Vendor Questions and Government Responses -

AV Media Production M00264-17-R-0017

Item Number Section Questions Answers

CLIN 0001 Low Complexity FFP

For the CLIN 0001 Low Complexity FFP – what does this CLIN incorporate or cover? We understand the CLIN’s for pre-production/production/post-production. And this question applies to all other first CLINS for each complexity that denote “FFP”– what is this for?

The CLIN covers the costs of the pre-production effort for low complexity media.

Low Complexity media

None of the media shows are categorized as “low complexity” – so should we ignore filling in that CLIN? Low complexity media will be required under future task orders.

Bi-monthly meetings

Please confirm that the bi-monthly meetings will be in person at the museum? Are they expected to be 2 day on-site meetings?

Meetings will be in person at the Museum, teleconferencing of these meetings will not be permitted. The number of days needed will be driven by the volume of topics that need discussion. At a minimum, two full 8 hour days.

Section 10.1.1 Price

On page 37 in section 10.1.1 Price it references that we need to fill out Attachment C – Task Order 0001 – but we did not see

Attachment C provided in the RFP or to download – can you please clarify and/or provide this attachment? Please refer to ATTACHC:TASK ORDER 0001 within the Solicitation.

Pg. 34 6.1.2

Can you please clarify pg. 34 6.1.2 – it notes that “no photographs or hyperlinks are permitted” for the proposals – but typically we include graphic design elements that include some photos to showcase past performance etc. – it’s standard for proposals – can you please clarify the intention for now photographs?

Photographs are permitted. Please see updated 52.212-1 Addendum –

Instructions, Conditions, and Notices to Offeror.

Compliance Matrix

Can you please provide more detail on what content needs to be included in the Compliance Matrix for the technical proposal? How do you see this as being different from the detailed table of contents? Can you provide us a Compliance Matrix to fill in to insure nothing is missing? Additional clarifications much appreciated.

Please see updated 52.212-1 Addendum – Instructions, Conditions, and

Notices to Offeror.

Number of media pieces

How many media pieces are anticipated to be produced over the 5-year period?

Minimum of 60 and Maximum is 82. Please see PWS Section 5.0, it provides the description of the levels of complexity and estimated numbers of media pieces.

Attachment B

Related to question #6 – are there additional media pieces beyond what is described in the AV Treatment Attachment B? And is

Attachment B representative of the first Task Order only?

Yes, Attachment B covers the media pieces for only the first Task Order.

Additional AV Treatments will be provided in future task orders.

Decision Forcing Cases

Can you please clarify the creative for AV-506 Decision Forcing

Cases – is this a linear show or does this have an interactive component? The media brief under the performance spec notes

“when the screen is touched, the main video begins until the visitor is given a choice(s) to make” – can you please clarify the show flow and content of the media piece? Is there any other content to produce beyond the two minute main video – i.e. the choices the visitor can engage after that video plays?

This will be an interactive presentation. The exact branching and media will be determined with the Contractor (Awardee) during pre-production

AV-1401 Advance Organizer

Can you please clarify the creative intent for AV-1401 Advance

Organizer – the Visitor Experience describes it as an immersive piece in which rear projection brings the room to life with maps and chatter for “you are there” feel without any explanation but then the

Abstract talks about having two Marines facing the visitor and telling them about Al Qaeda (Male) and then later counterinsurgency (Female) – any/all clarifications would be welcome.

The intent of the media is to have Marines give a brief on the situation in Iraq and Afghanistan and, in so doing, give the visitor an introduction to the topics in the gallery. It will be shown on a rear projection screen at the end of the space. Other than this media there will be no attempt to create an immersive effect in the space.

AV-1417 Stack In The Alley

For AV-1417 Stack In The Alley – is there any reason we could not film this at Camp Pendleton – and use USMC assets at that base – which has many built sets and can add production value?

