Government’s requirement are key to correct pricing. J4 provides a basic set of uniforms and duty gear for one police officer. Should the contractor assume pricing of 300 sets of uniforms/duty gear annually (per contract period)? How many
Formal Dress and MWD Supplement uniforms are required annually (per contract period)?
Correct the contractor should price 300 sets of uniform, duty gear and formal dress uniforms annually and 10 MWD uniforms annually.

Travel regarding positions certification and mandatory training will be the responsibility of the contractor.
In a FFP environment, details of the
Government’s requirement are key to correct pricing. Can the Government provide more clarity on the anticipated trips? Length of trip, locations, purpose, number of travelers?
X0001 length of travel is 2 -3 days max and 20 trips. 10 trips in support of Logistics support to travel to academy for fitting. The remaining 10 trips are in support of HR and PASR travel as needed for mission requirements.
X0003. Length of travel 2-3 days max, travel for at least one sight visit per 17 installations and 3 trips for addressing issues as needed.
X0004. 15 trips in support of visiting 17 installations. 2-3 days max, multiple bases visited during the execution of trips. Example includes visiting bases within the same Region during the same trip.
X0005. In support of 3 FLETA trips and 3 trips in support of Course Content Review Boards and
HQMC training events. Max 2-3 days.

These items are no cost reimbursable.
In a FFP environment details of the
Government’s requirement are key to correct pricing. Will the Government provide an annual requirement of what software is needed in order to appropriately price the requirement as it is seen today? Or provide an estimated expenditure?
No new software is required.

The only vehicle requirement is at the academy. The academy requires 4 vehicles, refer to Attachment J4

Package” vehicles with code lights, striping, and other police vehicle items to ensure realistic training? If so, please provide a list of requirements for these vehicles.
Yes, sedans shall be ”Police Package” vehicles with code lights and siren. The utility vehicles do not require a “Police Package”.

The government will provide lodging and food for the students attending the academy.

In Question #155, the proposer asks, “Can the government specify if a dedicated ‘on site manager’ is required at each of the 18 sites?” The Government responded, “On-
Site Supervisors are required for the 17 installation locations within table 1.” The
Government seems to be using the terms
On-Site Manager and SSP Supervisor interchangeably. Are these in fact two separate positions? Are both positions, the

Key personnel will be identified in the PWS and minimum qualifications, education and training will be provided.
Key Personnel are defined differently than
Mission Essential personnel; the terms are not interchangeable and may apply to different personnel. We cannot identify where “Key Personnel” are identified in the PWS as stated. There do not appear to be any changes related to this. Please clarify (also see Question 208).
The following personnel have been identified as
Key Personnel: Senior Curriculum Writer, Policy and Doctrine and Law Enforcement

Government consider allowing offerors to refer the reader to previous sections if we already addressed the requirement elsewhere in the document within reason?
While the Government has amended Sections
L and M to alleviate confusion, each
Volume shall stand on its own it the proposal.
We understand that each “Volume” shall stand on its own. However, the query was concerning cross-referencing “within” a single volume which is typical. Much of the information crosses over into multiple areas (Quality Control, Staffing, Supervision) and due to page restrictions cannot be repeated in detail, but may be addressed at a higher level in some locations. i.e., Is it acceptable to reference a section within a Volume, from within the same Volume?
Yes, but it is imperative that the proposal demonstrate to the Governments’ satisfaction that the offeror will provide an approach that meets or exceeds the minimum performance or capability.

There is only one location for this requirement. The requirement is for the execution of 10
Academy Courses per year, the development of 4 new courses, and the management of the
FLETA Program.
The development of “4 new courses” is not indicated anywhere in the PWS.
1. Please clarify if 4 new courses is a firm annual requirement.
2. Because this is a FFP contract, the cost can vary tremendously, please provide detail on type of courses and complexity level of these 4 new courses.

“The contractor shall provide a SSP Site Supervisor who is responsible for managing and supervising the contractor’s on-site personnel at each site location” and C-4.7.1 The contractor shall provide site specific program management support to those locations identified in Table 1 of the PWS. These on-site managers shall be responsible for the management and oversight of contractor operations, to include reconciling schedules and cost associated with execution of task requirements at the corresponding locations. The site managers shall coordinate with the Contractor’s PM, the COR and HQMC TPOC on the accuracy of monthly reporting and quarterly IPRs for their locations; reviewing and reconciling with the Contractor PM and COR questions pertaining to contractor personnel labor hours worked, travel, and purchases made under the contract. The on-site managers shall be responsible for maintaining administrative and operational control of contract staff personnel on-site.
On-Site Supervisors are required for the 17 installation locations within table 1.

“Key Personnel”, as the PWS was not updated to indicate such. L.4.1.3.3 requires a resume for “each Key Person proposed.” Key Personnel (i.e., PM, DPM, etc.) and Essential Personnel are generally defined differently and personnel designated as “Key Personnel” are not necessarily the same personnel designated as “Mission Essential Personnel”.
QUERY: This response seems to indicate that all Dispatchers and Alarm Monitors are now designated as “Key Personnel.”
1. Dispatchers and Alarm Monitors are “Essential Personnel” as indicated in Att. J3. Did the
Government actually intend to also make them “Key Personnel”?
2. If Dispatchers and Alarm
Monitors are Key Personnel, L.4.1.3.3 requires a resume in the proposal for every one of them.
At FY18 levels, this would require over 150 resumes to be included in the proposal. If these positions are now also Key
Personnel, does the Government really want bidders to submit all
150+ resumes?

There is no requirement to be
SCORM compliant.
Current e-learning courses developed for
MCCLEP are hosted on USMC LMS
MarineNet, which requires SCORM compliance per DoD policy. As this is a
FFP contract and there is cost involved with creating courses in compliance with
SCORM, please clarify that SCORM is required or if the programs will now be hosted in some fashion that does not require SCORM compliance.
E-learning courses will have to be SCORM compliant.
FY17 and FY17.5 have been removed from J5, has the period of performance been adjusted? Is this now a base plus 2-year contract? If so, will the CLIN structure need to be adjusted?
FY17 and FY17.5 were not part of the requirement. The CLIN structure and period of performance are correct and will not be adjusted.

Please clarify on the J5, how many positions are staffed during the hours specified? For instance, if the J5 says the post is staffed from 0730-1600 M-F and then states that there are 3 people required, is that 3 positions staffed, or 3 people covering the hours during that time? If it states that there is a 24/7 requirement, with a staffing of 18, how many positions at the same time are required? (This is needed to properly calculate hours).
The numbers provided are the numbers of positions staffed during the hours specified.
So if it cause for 3 and the coverage is for 24/7, then 3 will be staffed during that period
On the 24/7 positions, at some locations staffing is listed as 5, and some it is listed at
4, 6 or 3. Which is correct? Do any of the positions need to be back-filled during lunch, breaks, or paid time off?
The staffing differs by task and location. The numbers listed are correct. No positions need to be back filled during lunch
For several locations at several sites the position is listed as a 24/7 position for multiple years, but the number of people to staff those positions decreases and is not enough to staff a 24/7 position in the option years. Please clarify.
