training topics. Examples of these advanced courses include, but are not limited to Standard Field Sobriety Tests (SFST), Special Reaction Team (SRT), RADAR, LIDAR, etc. The contractor shall provide an up-to-date Course Catalog of all contractor-provided law enforcement training. The contractor shall provide a monthly law enforcement alert on a topical subject, for promulgation by SELE.
Ensure that it provides curriculum developers who possess the following minimum qualifications – four (4) year college degree (M.Ed/M). Criminal Justice preferred for lead developer), Instructional
System Design (ISD) Certification, minimum ten (10) years law military/civilian law enforcement experience, extensive curriculum development experience, significant training background and be proficient with Microsoft Office tools and programs and possess the ability to express ideas effectively, both orally and in writing.
Mobile Training Team (MTT) Support shall include the following:
MTT instruction services to conduct advanced and specialized law enforcement training. The instructors will be required to provide these services at the Marine Corps installations as identified in Table 1 of the PWS.
Assist SELE in supporting the identified PMO/MCPD by providing the required advanced or specialized law enforcement training, identifying training and development needs, conducting training appraisals, producing training materials for advanced or specialized courses, monitoring and reviewing the progress of students, maintaining records, and solving specific training problems.
Conduct USMC-approved courses as directed, including but not limited to the following:

Instructor certifications for the MTT are as required by the course content and approved by the government.
C-4.6 POLICY, DOCTRINE, SPECIAL PROJECTS SUPPORT - CLIN 0006 (X006)
Assist HQMC PP&O PS in providing Marine Corps-wide law enforcement and security policy support including, but not limited to, Marine Corps Orders (MCO), naval messages, point papers, USMC Inspector General Checklists, and other directives/regulations and policy letter development, revision, staffing, review and coordination. This includes drafting positions on orders/directives at levels above USMC (SECNAV, DoD).
Assist PSL in providing Marine Corps MP/ Law Enforcement (LE) battlefield doctrine development including, but not limited to, coordination, revision, review, and development of new and existing doctrine (MCWP/MCRP).
Assist in the development of Marine Corps LE future concepts, campaign plans and other special projects as required.
Provide Policy and Doctrine contract support for SELE, Criminal Investigation Division Section, and PSL Plans.
C-4.7 NON-GUARD SECURITY SUPPORT PERSONNEL (SSP) – CLIN 0007(X007)
The contractor shall provide the support services in the specified task areas to installation PMOs/MCPDs at locations identified in Table 1 of the PWS. The contractor shall provide a SSP Site Supervisor who is responsible for managing and supervising the contractor’s on-site personnel at each site location.
The contractor shall ensure that all employees providing security support services present a neat and well-groomed appearance and pass a criminal background check and drug screening with periodic follow-on testing. Additional support standards include the ability to provide sufficient levels of support at the duty station on regularly scheduled time and work shifts regardless of weather conditions, Force Protection Condition (FPCON) or installation closure in order to ensure 24 hour coverage for law enforcement dispatchers, alarm monitoring, physical security support, support for critical incident response and support for critical vulnerability mitigation.

C-4.7.1 On-Site Program Management Support – [SUBCLIN 0007(X007AA)
The contractor shall provide site specific program management support to those locations identified in Table 1 of the
PWS. These on-site managers shall be responsible for the management and oversight of contractor operations, to include reconciling schedules and cost associated with execution of task requirements at the corresponding locations. The site managers shall coordinate with the Contractor’s PM, the COR and HQMC TPOC on the accuracy of monthly reporting and quarterly IPRs for their locations; reviewing and reconciling with the Contractor
PM and COR questions pertaining to contractor personnel labor hours worked, travel, and purchases made under the contract. The on-site managers shall be responsible for maintaining administrative and operational control of contract staff personnel on-site.
C-4.7.2 Pass and Identification (ID)/Registration Clerk Services [SUBCLIN 0007AB (X007AB)]
These services consist of all activities necessary for successfully registering vehicles, motorcycles, pets, bicycles, and weapons, issuing DoD decals and providing temporary passes for visitors entering the installation in accordance with all applicable Federal, DoD, DON, USMC and installation laws, regulations and policies.
Information collected shall be protected in accordance with Privacy Act and the Department of Defense Privacy
Program, DOD Directive 5400.11. These services shall include the following:
Issuing, reviewing and processing applications for vehicle registration, pet registration, privately owned weapons registration and bicycle registration, ensuring applications and supporting documents are complete, valid, and comply with applicable laws, regulations and rules for determining eligibility of the applicant. Reviewing, processing and issuing temporary passes for all visitors to the installation in accordance with established laws, regulations and rules, and maintaining accurate accountability of issued and on-hand vehicle registration decals.
Operating separate computerized databases, to include the Consolidated Law Enforcement
Operations Center (CLEOC) and the CLEOC replacement system when fielded, for the registration of vehicles, privately owned weapons and bicycles, entering and verifying accuracy of data and updating data as changes occur. Ensure personnel who have access to these systems do not share that information with personnel who do not have authorization or need to know.
Utilizing a variety of word processing and other automated programs, , such as Microsoft Word, Excel, Power Point, databases and e-mail, to accomplish office automation tasks to include preparation of correspondence, charts, reports, and forms.
Provide support in the area of office organization and file maintenance of documents and records and perform other office administrative tasks.
Provide customer service activities in the form of advice and assistance to customers to ensure strict compliance and enforcement of applicable regulations.
C-4.7.3 Armory and Ready-For-Issue (RFI) Services [SUBCLIN 0007AC (X007AC)]
These services provide support to issue, recover and maintain daily accountability of weapons, ammunition, and equipment stored in the PMO/MCPD arms room. These services include assisting the armorer in the following:
Ensuring safety and security of weapons, ammunition and equipment stored in the arms room.
Conducting a daily inventory of all weapons, ammunition and other miscellaneous equipment prior to assuming duty, properly documenting all discrepancies and making appropriate notifications.
Recovering and maintaining control of training ammunition.
Assist with the administration and operation management of the RFI and armory in order to support
PMO/MCPD.
Perform Limited Technical Inspections (LTI) and 2 nd echelon maintenance of weapons assigned to
PMO/MCPD in accordance with the weapons scheduled maintenance requirements.
The Contractor shall properly issue and store arms in compliance with installation SOP and applicable directives regarding arms room safety, security and accountability.
The contractor employee supporting LTI shall have the appropriate manufacturer approved training and abilities to perform LTI and 2 nd echelon maintenance of all handguns and shotguns assigned to the PMO/MCPD and provide evidence of training to the Installation PMO/MCPD for validation prior to performing such inspections
C-4.7.4 Physical Security/Crime Prevention Specialist Services [SUBCLIN 0007AD (X007AD)]
These services require the contractor to perform the following:
Developing, coordinating, and conducting physical security and crime prevention programs, which may include operations security and installation security programs, security surveys/inspections, and emergency planning in support of the installation.
Supporting the Provost Marshal/Police Chief with the technical assistance required for the development and maintenance of a comprehensive installation physical security plan.