Live action shoots will be done within the designated radius listed in the solicitation

AV-1417 Stack In The Alley

For AV-1417 Stack In The Alley – can you please clarify are there 4 or 7 - 30 second segments to film[AF1] ? Also can you provide more details on what the content of all the segments would be?

There will be a maximum of 7 segments, content is as noted in the media treatment and will be further refined with the Contractor (Awardee) during the pre-production phase.

AV-1424 Friend Or Foe Window

For AV-1424 Friend Or Foe Window – can you please clarify if these 4 segments are in addition to the Av-1417 Stack In The Alley segments? Also can you provide more details on what the content of all the segments would be?

These segments are in addition to AV-1417, content is as noted in the media treatment and will be further refined with the Contractor (Awardee) during the pre-production phase.

14 Past Performance Questionnaire

ATTACHED

For the self-assessment of the PPQ – do you want us to fill in a PPQ and rate ourselves? Please clarify. Please refer to ATTACHED Past Performance Questionnaire.

52.212-1 Addendum – Instructions, Conditions, and Notices to Offeror

We would greatly appreciate it if you could please change the time for the due date from 11A EST to 4P EST for Friday May 19th – we plan on sending the proposal in early but in the past FedEx has let us down and having a couple extra hours for later delivery would be most appreciated? Anything you can do beyond 11EST is appreciated. The proposal due date has been extended, please see Amendment 0002.

Pricing

Please confirm that we are required to price all item numbers for all complexity levels and phases as included in form SF 1449 (pages 3-

9) for RFP M00264-17-R-0017, and not just the pre-production phases requested in Attachment C: Task Order 0001. See reponse for Item Number 6.

Section 9.1 Factor 3 Past Performance

(page 37 of 55):

Related to Past Performance references, we as a small business principally focused on delivering services to the Federal

Government, have recent (within the past 3 years) and relevant (full video production from conceptualization to final product) experience as a subcontractor delivering high quality video product task orders to the Federal Government that have been extremely well received.

However, these products were not for Museum Exhibit AV Media

Production, as emphasized in the requirements under this section of the solicitation. We do, however, have relevant high quality

Museum Exhibit AV Media Production experience that was prior to the 3-year window defined for “recent.” We also have working relationships with small business subcontractors that have recent and relevant experience (as defined within this section of the solicitation) delivering high quality Museum Exhibit AV Media

Production. Their highly-acclaimed production work includes hundreds of Exhibit AV Media products currently on display in another military-focused museum. This section of the solicitation also asks Offerors to provide “at least three (3) references demonstrating relevant past performance.” It is our desire to give the NMMC the best possible product, which will be on display to the public for many years to come. We can do just that if given the opportunity to bring you the best possible team. Therefore, with respect to this section of the solicitation we have the following

Past performance is to be of the offerors work in the window of time stated in the solicitation.

SF1449 Page 3: CLIN 0001

CLIN 0001 states under SUPPLIES/SERVICES it is Low

Complexity, FFP, and Pre-Production. It is assumed that CLIN

0001 is the sum of each of the Sub CLINs (SCLINs), i.e. 0001AA, 0001AB, 0001AC, and 0001AD, which include more than Pre-

Production. Should the term “Pre-Production” be removed from

CLIN 0001? Pre-production in CLIN 0001 is correct

Attachment B, AV Media Treatments

Under the Media Exhibit Title FRIEND OR FOE WINDOW, Media

Exhibit Number AV1424, it does not specify the Media Complexity, however based on the number of High-Complexity treatments specified in Attachment C, Task Order 0001, it appears the Media

Complexity for this treatment should be considered High-

Complexity. Please confirm this. Confirmed

Section 7 Offeror Content, Table under

Section 7.1, page 35 of 55

Under Past Performance, Volume (II) it states this volume shall include “c. Self – Assessment of the PPQ (Per listed firm).” Can the Government please confirm what is expected here from the

Offeror? For the PPQs (Attachment D) the instructions are for the

Offeror/Major Subcontractor to provide the PPQs to “Government personnel who had experience with the Offeror/Major

Subcontractor.” This assessor will then be returning the completed

PPQs directly to the Contracting Office for this solicitation. See reponse for Item Number 14.

Attachment D PPQ:

The opening paragraph states “Sections I through III are to be completed by the Offeror/Major Subcontractor and provided to the assessor (Government personnel who had experience with the

Offeror/Major Subcontractor on a previous relevant contract). The assessor, in turn, to verify Sections I through III, complete the questionnaire, and submit to the Contracting Office. The Offeror should also submit with its proposal (by the closing date of the

Solicitation) copies of Sections I and II of all questionnaires as provided to assessors.” Further it states, “Sections III through VII are to be completed in their entirety by the assessor.” Should the opening paragraph be changed to “Sections I and II are to be completed by the Offeror/Major Subcontractor…………?” See reponse for Item Number 14.

Past Performance

Will the Government consider recent and relevant Past Performance for work other than under Government contract, i.e. commercial, not-for-profit, or other privately funded exhibits? See reponse for Item Number 14.

PWS Task 4.2.2

It is stated that it “shall be the responsibility of the Contractor to procure or produce all elements needed for the media piece………….the Contractor can expect to………….procure imagery and usage rights.” PWS Task 4.2.4 then states “The COR will provide digital copies of text, imagery, and media from his resources, as needed.” Can the Government please clarify imagery provided by the COR versus imagery that must be procured by the

Contractor? See changes in PWS Task 4.2.4.

24 Attachment B, AV Media Treatments

Under AV‐1412 ‐ FARP ENVIRONMENT, is the intent to use stock imagery for the environmental projections or to film this as original footage?

Government expects this to be all computer generated animation with associated sound.

Section 10 Volume III – Business

Volume, 10.1 Factor 5. Price

Paragraph 10.1.1 Price states the Offeror shall complete Contract

Line Item Numbers (CLIN’s) for FFP, Attachment C: Task Order

0001. Task Order 0001 includes Pre-Production of AV Media treatments for 3 distinct Galleries (Legacy Walk, Forward Deployed, and Afghanistan & Iraq), and only Pre-Production CLINs are identified. Based on the Government’s definition of Pre-Production in PWS 4.1 the tasks will include the script shall being written, storyboards being created, research into surroundings, uniforms and weaponry being performed (for live action shoots) and decision trees for interactive media will be generated. The personnel (Labor

Categories) and other costs for Pre-Production may be vastly different than those associated with Production, Post-Production, and Installation and Close-out. How does the Government intend to evaluate pricing for CLINs other than those associated with Pre-

Production?

Pricing will be evaluated in accordance with 52.212-2 Addendum – Evaluation

– Commercial Items

26 FFP Task Orders

What are the anticipated payment terms on the FFP Task Orders?

For long duration Task Orders, will the Government consider payments tied to Contract Deliverables as outlined in PWS Section

6.0 or other mutually agreed milestone?

Payment will be made upon the final acceptance of a deliverable within a Task

Order.

27 PWS Section 7.0 Key Personnel

The minimum years of experience for 6 Key Personnel positions are rather onerous, especially for Interactive Software Developer and

Graphic Designer. Will the Government consider reducing the minimum years of experience for Key Personnel? The years of experience remain as stated.

Section 10 Volume III – Business

Volume, 10.1 Factor 5. Price

There will be significant other direct costs (ODCs), especially within the Production CLINs. Neither subparagraphs 10.1.1 nor

10.1.2 address the breakout of ODCs. The requirement of PWS

Section 4.2.3 alone, suggests substantial costs can be anticipated beyond labor costs. How would the Government like Offerors to identify these non-labor costs within Volume III? Please see reponse to Item Number 6.

29 PWS Section 4.3.1

This requirement states “The Contractor shall work with the COR to load and make the software function on Government Furnished

Equipment (GFE) hardware.” Can the Government provide information on GFE hardware specifications?

GFE will be the playback system designed and installed through another contract vehicle that is pending award.

30 Section 8.1.1.1 Factor 1

The term “identified mission areas” is used in Section 8.1.1.1 Factor

1. Technical Capability and 2.1 Factor 1. Technical Capability. Are we correct to assume “identified mission areas” is analogous to

PWS requirements? If not, what is meant by “identified mission areas?” Identified mission areas refers to the galleries and exhibits.

31 Instructions to Offerors

Section 6.1.2 states that no photographs are to be included in the proposal. Given the visual nature of the work product being requested, would it not benefit the Government to see photographs of similar projects as illustrations within an Offerors proposal? Will the Government consider allowing Offerors to include photographs in our proposals as illustrations of similar work? See reponse for Item Number 5.

32 Due date

1. To provide the Government enough time to adequately respond to all Offerors questions and allow Offerors enough time to address possible changes in their proposal associated with those responses, followed by the need to print, copy, burn CDs and physically deliver all paper copies and digital media, will the

Government consider extending the due date for proposals by no less than 1 week? See reponse for Item Number 15.

33 Bi-monthly meetings How many days are each of the bi-monthly meetings? See response for Item Number 3.

34 Travel and expense submittal

Should we do a separate submittal for meetings and onsite travel and expenses? See reponse for Item Number 25.

35 Bi-monthly meetings Does the COR consider bi-monthly meetings every 2 months? (p.10) Yes

36 Equipment

Since COR is not supplying equipment for developing and testing, can the Producer make a recommendation for equipment?

Equipment will be selected by the Digital Exhibit contractor. The Media

Producer can made recommendations.

37 Section 4.4

In item 4.4 it states that the Contractor working with the Digital

Exhibit Contractor will ensure that AV Hardware is working properly. Since the equipment is purchased and installed by Digital

Exhibit Contractor, the Media Contractor can only insure that the media was produced and encoded properly. Isn’t equipment and show control programming the responsibility of the DEC?

Equipment is the responsibility of the Digital Exhibit contractor. Item 4.4 is meant to highlight that the Media contractor will be responsible for troubleshooting any issues with media not being formatted properly for the playback hardware.

38 Section 4.4.1

4.4.1 Equalizing audio tracks needs to be done in conjunction with the DEC and the installed equipment. If 5.1 or 7.1 soundtracks are used, the Media Contractor is then responsible for bringing to site equipment such as Pro Tools to do a mix in situ-is this what was meant? Correct.

39 Section 4.4.4

Instead of providing content on DVD’s would hard drives be acceptable? Content shall be provided on DVD's as stated.

40 Licensing

Does licensed video and audio need to be licensed for web, public relations, and advertising usage and for in-perpetuity? Yes

41 Other Media

The Exhibit Drawings sent, note a number of other media and interactive pieces not included in the Media Treatments provided.

Will these other programs also be included in the scope of work? See reponse for Item Number 7.

42 Media Numbering

There are some naming discrepancies between the drawings/AV treatments. For instance, the AV 500 exhibit numbers on the AV

Treatments don’t match the AV Numbers on the drawings. For instance: AV 505 on the Media Treatments is a 36” monitor with touch screen interface. AV 505 Transformation Narrative on drawing iX05-18 is a video wall that is called AV 505 A Grateful

Nation. Which is correct? See updated Attachment F, drawing ix00-08 for galleries 13, 14 and 5

52.212-1 Addendum – Instructions, Conditions, and Notices to Offeror

Section SF 1449 – Continuation Sheet 001, 002, 003, 004 are those sums to be the total of Pre-Production, Production, Post-Production, Installation combined? See reponse for Item Number 6.

52.212-1 Addendum – Instructions, Conditions, and Notices to Offeror

Section SF 1449 – Continuation Sheet - are we to supply an estimate for 1 media program of all the different levels of complexity, or are we estimating individual costs for all the treatments provided? See reponse for Item Number 6.

45 Content Research

The treatments provide a high-level concept. Will NMMC provide research and background information to Media Producer? Or is

Media Producer responsible for content research in order to develop scripts? The Media Producer will be responsible for content research.

46 AV 506 Decision Forcing Cases

AV 506 Decision Forcing Cases: The treatment mentions students asked to solve a problem. Does this footage exist of the students discussing solutions and solving problem? Or does this require an original shoot? If this footage is requested via Task Order it will require an original shoot.

47 Complexity levels

In section 5.0 Description of Levels of Complexity in Media pieces, none of the complexity levels mention original shooting. However, AV 510, AV 512 for example, requires original shooting of interviews. Since it is not yet known how many days of shooting are required (how many interviewees) how should we estimate for original shooting costs? See reponse for Item Number 7.

48 AV-1301

AV 1301 on plans is drawn as 3 projectors. Is this a single source video or are there 3 sources with different videos playing? Three Sources

49 High Complexity Media

Can you please explain why AV 1401 and AV 1412 are considered

High Complexity media programs?

AV 1401 is assumed to need a soundstage shoot and AV 1412 is assumed to be all Computer Generated animation.

50 Source Code

A wide variety of software programs can be used to create these custom interactives. In 15.0 Data Rights it names that source codes need to be provided and sole property of the Government. Since, the

Contractor does not own the source codes to these off-the-shelf programs, are you insisting that original code is written to create the interactives?

Original code will be needed if existing code is not able to meet the requirements as determined in the pre-production phase of the media.

51 Proposal Photographs

On Page 34, you state no photographs are permitted in the proposal.

Are you saying that we cannot include any photographs in Past

Performances, Technical Capability or Performance Execution and

Management? See reponse for Item Number 5.

52.212-1 Addendum – Instructions, Conditions, and Notices to Offeror

On page 37, you state, “proposal shall include detailed breakdown of labor categories, full burdened labor rate, etc.’ Please be specific on what ‘fully burdened’ breakdown you would like us to present for this. This is up to the contractor.

53 Start date

When is the intended date of the contract to begin? We understand it is a 5 year contract but we haven’t found in the RFP a start date. The anticipated award date is September

54 AV-510

In AV Treatment AV-510, it is considered a medium high in complexity. It says in the treatment there will be an interactive list for selection by visitor but in the performance specs it says it's a linear video with audio that plays as a continuous and seamless loop. Which is it? And AV-511 and AV-512 do specify interactive with 10 video clips. Should we treat AV-510, AV-511 and AV-512

AV-510, AV-511 and AV-512 will have an interactive list for selection by the visitor.

52.212-1 Addendum – Instructions, Conditions, and Notices to Offeror

For the past performance volume, can we provide samples of projects (similar to this project) from further back given that many museum projects are longer term (2-5 years)? See reponse for Item Number 17.

56 AV-506

On AV Treatment AV-506, does the museum anticipate that this treatment will require original production, i.e. new filming? That will be determined during the pre-production phase of the media.

57 AV-1412

On AV Treatment AV-1412, can the museum confirm that the footage described in the Visitor Experience section is “original production” i.e. to be filmed on location in Quantico? AV 1412 is assumed to be all Computer Generated animation

52.212-1 Addendum – Instructions, Conditions, and Notices to Offeror

Paragraph 10.1 Factor 5. Price on page 37 seems to be mislabeled.

Should it be “Factor 4”, which will then be consistent with paragraph 4.1 under the Evaluation section on page 43? This was a typo. Please see updated Instructions to Offerors.

59 AV-1424

“Friend or Foe Window” AV-1424 – is the length 4 segments, each

90 sec-2 min? Or is it a total length of 90 sec – 2 min, including all

4 segments? There will be four segments each 30 seconds in length.

60 5.4 High Complexity

Page 14, 5.4 High Complexity - Would the high complexity media pieces include real time interactive game based simulations? No

File details come from the government source that posted it. Updated .
